Annual Firefighter Pinning Ceremony The Palm Coast Fire Department celebrated promotions and new rank assignments for 25 firefighters this week. The firefighters being honored were “pinned” by family members and fellow firefighters at a Pinning Ceremony held at Palm Coast City Hall. Congratulations to all recognized! For more information about the ceremony, promotions and restructuring of the department, see the news release attached.
10th Annual Christmas Tree & Electronics Recycling Event As in years past, last week’s Christmas Tree and Electronic Recycling Event was a success! The City received over 300 Christmas trees from residents and the local Home Depot, and over 1,000 pounds of electronics, all for recycling. Residents who donated received a new tree to plant in their yards.

Applications Division created a page for online registration of art exhibitors at this year's Birds of a Feather Fest
at http://www.palmcoastgov.com/events/birding-fest/art-show.
Applications Division made changes to the AP - Invoices workflow to disable the "Pay with Multiple" option if a
GL Account or PO has already been selected.
Applications Division went live with new online permitting application. This application is an extension of our
existing permitting system and allows all permits to be applied for electronically.
Applications Division added a "day of" and "7 days late" email reminder to the Evaluation process, as well as
made adjustments for employee's whose usernames and email addresses don't match.
Applications Division made changes to the Building Dept. of the website to accommodate for the rollout of the
new online permit system.
Applications Division fixed an issue with On Base where some of the HTML forms were hanging up.
Operations Division completed numerous service requests.

PALM COAST 10TH ANNUAL CHRISTMAS TREE AND ELECTRONICS RECYCLING EVENT
On January 7th, Palm Coast residents braved the rain and cold temperatures to participate in Palm Coast’s, 10th Annual
Christmas Tree and Electronics Recycling Event. A steady turnout of people many repeat participants and several new
comers. The City recycled a total of 307 trees, 137 of those trees were donated by residents and 170 were donated by
Home Depot, these trees were left over from the tree tent sales. The City collected over 1,000 pounds of electronics with
holiday lights being the most collect item. Residents were happy to walk away with a new tree to plant in their landscape.
A total of 125 trees found new Palm Coast homes.
PLANNING INTERN PROJECT SUMMARIES DURING WINTER HOLIDAY
City Hall Tour and SWAG
o Created a path and script for the City Hall tours that will take place on the “Green City Hall Day”.
o Priced out USB lanyards from 3 different companies and sent them to Branding for selection.
o Created a Read Me document to put on the USBs so that people will understand what is on them.
o Wrote social media posts for the month leading up to the event to advertise to the public.
Park Signs
o Created a budget for signs to add to some of the City’s parks that have water bodies in them/habitat for
dangerous animals
o Selected which signs should go in which parks as well as choosing the educational signs that can hold
information for people to learn about the animals that live in Palm Coast and the dangers around them.
o Also budgeted for additional fencing and signs to prevent littering in the parks.
o Created a PowerPoint that will be presented at both the Branding Team meeting as well as the Parks &
Recreation meeting.
o Also created pictures of the parks that show where the signs should be placed for easy visualization.
LOMAs
o Went through all of the LOMAs on FEMA’s website to cross reference with the LOMAs that we had in
our system. Added all of the LOMAs that we were missing to our spread sheet as well as adding them to
the FIRM Maps.
Elevation Certificates
o Went through all of the Elevation Certificates to make sure that the documents matched what was on the
spreadsheet.
o Scanned all of the certificates into On Base and then filed them away in the proper places.
SAP
o Went through the 2015-2016 Performance Overview and counted how many performance measures
there were as well as City Council priorities.
o Then updated the 2015-2016 SAP Report Card to reflect the 2016-2017 Performance Overview and
performance measures.
o Created an Excel sheet with all of the information breakdown:

Holland Park -Florida Park Drive 90% Artificial rock wall and 3 seat walls 93% complete.
Installation of Bahia sod continues. Excavation and finish
grading continues ahead of Bahia sod. Slabs poured for 4 new
dugouts. ADA compliant sidewalk poured to Baseball field 1
bleachers/dugout. Sidewalk forming at upper elevation edge
of rock wall continues.
Wastewater Treatment Plant #2 42% January 11, 2017, generator was delivered on site and placed
into generator building on new completed concrete pad.
Southern Wellfield Expansion
Phase 2 (Sesame & Equip 5 Wells) 5% January 5, 2017 contractor is stringing pipe on right of way.
Project signs were installed by Contractor January 6, 2017.

