Tower Bridge and the Dixie Queen replica Mississippi paddleboat: you can see them both from the riverside balcony of a newly refurbished apartment to let at Butler’s Wharf.
The 23ft by 21ft reception room at the second floor apartment opens out onto the private covered balcony, where you can also enjoy the views of St Paul’s Cathedral and the City towers.
Total living space at the Shad Thames property is almost 1880 sq ft including three double bedrooms. The master bedroom has an en suite shower room and a private balcony, and there’s a second bathroom and a guest cloakroom.
The modern separate kitchen is fully equipped, and the apartment has solid wood flooring and an Opus integrated media system throughout. It has an underground parking space, and the development is portered.
Built between 1871 and 1873, Butler’s Wharf imported goods from Europe and the colonies and was a major force in London’s tea industry, once handling 5000 tea chests a day. The wharf ceased operations in 1972 and the building was bought by a consortium led by Sir Terence Conran. Its conversion into apartments, restaurants and retail units was completed in 1989.

Haven help usCheryl Markosky brings you the latest word on the streetsWith fears of yet more economic problems in their native countries, the French, Italians, Spanish
and Greeks have been hunting down London properties. According to Knight Frank, there’s been a sharp rise in sharp-suited Italians scooping up homes in prime central places in the capital, while Savills has witnessed a spike in eurozoners browsing its website.
“Over the past few years, international buyers have seen London property as a safe-haven investment in an increasingly volatile global economy. Evidence of this is the fact that while European buyers averaged 10 per cent of the £2 million-plus central London market between 2005 and 2010, the
same figure for 2011 and 2012 to date is 20 per cent. Greek buyers led the charge last year and 2012 has so far been led by Italian and French interest, with a growing number of Spanish and even German buyers,” says Liam Bailey, Knight Frank’s head of research.
Over the past month, the number of hits from Greeks (which prompts the old joke about how much a Grecian urns) has risen by 50 per cent compared to the previous six-month average. Savills says the Greeks want to get hold of places they can move straight into – ideal for a quick Grexit.
But although the capital’s prime market is seeing persistent demand due to the current economic instability, supply levels are close to a historic all-time low, according to Cluttons. The pace of growth in the London market has slipped over recent months, with
Market viewA well thought-out roof terrace is worth its weight in greenery, says property finder Robert BaileyIt seems as if we might get summer after all. At the time of writing, the BBC’s
weather website is predicting a few rain-free days. Hurrah! It’s funny how a few days of sunshine affects Londoners.
An estate agent told me that in January lower ground floor flats are almost impossible to sell, as they do not admit enough natural light and often have damp problems. Come summer though, and suddenly these rebranded ‘garden flats’ are popular once more.
Outside space is incredibly important, no matter what time of year. As London becomes ever more cosmopolitan, remember that foreign nationals – particularly Europeans – are accustomed to having a garden or terrace. Properties without them hold little appeal, so it’s important to create outside space. Roof terraces are now so common in parts of London that a house without them seems alien, and developers create wraparound terraces or even internal courtyards to meet demand.
Historically, many terraces were illegal. It could be difficult to obtain planning permission for terraces, and I’ve certainly spent a good deal of time and effort trying to obtain it retrospectively. If a flat roof has been used as a terrace for more than seven years, the terrace is deemed to have established use. A signed statutory declaration stating it has been used continuously for this period ensures it can be used as a roof terrace going forward.
Boris Johnson has made things easier still. He’s pushed through legislation as part of his environmental agenda making it easier to obtain planning permission for roof terraces. In fact, he’s gone so far as to say that he wants every available flat roof in London to be used to cultivate edible plants, not only to help Londoners cut down on food miles, but also improve air quality, provide a habitat for bees and cool our ever warming city. Roof terraces also have the added benefit of extending the life of flat roofs, as they prevent continuous heating and cooling that erodes their lifespan.
Whether roof terraces are really the answer to London’s environmental woes, or simply a nice place to relax with a glass of wine at the end of the day is neither here nor there. They’re definitely a selling point for any property, even for those already boasting a garden. That said, they must be done well. A few plastic chairs dotted round a tarmacked roof is unlikely to appeal to anyone, but a properly landscaped roof with built-in seating, lush planting, night-time lighting and easy accessibility definitely boosts a property’s desirability.

