An expert group appointed at the 2007 International Federation of
Surveyors (FIG) Regional Conference in Costa Rica has prepared the
Costa Rica Declaration.
Key topics for the region:
•Capacity building•Land administration•Environmental issues of use and future of coastal region.
The urgen need for resilience and the support of pro-
poor policy and programmes in adressing the issues
associated in the development of these vulnerable and
fragile areas of the world.

The Declaration recommends development in a
number of areas including:
1. Development of coastal zone policies that recognise the right
to acces for local communities to coastal resources.
2. Development of coastal management methodologies that
recognise social justice and specifically embrance pro-poor
policies and environmentally balanced use of the coastal
resource.
3. Adoption of a resilient approach to coastal zone strategies
with continuos adaptation to changing conditions.
4. Provision of increased support for proffesional institutions,
including capacity building and the development of best
practice solutions.
A multiple use management in coastal
areas should be based on a principle of
“social justice” where a balance is found
between the various interest of economic
development, community livehoods, and
environmental protection

The Costa Rican State managed

and marine spaces, goods and
services, financial and human
resources necessary for the welfare
of their ecosystems and their
habitants.
Human welfare and sustainable use
The Costa Rican State creates conditions for the country to take
a sustainable and considering the new conditions imposed by
climate change, the potential of marine and coastal areas in
terms of public safety, food safety, public infrastructure,
research, technology, communications, culture, talent and
human welfare, among others, respecting local traditions and
knowledge, equity and socio-cultural inclusion for the benefit of
all its inhabitants

How?
Implementing a socio-cultural and inter-agency
strategy from many disciplines to improve the
welfare of coastal communities as an urgent and
priority action
Promoting the development of sustainable and
productive opportunities resilient to climate
change in coastal areas to increase human
welfare and ecosystem health
Developing and strengthening the management
models that promote the conservation and
restoration of biodiversity and marine spatial
planning.
