Purpose: To confirm minutes from Traffic Committee Meetings held on 1 April 2004 and 6 May, 2004. Recommendation: T.27 – Pacific Highway / James Small Drive, Korora - Permanent 'No Right Turn' signs (511410 / 502780 [863574])

That a 'Left Turn Only' sign be erected in James Small Drive, Korora, at its intersection with the Pacific Highway, together with the installation of a median strip, as per Plan T.27.

T.28 – Bonville Station Road, Bonville - Speed reduction (500700 [872695])

That the request for a reduction in speed limit to 50km/h be deferred pending the review by the Roads & Traffic Authority of the 50km/h speed zones.

T.29 – Little Street, Coffs Harbour- Overnight stops by Heavy Transport (505060 [873445])

That the complaint regarding the overnight parking of heavy transport in Little Street, Coffs Harbour, be referred to the Coffs Harbour Police for action.

That a copy of the Guidelines for Disabled Car Parks be forwarded to the Access Advisory Committee and the Committee be requested to submit a plan to Council identifying the number of disabled parks within the Woolgoolga CBD showing the maximum allocation of 2% allowed within the guidelines.

That the temporary road closure of Fiddaman Road, Emerald Beach, adjacent the Reserve to the start of Ocean View Crescent, be advertised and providing no substantive objections are received, the closure be approved, subject to: (a) a Traffic Control Plan being submitted for approval by Council. Prepared by

accredited traffic controllers. (b) the organisers liaise with the bus companies and obtain their approval. (c) the organisers be responsible for all costs with the temporary closure and

Recommended: that a copy of the Guidelines for Disabled Car Parks be forwarded to the Access Advisory Committee and the Committee be requested to submit a plan to Council identifying the number of disabled parks within the Woolgoolga CBD showing the maximum allocation of 2% allowed within the guidelines. T.31 – Tropic Lodge Place, Korora - Speeding of Vehicles (503720 [877901]) Consideration to a complaint regarding speeding of vehicles in Tropic Lodge Place, Korora, by groups of people staying at Tropic Oasis Lodge. Recommended: that the matter of speeding vehicles in Tropic Lodge Place, Korora, be referred to the Coffs Harbour Police. Reason: Traffic classifiers installed in Tropic Lodge Place, Korora, have shown that there is not a significant speeding problem. S23 COFFS HARBOUR CBD - 40KM/H AREA SPEED LIMIT

Purpose: To report on a proposal to introduce a 40km/h Area speed limit in Coffs Harbour CBD. Description of Item: The State government through the Roads and Traffic Authority have recently introduced a program which allows introduction of 40km/h speed zones in “High Pedestrian Activity Areas”. The implementation of 40km/h speed limits has evolved over the past decade. In addition to timed 40km/h speed limits at schools and 40km/h work zone limits, speed zoning guidelines also permit the use of 40km/h speed limits on roads that have traffic calming devices installed at regular intervals. The 40km/h High Pedestrian Activity Area speed limit program is designed specifically for areas of high pedestrian and cyclist activity such as Central Business Districts and Shopping Strips, where significant traffic calming devices such as roundabouts and pedestrian crossings are already in place. Streetscape work that has over the past few years been carried out in the Coffs Harbour Central Business District lends itself to introduction of a 40km/h zone. Major works proposed to commence in May in Gordon Street and Harbour Drive will complete the City centre Upgrade works. In order to better comply with traffic calming requirements it is proposed to modify traffic lane configuration on all streets within the Coffs Harbour CBD that currently have two lanes of traffic in each direction. Line marking in these streets will be modified such that the centre lane acts as a through lane, leaving the other lane as a lane for maneuvering , access to car parking and for cyclists. A plan of the proposal is attached. The RTA have now made an offer to Council to fully fund line marking and signposting work for the Coffs Harbour CBD 40km/h Area and substantially fund the traffic calming works that form part of the proposed street scape works in Gordon Street and Harbour Drive. Sustainability Assessment: • Environment

A Review of Environmental Factors has been completed for the streetscape works. No adverse Environmental impacts have been identified. Formal reduction of the Central Business district speed zone may have minor environmental benefits in terms of noise and air quality.

