Foreword

This manual has been prepared specifically for Civil Air Patrol per-sonnel who are participating in the program as staff officers. This manualexplains in detail the basic duty assignments of staff officers for w'ings,Groups, Squadrons, and Cadet Organization.

The purpose of this manual is to give each civil Air patrol staff officera practical working howledge of his duties and responsibilities and anappreciation of the rnanner in which the duties of each offieer fits togetherwith the duties of his associates. An uaderstanding of these duties willfurther develop Civil Air Patrol into an organization ttrat is capable ofand prepared for effective service fs fulfill its part as a vital componentof our country's air defense.

This manual will open new areas of interest for cAp officers begin-ning new assignments and may give the experienced staff officer newviewpoints.

Coordinotion fror Wing Sfofi

Each Wing Commander is appointed by the National Commander andcommands all CAP personnel in his state or territory. The Wing Com-mander appoints the wing staff and the commanders of Fubordinate units,which he may activate or deactivate. The subordinate unit commanders inturn appoint their staffs and the commanders of units under them. Thevarious staff officers relieve the commanding officers of detail work bygathering, arranging, and estimating for hirn susfu material and data ashe requires to reach the decisions involved in carrying out the responsibili-ties of his command. The stafr officers will function furtler in their specificfields as representatives of the comrnandiag offic€r to see that his deeisionsand orders are being carried out properly. Much staff work is accomplishedby inspections of the various units within the commaad. These inspectionsare made by the commander and by staff officers. Staff members must befamiliar with orders and directives received from higher authorities inorder to see"that they are properly executed. The staff must aid the wingcommander in carefully estimating his potential local problems and, withinthe general policies laid down from higher headquarters, prepare plans andtraining programs and required material for whatever may be foreseen.

Wing Comqnding Officer

(1) The Wing Commander is directly re-sponsible to the National Commander, CivilAir Patrol.

(2) It is his responsibiliW to conformwith and insure that all Wing personnelconform with the corporate Constitution andBy-Laws and CAP directives emanatingfrom National Headquarters.

(3) The Wing Commander is fully re-sponsible for all CAP matters within hisWing, both operational and administrative.

(a) He is solely responsible for training,discipline, morale, administration, supplyand operation.

(5) He is responsible for all propertyassigned or issued to the Wing and person-nel thereof; for the proper care, use, andpreservation of such property.

(6) The Wing Commander will make fre-quent visits to all units under his command.

(7) In order to provide the CommandingOfficer with assistance in meeting these re-sponsibilities, he is authorized a staff. Mem-bers of that staff do not exercise directcommand. The orders which they may issueare issued in the name'of, or by order of,the Commanding: Officer. The Wing Com-mander will utilize his staff to assist him inmeeting responsibilities. A proper distribu-ton of work among the Wing staff members

is required if the responsibilities are to befully and efficiently met. The Wing Staff isto aid the Commanding Officer in preparingplans for the Wing and subordinate units.

Deputy Wing Commonder

(L) Assists the Wing Commander in for-mulating plans and effecting compliance withpolicies.

(2) Relieves the Wing Commander ofvarious routine and administrative duties.

(3) Assumes command of the Wing in theabsence of the Wing Commanding Officer.

Wing Executive Officer

(1) Is the principal coordinating andcompliance officer for the Wing Commanderin carrying out the affairs of the Wing.

(2) Coordinates the activity of the vari-ous sections.

(3) Assumes the duties of the Wing Com-mander in the absence of the Wing Com-mander and the Deputy Wing Commander.

(4) Establishes procedure in accordancewith announced policies of the Wing Com-mander. He will transmit the decisions of theCommander to appropriate Staff Officers forpreparation of the necessary orders, ortransmit them in the form of orders tothose who execute them.

(5) Formulates and announces policiesfor the general operation of the Staff.

(6) Keeps the Wing Commander in-formed of the situation of the command asto strength, morale, training, equipment,supply and general effectiveness.

(7) He insures that orders and instruc-tions of the Wing Commander are compliedwith.

(B) Makes a continuous study of the situ-ation with a view of being prepared forfuture contingencies.

(9) Assembles routine staff section re-ports and after their approval by the WingCommander forwards required copies tohigher headquarters.

(10) The Executive Officer meets the ad-ministrative functions for which the Com-manding Officer is held responsible and doesso in the name of the Commanding Offflcer.

Wing Air Inspecfor

(1) Keeps the Wing Commander in-formed as to the efficiency and economy ofoperation of the Wing.

(2) He is responsible for conduct of peri-odic inspections of units and activities with-in the Wing to include all administrativeand technical matters.

(3) Performs special inspections and in-vestigations as required and/or whendirected by the Commanding Officer.

(4) Supervises personnel assigned to theinspection section.

(5) Renders advice and assistance to sub-ordinate units as required, and makesrecommendations for improvement whereapplicable.

(6) Responsible for inspection of motorvehicles and aircraft assigned to the Wingto insure compliance with acceptable main-tenance standards.

(7) Renders interpretations of directiveswhen necessary and keeps the CommandingOfficer informed as to compliance withdirectives.

Wing Administrotive Inspector

(1) The Administrative Inspector is re-sponsible to the lVing Air Inspector.

(2) Conducts administrative inspectionsof subordinate units.within the Wing andrenders reports thereon.

(3) Conducts such other special inspec-tions and investigations as directed by theWing Air Inspector.

(4) Renders advice and assistance to sub-ordinate units relative to administrativematters as required.

(5) Maintains current file of all regula-tions and directives.

(6) Coordinates with other staff sectionsand the Air Force Liaison Staff, and makesrecommendations regarding administrativepractices and procedures where applicable.

Wing Technicql Inspector

(1) The Technical Inspector is under thedirect supervision of the Wing Air Inspector.

(2) He conducts inspections of motor ve-hicles, aircraft, and other equipment within

the Wing to ascertain general maintenanceconditions, and renders reports thereon'

(3) Advises the Wing Commanding Of-

ficer and makes recommendations regardingutilization of equipment.

(4) Conducts such other inspections andinvestigations as directed by the Wing AirInspector.

