Haven help usCheryl Markosky brings you the latest word on the streetsWith fears of yet more economic problems in their native countries, the French, Italians, Spanish

and Greeks have been hunting down London properties. According to Knight Frank, there’s been a sharp rise in sharp-suited Italians scooping up homes in prime central places in the capital, while Savills has witnessed a spike in eurozoners browsing its website.

“Over the past few years, international buyers have seen London property as a safe-haven investment in an increasingly volatile global economy. Evidence of this is the fact that while European buyers averaged 10 per cent of the £2 million-plus central London market between 2005 and 2010, the

same figure for 2011 and 2012 to date is 20 per cent. Greek buyers led the charge last year and 2012 has so far been led by Italian and French interest, with a growing number of Spanish and even German buyers,” says Liam Bailey, Knight Frank’s head of research.

Over the past month, the number of hits from Greeks (which prompts the old joke about how much a Grecian urns) has risen by 50 per cent compared to the previous six-month average. Savills says the Greeks want to get hold of places they can move straight into – ideal for a quick Grexit.

But although the capital’s prime market is seeing persistent demand due to the current economic instability, supply levels are close to a historic all-time low, according to Cluttons. The pace of growth in the London market has slipped over recent months, with

weather website is predicting a few rain-free days. Hurrah! It’s funny how a few days of sunshine affects Londoners.

An estate agent told me that in January lower ground floor flats are almost impossible to sell, as they do not admit enough natural light and often have damp problems. Come summer though, and suddenly these rebranded ‘garden flats’ are popular once more.

Outside space is incredibly important, no matter what time of year. As London becomes ever more cosmopolitan, remember that foreign nationals – particularly Europeans – are accustomed to having a garden or terrace. Properties without them hold little appeal, so it’s important to create outside space. Roof terraces are now so common in parts of London that a house without them seems alien, and developers create wraparound terraces or even internal courtyards to meet demand.

Historically, many terraces were illegal. It could be difficult to obtain planning permission for terraces, and I’ve certainly spent a good deal of time and effort trying to obtain it retrospectively. If a flat roof has been used as a terrace for more than seven years, the terrace is deemed to have established use. A signed statutory declaration stating it has been used continuously for this period ensures it can be used as a roof terrace going forward.

Boris Johnson has made things easier still. He’s pushed through legislation as part of his environmental agenda making it easier to obtain planning permission for roof terraces. In fact, he’s gone so far as to say that he wants every available flat roof in London to be used to cultivate edible plants, not only to help Londoners cut down on food miles, but also improve air quality, provide a habitat for bees and cool our ever warming city. Roof terraces also have the added benefit of extending the life of flat roofs, as they prevent continuous heating and cooling that erodes their lifespan.

Whether roof terraces are really the answer to London’s environmental woes, or simply a nice place to relax with a glass of wine at the end of the day is neither here nor there. They’re definitely a selling point for any property, even for those already boasting a garden. That said, they must be done well. A few plastic chairs dotted round a tarmacked roof is unlikely to appeal to anyone, but a properly landscaped roof with built-in seating, lush planting, night-time lighting and easy accessibility definitely boosts a property’s desirability.

Lack of supply pushes up pricesIn Islington, disparity between supply and demand is continuing to underpin prime property values, argues Tony Steer of Kinleigh Folkard & Hayward.

“Most of our clients are cash-rich and waiting for the right property to come on to the market. Due to Islington’s great position close to Angel and Highbury & Islington stations, it attracts a high percentage of City workers who are mainly lawyers and bankers,” he says.

Steer says highest demand is for houses within the £750,000 to £1.5 million bracket. “For this money, buyers should be able to purchase a three-bedroom house. At the moment, we’re selling a great three-bedroom period townhouse on Linton Street for £1.2 million. At the lower end of the market, greatest demand is for two-

bedroom flats, for which buyers expect to pay upwards of £350,000.” Jo-Anne Neighbour of Savills Islington suggests that although it’s quiet at the

moment, certain properties are generating a great deal of interest. “We went to best bids on a flat in Highbury Crescent at £1,795,000, and also for a one-bedroom flat on Cross Street priced at £470,000. Properties on Highbury Fields very rarely come to the market and this flat had two roof terraces.”

She adds that hot buyers are renting with pre-approved mortgages and are desperately keen to get onto the property ladder. “So even in a quiet market, key instructions in good locations are still commanding best and final bids.”

activity in the housing market taking a backseat to the Jubilee and the Olympics, says a new Cluttons report.

“The central London market remains buoyant, but even London activity is slowing relative to its performance in 2011. The outcome of the current eurozone crisis is not yet known, which is denting confidence and encouraging London property owners to retain central London residential assets in the face of instability in the residential markets,” explains Sue Foxley, head of research at Cluttons.

“At the same time, strong demand from international buyers seeking a safe haven is creating even more competition for homes and sustaining prices. Whatever the outcome of the eurozone crisis, buyers and investors are demonstrating faith that London is well positioned to see a faster return to growth than most of its European counterparts,” she adds.

