Chairman Church called the meeting to order at 500 pm

A motion was made by Alii Karrels and seconded by Jim Church to approve the consent agenda consisting of the September 9 2013 minutes and Police Departments monthly report for August and bills Motion carried 2-0

Upon payment of all fees and fines a motion was made by Alii Karrels and seconded by Jim Church to approve the following new or renewed bartenders licenses excluding Samantha Harry and Kylee Brooks who were denied based on Chief Kass recommendation Motion carried 2-0 The two who were denied can be presented again at next months meeting

The Committee reviewed three drafts to amend our Dog Ordinance One was pertaining to keeping pets or animals in the City which added a paragraph on exotic animals and hybrids The second one was pertaining to dogs running at large and the leash law The third was pertaining to harboring certain dogs and prohibiting assaults or attacks on any person or domesticated animal A motion was made by Alii Karrels and seconded by Jim Church to approve the drafts of the three Ordinances and that they be presented to the Council for final approval Motion carried 2-0

Due to the increase in requests to have block parties Chief Kass presented a sample policy that could be adopted since we do not currently have a policy in place at this time The Committee requested that Chief Kass present this policy at next months meeting in draft form

Chief Kass reported that the Department recently conducted an alcohol compliance check at 27 licensed establishments There were five that failed the check and served alcohol to underage persons The businesses and bartenders were cited The five that failed are Bobby Vs Pool amp Pub EI Vallarta on Black River Street The GreensProblem Solvers Lynda Lous and Silent Outdoors This check is done annually and the above establishments passed the check last year

During the month of September the Sparta Police Department responded to 1258 calls for service issued 181 traffic citations arrested 18 persons for Operating While Under the Influence and made 150 non-traffic related arrests Overall activity level was average with the prior year

Chiefrsquos Report

The Departments recruitment process continued in September and included physical agility testing and a written exam for the candidates 17 applicants passed both phases and were interviewed by two separate panels of PD employees The panel recommended 8 of the 17 be interviewed by the Police Commission which will occur in mid-October Alcohol compliance checks were conducted on all 27 licensed establishments in the City Were pleased to report that 22 businesses refused to sell to the underage persons The 5 establishments that did sell were cited for the violation Chief Kass and Detective Meyers presented at a Community Wide Drug Awareness Forum hosted by the Monroe County Safe Communities Coalition They discussed current drug trends in the community and offered advice on what residents could do if they suspected drug usage in family members or in their neighborhood Training

Officer Nelson attended the Crime Information Bureau Training Conference Officer Nelson amp Sgt Ames were recertified as TASER instructors Sgt Ames completed a 3 week Leadership in Police Organizations course Officer Johnson was trained in the Pursuit Intervention Technique (PIT) SRO Seubert attended the Juvenile Officer Training Conference

The Department recommends denial of an Operator (Bartender) license to Samantha Harry at this time On September 20 2013 Ms Harry sold alcoholic beverages to underage persons in violation of state law and City of Sparta municipal code Ms Harry was cited for the violation and the case has not yet been adjudicated Chapter 1203(5)B21) allows denial of an operators license based on pending charges when the offense substantially relates to the circumstances of the licensed activity

The Departments recruitment process continued in September and included physical agility testing and a written exam for the candidates 17 applicants passed both phases and were interviewed by two separate panels of PD employees The panel recommended 8 of the 17 be interviewed by the Police Commission which will occur in mid-October Alcohol compliance checks were conducted on all 27 licensed establishments in the City Were pleased to report that 22 businesses refused to sell to the underage persons The 5 establishments that did sell were cited for the violation Chief Kass and Detective Meyers presented at a Community Wide Drug Awareness Forum hosted by the Monroe County Safe Communities Coalition They discussed current drug trends in the community and offered advice on what residents could do if they suspected drug usage in family members or in their neighborhood Training

Officer Nelson attended the Crime Information Bureau Training Conference Officer Nelson amp Sgt Ames were recertified as TASER instructors Sgt Ames completed a 3 week Leadership in Police Organizations course Officer Johnson was trained in the Pursuit Intervention Technique (PIT) SRO Seubert attended the Juvenile Officer Training Conference

During the month of September the Sparta Police Department responded to 1258 calls for service issued 181 traffic citations arrested 18 persons for Operating While Under the Influence and made 150 non-traffic related arrests Overall activity level was average with the prior year

The Department recommends denial of an Operator (Bartender) license to Samantha Harry at this time On September 20 2013 Ms Harry sold alcoholic beverages to underage persons in violation of state law and City of Sparta municipal code Ms Harry was cited for the violation and the case has not yet been adjudicated Chapter 1203(5)B21) allows denial of an operators license based on pending charges when the offense substantially relates to the circumstances of the licensed activity

(1) DUTIES The Water Department Superintendent shall be under the immediate supervision and direction of the Public Works Director subject to general control of the City Council The Superintendent shall perform such duties and have such powers as shall be contained in this Municipal Code particularly Ch 13 Municipal Utilities (Amended 68151172005)