(5) Ilaintains current inspection guides

and coordinates frequently with the AirForce Aircraft Maintenance Technician re-garding established Air Force maintenancestandards for on-loan equipment.

(6) Maintains current status boardsshorving location and condition of vehiclesand aircraft.

Wing Choploin

(1) Implements the Air Force ChaplainProgram (where possible) within the Wing.and recommends to the Commanding Officergeneral and specific adaptations of the pro-gram to meet the needs of the organization.

(2) Exercises supervisory responsibilitiesof Chaplain activities within the Wing by-

a. Making frequent field trips and per-sonal contacts.

b. Providing special attention, support,and Chaplain coverage for the cadet pro-gram.

c. Reviewing all reports of Chaplainsfrom the units, extracting pertinent data asneeded.

(3) Advises on assignment of Chaplainswithin the Wing.

(4) ntaintains necessary personnel rec-ords and proper provisional rosters and in-formation concerning chaplains for Officeof Air Chaplain, National Headquarters,Civil Air Patrol.

(5) Promotes cordial relations betrveenmilitary and civilian organizations, as thel;are related to the Civil Air Patrol progran.

(6) Performs or provides all necessarl-religious ceremonial functions.

Assistqnt Wing Choploin

(1) Performs the duties of Wing Chap-lain, during the absence of Wing Chaplain.

(2) Assists the Wing Chaplain in theperformance of duties noted above.

Wing Director of Public Informqtion

Wing Director of Public Information actsas Staff Advisor to the Wing Commander onall matters pertaining to public informationand public relations.

(1) Is responsible to the Wing Com-mander for an adequate and efficient publicinformation structure throughout his Wing.

(2) n{akes frequent visits to lend as-sistance to unit Public Information Offices,in order to insure uniformity of action andaccomplishment.

(3) Responsible to the Wing Commanderfor the dissemination of statewide publicityon Civil Air Patrol. He deals with all newsnedia.

(4) He arranges for speaking engage-n:ents of CAP personnel before service clubs,military organizations, municipal groups,

(5) Insures that close liaison is main-:alned rvith National Headquarters Directorci' P:rblic Information, in order that the lat-t€r lt:ai- be in position to effect nationalpublicitl- on Ciril Air Patroi.

(6) Assists in recruiting programs forboth senior and cadet members.

(7) Maintains close liaison with AirForce Public Information Offices at AirForce bases within his state. He keeps theminformed about CAP activities and seekstheir assistance where needed.

Assistqnt Wing Director of Public lnfor-mqtion

(1) Is specifically responsible to the WingDirector of Public Information for main-taining close liaison with National Head-quarters Director of Public Information.

(2) Keeps National Headquarters in-formed about all future operations, withemphasis on their nen's value and possibilityfor national publicitr-. He works closely withmedia representatives who are sent byNational Headquarters to cover any par-ticular story.

(3) Responsible to the Wing Director ofPublic Information for continual forwardingof original news stories, photographs, fea-ture articles, local promotional material, andclippings on CAP activities throughout the

state to Director of Public Information'

PIO's do the same.(4) Assists Wing Director of Public In-

formation in making visits to lorper echelons

to check effectiveness of unit PIO's and to

make suggestions for improving the effec-

tiveness of their activities.

Wing Press Officer

(1) Wing Press Officer's sole responsi-bility is to handle publicity on all Wingactivities with NEWSPAPERS AND WIRESERVICES, trade journals, house organs'and other publications in his state. He willinform newspapers and wire services in hisstate on all future operations, meetings, andother newsworthy matters which can andshould be brought to the attention of thepublic.

(2) If there are Air Force bases withinthe geographical limits of the state, he willkeep base PIO's informed about the activi-ties of his Wing, and seek Air Force PIOassistance whenever and wherever needed.

(3) He will work closely with \il'ingphotographer and unit photographers to in-sure good photographic coverage of CAPactivities.

(4) Will work closely with Wing Radioand TV officer to make certain that the lattertwo media are "in the picture" on all CAPoperations and other newsworthy events.:: ($) Assists unit PIO (subordinate unit)

on any operation which nay be too big forthe former to haudle alone, on request.

(6) Coordinates all press activities whenthere is more than one CAP unit in a metro-politan area.

Wing Rqdio qnd TV Officer

(1) Wing Radio and TV Officer's soleresponsibility is to handle publicity on allWing activities with radio and televisionstations.

(2) He will inform radio and TV stationsin his state on all future operations, meet-ings, and other newsworthy events which

can and should be brought to the attentionof the public.

(3) If there are Air Force bases withinthe geographical limits of the state, he willkeep base PIO's informed about the activi-ties of his Wing, and seek Air Foree PIOassistance with particular reference to taperecordings and motion pictures in the fieldfor possible radio and TV use.

(a) He will closely coordinate his activi-ties with Wing Press Officer, to insure maxi-mum coverage.

Wing Photogrophic Officer

(1) He is responsible to the Wing Direc-tor of Public Information for an effectivenews and historical photographic programthroughout the Wing.

(2) Agsists and advises unit Commandersin their selection and utilization of unitphotographers.

(3) Works closely with Wing Press Offi-cer in the dissemination of news photographsto news media.

(4) Insures that a constant flow of goodnews photographs of CAP in acti'on reachNational Headquarters Director of PublicInformation.

(5) Maintains liaision with Air Forcebase photo officers, and seeks their assistancewhere needed.

(6) He is responsible for feature photo.graph coverage of major CAP events, suchas SARCAP missions, disaster missions, andactual missions of the search and reseue ormercy mission categories.

Wing Adiulonr

(1) Is responsible to the Wing Com-mander.

(2) Manages the administrative detailsfor the Wing Commander in a liaison capac-ity by recording, analyzing, routing andauthenticating incoming and outgoing cor-respondence and Wing directives.

(3) Establishes and maintains files anda records administration program, a mailand message distribution agency, and a spe-cial orders section.

(4) Supervises postal activities and dis-tribution of Publications.

(5) Responsible for all administrativematters pertaining to Wing.

