• The purpose of this public hearing is to give you an opportunity to
provide input to the Federal Aviation Administration on the adequacy
of the Draft SBD Eastgate Air Cargo Facility Environmental
Assessment (EA) and Draft General Conformity Determination.
• This is not a question and answer session.
• No responses to your questions will be provided at this public
hearing.
• We are here to listen to and record your comments.
• The written responses to the comments you provide this evening will
be included in the Final EA.

• Approximately 2,000 employee parking and 380 trailer stalls.
• Two new driveways into the Proposed Project site.
• 3rd Street modifications.
• New security fencing, gates, and a guard shack.

• Airfield lights and signage.
• Land clearing, concrete demolition, excavation, embankment, and grading.
• Extending utilities and related infrastructure to the Proposed Project site.

Alternatives Evaluated in the Draft EA
• No Action Alternative: The Proposed Eastgate Air Cargo Facility would not be
built. Aircraft and airport operations at San Bernardino International Airport (SBD)
would continue.
• Proposed Action: The Proposed Project would develop a package sorting and
distribution center with an air cargo hub facility at SBD. The Proposed Project site
is located on SBD, north of Taxiway “E” and West of Hangar Way and south of 3rd
Street in the City of San Bernardino.
Alternatives Considered but Dismissed from Further Evaluation
• Use Other Sites on Airport: The vacant land on the Airport does not meet the size
or configuration criteria to support the operational requirements and business needs.
• Reuse Other Buildings on Airport: The Airport includes numerous buildings that
theoretically could be repurposed as air cargo facilities. None of the buildings or
facilities are of sufficient size to be repurposed as a large-scale air cargo facility.
• Use Other Airports: The two closest airports to SBD that can accommodate large
cargo aircraft are March Air Reserve Base/March Inland Port and Ontario
International Airport. Neither airport would meet the SBIAA’s need to develop an air
cargo facility at SBD or the unmet demand for air cargo services at SBD.

Draft General Conformity Determination
• Because the Airport is located within an area designated by the U.S. Environmental
Protection Agency (EPA) as nonattainment for ozone (O3) and particulate matter 2.5
microns or less in size (PM2.5) and maintenance for particulate matter less than or
equal to 10 microns in diameter (PM10), carbon monoxide (CO) and annual nitrogen
dioxide (NO2), the need to demonstrate conformity is also being undertaken by the
FAA.
• A General Conformity Determination (GCD) for the Proposed Project was required
because the total direct and indirect emissions of volatile organic compounds (VOC),
nitrogen oxides (NOx), and CO are above de minimis emissions threshold levels
specified in the General Conformity Regulations.
• The SCAQMD stated that the Proposed Project will conform to the Air Quality
Management Plan (AQMP) (i.e., emissions of ozone precursors are within AQMP
budgets) and dispersion modeling of CO and NO2 emissions demonstrated no
exceedances of Federal standards.
• Thus the Proposed Project is not expected to result in any new or additional
violations of the National Ambient Air Quality Standards or impede the projected
attainment of the standards.
