Others also agree as we have been named the Number One City to Raise a Young Family in California. To those of us who live here, it is an obvious choice. We enjoy the benefi ts of a responsibly run government, award-winning public safety, a nationally recognized school system and a growing economic base. The Clovis Chamber is proud to play a part in our city’s success.
Chamber members and staff are involved with government committees and serve on commissions. Recently we were involved with the Economic Development Strategy Advisory Committee that led to the creation of the new general plan. Clovis’ smart housing and land use plans places us as the 15th best city in California for home ownership.
The Clovis Unifi ed School District is one of the main reasons people move to Clovis. With high API scores, award-winning budget management and a 92 percent graduation rate, it’s easy to see why it’s one of the top districts in the state.
The Chamber works closely with the district. In 2014, we became a host for the Young Entrepreneurs Academy that teaches
business ownership skills to middle and high school students. We were asked by the U.S. Chamber of Commerce to be the fi rst to present the program in California that was created in 2004 by the University of Rochester. The support from the students, their parents, the district and local community leaders has been tremendous. This valuable program has literally changed students’ lives and prepares them to become highly skilled, productive members of society with good character.
Business is booming in Clovis. Thanks to our well-run City Hall, we weathered the recession strongly and are now fi lling vacant storefronts and building new ones. National chains as well as locally run companies are providing much needed retail and commercial revenue while the service sector continues to grow.
Adding to the quality of life in Clovis is the Chamber’s two festivals, BIG Hat Days in April and ClovisFest in October. Attracting over 200,000 visitors each year they and numerous Old Town events add to the economic vitality of local merchants and provide a wonderful tradition for Valley families.
Clovis businesses recognize the value of belonging to the Clovis Chamber that provides them with not only fi rst class networking events but also a sense of community that supports their efforts to grow our economy. We consider our members to be our most valuable assets.

of Commerce in 2016. I have enjoyed my tenure as a member
and look forward to leading this exceptional group of business leaders.
As the President of the Clovis Community College, education is my passion. 2015 has been an exciting year for us as we received a new name, new logo and received accreditation to expand to full community college status. This allows us to receive additional funding each year to grow programs and enrollment.
This is important to our community since we’ll be able to educate and train more students who will impact the economy. As Chairman of the Chamber Board, I will be able to further combine education and business, fulfi lling the Chamber mission of improving the Clovis Way of Life.
The Clovis Chamber enjoys the reputation as the large chamber that serves small business throughout the Central Valley. Our 750 members see our extensive calendar of networking events that puts them in contact with hundreds of other local businesses. Our mixers hosted by different members attract close to 150 people each month. We
present several leads clubs and the Women’s Business Owners Round Table. Our new, expanded Clovis Business Expo attracts over 400 people to the Memorial Building where they visit dozens of booths showcasing the best products and services in the Valley.
We recognize the value of marketing. Our Chamber Insider monthly newsletter is read by over 30,000 people. Most importantly our members are able to advertise at a discounted rate. Our social media program has grown signifi cantly. Our website, clovischamber.com averages over 12,000-plus unique page views each month, 20,500-plus people follow us across all major social media platforms. During our large events, BIG Hat Days and ClovisFest, our Facebook pages engaged over 250,000 people. Our social media campaign also promotes Chamber member activities.
The Chamber is well-respected within the community for its positive interaction and support of local government and our schools from kindergarten through college With the Chamber representing the business community, the three entities have created a stable, engaged city recognized statewide for its values and success.
Our festivals, BIG Hat Days and ClovisFest, the largest two-day events in the Central
Valley, connect the Chamber to the public and have provided 70 years of tradition. Starting in 2016, the Chamber will present the Central Valley Forums, a quarterly discussion with local leaders held at the Veterans Memorial Building.
Our members understand that Chambers of Commerce are recognized as honorable organizations that are valuable to the community. According to a survey conducted by The Shapiro Group in 2012, a small business enjoys a 68 percent increase in its reputation by merely belonging to the local chamber. That alone is worth the membership investment.

he Clovis Chamber of Commerce was started in
1910 and incorporated in 1930. Since then, the Chamber has been
a major force in the economy of the Valley.
Over the years, it has created committees and councils that provide the organizational structure to accomplish the Chamber’s goals and mission – to advocate and support a healthy business environment, which improves the quality of life in Clovis. Networking and marketing events provide opportunities for members to expand and increase their business. A healthy business environment creates a strong community.
� Ambassador CorpsAmbassadors are the offi cial goodwill representatives for the Chamber. Their primary mission is to promote and recruit membership through ribbon cuttings, personal contacts and directory distribution.
� Business AdvocacyAdvocating for local businesses is one of the primary responsibilities of the Chamber. The Advocacy Task Force analyzes and acts on legislation that impacts the business community. Recognized statewide for its advocacy, the committee encourages members to interact with elected offi cials to impact legislative decisions.
� Central Valley ForumsCentral Valley Forums is a seminar series where luminaries will spend an evening discussing current issues that affect local residents. The fi rst, An Evening with Sheriff Margaret Mims, will be held in February at the Veterans Memorial Building auditorium.
� Clovis EXPO Trade ShowIn May, the Chamber is presenting the 2nd Annual Clovis EXPO trade show promoting local products and services. Visitors to the Veterans Memorial Building will fi nd Business Row, the Vineyard with tastes from local wineries and A Taste of Clovis fi lled with savory cuisine from Valley restaurants.
� ClovisPACClovisPAC is the political action committee of the Chamber of Commerce and exists as an independent entity that studies legislative issues and can support, endorse or oppose city, county, state and national issues or candidates. ClovisPAC is also recognized as an effective infl uence on the local and statewide political scene.
� Chamber Gives BackThe Chamber Gives Back committee is focused on giving back to the community. Our “Hooked-on-Books” program with a goal of putting a book in the hands of every school child in Clovis, is in full swing. Distributions have been completed at four area schools, with more planned next year. The Chamber is also encouraging donations for the new Marjaree Mason Center, a shelter for women, that has just opened in Clovis.
� Leads ClubsThe Chamber sponsors three groups that present opportunities for networking with fellow members through semi-monthly meetings.
� Membership MixersEach month, a Chamber member hosts a mixer for fellow members. New relationships and leads are established that help to improve and increase business.
� Ribbon Cutting CommitteeThe Ribbon Cutting Team celebrates new businesses, expansions, remodels and new ownership by cutting the ribbon with the famous big Chamber scissors – another great way to network and market your business.
� Speed NetworkingA trendsetting marketing event, Speed Networking provides 20 new contacts in two hours. Participants change places every three minutes to meet new contacts and leads.
� Women Business Owners RoundtableOnce a month, Clovis Chamber women business owners gather for dinner and to discuss the successes and trials they face in their companies. No topic is off the table as they learn from each other’s experiences. Occasionally, guest speakers are brought in to discuss business matters.
� Young Entrepreneurs AcademyCreated in 2004 in New York, it is an after-school course for ambitious middle and high school students who have a passion to become entrepreneurs. Over the seven-month course, they will create an actual business that will culminate in presenting their plans to an Investor Panel. The winning company competes nationally for scholarships.
� The Chamber InsiderThe Chamber Insider is our monthly newsletter with a reader count of close to 30,000 throughout Clovis and the Fresno area. The newsletter supplies information to Chamber members but also reaches many residents’ households who participate in Chamber events.