(6) Disseminates the policies of the WingCommander to all concerned by preparingand/or publishing staff memorandums, pol-icy letters, general and special orders, etc.

(7) Authenticates all correspondence forthe Wing Commander unless otherrvisedirected.

(B) Accomplishes final review of all WingHeadquarters correspondence and publica-tions prior to authentication, publication anddistribution.

(9) Operates message center which re-ceives, logs, and distributes all incoming andoutgoing correspondence, wires and publica-

tions to or from proper staff sections, sub-ordinate commands, or higher headquarters.

(10) Responsible for staff coordination onall matters as directed by Wing Commander.

(11) Responsible for records administra-tion of Wing Headquarters and subordinatecommands.

(12) Maintains a file of all correspon-dence and publications pertaining to theWing Headquarters and subordinate com-mands.

Wing Assisfont Adlutont

Assists the Wing Adjutant in the per-formance of his official duties and assumesthe duties of the Adjutant in his absence.

WING HEADQUARTERS SQUADRON

Wing Heodquorters Squodron Commcn-dqnt

(1) Commanding Officer of HeadquartersSquadron is Headquarters Commandant forall CAP personnel on duty with the WingHeadquarters.

(2) Provides custodial and utilities serv-ice for the Headquarters.

(3) Operates Headquarters Flight Divi-sion.

(4) Responsible for Headquarters Squad-ron Supplies.

(5) Responsible for unit personnel officefor the Headquarters Squadron.

(6) Responsible for messing facilities asrequired.

(7) Responsible for crash rescue andstructural fire protection if required.

(8) Responsible for security and enforce-ment and maintenance of standards of con-duct and discipline within \Ying Headquar-ters Squadron.

(9) Directs and coordinates all groundtraining of the Headquarters Squadron.Processes all technical school applications,directs and coordinates on the job trainingfor Headquarters Squadron personnel.

(10) Plans and supervises receipt, stor-&EE, maintenance, delivery, issue, andreporting of all supplies for Wing Head-quarters Squadron. Accountable officer for

Headquarters Squadron property and sup-pl ies.

(11) Performs all functions incident torecord-. of personnel assigned to Wing Head-quarters Squadron. Prepares and maintainsall reports, rosters, records, and correspon-denee pertaining to personnel matters ofboth officer and airman.

(12) Responsible for all phases of main-tenanee and operation of aircraft assignedto Wing Headquarters Squadron.

(13) Responsible for all phases of main-tenance and operation of motor vehiclesassigned to Wing Headquarters Squadron.

(1) Is responsible to the Wing Com-mander.

(2) Advises the Wing staff on all matterspertaining to the hygiene and sanitation ofthe Wing.

(3) Assists the GrouP and SquadronCommanders in obtaining competent medicalofficers for their staffs.

(4) Insures that each unit within the

Wing is properly equipped with adequatefirst aid equipment. Periodically inspects allMobile Support Units in the Wing for proper

medical equipment and uniformity of same.Insures that all Group and Squadron MedicalOfficers are familiar with the most currentmethods of treatment for burns, shock, and

other iniuries peculiar to aircraft accidents'

(2) The nomination of qualified womenfor lower echelon staff positions.

(3) Contacts with women's clubs, parentteachers groups, 99'ers, and other similargroups in order to promote the CAP pro-gram for women and girls, to explain thevalue of aviation education, etc.

(4) Contacts x'ith \\'AF officers (to becoordinated with AF-CAP Liaison Offfrcer)in the area for the purpose of olttaining theirassistance and cooperation in the programas instructors, aiding in summer encamp-ments, etc.

(5) Girl cadet encampments. and rvomensupervisors for same.

(6) Contacts with other Regional advisorsand Wing Coordinators (for \\-crren's Ac-tivities) concerning the improsements andexpansion of the program for rvomen andgirls.

(7) Contacts with Girl Scout regionaland./or local headquarters for the purposeof coordinating policies emanating from Na-tional Headquarters, CAP.

(8) Cooperation with state aeronauticsofficials.

(9) The interstate exchange of girl cadetsr','hen practical.

Assistent Wing Coordinqtor for Women'sActiv!fies

Performs duties as directed by Wing Co-ordinator for Women's Activities.

Wing Coordinotor of Civil Defense(1) llaintains liaison between the State

Civil Defense officials and the CAP at Winglevel.

(2) Receives from the pertinent \{ingStaff Sections information concerning thecurrent Wing operational effectiveness (in-clucl:ng status and amount of equipment and:rained personnel) and keeps the Civil De-fense officials informed of this potentiala-.sistance available to them.

(3) Keeps the Wing Commander and staffinformed of current plans and policies ofState and National Civil Defense agencies,and Headquarters Civil Air Patrol, USAF.

(4) Coordinates with the Wing trainingoAcel regarcling specialized training to meetCir- i l D ef en-.e commitments.

(5) Coordinates ri' ith State Civil Defenseoffficials and the \\-ing regarding Civil De-fense pract ice mis: ions ( including pract icemissions requested b1- lorver echelon CAFunits).

(6) Prepares such reports on Civit De-fense as required by National Headquarters.Desirable that he be a member of the StateCivil Defense staff.

(7) Disseminates inforrnation on CivilDefense concerning all Civii Defense plansand policies to the lorver echelons of theCAP Wing.

(8) Coordinates with Wing OperationsOfficer in scheduling practice missions toevaluate the effectiveness and,/or the Stateof readiness of the Mobile Support Unit. (Ifpractice mission involves Civil Defense per-sonnel, approval must be obtained fronaState Civil Defense officials.)

Wing Director of Personnel

(1) Directs and supervises activities re-lating to Civil Air Patrol personnel matters.

(2) Responsible for the preparation andmaintenance of records, rosters, correspon-dence, and reports pertaining to Civil AirPatrol personnel matters.

(3) Responsible for maintaining masterpersonnel records file for all Civil Air Patrolpersonnel assigned to the Wing.

14) Prepares plans and makes recom-mendations relating to personnel procure-ment and requirements.

(5) Responsible for processing member-ship applications, recommendations for pro-motion, and recommendations for'awardsand decorations.