• Social

As part of Councils negotiations with the RTA on funding for this project, Traffic volume data, speed surveys and pedestrian crash data have been compiled and reviewed.

Speed survey data shows that in CBD streets such as Park Avenue and Moonee Street on which streetscape works have been completed, 85th percentile vehicle speeds of 40km/h or less have already been achieved.

Introduction of the 40km/h Area speed limit in the Coffs Harbour CBD will therefore have little impact on travel time or traffic flows within the CBD, while providing, through signposting and enforcement, a potentially safer environment for pedestrians and cyclists.

• Economic

Funding for Streetscape works in Gordon Street and Harbour Drive comes from the Coffs Harbour CBD City Centre Upgrade Program. A key part of this project has been to seek and develop alternative sources of funding for the various projects in the program. The offer by the RTA to fund the traffic calming component of the streetscape works in Gordon Street and Harbour Drive potentially sees the injection of up to $80,000 toward the City Centre Works.

Consultation: Consultation with property owners and business operators in Gordon Street and Harbour Drive has been carried by the Manager Special Projects. The City Centre Master Plan on which the works are based included an extensive community consultation program. The City Centre Master Plan included the proposed traffic calming measures and flagged the potential to reduce the speed limit in the CBD. Statutory Requirements: The 40km/h High Pedestrian Activity Area limit and the associated traffic calming has been approved by the Local Traffic Committee.

S23 Coffs Harbour Cbd - 40km/H Area Speed Limit (cont’d) Issues: The 40km/h High Pedestrian Activity Area program is currently being promoted and supported by the RTA. The opportunity to gain support and funding from the RTA may not be available in the next financial year. Works that are proposed under this program need to be completed prior to 30th June 2004. Notwithstanding this, proposals for implementation of the 40km/h High Pedestrian Activity Area in other CBD areas such as Woolgoolga, Sawtell and Coramba will be developed for submission to the RTA in 2004/05. Pedestrian safety on the Pacific Highway is the subject of a Council/RTA study currently underway. While the study is not due for completion until June 2004 it is likely that the reduction of the Pacific Highway speed zone from 60km/h to 50km/h will be recommended. Recommendation: 1. That Council adopt plans for implementation of the 40km/h High Pedestrian Activity

Area in Coffs Harbour CBD. 2. That Council submit to the RTA a proposal to introduce a 50km/h speed zone on the

Pacific Highway between Combine Street and Coffs Street.

S24 PACIFIC HIGHWAY/BRAY STREET TRAFFIC MANAGEMENT

Purpose: To report on options under investigation for improvement to traffic flows at the Pacific Highway/Bray Street intersection. Description of Item: In December 2001 Council considered a report on investigations into development of an additional lane in Bray Street at the Pacific Highway intersection. Council at the time determined not to proceed with the proposal as it would not substantially benefit access to and from the Bray Street Cinema Complex nor substantially improve traffic flow at the Highway intersection. Since that time Council has had a number of meetings with owners and representatives of the Bray Street Businesses, and the RTA, with a view to developing viable options for improvement to access and traffic flows in the area. A large number of options have been considered, however five options have emerged as being worthy of further consideration. Option 1 - Mastracolas Road Extension This long term option is an integral part of the Coffs Harbour Road Network Plan. It involves the construction of Mastracolas Road parallel to the North Coast Railway line connecting via a road over rail bridge to Mackays Road. Estimated cost of the Mastracolas Road Extension is $3.5 million. Completion of the ring road network will remove significant traffic volumes from Bray Street and resolve access issues from the Bray Street Complex. Even completion of the Hogbin Drive Extension would improve access at Bray Street as the less local traffic there is on the Highway, the more time can be allocated to side roads in traffic signal cycles. While completion of these Coffs Harbour Road Network Projects will continue to be pursued, they can however only be considered as longer term solutions to the Bray Street problem. Option 2 – Mastracolas Road (Short Extension) Investigations have been carried out on a shorter Mastracolas Road Extension linking through to Bray Street via land adjacent the Bray Street Country Energy Depot. Discussions have been held with Country Energy and a concept road alignment has been produced which shows the proposal is feasible in terms of construction. This option was developed in order to assess whether the Mastracolas Road option could be fast tracked through shortening the road length. While feasible this option would still requires funding in the order of $2.0 million. Option 3 – Taloumbi Road access Concept design has been carried out on construction of an additional access road to the Bray Street Complex from Taloumbi Road. The access road would traverse Council Reserve directly behind residential properties currently fronting Bray Street. Traffic Management works, including installation of traffic control signals at the Bray Street/Taloumbi Road intersection would mitigate impact on Taloumbi Road residents while providing controlled access to the Bray Street Complex.