ince its creation in the late 1800s, the location of Clovis has proven to be
a boon for commerce and growth.
In the heart of California, Clovis provides easy access to several well-
known cities, national parks and seaside towns. The city is located in the northeast section of the San Joaquin Valley, at the foothills of the Sierra National Forest. Known for its quiet charm, Clovis continues to be a sought-after location for residents and businesses alike.
Located next to the city of Fresno, Clovis has a variety of transportation options that are usually reserved for larger cities. Clovis Transit (Round Up and Stageline) and the Fresno Area Express serve the public transportation needs of the area. Air travel is available through the Fresno Yosemite International Airport and Amtrak provides rail travel from its station located in Fresno.
Clovis is near California State Highway 99, which leads south to Los Angeles and north to Sacramento, the state capital. Highway 41, 168 and 180 provide a smooth journey throughout the Central Valley.

ardeners know that “the deeper the roots, the stronger the plant” and that is often the case with communities as well. Cities in which the
citizens know and respect their shared history and legacy generally
move proudly and forcefully into the future. That is the case with Clovis,
California.
At 104 years old, this Central Valley community never forgets where it came from and tries to remain focused on where it still wants to go.
Clovis has been “home to every immigrant and native American group and every ethnic
and cultural minority in California – all learning and working together, side-by-side – people scraping by and building their family’s American dreams on the small eastside fi elds and cattle ranges in the creek beds and foothills around Clovis. Poverty and diversity were early drivers that helped form Clovis as a ‘can do’ community,” recalled then Mayor Lynne Ashbeck during her 2014 State of the City Address.
“We are a town started with timber and built with crops and cattle by small dirt farmers and cowboys and a fl ume built by neighbors,” she added. “That is the history – and those are the values – that still inspire and guide us.”
Marcus Pollasky proposed and coordinated the construction of a railroad through the grain, cattle, and mining country of the Central Valley and into the timber-rich forests of the nearby Sierra. The city of Clovis eventually grew up around the San Joaquin Division of the Southern Pacifi c Railroad, which played an important role in the founding and growth of Clovis. In addition to the arrival of the railroad, factors such as completing the 42-mile-long Shaver log fl ume, developing the 40-acre Clovis mill and fi nishing plant, expanding grain production and raising livestock all combined to ensure the founding of Clovis in 1891.
Descendants of those early settlers remain today, mingling and working with more recent immigrants to the Central Valley, to create the often-touted “Clovis Way of Life” which involves a tradition of public service, community mindedness and excellence and holding their city to higher standards
than anyone else for miles around, Ashbeck explained.
“We, in Clovis, have had, for a very long time, a clear and singular vision of what we wanted to be – and what we did not want to become,” she said. “We have always tried to look ahead to avoid self-made crises that are both created by and result in short-term political self-interest [because] they often result in bad decisions that destroy a community’s respect for itself and the vision it once hoped to fulfi ll.”
“Our aim is to transfer the founders’ pride in community to the new arrivals so that we can be sure that the people of the future will be just as proud of Clovis when it has a population of 150,000 as we are today with a population of 102,000,” Ashbeck said.
This attitude has served Clovis well over the years. For instance, Clovis was recently ranked as the Best City for Young Families in California by the consumer information website, NerdWallet. The ranking was based on the quality of the schools, home values, household income and family-friendly activities. �

Clovis was also one of only two Central Valley cities named as a top city for job seekers in California. They have added 2,000 new jobs over the last year, thanks to across-the-board expansions in health care, industrial, retail and state jobs, Ashbeck explained.
Of the top 100 organizations in California marketing themselves with the use of social media, the Clovis Chamber was recognized as 43rd (and fi fth in the category of Chambers of Commerce) to promote members and the Clovis Chamber brand, according to Mark Blackney, President/CEO.
Today more than 60 churches and other religious institutions dot the streets of this growing community, refl ecting the strong spiritual nature of many of the citizens of Clovis.
It is also the site of one of the largest and best Veterans Memorial Districts ever established under the California Military and Veterans Code. Covering roughly the same territory as the Clovis Unifi ed School District (198 square miles), the Clovis Veterans Memorial District was formed in 1946 by a group of veterans who wanted to establish a place for veterans to meet and to recognize
the service of local veterans. Residents of the District pay taxes toward its upkeep which demonstrates the dedication of Clovis residents to country and heritage.
The Veterans Memorial building, which is today known as the Rex Phebus Memorial Building, was completed in 1951 and extensively remodeled into a modern, green,
conference center in 2007. Featuring a 350-seat auditorium, ballroom and meeting rooms, this 20,200-square-foot facility hosts many events for the Clovis community and for veterans organizations, nonprofi t groups and governmental agencies from around the state and country, according to Bruce Thiesen, former District CEO. City of Clovis at the 70th Anniversary of D Day at Normandy, provides free concerts there each Memorial Day and Veterans Day.
“The VFW state convention has been held here, as has the Purple Heart state convention and many meetings of the Central Valley Veterans Support Foundation,” Thiesen said. “We bring a lot of outside business to Clovis.”
In recent years the Memorial District has been adding memorials to the District. In 2003, statues of fi ve fi gures standing in a semi-circle around the boots, rifl e and helmet of a fallen comrade were erected outside the Memorial Building. Each fi gure represents a different military branch from a different era in history and is meant to ensure that those who fall in the line of duty are never forgotten.
“The names of local casualties from as far back as World War I, gleaned from Clovis Unifi ed School District records, are memorialized there,” Thiesen said.
The nearby Veterans’ Garden of Honor was established between 2006 and 2008 while the building was being renovated. It is a living remembrance of the Clovis men
and women who gave their lives in Iraq, Afghanistan and the Persian Gulf. It features a rose bush for each Clovis veteran who fell in the line of duty and is open to the public.
The Remembrance Plaza of the Pinedale Assembly Center was dedicated in early 2009. It honors the 4,800 Japanese-Americans who were interned nearby from May to July, 1942, after which they were sent to longer-term internment camps like Tule
Lake in northern California and Poston in Arizona.
A sculpted fountain serves as the focal point for the plaza and plaques on a cement semi-circle tell the history of the former internment camp, as well as the U.S. soldiers of Japanese descent and the path toward reconciliation. It was built through a joint effort of the Clovis Veterans Memorial District, the Central California District Council of the Japanese American League and the Central California Nikkei Foundation.
The last memorial within the District is located at the corner of Fourth and Hughes streets and it is a large metal globe displaying the continents. Short white brick walls featuring large bronze and marble plaques surround the globe. Each plaque memorializes veterans of a different war or battle through our nation’s history, as well as the internment of Japanese-Americans during World War II. The area invites quiet contemplation.
The District has also honored the “War Dogs” by erecting a memorial at the new Miss Winkles Pet Adoption Center.