Park Place Recreation Center 50% January 11, 2107 sub base for parking lost has been
completed.
Super Wash - Cypress Point Pkwy 91% January 11, 2017 sod has been installed on the medians and
road lane striping has started.

Wastewater signed clearance applications were sent to agency
for approval.

The Flagler Humane Society is very appreciative of all the holiday donations that we receive. These donations not only help out the homeless pets of the county but also helps to subsidize the pet food pantry that FHS has. Our goal is to try to keep people and their pets together. We never want a tough time be the deciding factor in surrendering a pet. Many times people just need a bag or two of food to get them by. We are proud that FHS is able to offer this service to the community in their times of need. Please note that this is a program to help out not to become a pet’s only means of nutrition. Donation Opportunities: The Flagler Humane Society Thrift Store always accepts donations. They cannot take in any computers/printers or large appliances. Call 386-597-2839 and leave a message. “General Donations” can be dropped off anytime at your convenience. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable pets at PetSmart and PetCo every weekend and a day (usually Wednesday or Thursday) during the week. MADDIE
Maddie is a sweet 3 year old terrier mix. She is already
spayed, microchipped and up to date on vaccinations. She was
surrendered with 2 other dogs that have already been adopted. She is great with other dogs and very sweet. She is a little on the shy
side but warms up quickly. She is excellent on a leash and the
perfect size for a small home or apartment. She is very quiet and

The City of Palm Coast Fire Department offers CPR and First Aid Training
1. The Healthcare Provider course -- a professional certification course -- includes a multiple-choice
written exam and a practical exam.
2. Workbooks for use during the class are provided. It is highly recommend that participants purchase a
course workbook. The American Heart Association recommends that each student review the course
information for two weeks prior to the course. Workbooks can be found at : http://www.aha.channing-
bete.com/
3. Course available to those ages 13 and up.
4. All courses begin at 9:00 a.m. Participants should arrive a few minutes ahead of time for check-in.
5. A minimum of six persons is required for each course date. If fewer than six persons have registered,
each person will be contacted to reschedule or to receive a refund.

First Aid and CPR/AED Heartsaver First Aid is a 7-hour classroom course (includes 1 hour for lunch) that is designed to meet OSHA
regulations. The course teaches basic first aid skills:
Administering CPR to an infant, young child, or an adult.
Using an Automated External Defibrillator (AED).
Using a mask or barrier device.
How to stop visible bleeding.
Assist with possible sprain or broken bone.

Healthcare Provider The Basic Life Support (BLS) for Healthcare Providers Course provides healthcare professionals the ability to
recognize several life-threatening emergencies, administer CPR, use an AED, and relieve choking in a safe,
effective and timely manner.
Examples of those who may need this certification are: EMS personnel, physician assistants, dentists, nurses,
respiratory therapists and others. All must have a credential (card) documenting successful completion of a CPR
course.
The 4.5-hour course is video-based with instructor-led discussion and simulation. Students participate, practice,
and complete various skills and learning stations. We will provide a workbook for you to borrow during the
course. However, we recommend you purchase a workbook two weeks prior to the course and review the
information.

3 on 3 Spring Basketball Tournament Come join the 1st annual Palm Coast 3v3 Basketball Tournament. All teams must submit a Team Registration

Women’s Self Defense Learn effective methods to ward off attackers in this three day class. Sergeant Lutz from the Flagler County

Kennedy Space Center The Kennedy Space Center Visitor Complex is the visitor center at NASA's Kennedy Space Center. It features

the spaceport, and the Shuttle Launch Experience, a simulated ride into space. It also encompasses the separate

American Red Cross Lifeguard Certification Class The purpose of the American Red Cross Lifeguarding course is to provide entry-level lifeguard participants
with the knowledge and skills to prevent, recognize and respond to aquatic emergencies and to provide care for
breathing and cardiac emergencies, injuries and sudden illnesses until emergency medical services (EMS)
personnel take over. The blended learning offering is designed to provide a flexible online learning environment
for the knowledge-based aspects of the lifeguarding course, along with videos demonstrating the skills that
participants will practice during the facility portion of the training.