S24 - Pacific Highway/Bray Street Traffic Management (cont'd) This option requires further development in terms of consultation with property owners. The works however could be staged and funding apportioned to the Bray Street Complex owners in accordance with benefit. Option 4 – Bray Street widening Inadequacies in the car park access road to the Bray Street Complex are exacerbated at times of peak traffic flow in Bray Street. Excessive queues and traffic delays now commonly occur in Bray Street with traffic queues extending past the Complex access road. Excessive delays in the left turn on to the Highway from Bray Street are caused by high traffic volumes on the Highway and by operation of the pedestrian crossing across the Highway. At the time of subdivision of the Bray Street complex, Council sought dedication of land to accommodate widening of Bray Street in case amplification of the intersection was ever required. Simple road widening to provide an additional lane in Bray Street however while marginally improving performance of the Bray Street/Pacific Highway intersection would provide little benefit to the Bray Street Complex at peak times as the additional lane capacity would be taken up by traffic travelling from the west. (Through capacity of the left lane would still be governed by the Highway traffic signals. A dual left turn configuration from Bray Street could not be supported due to the high traffic volume and unsafe weaving of traffic to Park Beach Road and to the Homebase entry.) Widening of Bray Street in conjunction with construction of a slip lane along the Pacific Highway frontage of the Bray Street Complex, by-passing the traffic control signals, may be possible however this would significantly restrict access to Park Beach Road from Bray Street and would require concurrence of the RTA. A more efficient use for the Highway frontage could be to develop a direct point of egress from the Bray Street Complex to the Pacific Highway. This could be an option pursued by the Bray Street Complex owners with the RTA. Option 5 – Bray Street Left turn signal at Pacific Highway. Left-Lane capacity in Bray Street would be substantially increased if the left turn phase at the Pacific Highway traffic signals was not subservient to the pedestrian phase across the Pacific Highway. Traffic is commonly delayed for 20 to 30 seconds with a red arrow on the left turn phase from Bray Street if the northern Highway pedestrian crossing has been activated. Council has been negotiating with the RTA on removal of this pedestrian phase on the northern leg of the Pacific Highway intersection. It is apparent however that this will not be achieved due to the corresponding increase in potential for pedestrians to cross the Highway unsafely. RTA signal designers have now however developed an option known as a “Pelican Crossing” for the pedestrian phase. This will mean that the red arrow will only appear for 4 to 5 seconds if it conflicts with the pedestrian phase and then revert to flashing amber to allow vehicles to proceed with the left turn with caution. It is anticipated that this will substantially increase the ability of the Pacific Highway/Bray Street intersection to clear turning traffic from Bray Street, without compromising pedestrian safety. At the time of writing this report RTA contractors were preparing to activate the “Pelican Crossing modifications to the Bray Street traffic control signals on a trial basis. The intention of the RTA will be to monitor the effects on traffic flow and safety and report back to Council. Modifications will be supported by an RTA media release and safety information.

