Procurement Updates

• Business Services Assessment (BSA): Agency-wide assessment of health of procurement function

• Questionnaire sent to all NASA Centers in June 2015, with wide range of questions on the efficiency of the procurement process, the workforce, policy issues, and procurement tools

• Summary of findings to be presented to Center management representatives on August 18, and to HQ Steering Committee on August 31

• Final recommendations/decisions in November 2015

Procurement Updates

Procurement function overall is providing very good support, with some improvements needed

• Common themes identified by Centers:• Support from requiring organizations often untimely, inconsistent; need greater

accountability for COR’s, SEB members• Lead times, particularly for competitives, too long; need process changes• Lead time data for all actions insufficient to determine state of health• Improvements needed in development, dissemination of policy, e.g. updates to

NFS• Knowledge management: need better sharing of practices across Centers• Insufficient resources within procurement function; need to look at how/what

procurement services are provided by Centers• Use of strategic sources not optimized; need to utilize existing common buy

vehicles

Status of Initiatives

• Supervisory Feedback Surveys• Administered by OHCM• Implemented by office, phased over next 3 – 4 months• Written surveys to rate supervisor in key areas, with

opportunity for write-in comments• Follow-up group discussion with supervisor facilitated by

OHCM • Procurement Officer access to feedback results

Status of Initiatives

• Climate Advisory Team Activities• Team split into 3 groups to develop recommendations for improvements• Team representatives will solicit feedback on recommendations from

offices – Please participate!• Expect to present recommendations to Procurement Officer in

September• New rep for Code 210.P – Danit Rainey -- now coming up to speed

• Office Visits by Division Management• Discuss current events, roles and responsibilities of management team• Questions, desired topics from employees encouraged• Group discussions with managers and employees, followed by

opportunity for direct dialog with Procurement Officer

• Customer Feedback Tool• Link in Email signature line to customer service feedback survey• Assesses whether procurement support was responsive,

professional, helpful• Mandatory for all members of the Management Team• Intended to capture internal customer feedback; not required

for emails to external entities• Will track and assess trends over time• Procurement Officer access to feedback results• Assess overall survey effectiveness in 6 month pilot period, then

decide on broader Code 210 customer feedback survey