Richard Donnell, director of research at Hometrack, believes that as yet there’s little evidence of any signs of a slowdown in London overall. Supply remains tight and demand is holding up.

“However, the London housing market is not immune from weaker demand, either domestic or international,” he suggests. “Changes to stamp duty rates announced in the budget, and other proposals such as a charge on high-value property, are bound to have an impact on buyers. Indeed, the Central London and City area covered by our latest survey has seen growth under-perform the rest of the market for the last two months.”

Service with a smileWith a growing need for serviced apartments in the capital, the news that a Grade II* listed building – formerly home to the Port of London Authority – will be developed into 41 serviced residences, a 120-room hotel, restaurant, bars, members’ club and spa is good news to investors and visitors alike.

Planning permission has been granted for the changes to 10 Trinity Square, a landmark building next to Tower Bridge, with work beginning later this year and completion expected in 2015. The group behind the scheme is Singaporean asset investment, development and management company KOP Properties and this is their first venture outside South-East Asia. Architectural firm Woods Bagot will take a sensitive approach to redevelop this prominent site in the capital, preserving listed elements that finesse neatly with newer additions.

“The original design was approved in 1912 and exactly 100 years later we’ve embarked on securing its next century as one of the capital’s finest hotels and residential developments. The scheme restores the original plan form that was lost in the Blitz, and creates a dynamic courtyard space which serves as the public heart of the hotel,” says Rob Steul at Woods Bagot.

Home loans trickle effect

Unlimited funds offer may help mortgages, says Duncan Farmer The latest row surrounding the banking industry and its manipulation of the Libor interest rate has overshadowed

some extremely good news for mortgage borrowers and even better news for homeowners in the prime parts of central London.

The Libor rate-fixing scandal, which began at Barclays but is now widening to many other banks, has actually had little impact on ordinary savers and borrowers. Barclays was predominantly fixing the rate downwards, and as Libor is mainly attached to sub-prime and buy-to-let loans, few mainstream borrowers will have suffered.

Likely losers are big institutions, such as large charities and local authorities, who put money on short-term deposit at rates tied to Libor, and investors with shares in Barclays, either directly or indirectly through a pension fund or ISA, who have watched the bank’s shares tumble in recent days.

While all this chaos has grabbed the

headlines, homeowners in the most sought-after areas of London and its surrounds have enjoyed bumper returns from their own house or flat. According to the latest research paper from Knight Frank, a house or flat in these areas bought in 2009 for £1m is today worth a staggering £1.48m. That equates to an average daily rise in value of £408, or £12,400 a month. If you paid cash, that’s a very healthy rise of 48 per cent, but if you put down a 50 per cent deposit – as most London buyers do – then the return on that investment is almost 100 per cent.

The other piece of good news came in a speech from Bank of England governor Mervyn King at the Mansion House. King announced that ‘unlimited funds’, believed to be about £80 billion, will be made available to banks at low rates on condition that it is lent to small businesses to help them through these ‘turbulent’ times. The announcement had an instant impact on, ironically, the Libor rate and swap rates, at which banks lend to one another and which are key to levels of fixed-rate mortgages.

“The spirit of our approach is simple: less focus on unnecessary details and more on the big risks. If banks have adequate capital and low leverage, and are resolvable, we won’t need to focus on the details of their day-to-day business,” he said.

This contrasts with pre-credit crunch lending when banks seemed to ignore both the detail and risk of its loan book, and his approach will be welcomed by borrowers who have no problem affording a loan but simply cannot secure one because of lenders’ increasingly strict criteria.

However, the EU has plans to interfere with the UK mortgage market from 2015, so King’s optimism may be short-lived.

METRO TRACKERBritain’s newest Bank, Metro Bank, launched in 2010, is to start offering its mortgages through a small number of brokers. With a range of tracker and fixed-rate loans at rates ranging from 3.09 to 3.65 per cent, it is expected to draw custom away from more established players.

The bank, which has just 80,000 customers, currently has an exclusive deal with broker John Charcol, but is now in talks with a broader range of intermediaries. Metro sets itself apart from rivals by keeping its branches open until 8pm, offers credit cards, personal loans and savings accounts, and will lend to borrowers with a minimum deposit of 20 per cent.

Country propertyTwo hours from London, the National Trust village of Lacock is known for its picturesque streets of half-timbered stone buildings dating back to the 13th century.

earmarked for businesses, Ray Boulger of mortgage broker Charcol expects some of it to trickle through to the home loan market, particularly the low-risk end, which of course includes London.

“The mutual sector is giving a strong signal that it is open for business to all types of borrower whether buying a property for the first time or remortgaging. Approvals by mutuals were up significantly in May, both compared with last year and the previous six months, which demonstrates the mutual sector’s commitment to lend in the coming months.”