Lack of supply pushes up pricesIn Islington, disparity between supply and demand is continuing to underpin prime property values, argues Tony Steer of Kinleigh Folkard & Hayward.
“Most of our clients are cash-rich and waiting for the right property to come on to the market. Due to Islington’s great position close to Angel and Highbury & Islington stations, it attracts a high percentage of City workers who are mainly lawyers and bankers,” he says.
Steer says highest demand is for houses within the £750,000 to £1.5 million bracket. “For this money, buyers should be able to purchase a three-bedroom house. At the moment, we’re selling a great three-bedroom period townhouse on Linton Street for £1.2 million. At the lower end of the market, greatest demand is for two-

bedroom flats, for which buyers expect to pay upwards of £350,000.” Jo-Anne Neighbour of Savills Islington suggests that although it’s quiet at the
moment, certain properties are generating a great deal of interest. “We went to best bids on a flat in Highbury Crescent at £1,795,000, and also for a one-bedroom flat on Cross Street priced at £470,000. Properties on Highbury Fields very rarely come to the market and this flat had two roof terraces.”
She adds that hot buyers are renting with pre-approved mortgages and are desperately keen to get onto the property ladder. “So even in a quiet market, key instructions in good locations are still commanding best and final bids.”
activity in the housing market taking a backseat to the Jubilee and the Olympics, says a new Cluttons report.
“The central London market remains buoyant, but even London activity is slowing relative to its performance in 2011. The outcome of the current eurozone crisis is not yet known, which is denting confidence and encouraging London property owners to retain central London residential assets in the face of instability in the residential markets,” explains Sue Foxley, head of research at Cluttons.
“At the same time, strong demand from international buyers seeking a safe haven is creating even more competition for homes and sustaining prices. Whatever the outcome of the eurozone crisis, buyers and investors are demonstrating faith that London is well positioned to see a faster return to growth than most of its European counterparts,” she adds.
Richard Donnell, director of research at Hometrack, believes that as yet there’s little evidence of any signs of a slowdown in London overall. Supply remains tight and demand is holding up.
“However, the London housing market is not immune from weaker demand, either domestic or international,” he suggests. “Changes to stamp duty rates announced in the budget, and other proposals such as a charge on high-value property, are bound to have an impact on buyers. Indeed, the Central London and City area covered by our latest survey has seen growth under-perform the rest of the market for the last two months.”
Service with a smileWith a growing need for serviced apartments in the capital, the news that a Grade II* listed building – formerly home to the Port of London Authority – will be developed into 41 serviced residences, a 120-room hotel, restaurant, bars, members’ club and spa is good news to investors and visitors alike.
Planning permission has been granted for the changes to 10 Trinity Square, a landmark building next to Tower Bridge, with work beginning later this year and completion expected in 2015. The group behind the scheme is Singaporean asset investment, development and management company KOP Properties and this is their first venture outside South-East Asia. Architectural firm Woods Bagot will take a sensitive approach to redevelop this prominent site in the capital, preserving listed elements that finesse neatly with newer additions.
“The original design was approved in 1912 and exactly 100 years later we’ve embarked on securing its next century as one of the capital’s finest hotels and residential developments. The scheme restores the original plan form that was lost in the Blitz, and creates a dynamic courtyard space which serves as the public heart of the hotel,” says Rob Steul at Woods Bagot.
For investors wanting to put their money into a historic building that’s being thoughtfully revived, the price tag for apartments will be in the region of £2500 a square foot. Contact CBRE on 020 7182 2280.