Over 6,000 local students currently take courses, often pursuing degrees, at the newly renamed Clovis Community College, 10309 N. Willow Ave., Fresno. Students of varying ages study for and earn lower division transfer degree majors in fi elds including biology, chemistry, pre-professional health fi elds, art, communications, economics, English, geology, geography, history, math, music, physical education, political science, Spanish, French, Mandarin, philosophy, psychology, sociology, business, child development, waste water technology, information systems, engineering, criminology and many other disciplines on the 110-acre campus.
“Attending Clovis Community College is a great way for local students to save money while getting their general education requirements and introductory courses
out of the way,” explained Deborah Ikeda, president. “They can live at home and get their courses for only $46 per unit, instead of the much higher costs of other universities. If they are undecided or not quite ready to leave home, we can be particularly valuable. It is a lot cheaper to do your exploring of career options here than at a large university.”
Those attending other universities also attend Clovis Community College for summer courses in order to free up space in their schedules during the regular school year.
Up to 70 hours of lower division courses per student, taken at Clovis Community College, are automatically accepted for transfer to all University of California and California State University system campuses (except for UCLA, UC – San Diego and UC- Berkeley) and admission is guaranteed, as long as a minimum GPA of 2.4 is maintained through the Guaranteed Transfer Agreements. Students may transfer to any school, Ikeda stated, but admission is only guaranteed to all CSU and specifi c UC campuses after earning an Associate Transfer Degree or completing a Guarantee Transfer Agreement.
“In a new program, our students may also spend their fi rst two years at Clovis, maintaining a GPA of 3.0 or better; fi nish their bachelor’s degree anywhere; and then be guaranteed graduate admission to the California Health Sciences Pharmacy School,” Ikeda revealed.
Many students interested in becoming teachers or working in child development also attend Clovis Community College to earn their associate’s degree and work in the state-of-the-art, on-campus Child Development Lab School where the latest teaching pedagogies are employed.
Computer career-related courses in the areas of information systems, computer repair, programming and networking are also popular, using the brand new, MAC lab at Clovis Community College, the best in the Central Valley.
And for students interested in opening their own businesses, there is an entrepreneurial center where students can incubate their own businesses. In fact, the Clovis Chamber of Commerce’s Young Entrepreneurs Academy for local middle and high school students is taught there.
Returning adult students also enjoy taking courses in everything from physical education to photography and art and using the college’s student-only fi tness center.
In 2016 it will seek a bond issue so that it can fi nish building out the campus, adding additional facilities.

� California Health Sciences UniversityClovis is home to the fi rst pharmacy school in the central San Joaquin Valley. The California Health Sciences University College of Pharmacy, which welcomed their fi rst Doctor of Pharmacy students in 2014, is already expanding its classroom space and adding a pharmacy and clinic to provide health care to the region and interprofessional training to all levels of health professional students. At full capacity, the college will employ more than 50 people and train more than 300 student pharmacists.

Alta Sierra and Kastner Intermediate Schools have recently been redesignated as model middle schools in the California’s Schools to Watch – Taking Center Stage program. It uses a rigorous review process to identify high-performing, high impact intermediate schools in the state so that all middle schools may have models of real world success. Only 59 model schools have been identifi ed statewide since the program began in 2003 and that number includes all fi ve of CUSD’s intermediate schools, Avants said.
In addition, two of CUSD’s Title I schools serving a high population of disadvantaged students have recently earned Title I Academic Achievement Awards. Ten of the District’s 15 Title I schools have now won this award.
Finally, for the 14th consecutive year, the District has won the International Meritorious Budget Award from the International Association of School Business Offi cials, demonstrating its responsible stewardship of taxpayer dollars.
Much of CUSD’s success is due to the faculty’s innovative thinking and use of cutting edge educational methods. Just one example is the Center for Advanced
Research and Technology (CART), one part of the District’s expansive Career Technical Education program which is run jointly with the neighboring Fresno School District. All high school juniors and seniors are eligible to enroll in a half-day program focusing on one of 12 different areas of study, ranging from biomedicine to law and policy. Other Career Technical Education programs offered by the District include construction technology, alternative energy, arts and entertainment, automotive technology and agricultural sciences.
“The project-based learning allows students to test their interest in a given fi eld and then move on to a job or to a college course of study, focusing on that interest,” Avants said.