Each of the above options if developed further will require a Review of Environmental Factors to varying degrees of detail. The installation of a “Pelican Crossing” will be subject to an REF by the RTA. The predominant impact of the Pelican Crossing installation will be on pedestrian safety. This will be monitored over the trial period.

• Social

Social issues vary with each of the above options. Further community consultation and assessment of community impact will need to be carried out on each of the options as well as a “do nothing” option.

• Economic

No funding has been identified for implementation of these options other than the Pelican crossing which is being funded by the RTA. Council has in its 2004/2007 Draft Management Plan identified consideration of funding for implementation of options to resolve the Bray Street traffic management problem.

Recommendation: That Council: 1. Support the installation by the Roads and Traffic Authority of a “Pelican Crossing” at

the Pacific Highway/Bray Street intersection and monitor the impact on traffic flows in Bray Street and on pedestrian safety.

2. Council set up a working party consisting of representatives of Council, the RTA and property owners within the Bray Street Complex to continue development of traffic management options for the Pacific Highway/Bray Street intersection.

Description of Item: Applications have been received from the following people for appointment to the Access Advisory Committee: • Mr Geoffrey Becker From Korora who has been a quadriplegic for 40 years and whose main

interest is access for the disabled and support for people with physical and mental disabilities. Geoff has been attending our committee meetings for a period of two years.

• Ms Gail Pursey, who resides in Coffs Harbour, is a volunteer for people with a brain injury

and is also involved with self help groups and was Secretary of the Brain Injury Association for six years. Gail would like to help make Coffs Harbour more accessible for people with brain injury.

• Ms Sue Kiani resides in Coffs Harbour and is the contact person for the MS Support Group.

She was previously an SRN Dip Psych Nursing and Neuro Nursing and presently a disabled pensioner.

Purpose: To seek Council approval to sign the Memorandum of Understanding between Coffs Harbour City Council and Arts Mid North Coast Inc and Regional Arts New South Wales. Description of Item: Coffs Harbour City Council has provided input to Arts Mid North Coast Inc since 1996. This has been through an annual funding contribution and representation on the Board. This year Arts Mid North Coast Inc has moved to triennial funding from Regional Arts New South Wales and is therefore seeking to enter into a triennial Memorandum of Understanding (MOU) with Coffs Harbour City Council and other funding Councils on the north coast. The social impacts are in the area of arts and cultural development and are positive. It places the arrangement between Coffs Harbour City Council and Arts Mid North Coast Inc on a stronger basis and enables longer term and more holistic objectives to be met.

This MOU is to cover a three year period. Economic benefits for Arts Mid North Coast Inc are in the form of greater stability and consistency with the assistance of triennial funding. This also offers Council the same benefits. Management Plan Implications Over the last six years Coffs Harbour City Council's contribution has increased from $5,628 in 1998 to $9,803 in 2003. Arts Mid North Coast Inc has indicated that for 2004/2005 the contribution level requested will remain at $9,803. This allocation is included in the draft budget currently on public exhibition.

Consultation: Consultation has been undertaken over the last six to nine months regarding this MOU. Council has provided input to Arts Mid North Coast Inc on the issues.

Purpose: To report to Council on the activities of Seniors Week 2004. Description of Item: The Coffs Harbour Senior Citizens Week Committee is a community based committee that comprises senior citizens, Council staff and representatives of local businesses. The committee has met on a regular basis since September 2003 in order to plan and coordinate a program of activities for Seniors Week that appropriately celebrates the older members of our community. Seniors Week was held from 14-21 March 2004. The following people were members of the Senior Citizens Week Committee for 2004: • Barbara Lawson (Senior Citizen)