(6) Issues necessary directives in regardto personnel matters.

(7) Advises the Wing Commander inall matters relating to Civil Air Patrol per-sonnel.

Assistont Wing Director of PersonnelPerforms duties as directed by the Wing

Director of Personnel.

Wing Personnel Clerk

Wing Director of Communicolions

(1) Advises the Commanding Officer andhis staff regarding communications pro-grams, progress, accomplishments, andneeds.

(2) Prepares necessary correspondencefor Commanding Officer pertaining to com-munications.

(3) Responsible for processing FCC ap-plications for all CAP radio stations withinthe Wing.

(4) Recommends allocation of all elec-tronics equipment to those squadrons re-quiring same.

(5) Organizes Wing radio network inconjunction rvith established schedule.

(6) Supervises communications trainingprogram as established by National Head-quarters.

(7) Insures compliance with regionaland national schedule by Wing net controlstations.

(8) Gives technical advice to the Groupand Squadron requiring same.

(9) Accomplishes the necessary trips toadequately monitor the communicationsprogram throughout the Wing.

(10) Insures compliance with all FCC andCAP Regulations governing the communi-cations program.

(11) Arranges communications confer-ences, lvhenever deemed advisable, withinthe Wing.

Assistqnt Wing Director of Communico-lions

Assists the Director of Communicationsin accomplishment of his duties, and acts forthe Director in his absence.

(3) Compiles budget for Wing.(4) Responsible for the establishment of

an account for the Wing Fund and mainte-nance of records of monies received anddisbursed in accordance rvith CAP Direc-tives.

(5) Develops and supervises a fund rais-ing program for the Wing.

(6) Serves as a member of the WingFinance Committee.

(7) Compiles reports as required.

Wing Finonce Officer

(1) Assists the comptroller in the de-velopment of a Wing fiscal program asrequired.

(2) Maintains records of Wing Funds toinclude voucher files covering receipts anddisbursements, cash journals, accounts ledg-ers, bank statements and other alliedrecords.

(3) Assists in inspection of Group fiscalrecords.

(4) Prepares reports as required.

Wing Director of Codets(1) Implements, supervises and analyzes

policies and directives relative to the cadetprogram issued by Headquarters, CAP,within his Wing, including the training ofcadets.

(2) Establishes coordination betweenTt-ing Headquarters and other organizationsin order to promote their interest in aidingthe cadet program.

(3) Is responsible for all statistics per-taining to the entire cadet program x-ithinthe \{ing, and furnishes the Wing Com-mander with periodic reports as required.

(4) Submits recommendations to the WingCommander pertaining to any phase of thecadet program for forwarding to Headquar-ters CAP for consideration.

(5) Schedules periodic meetings of theWing Cadet Advisory Committee to discusscadet plans and activities. Is chairman ofthis committee.

(6) Coordinates with other staff sectionsto implement plans emanating from Nationaland Wing policies regarding the cadet pro-gram.

(7) Visits such cadet units as necessaryto insure compliance with National andWing policies regarding the cadet program.

Wing Coder Troining Ofiicer

(17) Establishes procedures to insure thatall pertinent data is maintained in the Cadet201 record (maintained by Personnel).(Grades, attendance, courses completed,summer encampments, exchange, etc.)

(18) At Wing level, is responsible for thepromotion, implementation, and coordina-tion necessary for the adoption of the CAP-High School Coordinated Program by sec-ondary schools and junior colleges.

(19) Provides the units with guidanceand assistance in the implementation of theIjnit Cadet Training Program.

(20) Responsible for the administrationof the Headquarters CAP Cadet TestingProgram rr-ithin the Wing.

Wing Director of Operotions

(1) Is responsible for operational plansand policies within the Wing and imple-ments operations directives from NationalHeadquarters, CAP.

(2) Coordinates and supervises opera-tional training missions, including Searchand Rescue practice missions and Civil De-fense practice missions.

(3) Recommends flying safety policiesand supervises preparation of flying safetydirectives for the Wing.

(1) Coordinates Civil Air Patrol flyingtraining activities with Wing training officerand TV'ing Commandant of Cadets.

(5) Supervises scheduling of USAF on-loan aircraft and operation of these aircraft.

(6) Coordinates maintenance require-ments with Wing engineering offieer.

(?) Maintains records of aircraft andother operational equipment available foruse by Civil Defense authorities and coordi-

nates use of this equipment with the WingCoordinator of Civil Defense.

(8) Reviews and approves all applica-tions for aeronautical ratings and maintainsa record of current CAp pilots and ob-servers.

(9) Supervises flying proficiency and de-velops procedures concerning requirementsfor check-out in USAF on-loan aircraft.

(10) Maintains liaison with State CAAauthorities and members of other flying or-ganizations. Maintains coordination withAir Rescue Service.

Assistqnl Wing Director of Operotions(1) Is responsible to the Wing Opera-

tions Officer for implementing CAp Head-quarters and Wing operations directives.

(2) Prepares and disseminates flying pro-ficiency directives to units within the Wingand prescribes minimum time requirementsfor CAP pilots.

(3) Prepares statistical reports on avail-ability of Civil Air Patrol aircraft, pilotsand observers for all required missions.

(4) Maintains record of flyirig time ofpilots and observers within the Wing andthe number of CAP eadets flown on orienta-tion flights.

(5) Schedules assignment of USAF on-loan aircraft and maintains record of flyingtime on these aircraft.

(6) Coordinates and assists in transpor-tation of CAP personnel.

(7) Approves recommendations for checkpilots in units of the Wing.

Wing Flying Sofety Ofiicer

(1) Is responsible to the Wing Opera-tions Officer for the implementation of Na-tional Headquarters and Wing flying safetydirectives.

(2) Prepares flying safety directives anddisseminates to units of the Wing.

(3) Maintains liaison with accidentbranch of CAA.

(4) Reports on violation of USAF, CAA,and CAP flying regulations. Acts as aircraftaccident investigating officer for the Wingon accidents involving CAP fncorporatedowned aircraft and accidents to privately

owned aircraft participating in CAP activi-ties.