� San Joaquin College of LawTake a look at the credentials of the judges and commissioners working in California today and you will notice that three dozen of them are graduates of the San Joaquin College of Law (SJCL), located in Clovis. In fact, California Health and Human Services Secretary Diana Dooley is an alumna.
SJCL has an outstanding reputation in the legal community. While a bachelor’s degree in any major qualifi es an individual to apply, the Law School also attracts MBAs, medical doctors and others who choose to earn a law degree to supplement their qualifi cations.
“Because we are the only law school in a 150-mile radius, our students have many opportunities for externships which become pipelines into a fi rst job,” said SJCL Public Information Offi cer Missy Mckai Cartier. “There are always jobs available for attorneys in the Valley. Since most of our students have roots here, they are more likely to stay
and practice here which makes them very attractive employees.”
SJCL is a private, nonprofi t law school which was founded in 1969 and began instruction in 1970. It boasts approximately 175 active students and 1,300 alumni. SJCL is accredited by the Western Association of Schools and Colleges and approved by the Committee of Bar Examiners of the State Bar of California.
Since 1996 the Law School has been located in an historic Clovis building, dating back to 1920. A multi-million dollar renovation resulted in the College being able to offer students a courtroom in which to practice their skills, a lecture hall, large library and numerous classrooms and offi ces. Many students work full-time and take evening classes to complete their degree in four years. Students can complete their juris doctor in three, four or fi ve years, depending upon their work commitments.
SJCL is well known for the San Joaquin Agricultural Law Review which it has published annually since 1991. Circulating nationwide, it is the oldest of only three law reviews in the United States that focuses on agricultural law. Articles in the annual journal have covered such topics as agro-terrorism, sexual violence among undocumented immigrant farm workers and whether a farmer can still be considered an ‘organic grower’ if he or she sprays for the Asian Citrus psyllid insect that is threatening the state’s citrus industry.
The Law School is renowned for its New American Legal Clinic where students work with illegal immigrants to help them gain citizenship. The Clinic also seeks legal status for victims of violent crimes while training future attorneys in the area of immigration law.

t the 2015 BIG Hat Days Festival, Charles Harris and Emily Laing were doing brisk business selling their merchandise – clothing that followed the Clovis Unifi ed
dress code. Their company had a bank approved business plan, all required state and local registrations, a bank account and membership in the Clovis Chamber of Commerce.
The Buchanan High School classmates had the talent and passion to create their own company. The Young Entrepreneurs Academy provided the guidelines and education to make their dream come true.
Charles and Emily faced the same diffi culties all start-ups encounter. They tried to fi nd an economical, high-quality manufacturer to provide pre-made pieces. They fi nally decided to have Emily design their own line and hired a local seamstress. Based on their success at BIG Hat Days, they made the right decision.
“We couldn’t have accomplished our goal without YEA!. The guidance from the instructors and mentors let us experiment with our ideas and determine what is best for our business”, commented Emily. “We learned that when starting a business, you start small and build on what you have done. Things become more effi cient once a system is developed”.
Emily and Charles were two of the 24 students who participated in the second year of the Clovis Chamber of Commerce’s Young
Entrepreneurs Academy (YEA) program for Central Valley middle and high school students. They won the local competition and went on to compete in the regional contest held in Phoenix, Arizona in May.
The Young Entrepreneurs Academy is a 10-year-old nonprofi t initiative based in Rochester, New York. The Clovis Chamber was asked to be the fi rst to host the program in California.
Over the past few years, the Clovis Chamber has focused on working with the younger business owners who will someday be replacing us Baby Boomers,” explained Fran Blackney, YEA! Program Manager. “YEA! fi t into our mission perfectly”.
“The YEA! program teaches all the ‘hard’ skills needed to run a business including creating a professional, bank-approved business plan, all the necessary registrations with the city and county as well as taxes, insurance and marketing,” commented Blackney. “But the Clovis Chamber takes it one step further with emphasis on ‘performance’ skills. The students hear about the importance of integrity, being
known as the ‘good guy,’ critical thinking and communication. They hear about what employers need from good employees and how to interview for a job.”
It combines a dynamic, proven curriculum using the experiences of local leaders of industry, the community, educators and entrepreneurs with the goal of having each student successfully launch their own business.
Rod Geist, Clovis Main Branch Manager for Central Valley Community Bank, explained his role as an instructor. “I helped them sharpen their fi nancial statements and projections and prepare their marketing plans. The instructor before me helped them choose a business and formulate their business plan and the one who followed me helped them actually launch the business and prepare for the investor panel where they make a presentation and ask for funding.”
“We hope that our YEA! graduates will take what they have learned and turn that into a business of their own, adding to the vitality of the Clovis community as future business leaders,” Geist continued.
But even if they never actually start a business, the YEA! experience should make these young people better employees because they will understand the blood, sweat and tears involved in starting your own business and they will be better able to empathize with the business owners who employ them.
As the word has spread about the value of the YEA! program, Blackney said that more students have been contacting the Clovis Chamber to be part of the next class. The community has also stepped up to the challenge. The Clovis Unifi ed School District actively recruits students, the Clovis

