SUMMARY: This is the second annual special event run request submission for calendar year 2014. Per the adopted road race and road closure policy (October 25, 2011) only six races can be approved. We received six race submissions, all of which are the same races that were submitted and approved for the 20 13 calendar year.

The following organizations have submitted a special event run application for runs held during the 2014 calendar year. Fairfax CASA and Paul VI were provided first right of refusal for future year runs at the September 25, 2012 council meeting.

Consideration of the 2013 special event run requests

September 10, 2013

The following special event run requests for 2014 have been submitted for approval. Application and

race course routes are attached for each run.

1) Fairfax CASA's 4th annual Run for the Children SK Race and 3K Run/Walk

Fairfax CASA has submitted a special event application to hold the Fairfax CASA Run for the Children 8K

Race and 3K Run/Walk on May 3, 2014 from 6:30am to llam (race starts at 8:30am). The race was held

in 2011-2013. The run course will be the same as the previous year. For the safety of the runners,

there will be a lane closure along the following primary roads:

a) Main Street from Judicial Drive to West Street- cone off the right lane of the east

bound lanes

b) Chain Bridge Road from School Street to the double driveway of the Massey Complex-

cone off the right lane of the south bound lanes.

There will be minor delays along the secondary roads- Judicial Drive, Leonard Drive, Maple Street,

Allison Circle, Byrd Drive, La Messa Drive, San Marcos Drive, Del Rio Drive, San Carlos Drive, Andes Drive,

Santa Clara Drive, Alta Vista Drive, Decatur, Woodland Drive, Charles Drive, Lamarre Drive, Verde Vista

Drive, Bellavia Lane, University Drive, Chancery Park Drive, School Street, Ardmore Place and West Drive

as runners travel along the race route. Public Works and Police will supervise the lane closures on the

primary roads. The race organizers will supervise and provide guidance to the runners on the secondary

roads. Fire medics will be present during the race. Fairfax CASA is financially responsible for all City

services needed. Communication for the road closure and race route will be made to all City residents

and businesses in the vicinity of the affected area within two weeks prior to the race.

2) Fairfax Fire Fighter Kids Triathlon

City of Fairfax Fire Department Triathlon Club has submitted a special event application to hold the

Fairfax Fire Fighter Kids Triathlon on August 17, 2014 from 8am to lOam (race starts at 9am). The race

was held in 2009 through 2013. The run course will be the same as the previous year. The runners will

start and end at Mosby Woods Pool and the utilize sidewalks along Plantation Parkway, Blue Coat Drive,

Scarlet Circle, Singleton Circle, Jessie Court and Flintlock Road leaving roads open to traffic. The race

organizers will supervise and provide guidance to the runners along the race route. Fire medics will be

present during the race. The City of Fairfax Fire Department Triathlon Club is financially responsible for

all City services needed. Communication for the race route will be made to all City residents and

businesses in the vicinity of the affected area within two weeks prior to the race.

3} PVI RunFest SK

Paul VI Athletic Booster Club/Options Program has submitted a special event application to hold the PVI

Run Fest SK on Sunday, September 14, 2014 from 7:30am to lOam (race starts at Sam). The race was

held in 2006 through 2009 and 2012 through 2013. The run course will be the same as the previous

year. For the safety of the runners, there will be a lane closure along the following primary roads:

a. Main Street from Keith Avenue to Walnut Street- cone off the right lane of the west

bound lanes

b. Fairfax Boulevard from Walnut Street to Mclean Avenue- cone offthe right lane of the

east bound lanes.

There will be minor delays along the secondary roads- Cedar Avenue, Walnut Street, Mclean Avenue

and Keith Avenue as runners travel along the race route. Public Works and Police will supervise the lane

closures on the primary roads. The race organizers will supervise and provide guidance to the runners

on the secondary roads. Fire medics will be present during the race. Paul VI Athletic Booster

Club/Options Program is financially responsible for all City services needed. Communication for the road

closure and race route will be made to all City residents and businesses in the vicinity of the affected

area within two weeks prior to the race.

4) TPK Running for the Kids SK & 1 Mile Run

Truro Preschool & Kindergarten has submitted a special event application to hold the TPK Running for the Kids SK & 1 Mile Run on Saturday, October 18, 2014 from 7am to lpm (includes set up and clean-up, race starts at 8:30am). Event organizers anticipate runners will finish the race by 9:30am. The race has been held consecutive years from 2006 through 2013. The run course is the same as the previous year. For the safety of the runners, there will be a lane closure along the following primary roads:

a. Main Street from the entrance to Truro Church to Hallman Street- cone off the right lane ofthe west bound lanes

b. Fairfax Boulevard from Hallman Street to Mclean Avenue- cone off the right lane of the east bound lanes.

There will be minor delays along the secondary roads- Railroad Avenue, Oliver Street, Lee Street, Springmann Drive, Keith Avenue, Cedar Avenue, Mclean Avenue, Hallman Street, First Street, Oak Street, Walnut Street and Second Street as runners travel along the race route. Public Works and Police will supervise the lane closures on the primary roads. The race organizers will supervise and provide guidance to the runners on the secondary roads. Communication for the one lane road closures and race route will be made to all City residents and businesses in the vicinity of the affected area within two weeks prior to the race.