(5) Maintains accident log on aircraftaccidents and renders reports on accidentsas required by National Headquarters andWing Headquarters.

(6) Acts as check pilot for Wing per-sonnel in USAF on-loan aircraft, if theWing Headquarters Squadron does not as-sume this responsibility.

Wing Air Rescue Officer(1) Is responsible to the Wing Director

of Operations for the implementation ofpolicies and directives of CAP Headquartersand Wing Headquarters, concerning searchand rescue.

(2) Plans and supervises practice searchand rescue missions for the Wing.

(3) Acts as coordinator with ARS andother requesting agencies in actual searchmissions.

(4) Maintains liaison with ARS, CAA,ARC, and other organizations employed inor conceraed with seareh rescue and/ordisaster operations.

(5) Prepares and maintains statisticalreports on aircraft and equipment availablefor search and rescue missions. Rendersreports as required.

(6) Coordinates with Wing Communica-tions Officer on communications facilitiesaYailable for search and rescue.

(7) Has as an additional duty the func-tional assigrnment of Mobile Support Com-mander.

(8) Coordinates with the CAP CivilDefense Coordinator in scheduling CivilDefense practice missions.

Wing Director of Troining

(1) Is responsible for the implementationand supervision of the training policies anddirectives issued by National Headquartersfor senior CAP members within his Wingarea.

(2) Coordinates with the Wing Directorof Cadets concerning senior staff personnelfor cadet encampments.

(11) Establishes procedures to insurethat training data, (i.e., attendance, coursecompietion-grades, information copy ofUSAF-ECI application) are forwarded tothe personnel section for 201 file recordingpurposes.

(12) Maintains statistics relative to seniortraining within his Wing and furnishes theWing Cornmander with periodic reports asrequired.

(13) Disseminates information on theUSAF-ECI and Air Training CommandUSAF courses to the units within the Wing

area, and urges qualified senior members toparticipate.

(14) Receives information copies ofUSAF-ECI applications from units andchecks these information copies for fulfill-ment of prerequisites and completeness(CAP Reg. 50-1). Recommends approvalor disapproval for Wing Commanders of allUSAF-ECI applications from personnel as-signed to the Wing Headquarters.

In addition to functioning as a part of the planning and administra-tive staff, each Group Commander and his staff have responsibilitiessimilar and parallel to the Wing staff. It will be noted that as we progressfurther down the chain of command into the lower echelons, there is lessresponsibility for policy determination and interpretation and a heavierrequirement for detail execution of specific instructions originating fromhigher echelons. The Group Commander and his staff, under the directivesemanating from the Wing, guide and assist the squadron commanders inpreparing for and executing the responsibilities charged to their organi-zations, both in training and in the conduet of missions. The group staffplans, coopgrates, inspects, frst as a gEoup and then as individual staffmembers, in the specific field in which their primary responsibility lies.

Group Commonding Ofticer(1) Is directly responsible to the Wing

Commander.(2) The Group Commander is responsible

for all CAP matters within his Group andunits under his jurisdiction, both operationaland administrative.

(3) The Group Commander is responsiblefor guiding and assisting the Squadron Com-manders in preparing for and e:ecuting theresponsibilities charged to their organiza-tions, both in training and in the conduct ofmissions.

(4) Is reponsible for discipline and moraleof personnel under his command.

(5) Is responsible for all property as-signed or issued to the Group and personnelthereof, and for the proper care, use, andpreservation of sueh property.

(6) Makes frequent visits to all unitsunder his jurisdiction.

(7) Is responsible for insuring that Grouppersonnel and subordinate units conformwith the corporate Constitution and By-Lawsand all directives emanating from Wing andNational Headquarters, CAP.

Group Execulive Ofticer(1) Is responsible to the Group Com-

mander.(2) The Group Executive Officer assumes

command in the absence of the Group Com-rnander.

(3) Ee is the principal assistant andadvisor to the Group Commander. He maytranmit the decisions of the commander toappropriate staff officers for preparation ofthe necessary orders or transmit them in theform of orders to those who execute them.He is the principal coordinating agency ofthe command.

( ) He formulates and announces policiesfor the general operation of the staff.

(5) He keeps the Group Commander in-formed of the situation of the Group as tostrength, morale, training, equipment, sup-ply, and general effectiveness.

Group Air Inspector

(1) The Group Air Inspector conductsperiodic inspections of subordinate unitswithin the Group and renders reports there-on.

(2) Conducts special inspections and in-vestigations when required and or rvhendirected by higher authority.

(3) Maintains current files of all Regula-tions and directives.

(4) Renders advice and assistance tosubordinate units and makes recommenda-tions to improve the efficiency of operationwhen appropriate.

(5) Interprets directives when necessaryand keeps the Group Commander informedas to compliance with directives.

Group Choploin

(1) Implements the Civil Air PatrolChaplain program within the Group andrecommends to the Group Commandinc Offi-cer general and special adaptation of theChaplain activities to meet the needs of theorganization.

(2) To exercise supervision over theChaplain activities within the group, hewill-

(3) llakes frequent visits to Squadronsto assist Squadron PIO's, and holds Group-wide PIO meetings to inform and instructSquadron PIO's in order to insure uniform-its of action and accomplishment.

(l) Arranges for speaking engagementsfor CAP Group personnel before serviceclubs, miiitary organizations, municipal andcounty groups, etc.

(5) Maintains close liaison with WingDirector of Public Information, to insureuniformity of action within the state.

(6) He is authorized direct communica-tion with National Headquarters Director ofPublic Information, keeping Wing Directorof Public Information informed of develop-ments.

(7) Is responsible to the Group Com-mander for the dissemination of publicityon the activities of his Group. He assistsSquadron PIO's on publicizing their activi-ties when requested.

Group Rodio qnd TV Officer

(1) Group Radio and TV Officer's soleresponsibility is to handle publicity on allGroup activities with radio and televisionstations in his area.

(4) Coordinates closely with training offi-cer on cadet activities for photographiccoverage.

Group Press Officer

(1) Group Press Officer's sole responsi-bility is to handle publicity on all groupactivities rvith newspapers and wire services.

