In the month of August, 1862, a complete enrollment was made ofthe number of men in the respective townships of the county subject tomilitary duty, as, also, of the number who had up to that time volunteeredin the service of their country. This was done under the supervision ofHezekiab Wheeler, enrolling commissioner for the county, by the help ofa deputy in each of the townships: Nathaniel Allen, Posey; Evelyn Mont-gomery, Dick Johnson; Preston Morgan, Van Buren; Christian Rummel,Jackson; Hail C. Notice was then given that Dr. James N. Wardlaw, examining sur-geon for the county, would open a temporary office at the court house,Bowling Green, Monday, September 1, for the examination of applicantsclaiming exemption because of disabilities. So numerous were the appli-cations that the examinations were protracted during the week; practic-ally fifty percent of the enrolled subject to duty having appeared and askedfor examination, and three hundred and fifty-six certificates of exemptionwere issued.

When the first draft of the war was ordered, in the fall of 1862, Claycounty was exempt from its execution, having already filled the measureof its quota by previous enlistments, having sent to the front for the firsteighteen months of the war forty percent of its eligible and acceptablepopulation. Sugar Ridge was the banner township, not only of thecounty but of the state, having at that time already contributed fifty-onepercent of its population subject to military service.

Aid to Soldiers’ Families.At a special session of the board of commissioners held July 25,

1862, an order was made allowing ten dollars out of the county treasuryto the family of each who had enlisted or might thereafter enlist in theservice of the United States on the call of the president for 300,000 vol-unteers, on condition that such families were left in destitute circum-stances. C. W. Thompson and D. W. Bridges were appointed by theboard to determine upon the claims made for such allowance, andmake their recommendations to the county auditor fororder on countytreasurer.

The firm of Wingate and Black at about the same time gave outthat they would give to the head of each family volunteering in Wash-ington township the sum of ten dollars on the certificate of the captainthat they had been mustered into the service.

Elisha Adamson also tendered to a committee all the products of hisfarm for the sea--- Son of 1862 for distribution among the families of thevolunteers in Washington township, reserving only the supply for hisown family.

Many voluntary subscriptions and donations were made throughoutthe county by private individuals and societies in aid of the families ofsoldiers in their respective localities of which no public accounting wasever made.

A special session of the board of county commissioners was held onthe 30th day of January, 1865, to consider petitions filed asking for anappropriation in aid of enlistments to meet the contingency of furtherdrafts upon the able-bodied men of the county, all of whom not yet inthe service being needed in the productive industries of the county. Theboard of commissioners responded by ordering an issue of $100,000 inbonds, payable in three annual installments—April 1st, 1866, 1867, 1868,bearing six per cent interest.