MONEY
Home loans trickle effect
Unlimited funds offer may help mortgages, says Duncan Farmer The latest row surrounding the banking industry and its manipulation of the Libor interest rate has overshadowed
some extremely good news for mortgage borrowers and even better news for homeowners in the prime parts of central London.
The Libor rate-fixing scandal, which began at Barclays but is now widening to many other banks, has actually had little impact on ordinary savers and borrowers. Barclays was predominantly fixing the rate downwards, and as Libor is mainly attached to sub-prime and buy-to-let loans, few mainstream borrowers will have suffered.
Likely losers are big institutions, such as large charities and local authorities, who put money on short-term deposit at rates tied to Libor, and investors with shares in Barclays, either directly or indirectly through a pension fund or ISA, who have watched the bank’s shares tumble in recent days.
While all this chaos has grabbed the
headlines, homeowners in the most sought-after areas of London and its surrounds have enjoyed bumper returns from their own house or flat. According to the latest research paper from Knight Frank, a house or flat in these areas bought in 2009 for £1m is today worth a staggering £1.48m. That equates to an average daily rise in value of £408, or £12,400 a month. If you paid cash, that’s a very healthy rise of 48 per cent, but if you put down a 50 per cent deposit – as most London buyers do – then the return on that investment is almost 100 per cent.
The other piece of good news came in a speech from Bank of England governor Mervyn King at the Mansion House. King announced that ‘unlimited funds’, believed to be about £80 billion, will be made available to banks at low rates on condition that it is lent to small businesses to help them through these ‘turbulent’ times. The announcement had an instant impact on, ironically, the Libor rate and swap rates, at which banks lend to one another and which are key to levels of fixed-rate mortgages.
Although most of the £80 billion is
Bank of England relaxes lendingBorrowers may soon find it easier to obtain a mortgage after Mervyn King, governor of the Bank of England, said he wants banks to focus on the overall safety of their operations rather on the minutiae.
“The spirit of our approach is simple: less focus on unnecessary details and more on the big risks. If banks have adequate capital and low leverage, and are resolvable, we won’t need to focus on the details of their day-to-day business,” he said.
This contrasts with pre-credit crunch lending when banks seemed to ignore both the detail and risk of its loan book, and his approach will be welcomed by borrowers who have no problem affording a loan but simply cannot secure one because of lenders’ increasingly strict criteria.
However, the EU has plans to interfere with the UK mortgage market from 2015, so King’s optimism may be short-lived.
METRO TRACKERBritain’s newest Bank, Metro Bank, launched in 2010, is to start offering its mortgages through a small number of brokers. With a range of tracker and fixed-rate loans at rates ranging from 3.09 to 3.65 per cent, it is expected to draw custom away from more established players.
The bank, which has just 80,000 customers, currently has an exclusive deal with broker John Charcol, but is now in talks with a broader range of intermediaries. Metro sets itself apart from rivals by keeping its branches open until 8pm, offers credit cards, personal loans and savings accounts, and will lend to borrowers with a minimum deposit of 20 per cent.
Paul Marriot-Clarke of Metro Bank said: “By partnering with a small number of intermediary partners, we ensure that we are able to give a consistently high level of service to all.”

Country propertyTwo hours from London, the National Trust village of Lacock is known for its picturesque streets of half-timbered stone buildings dating back to the 13th century.
Just two-and-a-half miles off the M4 motorway, the village has been used as the setting for many period TV dramas such as Cranford and Pride and Prejudice, and even some of the Harry Potter movies.
Lacock Abbey is a quirky country house with monastic roots that was once home to William Henry Fox Talbot, scientist, inventor and photographic pioneer. Meet the man behind the camera and learn how photography was invented at Lacock’s Fox Talbot Museum.
Currently for sale in this idyllic rural setting, 15 miles from Bath, is a five-bedroom stone-built house with open views of the countryside and a 60ft rear garden. At the front is a double garage and a driveway with extra parking.
The ground floor features a triple-aspect lounge, dining room, kitchen, study and family room. The first floor contains the five bedrooms and three bathrooms (two en suite).
Lacock is half way between Chippenham and Melksham and rail access to London’s Paddington station. (Chippenham to London 1h 15m.)

earmarked for businesses, Ray Boulger of mortgage broker Charcol expects some of it to trickle through to the home loan market, particularly the low-risk end, which of course includes London.
“As residential mortgage lending is generally the least risky type of bank lending, it would be surprising if some of this extra funding is not allocated to the residential mortgage market,” said Boulger. “If only £10 billion finds its way to the mortgage market, that will be enough to make a difference in the current constrained funding environment. To put this in context, net lending has been under £10 billion in each of the last two years.
Add all this to the increase in the number of overseas buyers bringing cash to the capital from troubled European economies, notably Greece and Italy, and spending it on property, and the outlook for the London market is bright.
The feeling is muTualMore borrowers have been turning to building societies, according to latest lending figures from the Building Societies Association. These show that gross mortgage lending by building societies and other mutual lenders rose 54 per cent to £2.8 billion in May 2012 compared with £1.8 billion May 2011.
In the first five months of 2012, lending rose 40 per cent compared with the same period in 2011. “Other data collected by the BSA shows that nearly a quarter (24 per cent) of new lending this year by mutuals was to first-time buyers,” said Adrian Coles, director-general of the BSA.
“The mutual sector is giving a strong signal that it is open for business to all types of borrower whether buying a property for the first time or remortgaging. Approvals by mutuals were up significantly in May, both compared with last year and the previous six months, which demonstrates the mutual sector’s commitment to lend in the coming months.”