Re: Week in Review
The average water demand for this week was 7.101 million gallons per day. The average
wastewater flow was 5.860 million gallons per day.
Crews installed 24 new domestic water meters and 5 reuse meters.
There was a total of 23 calls after hours.
There were 162 disconnects for non-payment this week.
Cline Construction completed the repair of the deep gravity sewer line on Wellington
Drive. The road patch is scheduled to be completed this week.
Wastewater crews completed 60 pep maintenance and 101 service orders. Replaced 26
pep pumps, 37 floats, and 4 cleanout caps. Replaced 8 ball valves, 8 valve boxes, installed
1 riser and 1 back lid, 1 pep chamber, and 4 pep panels.
Wastewater crews inspected via CCTV, 9,536 feet of gravity sewer and inspected 54
manholes. Responded to 10 priority one backups and cleared all 10.
Miller Pipeline completed lining 3,793’ of gravity sewer mains in Section 25 (Parkview area).

Registration opens for City of Palm Coast’s Birds of a Feather Fest, set for Feb. 10-12
Palm Coast – Registration is now open for the City of Palm Coast’s third annual Birds of a Feather Fest, set for Feb. 10-12 – offering a weekend of birding, photography, workshops, social events, nature art show and family activities.
New this year are big trips to Lyonia Preserve in Deltona, the GTM Reserve in Ponte Vedra Beach and Sweetwater Wetlands in Gainesville; two full days of free beginner bird walks at two Palm Coast locations; a nature-themed art show and family activities in Peacee’s Kids Nest. The festival has a new home base this year – Palm Coast City Hall, 160 Lake Ave., Palm Coast.
Many activities are free, while some have a fee. There is no registration free. Meet the experts – our birding guides for the weekend – at a free reception Friday evening at Canfield’s.
The three-day birding and nature festival is geared toward serious birders, as well as beginners and families. A good number of the birding trips offered will be on paved trails in and around Palm Coast, making birding accessible to children and people with disabilities.

Returning this year as expert birding guides are internationally known birder Greg Miller, whose story was the subject of The Big Year motion picture starring Jack Black; David and Dee Simpson of Space Coast Audubon (David is the current holder of the American Birding Association’s Big Year for Florida); David Hartgrove, longtime Volusia County compiler for the North American Migration Count; and Joe and Judie Dziak, Flagler’s resident bald eagle experts.
In addition to Lyonia, GTM Reserve and Sweetwater, big trips this year will be to Merritt Island National Wildlife Refuge and Viera Wetlands. Several trips are planned to Flagler County’s own Princess Place Preserve, Matanzas Inlet and Palm Coast’s Linear Park.
Photographers will have two opportunities to learn new skills – at a Bird Photography Field Workshop at Varn Park north of Flagler Beach in Flagler Beach and at a class at Palm Coast City Hall about Post Processing and Publishing Your Photos, both on Friday, Feb. 10.
Saturday, Feb. 11, will offer a full day of recreation for families and art and nature lovers. The “Rooted in Nature” art show will be indoors at the Community Wing of Palm Coast City Hall from 9 a.m. to 5 p.m. Saturday. Peacee’s Kids Nest – under the big tent on the lawn – will be open for families from 9 a.m. to 12:30 p.m. with nature-themed crafts, games, and a reading of Pelican Pete. Be sure to register in advance for the Build a Birdhouse and Build & Decorate Binoculars classes.
“We are building on the successes of our first two years of the Birds of a Feather Fest to offer great trips by well-known birding guides for serious birds, along with introductory walks for people who want to learn,” said Event Coordinator Jason Giraulo, the City’s Digital Communications Coordinator. “Palm Coast and greater Flagler County have more than 200 identified bird species, and last year we saw 114 different bird species during the festival weekend.”
“Our goal is to share our community’s unique birding opportunities with the larger world,” Giraulo said. “We have 125 miles of trails, miles of coastline and varied habitats. Palm Coast is truly a birder’s paradise.”
Applications are now being accepted from artists who would like to exhibit and/or sell their works at the art show on Feb. 11. More information is available on the festival website at www.birdingfest.com.