Community College hosts the classes and many businesses have donated their time and funding to support the class.
“The Clovis Community College is partnering with the Chamber’s YEA! program because it directly ties into our college Entrepreneurial Program,” explained Deborah Ikeda, President of Clovis Community College. “The YEA! program is a wonderful opportunity for high-school-age students to be exposed to the intricacies of taking a great idea and turning it into a successful business. It teaches students that having a great idea is not enough and that to become a successful business, one must develop a great business plan, as well. Students who have been through this program are ready to go into the advanced college Entrepreneurial Program.”
Jessica Chilingerian, Alyssa Melillo, Sarahi Nunez and Violette Ballecer decided to partner up and create Chameleon Grips that sells self-customized, good quality tennis grips. Each student plays a role in the company based on her strength – marketing, finance and production. They spent hours
away from class creating a professional business and marketing plan. They also attend Chamber events to network with other business owners.
At the Investor Panel, they received not only start-up funds but also a $500 Sam’s Club gift card and free membership. They used their funds to purchase additional inventory to sell at tennis tournaments and to school tennis teams.
Jessica is attending UC Berkeley this year and is majoring in, you guessed it, business. She attends entrepreneurship events on campus where she promotes her company. She meets regularly with her partners through SKYPE who are still busy at tennis tournaments on the weekend.
“YEA! has been the best experience in my life. I had great and supportive instructors, brilliant and helpful mentors and networked with influential people in Clovis”, said Jessica. “With their guidance, I am able to formulate new approaches to the obstacles I face. I’ve learned that being able to adapt is crucial to my business success.”
Clovis Mayor Nathan Magsig spoke at the YEA! graduation in May. “I was pleasantly surprised to find so many groups of local students stretching their entrepreneurial ideas into viable businesses. The support from parents, the Clovis Chamber, Clovis Unified and other businesses demonstrates the value the Clovis community places on small business.” He continued, “YEA! creates an environment for youth to discover and succeed with their business ideas. These experiences foster growth leading to serial entrepreneurship that adds to economic vitality in the region.”
Several Valley businesses, individuals and foundations have stepped up to financially support the Chamber’s YEA! program. pursue businesses that might be interested in relocating to the
Central Valley by maintaining a regular presence in trade publications; working closely with local brokers and leasing agents; and sending staff to represent the community at trade shows for site selectors and others in the development and leasing businesses.
But in Clovis, it is not just a matter of fi lling empty spaces. Every aspect of a potential deal is thoroughly analyzed. In fact, before specifi c fi rms are actively pursued, they are evaluated in terms of how many jobs they will generate that makes Clovis one of the fastest-growing cities in California.
“We have to be choosy because we try to maintain a standard of 25 jobs per acre in our industrial areas in order to employ our residents. That is why, for instance, we actively pursue light industrial companies but don’t try to attract logistics and warehouse operations which take up a lot of space, but don’t create many jobs,” explained Shawn Miller, Business Development Manager for the City of Clovis.
Once they succeed in attracting a targeted company to this active community with its highly-educated workforce and exceptional emergency services, Clovis moves quickly to
help them locate available land and fast-track permit requests.
“The staff of the City of Clovis wants businesses to come in and thrive so we will quickly gather all departments together in a room to review a potential business request and immediately relay to them any possible concerns or problems. Then we try to get out of their way and just let them make money,” Miller said.
Clovis covers over 23 square miles and boasts a number of large manufacturers, a major food processor, a healthy retail and professional community, a cluster of educational institutions and a large healthcare industry. In fact, California Health Sciences University recently opened a pharmacy school in the community, the fi fth in the state, and is already doubling its size.
Notable among the City’s employers are Clovis Community Hospital; Wawona Frozen Foods; Pelco by Schneider Electric, the world’s largest security camera and closed circuit television systems manufacturer; Anlin Windows, the largest replacement window fi rm west of the
Mississippi River; Niacc-Avitech, a manufacturer of components for the aerospace industry; and German-based KW Automotive, a manufacturer of high-end suspension systems for professional race cars and hot rods.
The Clovis Industrial Park is currently undergoing an expansion, as is the Dry Creek Industrial Park. In fact, the city is installing streets and utilities on 30 acres of land adjacent to
the latter as it seeks to provide more space for light industrial companies to locate. The Research and Technology Business Park with its easy access to a freeway off-ramp is also expanding along with an adjacent retail area with restaurants, day care facilities and a gas station to serve local employees.
An increasing number of healthcare-related service providers are also fi nding their way to Clovis as the local healthcare industry booms and Clovis Community Hospital invests in major expansions, according to Miller.
“Clovis has become a regional magnet for healthcare. We have many providers of services related to Clovis Community Hospital’s specialties of bariatric surgery and women’s health. We didn’t necessarily expect it, but this has been a boon to our local economy because for many of these specialties, people stay in the hospital for several days and their families come, too, �

spending time in our local hotels, pumping gas at our gas stations and eating in our restaurants, spending an average of $95 per person, per day,” he explained.
“Our hotel occupancy rate is a staggering 90 percent most of the time in our eight long-established hotels, so we currently have two more hotels under construction which will add 200 rooms to our inventory and one more hotel is in the planning stages,” Miller said.
Retail properties throughout Clovis are also being updated, upgraded and expanded.
Centennial Plaza is creating a lot of excitement. Located adjacent to Old Town Clovis, this former Department of Motor Vehicles site is being redeveloped with a park fl anked by two large pads which have been sold to developers. Miller expects that they will eventually feature fi rst fl oor retail and restaurant space featuring multiple tenants, topped by offi ces or residences on the second and third fl oors.
“This is a prime location next to where all of our special events are held. Old Town Clovis is very vibrant, so we are hoping to extend the synergy of Old Town Clovis south of Fifth Street for the fi rst time. With word of this new development, we have recently seen some private investment in restaurants and salons on adjacent properties, so it seems to be working,” Miller explained.
Elsewhere in the community Clovis has encouraged the establishment of privately-managed “property-based improvement districts” which work like homeowners associations for commercial districts. Members pay dues which are then used for site district improvements. Shaw Avenue is one example. Originally built in the 1970s, it is currently undergoing an update and revitalization.
Sierra Vista Mall, which was hard-hit by the recession, is now under new ownership and is managed by The Woodmont Company, a powerful nationwide retail property management organization which is aggressively recruiting new national and regional tenants like Dickey’s Barbeque Pit. And The Trading Post, another older strip mall located at Herndon and Clovis Avenues, is being revitalized as well. Gryphon Capital, its new owner, is rebuilding the parking lot, installing new landscaping and recruiting new tenants like Ross Stores and Sprouts Market to replace former drug and grocery stores which re-located. The grand re-opening is expected to take place in early 2016.

(EDC), a non-profi t which has been assisting communities throughout the county attract and retain business for 33 years.
“Companies will come to us and tell us what they have in mind for a location and we try to help them fi nd the ideal place. For instance, if they are involved in healthcare, we suggest Clovis because it is the center of healthcare in the county. We also target Clovis for light industrial and technology fi rms. Computer companies don’t have to locate in Silicon Valley. We have a huge need for them in the Central Valley, too,” explained Lee Ann Eager, president and CEO of the EDC.
“Clovis also stands out because of its wonderful quality of life, which in the post-recession world has become very important to companies,” she added.
“We act as a go-between with businesses and the local, state and federal offi cials, looking for incentives, programs, workforce dollars and sites for new businesses. And when we help to place a company, we continue to follow them for the fi rst 18 months, checking to see if they need further assistance,” she said.
For those who live in Clovis, it’s no secret that Clovis boasts a higher-than-average quality of life. Clovis is the safest city in the region and has one of the best school districts in the nation. It’s also clear that the City of Clovis is striving to be the best place to work, shop, dine and do business.