“Axio offers a rare opportunity to purchase a high specification apartment at an affordable price, close to the heart of the capital” Rachel Carroll, LDL
Transformation in Bromley-by-BowAxio is a collection of 129 one, two and three-bedroom apartments, overlooking Furze Green in Bromley-by-Bow, by development company LDL. Designed by Hawkins Brown architects, the new four to six-storey building stands on the site of a former printing and engineering works on Furze Street, just off Devons Road in E3.
There are 38 apartments in the first phase, and 26 of these were launched for sale at the end of June. Apartments will be ready to move into by October, and the development consists of 87 homes for private sale and 42 affordable homes.
Axio is in a peaceful parkside location, set back from the main road and close to the Limehouse Cut canal. Limehouse Basin, a former working dockyard transformed into a smart new marina, is a 15-minute walk away.
The two-bedroom show apartment, by boutique consultants Suna Interior Design, features an open plan kitchen, dining and living area, dedicated study area, two bedrooms and a large bathroom. Many of the high-spec apartments feature balconies or outside space overlooking Furze Green.
Kitchens have white high gloss wall units, black wood-grain-effect base units, white composite stone worktops, and integrated appliances including washing machines, dishwashers and fridge freezers.
Developer LDL, part of the Luminus Group, has contributed more than £500,000 to the local area for public realm improvements. Once complete, the development will also feature a landscaped communal courtyard.
Midway between Canary Wharf and Stratford, Bromley-by-Bow itself is undergoing a radical transformation and has been the focus of significant investment in recent years. Visit www.axiolondon.com.
Axio, Furze Street, Bromley-by-Bow E3, from £210,000 for a one-bed apartment, £265,000 for a two-bed, and £340,000 for a three-bed. Foxtons 020 7579 2929

“This is a rare opportunity to acquire a stunning Grade I listed house offering sympathetically restored accommodation over five floors”Nick Moore, Cluttons
Two US presidents stayed next doorBuilt in 1658, the year Oliver Cromwell died, a group of three Grade I listed houses on Newington Green is the earliest surviving brick terrace in London, if not Britain.
Listed in Pevsner’s legendary work The Buildings of England, the terrace is described by English Heritage as ‘one of the most remarkable groups of 17th century buildings in London’. It sits on the western side of Newington Green and its front rooms overlook the park recently re-landscaped as part of a £2 million project by Islington Council.
One of the three historic houses is now for sale after restoration and refurbishment during the past eight years. This five-bedroom property was highly commended in the Daily Telegraph Home Building Awards 2002, and its two neighbours appeared in a Channel 4 TV series by British architect Piers Gough.
Space of 3100 sq ft across five floors contains original features such as the central staircase, wood panelling and window shutters. The ground floor has an impressive dining hall, plus a kitchen and breakfast room leading to the rear garden.
Overlooking the green, the panelled first floor reception has an original marble fireplace. A double bedroom with en suite shower room is on this level, and the floors above have three more bedrooms, including two loft-style rooms with wood beams, and a family bathroom. The lower ground floor has another
reception, or a bedroom for granny or nanny.
Two future US presidents, Quincy Adams and Benjamin Franklin, stayed next door on visits to see former occupant Dr Richard Price, philosopher and mathematician.

Create more room in the attic spaceThe attic space could be converted to a fifth bedroom or an extra bathroom at a house on Battledean Road in Highbury. There’s easy access from the top floor landing.
French windows from one of two ground floor receptions rooms lead to a 36ft rear garden with two patio areas, external lighting and water, and access to Highbury Terrace Mews, a quiet private road that leads to Highbury Fields public park, Islington’s largest.
Both receptions have period fireplaces, alcove cupboards and shelves, and solid wooden flooring. The front reception has a bay sash window and the rear room has understairs storage leading to a cellar. On the third floor, bedroom three could easily be converted into bathroom two.

Off on a tandemOwners of a five-bedroom family house in Islington are peddling as hard as they can after setting off for a round-the-world trip on a tandem.
As they circumnavigate the globe on a bicycle made for two, they are letting out their property on the north side of leafy Beresford Terrace, one of a row of imposing Victorian houses set back from the road behind blossoming front gardens.
Beresford Terrace is a short road heading east from Highbury New Park. The house for sale here has more than 2500 sq ft of living space and features a large L-shaped triple-sash drawing room overlooking the expertly tended garden.
For tenants without green fingers, the gardener is included in the weekly rent.
The kitchen has double doors to a dining area, and the first floor contains the master bedroom suite with dressing room and bathroom. The top floor attic room would provide the fifth bedroom or a second study.

Owners follow Cornish dreamArchitecturally redesigned by Eric Parry, a four-bedroom early Victorian house in Canonbury is available to let after its owners moved to Cornwall to build a new grand design.
As they work on their new home with Cornish sea views, the restored house they are leaving behind in Compton Road N1 has four floors of space and high ceilings. A contemporary double-height glass extension has glass doors leading to a west-facing garden.
An open plan kitchen and dining room has solid oak floors and a breakfast bar.