(2) He rvill inform newspapers and wireservices in his area on all future operations,meetings, and other newsrrorthl- matterswhich can and should be brought to theattention of the public.

(3) If there are Air Force bases n-ithinthe gecgraphical area of his Group, he n'illkeep base PIO's inforrned about the activitiesof his Group, and seek Air Force PIO assis-tance whenever and wherever needed.

(3) Coordinates and directs the activitiesand duties of subordinate unit Legal Officerswith a view to forwarding the mission ofCAP and facilitating the work of suchofficers.

(4) Maintains liaison with the WingLegal Officer and with such local agencies asmay be necessary regarding legal problemsor proposed local regulations or ordinanceswhich may affect CAP.

(5) Must have a comprehensive knowl-edge of legal principles and applications.Must have been admitted to the practice oflaw before the highe-"t Court of the Statewherein the Group is located. Should havebroad legal experience as a practicing attor-ney. Training in military law and Air Forceor Army administration is desirable.

Group Fiscol Officer

(1) Advises Group Commanding Officeron the development of Fiscal Policies andprevides information on the current status

of funds and effectiveness of the financialprogram.

(2) Inspects Fiscal Records of Squadrons,to insure compliance with CAP directives.

(3) Consolidates budget for Group.(4) Establishes an account for the Group

fund and maintains records of monies re-ceived and disbursed in accordance withCAP directives.

(5) Develops and supervises a fund rais-ing program for the Group.

(6) Compiles reports as required.

Group Medicql Officer

(1) Is responsible to the Group Com-mander.

(2) Advises the Group staff on all mat-ters pertaining to sanitation and hygiene ofthe Group, and will make recommendationsfor training relative to skilled technicaltraining, such as crash assistance and MSUtraining.

(3) Assists the Squadron Commanders inobtaining competent medical officers for theirstaffs.

(4) Insures through coordination withthe Group Director of Supply that eachsquadron in the Group is properly equippedwith adequate first aid equipment. Periodi-cally inspects all MSU's in the Group forproper medical equipment. Insures that allSquadron Medical Ofl&cers are familiar withthe best methods of treatment for burns,shock and other injuries peculiar to aircraftaccidents.

(5) Will be responsible that all SquadronMedical Officers carefully examine all cadetcandidates for the Exchange Progtams anddrill teams to insure that they are physicallyqualified to participate. He will also adviseall Squadron ]Iedical Officers of their re-sponsibilitl' to have each cadet from theirindividual units attending the summer en-eampments properly immunized and insurethat each of these cadets are physicallyqualified to attend the summer encampments.He must certify that each cadet is free fromcommunicable diseases.

(6) The Group Medical Officer will insurethat Squadron Medieal Officers prepareproper records of all injuries or death of all

All orders and communications follow this chain ofcommand.

(1) Is responsible to the Group Com-mander; if none exists then is directly re-sponsible to the Wing Commander.

(2) The Squadron Commanding Officer isresponsible for the operational efficiency ofthe unit; that, as a result of training, allpersonnel of his unit are capable of perform-ing such missions as may be assigned in asatisfactory manner.

(3) Is responsible for the training of allpersonnel assigned or attached to his organi-zation.

( ) Is responsible for arranging adequatemeeting facilities and for insuring thatclasses are conducted as may be necessaryto train the personnel properly.

(5) Is responsible that personnel withinthe unit are assigned to duties that they arebest qualified to perform.

(6) Is responsible for the operationalpreparedness of his organization; that it isproperly equipped and ready to function onnotice.

(7) Is responsible for the administrationof his unit; for the discipline and moraletherein; for the proper preparation anddisposition of all correspondence and re-ports.

(8) Is responsible for all property as-signed or issued to the unit or the personnelthereof; for the proper care, use, and preser-vation of such property.

(1) Is responsible to the Squadron Com-mander.

(2) The Executive Officer of the Squadronis second in command of the Squadron, inthe absence of the Squadron Commander.

(3) He is the principal assistant andadvisor to the Squadron Commander. Hemay transmit the decisions of the Com-mander to appropriate staff of;flcers forpreparation of the necessary orders, ortransmit them in the form of orders to thosewho execute them. He is the principal co-ordinating agency of the Squadron.

(4) He formulates and announces policiesfor the general operation of the staff.

(5) He keeps the Squadron Commanderinformed of the situation of the Squadronas to strength, morale, training, equipment,supply, and general effectiveness.

(6) He takes steps to insure that allinstructions published to the Group are inaccord 'ii'ith policies and plans of the Squad-ron Commander.

(7) By personal observation sees thatorders and instructions of the SquadronCommander are complied with.

(8) Makes a continuous stucll ' cf the situ-ation rvith a view of being prepared forfuture contingencies.

(9) Assembles routine staff section re-poris and after their approval by the Squad-ron Commander forwards the requiredcopies to Group, or rvhen no Group exists,to the V/ing.

(10) In general, the Squadron ExecutiveOfficer meets the administrative functionsfor which the Squadron Commanding Officeris held responsible, and does so in the nameof the Squadron Commanding Officcr.

Squodron (31-100 Members) Choploin(1) Provides a program of moral and

religious instruction for Civil Air Patrol

personnel when in assemblies, adequate tomeet the needs of all.

(2) Promotes cordial relations betweenthe CAP unit and the local community.

(3) Serves as religious correspondentand religious advisor for CAP publications.

(4) Serves as consultant on matters ofreligion, morals, and morale to the UnitCommander.

(5) Provides a religious coverage for allcadets, especially while on encampments,according to the major faiths represented(Protestant, Catholic, and Jewish).

(6) Prepares and presents character gui-dance addresses to Civil Air Patrol personnelat regular meetings.

Squodron (31-100 Members) Public Infor-rnqlion Officer

(1) Squadron PIO acts as advisor on allmatters pertaining to public inforrnationand public relations to Squadron Com-mander.

(2) Is responsible to the Squadron Com-mander for an adequate and efficient publicinformation plogram for his SquaCron.

(3) Is responsible to the Squadron Com-mander for the dissemination of publicityon the activities of his Squadron.

