" City Council Meeting Schedule January 3, 2017, Organizational Meeting and Inaugural Ceremony — The Red Wing City Council will hold its inaugural ceremony and organizational meeting on January 3, 2017, at 5: 00 p. m. in the Red Wing City Council Chambers. A reception will immediately follow the meeting. The public is encouraged to attend. January 27 & 28, 2017, Annual Workshop – The Red Wing City Council has scheduled their Annual Workshop on Friday, January 27 and Saturday, January 28, 2016, in the Council Chambers. Staff is working to prepare the agenda items at this time. City Council Meeting Follow up SELCO – Council Member Rauterkus requested information on the SELCO agreement. Jessica McGee reports that the City currently has a five- year agreement that will be renegotiated in 2018. National League of Cities Follow- up – Council President Hove shared information on several items that staff is pursuing. The first is a company that provides a ' free of charge' animal location service. The second is a company that provides cell phone booster service. And, the final is a retail locator service. Staff is preparing for a presentation to the City Council at the January workshop. The ILS Operations Committee advises SELCO staff and the Technology Policy Committee appointed by the SELCO/ SELS Board of Directors on issues related to the configuration, operation, maintenance, and continuing development of the SELCO Integrated Library System and other technology services. The committee is made up of elected Online Library representatives who serve three- year terms, along with selected SELCO staff. Water Fluoridation Quality Award – The Minnesota Department of Health notified the City that the City' s Water Utility was awarded the " Water Fluoridation Quality Award" from the United States Centers for Disease Control and Prevention ( CDC). Water Fluoridation Quality Award – The Minnesota Department of Health notified the City that theCity's Water Utility was awarded the "Water Fluoridation Quality Award" from the United StatesCenters for Disease Control and Prevention ( CDC). The award recognizes those communities that

achieved excellence in community water fluoridation in drinking water throughout 2015. For 2015. A

total of 1510 public water systems ( PWS) in 30 states, including 105 of 967 possible communityPWSs in Minnesota. Congratulations to our Water Treatment Plant operators. A copy of thecertificate is attached.

2017 Safe Routes To School (SRTS) Intersection Realignment Project at Pioneer Road &

Twin Bluff Road Open House — Now that the plans and specifications for this project are nearly100 percent completed, an open house has been set to inform residents on what the project entails,

construction timing, and detour routes during construction. The Open House will be held at the TwinBluff Middle School IMC on Tuesday, January 10, 2017, from 5: 00 to 7: 00 PM, with a short projectpresentation at 5: 30 PM. Staff will forward an open house flyer to Council when it is completed.

2016 Street Reconstruction Project Update — The contractor, BCM Construction, Inc., has

finished all of the construction scheduled for 2016 except for some of the concrete valley gutters atsome of the intersections. Staff has verbally stated that we will draft a Change Order to allow thevalley gutter construction to be completed on or before 5/ 1/ 2017. All remaining items ( final paving, turf establishment, and clean- up) are scheduled to be completed on or before 6/ 1/ 2017. There arecurrently 17 days of liquidated damages being assessed against the contractor on this project dueto lack of completion of the 2016 portions of the project by 10/ 29/ 2016. The contractor has statedthat they will be sending information as to why these liquidated damages should be waived, but staffhasn' t received anything substantial yet. We will review it and discuss it with the contractor once weget it. Street lighting was activated on 12/ 5/ 2016 and some of the lighting heads are set so they areshining into yards/ homes. Staff is working with the contractor to get it corrected.

Notice of Availability of an Environmental Assessment Worksheet (EAW) — Minnesota

Pollution Control Agency ( MPCA) announced on December 2 that the Environmental AssessmentWorksheet (EAW) for Lab USA's Ash Processing Project in Red Wing was available for review. Anelectronic version of the EAW is available on the MPCA Environmental Review website at

http://www.pca.state.mn. us/oxpq691.

What follows is a general schedule that the City intends to follow concerning the LAB USA's AshProcessing Project.

EAW 30 Day Comment Period — December 5, 2016 - January 4, 2017. MPCA Review: The MPCA is responsible for the EAW process and will review and evaluate the

comments received. The purpose of the EAW is to provide an opportunity for agency and citizenreview and comment and then to make a determination about whether there are significant

environmental effects and a need for an Environmental Impact Statement ( EIS) for the project.

The EAW and all of the comments resulting from the comment period are taken into account. The MPCA Review period will take as long as the department needs in order to review andevaluate the comments received. MPCA will then make a determination that there is or is not

potential for significant environmental effect and what the next steps should be.

MPCA Determination: Once the MPCA makes its determination, LAB USA can determine what it

wishes to do. If the determination is that an EIS should be completed, LAB USA will determine if

they wish to pursue that study. If the determination is that there is not a potential for significantenvironmental effect LAB USA could determine to go forward with the process of requesting thata decision be made concerning the conditional use permit for the project. A Joint Public Hearingwill be conducted by the Advisory Planning Commission and the Sustainability Commission and

then the two commissions will make independent recommendations to the City Council for itsconsideration.

branding for the Comprehensive Plan Update process that will involve the Community Report Card, Community Vision, and Action Plans. Attached is the exhibit showing the organizational structure forthis two year planning process. You will recall that we have suggested that there be the " CommunityVoices Task Force," a group of approximately 20 citizens that will help to steer the entire process. Ten Action Teams will also be formed for each of the ten topic areas and these teams will focus on

Housing; the Built Environmental & Land Use; Getting Around; Public Safety; EnvironmentalResources; Community Connections & Accessible Government; Education & Lifelong Learning; Physical & Mental Health; Arts, Culture, Recreation; and Economic Well -Being. Actions Teams mayinclude members of the Community Voices Task Force and additional citizens. The intent is tolaunch the process early in the New Year and so work is underway with Mayor Bender and MayorElect Dowse to identify and recruit individuals to serve on the Community Voices Task Force. Council suggestions are encouraged. We tentatively hope to bring a list for the Task Forcemembers to the council for approval at the first meeting of January. Also, it should be noted thatover the next two years there will be opportunities for citizens and organizations to become involved

in the Comprehensive Planning process either by participating on the actions teams formed on theten topic areas, or in other ways such as taking part in neighborhood meetings, focus groups, and/ or online surveys. In addition, a City Staff Team made up of the current staff project team willbe provided periodic updates throughout the process and departmental staff, city council members, and city commission members will be encouraged to participate in the action teams and other

Administrator's Weeks — My schedule has had lots of blocks of time dedicated to meetings in thelast two weeks. These meetings include the following: November 29 all employee meeting at the SheldonNovember 30 Management Team meeting at Colvill CourtyardDecember 7 Meeting on Racial Equality ( Management Team and others). These meetings are important for several reasons including building internal communications onpriority projects, improving our service delivery systems, and building teamwork. Outside of thesemeetings, I have invested time in creating transition plans for the new year. The transition workincludes planning for exit interviews with outgoing elected officials along with orientation sessionswith Council/ Mayor-elect individuals.

In addition to these projects, I have attended the following meetings: Special Council meeting and TNT meetingOrientation session with Council Member -elect Evan Brown