he historically abundant harvest of California’s
Central Valley, which has fed millions around the world and
housed, clothed and fed the families of farmers, crop harvesters, food processors and others dependent on the
agricultural industry, is in jeopardy, thanks to a four-year drought and to a legislative failure to expand and update systems for the capture and long-term storage of precipitation.
The rallying cry from farmers of large and small operations throughout the area is that legislators and environmental activists are “choosing fi sh over people” because state policies currently prevent farmers from pumping needed surface water from rivers in a misguided attempt, in the opinion of Pat Ricchiuti, president of P-R Farms and Enzo Olive Oil, to bring salmon back to rivers like the San Joaquin River (after an absence of more than 60 years) and to preserve chad and smelt populations which are decreasing, largely due to pollution from the cities.
“Fifty percent of our water from the Central Valley currently fl ows down the rivers and into the ocean, thanks to the federal Endangered Species Act,” explained Ryan Indart, general manager/partner of Indart Enterprises which grows cherries, almonds, oranges and winter forage hay on its 700 acres.
“Thanks to these political policies, over 1,000,000 acres in the Central Valley are currently lying fallow because the farmers cannot get enough water. One-year crops like lettuce, tomatoes, melons, onions and barley are no longer being planted because farmers need to use the little water they have to concentrate on the orchards and vineyards that constitute a 20-year investment, not the other crops which are one-year investments,” he continued.
“The environmentalists need to wake up and realize that the Central Valley is where their food comes from and that these farms
provide employment for tens of thousands who are now being put out of work and onto state welfare rolls. It is affecting all of us. Because we haven’t been allocated any surface water, we are all pumping from our wells to irrigate our orchards and crops and those wells are becoming weaker. California needs to build some new reservoirs,” Indart said.
“Right now, 50 percent of California’s water is going to the environmentalists, 40 percent is going to the farmers and 10 percent to the general public. That is crazy!” said Ricchiuti.
“We farmers have changed the ways in which we irrigate our crops in order to save water. But even that is working against us,” he continued. “We have switched to drip irrigation and micro-sprinkler irrigation which is enough for the crops, but the Valley has naturally alkaline soil and we need lots of rain and irrigation water to fl ush the salts out of the soil. Without rain water and suffi cient irrigation, the salts are now coming up to the surface and killing the crops and even some trees. So this is a double disaster.”
Bob Bagdasarian, owner of Kings River Winery which grows 12 different varieties of grapes, is also seeing the ground settling and sinking in some parts of the county because, lacking any allocation of surface water, the farmers are relying on massive amounts of pumping from wells to water their crops. �

“We put in a new, deeper well about 15 years ago so we are fi ne, but many of the older, shallower wells in the Valley are failing. Our water issues are very serious,” Bagdasarian admitted.
As a result, farmers are phasing out the production of water-intensive Thompson seedless grapes which are used for raisins, table grapes and some wines and replacing them with almonds, pistachios and small mandarin oranges which command a higher price at market and can help compensate for the acres left fallow.
“Our water system in California was designed for the farms, not to bring the salmon back or to save the chad. Even in the dry years, there was plenty of water for the farms because they just released the water that had been banked,” Bagdasarian explained. “This is an issue of political-correctness. The environmentalists think that they don’t need the farms, that they can just buy their food at the grocery store. But they are ignoring the state’s tremendous unemployment rate because of the loss of agriculture-related jobs and they are ignoring the amount of food we produce for the world.”
“There is plenty of money in California but instead of using it to invest in the future by solving the water problem with additional reservoirs, they are using the money to support the farm workers who have had to go on welfare. They are wasting money on short-term fi xes instead of getting to the root of the problem,” he continued.
Blake Smittcamp, vice president of industrial sales for Wawona Frozen Foods which grows
peaches, plums and pears and then packages them into plastic cups, cans and freezer bags, concurred. “This water crisis is affecting all of us. The lack of suffi cient water is stressing our trees and we are concerned about the aquifer because of all of the pumping we have been doing to irrigate. We usually get about 30 to 40 percent of our water from surface allocations and that didn’t happen this year so we are relying solely on our wells and on paying for hardship water.”
“We need better water management and more storage facilities in this state. Too much of our water is traveling south to Los Angeles and San Diego and then out into the ocean,” Smittcamp lamented.
“The last time I checked, the ocean didn’t need anymore water,” quipped Ricchiuti. “We need to act now to avert disaster. We need to put the economy and the people fi rst and use our system of canals, ditches, lakes and reservoirs the way it was designed to be used.”
All of the farmers have been forced to rethink what they are producing because of these issues. They saw the handwriting on the wall several years ago so P-R Farms gave up their tree fruit business, shuttering the packing plant in Clovis that once employed 125 to 135 people six months out of every year, pulled out their orchards and replaced them with olive trees and almond trees.
Now they are concentrating on growing high-profi t almonds and producing top-notch, highly rated olive oil because olives don’t need as much water. In addition, olives which are being used to make oil can be machine harvested, saving the Ricchiutis
signifi cant amounts of money on labor at a time when the entire P-R operation is struggling.
“We are at a crossroads caused by a crisis which is every bit as much man-made and politically-made as it is natural,” stated State Assemblyman Jim Patterson. “We are going down the wrong path and we need to change direction immediately for the sake of California’s economy, its people and its environment.”
“The current drought has been made worse by a water crisis created by the failure of the state’s elected offi cials to modernize, upgrade and expand the state’s system of water storage and conveyance. When we have wet years, we need to have the capacity to capture and store run-off from northern California and the Sierra Nevadas so that we can bank it and use it during dry years,” Patterson explained.
“The system which currently exists was built about 60 years ago and it is what turned California green and made it into a region that grows over 400 commodities and feeds the world. But if we don’t expand and update that system to meet the needs of today, we are going to watch the slow demise of agriculture in the Central Valley,” he continued.
“We, in the legislature, need to keep the promise made to California voters under the recent Proposition to provide money to build additional reservoirs so that we can get water to the people and farmers who need it. But we are in a huge wrestling match with the environmentalists, the governor and his water board that want to sidetrack this money for other purposes and stake claims on more water for environmental purposes,” Patterson admitted.
“We are up against a political and ideological movement which is denying the virtue and

