    DISTRICT 8 & THE FISCAL YEAR 2014 BUDGET

    Dear Constuents and Friends:

    This report provides an overview of the Fiscal Year

    2014 budget and its impact on our district. As you

    will see, through negoaons with the

    administraon, the Council was able to avert

    addional cuts to crical services for our city.

    We again made children our top priority with

    restoraons to childcare, aer-school, beacon and

    NYCHA Cornerstone programs. And we put

    pressure on the Bloomberg administraon to save

    all of the NYCHA community centers and senior

    centers that had been slated for closure due to

    federal cuts. We also kept all rehouses, public

    pools and libraries open. We were even able to

    make enhancements in key funding areas likesupport for homebound seniors, immigrants and

    CUNY students of color.

    At the local level, I was able to secure $1 million in

    expense and $7.5 million in capital funding for vital

    services and upgrades in El Barrio/East Harlem,

    Mo Haven and Manhaan Valley, which youll

    read more about in the report.

    THE CITY COUNCIL MAKES KEY RESTORATIONS

    Each year, the City Council has the ability to negoate with the Mayor to put

    hundreds of millions of dollars in proposed cuts back into the budget and alsosponsors iniaves which bring addional funding into our communies. This year,

    restoring the Mayors cuts to aer school and child care programs were among thetop priories of the Council. Following negoaons, we successfully restored theseservices for tens of thousands of families across the ve boroughs. Melissa ghts

    hard every year to ensure that our district get its fair share of citywide funds.

    are only going to compound the problem. Were notinvesng in our young people. Unfortunately they are

    becoming the sacricial lambs to ineecve budgets andpolicies, and that should not be the case.

    Melissa fought to save all

    NYCHA senior and communitycenters, which had been slated

    for closure. Doing so also saved

    325 jobs for NYCHA employees

    at these centers.

    Working with her colleagues, Melissa has secured nearly

    $1 million in expense funds for organizaons that serve

    our district. These funds support a wide range of groups

    that provide services to our youth, seniors, people living

    with HIV/AIDS, low-income families, public housing

    residents, the formerly incarcerated and the public at

    large. She also helped restore $4.4 million in funding to

    local childcare and aer-

    school programs.

    Note: This dollar amount does not include the funding provided to

    local organizaons through City Council iniaves.

    Melissa has also secured an addional $11 million in

    capital funds, in partnership with the Speaker and her

    colleagues. These funds will support important

    community infrastructure projects, including technologyfor schools, security for housing developments,

    investments in playgrounds, , renovaons to our cultural

    instuons. These funds include $1.8 million in

    allocaons related to our Parcipatory Budgeng

    iniave, where residents were given the power to

    decide how to allocate capital funds.