(4) Deals with local press, wire services,radio, and TV stations, in publicizing theactivities of his Squadron.

(5) is authorized direct communicationwith Director of Public Information, Na-tional Headquarters, Civil Air Patrol, and isexpected to send news stories, photographs,and original feature article material to thatoflftce for national publicity purposes. Heshould keep higher echelon PIO informedabout such activities.

(6) Arranges for speaking engagementsof CAP Squadron personnel, includingcadets, before service clubs, military organi-zations, municipal and other local gather-ings, to constantly bring the CAP story tothe attention of the public.

(7) Insures that news media in his areaare given sufficient advance notice of im-pending Squadron operations so that theirown reporters can cover the events. Givingthe press advance notice usually pays off.

Squodron (31-tO0 Members) Photo-grophic Officer

(1,) Insures that a constant flow of goodnews photographs of Squadron activitiesreach local press and Director of PublicInformation, National Headquarters, CivilAir Patrol.

(2) Is responsible for feature photo-graphic coverage of major CAP events, suchas mercy missions, search and rescue mis-sions, and other missions illustrating CAP'sservice to the public.

(3) Is constantly alert for possible hu-man interest photographs on Civil Air Patrolactivities, with particular emphasis on theaviation activities of CAP.

(4) Coordinates closely with trainingofficer on cadet activities for photographiccoverage.

(1) Is responsible to the Squadron Com-mander.

(2) Ilanages the administrative detailsfor the Squadron Commander in a liaisoncapacity by recording, analyzing, routing,and authenticating incoming and outgoingcorrespondence and directives.

(3) Establishes and maintains files and arecords administration program, a mail andmessage distribution agency, and a specialorders section.

(4) Supervises postal activities and dis-tribution of publications.

Squodron (31-100 Members) legol Ofticer(1) Legal advisor to the Squadron Com-

mander.(2) Examines and reviews CAP activi-

ties and operations and advises staff mem-bers on legal aspects of their work. Preparesopinions and gives advice on such mattersas CAP Regulations, purchases, taxation,insurance, claims, liabilities and rights, and

privileges of senior and cadet members ofCAP.

(3) Coordinates and directs the activitiesand duties of subordinate unit Legal Officerswith a view to forwarding the mission ofCAP and facilitating the work of suchofficers.

(4) Maintains liaison with the GroupLegal Officer and with such local agenciesas may be necessary regarding legal prob-lems or proposed local regulations or ordi-nances which may affect CAP.

(5) Must have comprehensive knowledgeof legal principles and applications. Musthave been admitted to the practice of lawbefore the highest court of the State whereinthe Squadron is located. Should have broadlegal experience as a practicing attorney.Training in military law and Air Force orArmy administration is desirable.

Squodron (31-100 Members) Fiscol Officer

(1) Advises Commanding Officer on thedevelopment of fiscal policies and providesinformation on the current status of fundsand effectiveness of the financial program.

(2) Prepares budget for Squadron.(3) Establishes an account for the Squad-

ron Fund and maintains records of moniesreceived and disbursed in accordance withCAP directives.

(4) Develops and supervises a fund rais-ing program for the Squadron.

(5) Compiles reports as required.

Squodron (31-100 Members) MedicolOfficer

(1) Is responsible to the Squadron Com-mander.

(2) Advises the Squadron staff on allmatters pertaining to sanitation and hygieneof the Squadron.

(3) Conducts first aid training for allmembers of the Squadron, both senior andcadet. Will give specialized medical trainingto members of the Squadron Mobile SupportUnits in order that they may be as effectiveas possible during any emergency.

(4) Insures that the Squadron is properlyequipped with first aid equipment. It willfurther be the responsibility of the Squad-

Support Unit has the necessary medicalequipment, including sufficient vehicles thatmay be used as ambulances.

(5) Carefully examines or causes to beexamined all cadet candidates for the CadetExchange Program and drill team to insurethat each one is physically qualified to par-ticipate. Will be responsible for the immuni-zation of all cadets going to summer en-cEmpments. Will also examine each cadetto determine if he is fully qualified physi-cally to attend the summer encampment, andmake sure that no cadet is allowed to attendwho has any communicable diseases.

(6) Carefully investigates and recordsany and all injuries or deaths to any CAPmember, senior or cadet, which may occurwhile such rnember is participating in CAPactivities. It shall further be the responsi-bility of the Squadron Medical Officer toforward such records to the Group andWing Medical Officers.

(1) Is responsible to the Squadron Com-mander.

(2) Advises the Squadron staff on allmatters pertaining to sanitation and hygieneof the Squadron.

(3) Conducts first aid training for allmembe* of the squadron, both senior andcadet. Will give specialized medical trainingto members of the squadron mobile support

units in order that they may be as effectiveas possible during any emergency.

(4) Insures that the Squadron is properlyequipped with flrst aid equipment. It willfurther be the responsibility of the SquadronMedical Officer to see that the mobile sup-port unit has the necessary medical equip-ment, including sufficient vehicles that maybe used as ambulances.

(5) Carefully examines or causes to beexamined all cadet candidates for the CadetExchange Program and drill team to insurethat each one is physically qualified to par-tigipate. Is responsible for the immunizatjonof all cadets going to summer encampments.Will also examine each cadet to determine ifhe is fully qualified physically to attend thesummer encampment, and make sure thatno cadet is allowed to attend who has anycommunicable diseases.

(6) Will carefully investigate and recordany and all injuries or deaths to any CApmember, senior or cadet, which may occurwhile such member is participating in CApactivities. It shall further be the responsi-bility of the Squadron Medical Officer toforward such records to the Group and WingMedical Officers.

7. Coordination at Wing Leael. The Wing Direetor of Cadets is theadvisor to the Wing Commander on all cadet matters. The Wing CadetAdvisory Committee will aid the Wing Director of Cadets in the planningof the Wing Cadet Program. The recommendations of the Group andSquadron Cadet Committees will be considered by the Wing Committee.The resultant plans and recommendations of the Wing Committee aresubmitted to the Wing Commander for his approval. The Wing Directorof Cadets, upon receiving approval, coordinates with the other \Ying staffsections for implementation. Recommendations from the Wing CadetAdvisory Committee to National Headquarters for improvement of theCadet Program should be prepared by the Wing Director of Cadets forthe Wing Commander's signature and forwarded to National Head-quarters.