Artists, Photographers invited to exhibit, sell at Birds of a Feather Fest Art Show
Palm Coast – The City of Palm Coast is seeking artists and photographers to exhibit their work at the Birds of a Feather Fest Art Show, to be held 9 a.m. to 5 p.m. Saturday, Feb. 11, indoors at Palm Coast City Hall.
The theme of the show is “Rooted in Nature,” and all entries should be related to nature (birds and other wildlife, landscapes, trails, waterways, the great outdoors).
There is no charge to participate. Artists can participate at the Exhibitor Level or the Vendor Level. Artists who would like to sell their works at the show will be required to attend the show to staff their display booth.
The deadline to apply for participation is Feb. 6. Complete guidelines and the entry form are available online at www.birdingfest.com.
The Birds of a Feather Fest Art Show is a new feature of the festival, and the Flagler County Art League is assisting the City in managing the show. It will be open to the public, as well as enjoyed by birders and nature lovers attending the festival. The Art Show will be held in the Community Wing of Palm Coast City Hall – right in the hub of activity for the festival. Admission to the Art Show will be free.

25 Palm Coast firefighters “pinned” with new ranks during City Hall ceremony Palm Coast – The Palm Coast Fire Department celebrated promotions and new rank assignments for 25 firefighters during a Pinning Ceremony held Thursday. The firefighters being honored were “pinned” by family members and fellow firefighters at the ceremony at Palm Coast City Hall. The large Pinning Ceremony was the result of a restructuring of the Fire Department’s rank system. Two new ranks were added – battalion chief (which is below deputy chief and above lieutenant) and driver-engineer (which is below lieutenant and above firefighter). The Palm Coast Fire Department has 57 career personnel, plus 45 volunteer members. The Department’s three existing captains were automatically changed to the new rank of battalion chief. That created three openings for captain, which in turn created three openings for lieutenant. In addition, 15 firefighters were promoted to the new rank of driver-engineer. The selections were made through written, practical application and tactical testing, role-playing exercises, and interviews. “I personally want to thank everybody for what they’ve done to get here,” said Palm Coast Fire Chief Mike Beadle. “It’s been a long, long, long journey for many, but this is the culmination and the payoff of those years of sacrifice and the training and the testing.” The restructuring of the rank system is designed to improve retention of personnel and follows a study that looked at firefighter turnover. In addition, it was done in anticipation of a number of retirements from the Department between 2018 and 2020. Adding the new ranks will give the Department more leadership succession opportunities in the coming years and also strengthen the middle ranks, said Deputy Chief Jerry Forte. “This is the first step in our organization to plan for the future,” Forte said. The restructuring was years in the making, and the promotion process was rigorous and took many months to complete. Forte also thanked the personnel and told them how proud he is.
Under the new structure, only driver-engineers will drive fire trucks responding to calls. One benefit is that the City’s fleet division can work more closely with those drivers on fire truck maintenance and repair issues. In addition, each of the new driver-engineers will be paired with a lieutenant as a leadership team, providing stability if and when there is personnel turnover. Each of the firefighters promoted will receive a 5-percent raise with their new responsibilities. This is the City of Palm Coast’s eighth year hosting the tournament. Making stops in local communities across the United States, the USTA Pro Circuit is the pathway to the professional ranks for the next generation of world-class players. Here in Palm Coast, up to 128 touring professionals will compete at the City’s outstanding clay court facility for a $10,000 purse and the ranking points players need to ascend to the next level.