5) City of Fairfax Fire Benevolent Fund SK

The City of Fairfax Fire Benevolent Fund has submitted a special event application to hold the

Benevolent Fund SK on November 2, 2014 from lam to llam (race starts at 8:30am). The race was held

in 2010 through 2013. The run course will be the same as the previous year. The runners will start at

the City of Fairfax Fire Station #3 and utilize sidewalks and sharrows along University Drive and George

Mason Boulevard, leaving roads open to traffic. The race organizers will supervise and provide guidance

to the runners along the race route. Fire medics will be present during the race. The City of Fairfax

Benevolent Fund is financially responsible for all City services needed. Communication for the race route

will be made to all City residents and businesses in the vicinity of the affected area within two weeks

prior to the race.

6) Fairfax Four Miler

Pacers Events has submitted a special event application to hold the Fairfax Four Miler on December 31,

2014 from Spm to 9pm (race starts at 6pm). The race was held in 2008 through 2013. The run course

will be the same as the previous year. For the safety of the runners, there will be a road closure along

University Drive/George Mason Boulevard from North Street to GMU Campus. Public Works and Police

will supervise the lane closures on the roads. Fire medics will be present during the race. Pacers Events

is financially responsible for all City services needed. Communication for the road closure and race route

will be made to all City residents and businesses in the vicinity of the affected area within two weeks

prior to the race.

Background of Fairfax CASA: Fairfax Court Appointed Special Advocates (CASA) is the sole public charity operating at the behest of Fairfax County's Juvenile and Domestic Relations District Court (Court) to provide an exclusive and essential service to Fairfax County's children who are victims of life-threatening abuse and neglect, and abandonment. The social service, legal, and judicial systems in Fairfax County depend on the work of Fairfax CASA, which accomplishes its mission by recruiting, screening, training, and supervising citizens from the community to serve as CASA volunteers. Volunteers with the CASA program are uniquely empowered by the Court to advocate for the best interests of children who are innocent victims of abuse and neglect by their parents and/or other caregivers, and to ensure that they are placed in safe and permanent homes as quickly as possible.

Fairfax CASA has been serving the needs of Fairfax County's abused and neglected children for over twenty years. Incorporated in May 1989, in response to a request ofthe Court, Fairfax CASA's program is based on the model for volunteer advocacy developed in 1977 by Seattle Superior Court Judge David Soukup who was concerned about making permanent and life-altering decisions regarding the futures of abused or neglected children without a full and objective picture of each child's circumstances. Judge Soukup conceived that highly trained community volunteers, working at the behest of the court, would spend time with each child, investigate their particular circumstances, and then stand up in court and speak for that child's best interests. Since 1989, Fairfax CASA has trained 1,600 volunteers who have advocated for the best interests of more than 5,800 children in the community.

Fairfax City Fire & Rescue Paramedics on site.

Single trash pickup provided by Fairfax City Public Works.

Tents, a Stage, and signs/banners will be erected in the courtyard in front of the Massey Building. A generator, microphone, speakers, and OJ table will be in use at the stage. A scaffolding arch will be located at the start/finish line. Portable restrooms will be rented and located in the parking lot adjacent to the Massey Building.

No alcohol will be sold, bought, or distributed.

No food or drinks will be sold; however, food will be distributed to the runners.

Approval of this application will reserve for the applicant the requested event date/place providing all requirements outlined n this policy are met. If the special event request is approved, the sponsor shall assume full responsibility for compliance with all conditions, fees, and charges and further agrees to pay any cost associated with damage to City of Fairfax Property, lost barricades/signs, cleanup by City crews or any other additional City expense caused by this event, over and above the security deposit.

Re: PVI RunFest 5K 2014

To Whom It May Concern:

The PVI RunFest Race Committee is applying for permission to hold the PVI RunFest 5K on Sunday, September 14, 2014 at 8:00a.m .. The start and finish ofthe race will be in the Paul VI High School parking lot. A 5K walk will also take place at the same time. The walk will use the same starting and finish lines as the 5K run. A copy of the race course map is attached to this emaiL

We (the PVI Race Committee) are requesting assistance in order to make this event a success. The following is a list of items which have been requested in past years and continue to be a need:

• As in prior years the right lane of Main St. (Rt. 236) will need to be blocked with cones from Keith Ave. to Walnut St. Additionally, the right hand lane of Lee Highway (Rt. 29) will need to be blocked with cones from Walnut St. to McLean Ave. The Committee is requesting that the cones be put in place beginning at 7:00 a.m. to ensure that the starting time of 8:00 a.m. is achieved.

• The City of Fairfax Police Department will also need to be notified of the race. In prior years the police were present on race day and provided a motorcycle or squad car that was used for the pace car and traffic control on Oak St., Walnut St., Mclean Ave., Keith Ave., Main St. and Lee Highway. We are again asking for these services if possible. The Committee would appreciate the police being notified that the PVI Race Committee begins preparations for the race at 4:00 a.m. on Sunday morning. These preparations include marking the course, placing a water stop on Keith Ave, putting the finish line and timing services into place.

• The City of Fairfax Paramedics should also be alerted that a race is taking place on Sunday September 15,2013 from 7:30a.m. until10:00 a.m.

• Several years ago there was a scheduling conflict with FPYC Football that caused confusion. FPYC parents were trying to use the parking lot at PVI while the race

was starting. Coaches, food vendors and some parents were allowed to park in the PVI lot before it was closed to traffic. The finish line was moved for the walkers to accommodate FPYC. It is understood this was a make-up game caused by the hurricane; however, a safe race course that is traffic free is needed. Therefore it is requested that if Keith Ave Park is scheduled for football on Sunday September 15, 2013 that the game start after 11 :00 a.m.

As plans for the race continue the Race Committee may need to add/delete to this list of requests.