value of the hydrology that is right in front of them and the many good things it brings like fl ood control, hydroelectric power, recreation and inexpensive and available water. Unfortunately, the outcome of this fi ght is uncertain.”
Patterson said that he also sees national security implications in the threat to
California agriculture. “We have always been self-suffi cient and have even had excess food to export. Once we cannot produce that great volume of food, we become vulnerable. We don’t want to become dependent on other countries for our food supply. We would never off-load the building of parts for our most modern fi ghter planes to China, yet we run the risk of off-loading the
growing of our food to places like Mexico and Argentina? This is a real danger,” he asserted.
The bottom line, according to Patterson, is that money needs to be invested in expanding and updating the storage and conveyance of water so that excess run-off during wet years can be banked for use during drier times. He also advocates the removal of dead trees and undergrowth that prevent the effi cient fl ow of snowmelt and rain water to the rivers. This would also help to prevent the huge forest fi res that California has experienced in recent years because it would rob them of combustible fuel.
Others outside of the traditional agricultural landscape are also working to come to the rescue of the struggling farmers in the California. Holly Carter, founder of Carter & Co. Ag Communications in Fresno, chose to create an agricultural division within her public affairs fi rm in early 2014.
“The atmosphere in California is extremely hostile toward agriculture. At least once a week we see a hit piece in a major news outlet which portrays farmers as the �

root of the water problem in this state,” she explained. “I have grown to know these farmers over the past decade and this portrayal is absolutely incorrect. There has been a serious breakdown in the farmers’ ability to communicate to the general population. My mission is to be the voice of California Ag until they learn how to tell their own stories respectively.”
Carter & Co. Ag has stepped up to counter these attacks. “We must defi ne, or be defi ned,” she explained. Her self-stated outcome is to create a perpetual seat at the table for agriculture before public policy is written that adversely affects this industry.
“Everything we need to change the outcome is within us now,” Carter said. “The tools are all around us to build the solution. We just have to think beyond the limitations.”
Carter focuses on telling the story of California Ag in non-traditional ways such
as social media. Her agriculture advocacy efforts include her support of social media campaigns like “My Job Depends On Ag” and #MoreDamStorage, which serve to educate the thought leaders by putting a face on the people and places that produce the world’s food.
“We must clearly articulate the ‘why’ behind our industry so the mass population will understand that there is no such thing as ‘Ag’ or ‘Non-Ag’ in the State of California,” Carter explained.
She is also actively arranging interviews with the mainstream media to allow farmers to tell their story … a story of sustainability. “Farmers have been doing for years what consumers are only now being asked to do,” Carter continued. “We just need the voters to understand the potential unintended consequences of the demise of California Agriculture. ‘Farm to Fork’ will no longer
exist if we can’t get locally-grown organic fruits and vegetables. I guess we will have to rename it ‘China to Fork’.”
Carter is actively mobilizing the agriculture industry to register to vote “permanent absentee” and to post photos on social media of themselves mailing their registration. She plans to do the same when it comes time to vote in 2016. She explained that there is nothing more motivating to a politician than a motivated and engaged electorate.
“We need to educate the public so they understand the implications of a continued man-made drought. We no longer have the luxury of apathy and complacency. With 42,000 registered voters committed so far, we believe our numbers will soar well beyond six fi gures by 2016. Our voice matters and elections have consequences … the outcome is pre-determined. This is a wake up call to all elected offi cials who represent California interests… listen, hear, act, or else.”
Agriculture FactFresno County is home to 1.88 million acres of the world’s most productive farmland, with agricultural operations covering nearly half of the county’s entire land base of 3.84 million acres. Farmers directly contribute more than $5.6 billion to the California economy and support 20 percent of all jobs in the Fresno area. Every $1 generated on the farm produces another $3.50 in the local and regional economy.

Tourists from California, the four corners of the United States and many foreign countries fl ock to the area every year to see the majestic Kings Canyon, Sequoia and Yosemite National Parks, as well as to take in the world-famous Clovis Rodeo which has been held every April for the past century.
“Tourists come to Clovis and Fresno County to see the parks and participate in the world-class events they do so well like BIG Hat Days, ClovisFest & Hot Air Balloon Fun Fly, the annual rodeo, Two Cities Marathon and North American Pole Vault Championship. While they are here, many stay and avail themselves of the many other Clovis area attractions like Old Town Clovis, the Blossom and Fruit Trail self-guided
drives, several playhouses, the local wineries and casinos and the 26 miles of trails for bicycling, skating and hiking,” said Layla Forstedt, president/CEO of the Fresno/Clovis Convention and Visitor’s Bureau.
“Clovis is one of the few places where you can snowboard and hit the beach in the same day,” explained Mark Blackney, president/CEO of the Clovis Chamber of Commerce. The beach is located only two hours and 15 minutes away by car.
“In addition, the Clovis Unifi ed School District has world-class swimming, diving, softball and track facilities at several high schools which they rent out for large regional and national competitions because our weather is so good and the facilities are so remarkable,” added Forstedt. “Those competitions bring a lot of competitors and their families to Clovis every year and have a big impact on the local economy.”
Clovis has over 285 acres of parks which allows their many events to have lots of space to grow. And everyone in the community pulls together to make them huge successes, she continued.
“That is why Clovis has essentially become the event capital of the Central Valley,” Forstedt said. “The Amgen Tour of California bicycle race has even been held in Clovis twice.”
� Old Town ClovisThis renovation of the community that Marcus Pollasky pioneered in 1891 includes cobblestone intersections, old-fashioned street lamps and picturesque store fronts. Old Town Clovis boasts a small town western atmosphere with the richness of the past and today’s important amenities. Eclectic shopping abounds along with beautifully maintained streets, public art, historic buildings, fi ne dining, comfortable cafes, gift shops and antique stores.
This is also home to the Big Dry Creek Historical Society Museum where visitors can learn more about the rich history of the area, including details of the 1925 robbery of the First National Bank of Clovis.

� The National ParksYosemite National Park, which is located approximately 90 minutes away from Clovis is best known for its waterfalls. But its nearly 1,200 square miles also include ancient giant

Kings Canyon National Park and Sequoia National Park are located much closer to Clovis and are adjacent to each other in the central part of the Sierra Nevada Mountains.

