I am a homeowner at Santa Clara and Ash. I am commenting
re: Formal Item 13C. In the past year, we've seen accident after accident at the intersection of Santa Clara and Ash. This
is because there is an increase in traffic as a result of Main St.
being closed. I am in support of Main St. remaining closed, however, we must address how this effects the surrounding
areas. More stop signs and/or cross-walks are necessary to
guarantee the safety of drivers and pedestrians. I have

personally witnessed car accidents , nearly been hit by cars turning without care for pedestrians, and it's only so long before
someone is hurt.
Additionally, the bus routes/stops should also be under
consideration. At the same intersection , the bus stop on Santa Clara often results in cars speeding around it thereby putting others in danger. Additionally, it causes disruptions to the
people in the immediate area. Why not place this stop by Plaza Park across from the Post Office?

PLEASE do NOT let our city turn into the City of Quick Fixes and Major Regrets.
I have owned my home on Poli since October 1996, 25 years. There has been a minor increase in traffic over the years. Since downtown Main St. has been closed, the traffic has increased dramatically. There has been an increase in traffic accidents, motorcycles revving engines & doing wheelies, speeding and, distracted drivers.
I work from home. Vehicular noise and pollution have reached a disturbingly high level. I urge the council to review two excellent, in depth studies that are easily accessed and well worth the time to review:

I am NOT against keeping downtown Main Street closed. There is so much more that needs to be taken into account than this one decision. You are ignoring the surrounding neighborhoods on Santa Clara, Thompson and Poli.
You can still keep Main St. temporarily closed but, must address a larger problem and constituency.

Written Comments The current traffic pattern on Poli Avenue since the closure of
Main Street is a SAFETY issue for all our residents. I live close
to Cemetery Park, which is an awesome commun ity park that
is frequented on a regular basis by all. This area is a central meeting place for families, children, seniors, animal owners.
Due to the increased traffic patterns, motor vehicles of all

types, use Poli as an "express lane" to get to their destinations. SAFETY is a Major issue = due to the speed of the vehicles as
well as the congestion and constant traffic for those who frequent this area. Are we waiting for someone to have an
accident and DIE before we do something? This area, around Cemetery Park== MUST be Evaluated for Safety please. WE "MUST" slow down the traffic . An evaluation needs to assess
this situation. I am in favor of keeping Main Street Downtown open , my concern , is what has occurred , dealing with SAFETY, on Poli Street due to this adjustment. Thank you.

I'm writing to voice our displeasure with the current traffic situation on Poli St. and the need for it to be addressed before Main St. can officially be closed to traffic. During the pandemic and lockdown Main St. being closed was not an issue, due to limited activity and people staying home. Now that life is nearly back to normal. traffic on Poli has become intolerable as more and more people are using it as a thoroughfare. We live at Poli St. The 4 way stop intersection here is a mess and has become even more dangerous with people not stopping or not understanding who has the right of way. We are regularly hearing road rage incidents from our yard. Cars are speeding at high frequency making it very dangerous to pull out from Encinal and Live Oak. Living on Poli has become much less pleasant in recent times. The traffic was already an issue before Covid and now it is far worse. I honestly can't see how Main can stay closed, given the limited options for crossing town. Thompson has also gotten much worse, especially at the stop lights near California during high traffic times. But, if it does remain closed these issues need to be addressed immediately. Unfortunately it seems that we will need stop signs at all of the cross streets to slow things down or Main should be reopened.

Dear neighbors: We have lived at our current address on Poli and Live Oak for two years, having moved from elsewhere in Midtown.
We support the continued closure of Main Street in the downtown district as a very successful experiment that adds to the retail and residential quality of life. But we must caution you that it has greately increased the down-the-street traffic pressure to the East on Poli. We have fewer stop signs than nearer to City Hall. Cars whiz by our house, past Cemetery Park and towards VHS) daily, both morning and night. Lots of folks {and lots of commercial trucks) do not divert back down to Main Street, but rather, now use our curvy, narrow, 25 MPH residentia l street, maybe half the width of Santa Clara St., as a freeway.
There's no mitigation near our intersection at Live Oak Dr., and t rucks just whoosh past doing 45 or 55 regularly. Our street has a lot of high school foot traffic (on the very narrow half sidewalks) every morning and late afternoon. It's asking for pedestrian injury. Can the City please take steps to make Poli between Lincoln and VHS safer first, or find some other mitigation strategies that divert the hard core speeders off Poli, before making permanent changes that drive the traffic off Main Street for good? Regarding the proposal to permanently close Main Street downtown, I think it's an excellent idea. I'm a homeowner in the College area and over the past year have found the bustling environment invigorating. It has the potential to be a unique long term draw that defines the area rather than a pass through drive that I avoid. I take my kids downtown for walks and take the time to really see the area. The extended out door dining makes trying new restaurants more of an event.
With all the criticism I think it's important to allow Ventura to allow businesses the chance to flourish . If you do it right The Ventura downtown area can be as much of a draw as the third street promenade or San Diego's Gas Light District in its unique Ventura way. I hated driving through the area before, now I enjoy walking the area regularly. You have the right idea, now's the time to finish the job.

I hope t his thought can be considered although after 4pm.
I would like to flag a dangerous intersection: S Ash St and E Santa Clara St in downtown Ventura. Since Main St has been closed to cars, traffic is now diverted along E Santa Clara. We also now have a busy bus stop at this intersection. There are frequent car accidents, and it is only t ime until someone is hurt.
I have been working from home th is past year, and I have witnessed about 5 or 6 car collisions. Usually a police officer shows up so I'm sure these are on record. But what is certainly not on record are the near-collisions. Every single day I hear cars screeching to a halt to avoid colliding.
This is current ly a 2-way intersection that has high foot and bike traffic. I th ink this intersect ion should be a 4-way stop, with stronger signage to protect pedestrians.