Investing your money inthe bank on the cornerSet in mid-Sixties Chelsea, Matthew Bourne’s raunchy Play Without Words is currently playing in Clerkenwell on Rosebery Avenue at the Sadler’s Wells Theatre.
Waltz down the road from London’s dance house and you’ll find a first floor apartment that speaks volumes to anyone searching for flexible space and light in a lively City location.
The 690 sq ft property has high ceilings and is currently arranged to provide one or two bedrooms, both with excellent storage. The second bedroom, which has its own entrance off the hallway, is presented as a study with folding double doors off the main living space. These doors could be blocked to create an entirely separate bedroom. There are sash windows, ‘very high’ ceilings, and the kitchen and bathroom are both recently refurbished.
On the corner of Rosebery Avenue and Rosoman Street, the apartment is set in a redbrick Victorian building that
was formerly a bank. Today the main banking hall beneath the apartment contains La Porchetta family-run restaurant, whenever you’re in the mood for traditional Italian pizza and pasta. ‘Keep calm and eat pizza’ reads the sign above the door.
Exmouth Market and its colourful mix of independent design boutiques, shops, bars, cafes and restaurants are just around the corner. There’s also a food market here on Fridays and Saturdays. Nearest tube stations are Angel and Farringdon.

The importance of an inventoryFollowing the legislation introduced in April 2007 it has never been more important to use professional inventory services to safeguard both your property and tenancy deposit.
An inventory will ensure the condition of the property and all its contents are recorded accurately at both check-in and check-out, therefore reducing the possibility of any dispute over missing or damaged items between Landlord and Tenant. Feeling protected with an inventory is a contributing factor to a stress free tenancy and our services will offer you that protection.

“This may be the final opportunity to buy one of the last two remaining apartments in this iconic addition to the Canary Wharf skyline”Tony Usher, Jones Lang LaSalle
Looking down from Landmark heightsRising 45 storeys high on the Canary Wharf skyline, the East Tower is the taller of the two towers at The Landmark, which lives up to its name in E14 as the landmark development by architects Squire and Partners. Its neighbour, the West Tower, is 31 storeys.
Two opportunities to buy the last remaining units in the East Tower can be found near the top of this iconic building looking out across the commercial district. Two high-spec, high-tech sub-penthouses are part of the scheme’s Ultimate Collection and have spectacular panoramic views of the Thames and surrounding Cityscape.
Sitting on Level 43 – one higher than the name of an English rock band – both apartments include three bedrooms and a balcony. The more expensive of the two has 1625 sq ft of space with a north-easterly aspect, and the other is 1647 sq ft and south-easterly. Limited underground car parking is available at £30,000 per space.
Delivering high quality finishes, furnishing and materials, the apartments are designed to maximize space, natural daylight and superb open views through floor-to-ceiling windows. There are hardwood floors, huge comfort-cooled open plan living areas, and oversized walk-in showers. Full-width scenic balconies offer container plants and wicker furniture.
Two minutes from Canary Wharf, the East Tower has its own 24-hour security and concierge, and a private gym for residents.

“A key feature is the external bracing, which allows a fantastic amount of flexibility inside the apartments”Graham Stirk, Rogers Stirk Harbour + Partners
Glass walls put the focus on St Paul’sNEO Bankside, next-door neighbour to the Tate Modern, is a close family of four cascading steel-and-glass pavilions rising from 12 to 24 floors above the Thames.
At ground level, landscaped gardens and a network of pedestrian plazas open up new routes to the river, Southwark Street, or the Tate Modern itself. Most apartments have winter gardens of internal glazed balconies serving spectacular views.
The Holland Street development was designed by Rogers Stirk Harbour + Partners. Glass lifts on the outside of the towers give a thrilling ride to apartments and penthouses on the upper floors. Inside, the Holland Street development’s external bracing means no internal structural walls and highly flexible living spaces.
Two three-bedroom, three-bathroom apartments are currently for sale at the development, one on the 13th floor and the other on the 14th. Both have floor-to-ceiling windows with fantastic views of a host of London landmarks from the Thames and St Paul’s Cathedral to the Shard and the London Eye. Both come with all their lavish furnishings included in the sale.
Residents can enjoy 24-hour concierge service,
an underground parking space, residents’ gym, and a private wine cellar, as well as the exhibits at the Tate Modern and the other attractions of the South Bank.