The Budweiser Beer Garden gets into full swing, featuring local live bands that accompany a cool brew.
They haven’t forgotten the little ones. Visit the Don Maurer Family Carnival or let them ride on the ponies on 7th Street and visit the Great American Petting Zoo, roll around in the giant water bubbles and have their faces painted.
Started over 77 years ago as part of the rodeo celebration, BIG Hat Days has become one of the major festivals in the country. It not only provides safe family fun for visitors, it also produces over $9 million to the city coffers as its huge crowds visit other city establishments.
� Rodeo DaysIn late April, Clovis starts looking like an old-fashioned Western town as cowboys and animals start arriving for the Annual Clovis Rodeo. Held on the last full weekend, it is California’s second-oldest rodeo and celebrated its 100th anniversary in 2014.
During the month, several events including art shows, roping contests and the crowning of the rodeo queen lead up to the great event that attracts over 40,000 participants and spectators to the arena. Fans enjoy the excitement of seeing steer wrestling, bull riding, bulldogging, barrel racing and mutton busting by children from ages fi ve to eight.
In honor of its centennial, the Clovis Rodeo was inducted into the ProRodeo Hall of Fame in 2014. Proceeds from the rodeo support local charities.
� ClovisFest & Hot Air Balloon Fun FlyOctober means autumn leaves, football, Halloween and the 42nd annual Table Mountain Casino ClovisFest and Kaiser Permanente Hot Air Balloon Fun Fly, a Clovis Chamber event. Over 70,000 visitors return to Old Town Clovis for a weekend of free family fun.
The days start out with the launch of dozens of hot air balloons that infl ate and take off across the Valley skies. Visitors fi ll the Rodeo Grounds, enjoy hot cinnamon rolls or pancakes and get close to the infl ating orbs.
Then they cross the street to enjoy the festival. Over 250 craft and food booths fi ll 14 blocks offering great merchandise and a wide variety of foods to eat.

The Don Maurer Family Carnival will keep the little ones busy, who can get fancy balloon animals on Fourth Street and munch on cotton candy and ice cream.

Often you’ll fi nd concerts hosted by a local TV station or other musical groups performing in the intersections. The North American Pole Vault Championships are held right in the middle of the street in July and you can’t miss the Peach Festival in August. A smaller market is hosted during the rest of the year.
� Other EventsIn addition to large, nationally recognized events, Clovis also presents many smaller, community events from the Two Cities Marathon to the Old Town Wine Walks and One Enchanted Evening in December.
For several years, Clovis has hosted the California Interscholastic Federation, CIF,
State Track Championships that brings thousands of athletes to its award-winning school facilities in June. National titles are established as many compete on the state-of-the-art fi elds and tracks.
Based on the success of the State Championships, Clovis will be hosting the 2016 Junior National Track and Field Meet in June where over 1,500 athletes ages 14-19 will compete. These are the future NCAA champions and World and Olympic competitors who will bring national attention and economic vitality to the area.
A highlight of the Christmas season is the Children’s Electric Light Parade presented by the Old Town Kiwanis Club. Over 100 fl oats and marching groups parade down Pollasky Avenue to the delight of the tens of thousands of spectators. Every
entrant has one requirement – lots of lights that brighten the night sky. All is a build up for the grand fi nale – Santa Claus in all his glory in his big, white sled.
On weekends, you’ll see school and city play fi elds packed with kids of all ages playing every sport imaginable. Friday nights in the fall are reserved for the very competitive sold-out high school football games complete with fi reworks, cheerleaders and large bands.

Construction on the Clovis Community Medical Center campus fi nished in fall of 2014 with the completion of a huge $300-
plus million expansion and renovation project that has truly transformed the patient experience at the 140-acre campus.
Some highlights of the construction and renovation project include a fi ve-story bed tower with all private rooms, a new Women’s Pavilion with private labor and delivery and postpartum rooms as well as an eight-bed neonatal intensive care unit The main hospital expanded to house advanced surgical technology with new state-of-the-art operating rooms and robotic surgery technology.
This latest phase may be complete, but we’re not stopping here. Clovis Community will continue to evolve and grow to provide truly comprehensive services for our region.

� Saint Agnes Medical CenterEstablished by the Sisters of the Holy Cross more than 85 years ago, Saint Agnes Medical Center remains the only faith-based hospital in the Clovis-Fresno area. The 436-bed Medical Center has a medical staff of nearly 900 physicians and employs more than 2,400 men and women – all of whom share a commitment to delivering safe, high-quality care. Saint Agnes is a member of
CHE Trinity Health,one of the largest multi-institutional Catholic health care delivery systems in the nation.
Originally located in downtown Fresno, Saint Agnes moved to its current location at 1303 E. Herndon Ave. in 1975 when it needed to expand to meet the growing needs of the community, according to Nancy Hollingsworth, President and CEO.
“Saint Agnes is particularly well-known for its heart and vascular medicine, women and infants services, cancer care and surgical services,” she stated. “We have also earned an overall 3-star rating from the Society for Thoracic Surgeons for coronary artery bypass grafting surgery, and are the fi rst hospital in this market to offer the TAVR Procedure, a non-invasive heart valve replacement.” �

This state-of-the-art facility, which receives 75,000 annual emergency visits, also offers robotic surgery, comprehensive breast, brain and lung cancer clinics, Gamma Knife radiosurgery, and many other advanced diagnostic, therapeutic and surgical services. In addition, Saint Agnes prides itself on providing its patients with many of the intangibles that contribute to maintaining and regaining good health like visits by the hospital’s pet therapy dogs, known as “Heavenly Hounds.” These four-legged friends bring comfort to patients which is proven to aid in the healing process by lowering stress, pain, blood pressure and loneliness. And for those who wish to spend quiet time in prayer or meditation, the hospital’s chapel doors are always open, with Mass or Eucharistic services held daily.
“We focus on body, mind and spirit,” Hollingsworth emphasized.
Saint Agnes is also a presence in the larger community. The medical center, in
cooperation with the Sisters of the Holy Cross, owns and operates the Holy Cross Center for Women and the Holy Cross Clinic at Poverello House – both in downtown Fresno. The two programs, aimed at supporting our community’s underserved and uninsured, provide respite and skills training for women and their children, and free medical and dental services, respectively. The hospital also works with the American Lung Association to provide the Better Breathers Club for individuals with respiratory illnesses, runs a support/education program for patients suffering from Sickle Cell Anemia, and offers a free gestational diabetes clinic to help mothers-to-be manage their diabetes during pregnancy.
Other signature outreach programs include “Footsteps” for children and teens dealing with loss from death, divorce or incarceration; and the very popular “Spirit of Women” program that empowers women
to take charge of their health and well-being through entertaining and educational programs held year-round.