2. Coordi,nation at Group Leoel. Coordination at Group level will besimilar to that for lYing level. Cadet Squadrons (Separate) in Wingswith Groups will be supplied by Groups. They will also depend on theGroup for orientation flights, possible air transportation, etc. Participa-tion by cadets in senior activities will also be coordinated at Group level.

3. Coordi,nati,on at Squndron Leael. At Squadron level in areas wherethere are senior squadrons, the Commandant of a Cadet Squafuon (At-

tached) will coordinate all activities with the senior squadron commanderand staff. In the case of Cadet Squadrons (Separate) the Commandant ofCadets will coordinate with the Group Commander and his staff and theGroup Commandant of Cadets and Group Advisory Committee. In wingsthat do not have groups, the Commandant of Cadets of a Cadet Squadron(Separate) will coordinate with the Wing Commander, Wing Commandantof Cadets, and the Wing Advisory Committee. The Commandant of Cadetsof a Cadet Squadron (Separate) may also coordinate with the SquadronCornmanders of any nearby CAP Senior Squadron.

(3) Receives duty assignments for hisflight from the Cadet Commander and as-signs individual responsibilities to his flight.

Cqdet Squodron Assistont Cqdet FlightLeqder

(1) Assists the Cadet Flight Leader inthe performance of his duties.

(2) Is responsible for the submission tothe Cadet First Sergeant of an accurateattendance report of his flight at meetings.

CAP Cqdet Squodron Commiftee (for BofhSeporote ond Attqched Cqdet Squad-rons)

(1) In the following narrative, functionsand duties listed for "Group" s'il l be accom-plished by the corresponding \\:ing personnelin those instances rvhere there are no Grouporganizations.

(2) The CAP Cadet Squadron Committeewill consist of a minimum of three adults;five are desirable. Membership in Civil AirPatrol is not a prerequisite for membershipon this committee. Personnel selected toserve should be leaders in the communityand interested in youth development andguidance. Sources of personnel may be anyof the service organizations (such as theLions, Rotary, Kiwanis, etc.), veteran or-ganizations, or parents of Cadets.

(3) It is desirable that this committeehold a business meeting once every month;however, the minimum should be one meet-ing each three months. The quarterly meet-ings should be scheduled to meet after thescheduled Group Cadet Advisory Committeemeeting. (The chairman of the CAP CadetSquadron Committee is a member of theGroup Cadet Advisory Committee.) Thechairman will schedule meetings of thiscommittee.

(1) The members of this committee willbe appointed by the Group Commander uponthe advice of the Group Director of Cadets.This appointment should be the first step inorganizing new CAP Cadet Squadrons.

(2) The Group Director of Cadets rvillorient this committee concerning Civil AirPatrol, the CAP Cadet Squadron (bothSeparate and Attached) and the duties androle of the CAP Cadet Squadron Committee.

(3) After being appointed and oriented,the over-all functions of this committee willbe threefold:

a. Select and obtain an adult leader(Commandant of Cadets) and assist him inorganizing a CAP Cadet Squadron.

b. After the organization, assist theCommandant of Cadets in his conduct of asound program.

c. Be responsible for the successfuloperation of the Cadet Squadron.

(4) Specifically, the responsibilities ofthe CAP Cadet Squadron Committee (Sepa-rate Squadron) are as follows:

a. Selects the Commandant of Cadetsand assists him in obtaining two additionalleaders. (Commandant of Cadets is ap-pointed by Group Commanding Officer onGroup Special Orders and CAP Form 19,"Recommendation for Appointment of Offi-cer" is initiated by Group CommandingOfficer. The assistants to the Commandantof Cadets are appointed by the Commandantof Cadets on Cadet Squadron Orders and heinitiates the CAP Forms 19.)

b. Operates the Cadet Squadron duringthose periods when the Cadet Squadron is'r.vithout a Commandant of Cadets and as-sistants.

c. Recommends replacement of a non-functioning Commandant of Cadets andselection of a new one to the Group Directorof Cadets.

d. Obtains a suitable meeting place forthe Cadet Squadron and storage facilitiesfor supplies.

e. Assists the Commandant of Cadets inrecruiting new cadets and in promotingpublicity.

f. Assists the Commandant of Cadetsin planning the cadet unit finance prograrn'and establishes a fund when necessary.

g. Assists the Commandant of Cadetsin establishing a social, recreational, andtraining program for the cadet unit.

h. Assists the Commandant of Cadetsin recruiting capable instructors to teach thecadets specialized courses of instruction.

i. Assists the Commandant of Cadets inproviding transportation for cadet activities.

(5) In following the chain of commandfrom the Cadet Squadron up-between theCadet Squadron and the next higher echelonof command - the CAP Cadet SquadronAdvisory Committee has a supervisoryresponsibility over the Cadet SquadronCommandant of Cadets to insure that .'the

right man is in the right job.,' The CadetSquadron Committee is charged with theresponsibility of the successful operation ofthe cadet program at Squadron level. Itsoverall function is to aid the Cadet SquadronCommandant of Cadets in the operation ofthe cadet program.

(6) The Cadet Squadron Commandantof Cadets will have the support of the CApCadet Squadron Committee to solve prob-lems of housing, facilities, etc., and thusallow him to concentrate on program and.activity. The CAP Cadet Squadron Com-mittee is the sponsor of the cadet unit andthe Cadet Squadron Commandant of Cadetsis, in effect, the Squadron Commander.

(7) The Directors of Cadets at Wing andGroup levels are staff officers to their re-spective Commanders, with no commandfunctions. The respective Cadet AdvisoryCommittees at these levels are to give im-petus to the cadet program, to aid inplanning, to review the achievements andprog"ess of the Cadet Squadrons, and toanalyze the over-all program and makerecommendations for its improvement.