• Julie Gunn (CHCC) The Senior Citizens Week Committee was fortunate this year to have the support of a group of ladies from the Plaza Club, Park Beach Plaza who provided a great deal of assistance throughout the week. The theme for Seniors Week 2004 was a repeat of the 2003 theme being “The Best Time for Ages”, the best time for learning the best time for adventure and the best time for getting together. This theme was reflected in the activities held during the week by providing the seniors with opportunities to get together both with their peers and across the generations, to learn through attending information sessions and craft demonstrations and to be adventurous by having a go at a new sport or going on a hinterland bus outing. Recognition of the valuable contributions made by older people to our local community through the Local Seniors Week Awards is an integral part of Seniors Week. Nominations were called for in January 2004 and five nominees were selected for awards by the committee for their substantial contribution to the well being of older people in the Coffs Harbour local government area. The awards were presented by the Mayor at the official opening of Seniors Week held at the Coffs Harbour Ex-Services Club on Sunday, 14 March 2004. Local Seniors Week Award recipients were:

• The Volunteers of the Coffs Harbour Nursing Centre (as a group) In addition the committee were successful in their nomination of Hec Goodall for a NSW Seniors Week Achievement Award. Mr Goodall was nominated in the Environment/Science category for his work with marine animals and received the prestigious award during a ceremony held in Sydney. In planning for Seniors Week the committee aimed to provide a program of events that catered to the interests of seniors with activities being accessible across a broad geographical section of the local government area and available at no cost, with the exception of a charge of $5 for the Country Adventure Bus Outing. Broader Economic Implications

The organising committee received financial and inkind support from a variety of community organisations and local businesses toward Seniors Week events. As in the past the major sponsor for Seniors Week 2004 was again Park Beach Plaza who contributed $3,311 towards the cost of the week's celebrations. Total cost for the week amounted to $6,231. Other community sponsors were:

• Coffs Harbour Ex-Services Club

• Woolgoolga Bowling Club

• Woolgoolga Croquet Club

• ClearView Retirement Solutions The contributions from these organisations and the $1,500 donation from Coffs Harbour City Council enabled the committee to develop a comprehensive program of events at no cost to the seniors who attended with the exception of a $5 charge for the full day Country Adventure Bus Outing. The committee who recognised the week as being a successful community event appreciated this support. The committee was unsuccessful this year in their bid for a Seniors Week grant from the NSW Department of Ageing, Disability and Home Care. These grants are becoming increasingly more competitive to acquire.

Public Liability Insurance cover results in a major financial burden for the committee each year. The cost of insurance cover for Seniors Week 2004 provided through the NSW Meals on Wheels Association Community Sector Insurance Programme amounted to $992.81. This appears to be the best option open to the committee for this coverage.

Management Plan Implications

The Coffs Harbour City Council made a donation of $1,500 towards organising events for Seniors Week 2004 to the Senior Citizens Week Committee. This contribution has remained the same for a number of years. This year the committee is looking for Council to increase this contribution to include the cost of insurance.

Consultation: The Senior Citizens Week Committee has met on a monthly basis since September 2003 to plan and coordinate activities for Seniors Week 2004. The feedback from each event was very positive and some helpful suggestions about how to improve the week were also received. These will be considered when planning next year's events.

Statutory Requirements: There are no statutory requirements in relation to this matter. Issues: The Senior Citizens Week Committee has sent Certificates of Appreciation and thank you letters to supporting organisations and groups. Implementation Date / Priority: Should Council resolve to write to the Senior Citizens Week Committee members these letters will be sent out by the end of May. If Council agrees to cover the cost of the insurance as well as the annual $1,500 an additional amount of approximately $1,000 will need to be included in the 2004/05 budget. Recommendation: 1. S29 CORINDI BEACH DEVELOPMENT EMBARGO

Purpose: To update Council on the status of sewerage facilities at Corindi Beach and the impact of further development on these facilities and recommending Council place an embargo on further development in the Corindi Beach area until augmentation of the sewerage system is completed. Description of Item: The Corindi Beach Sewerage Scheme was commissioned in August 2000 to service a potential population of 1,500 people. We are not privy to the decision making process which selected the plant size of 1500EP, however, this appears to equate closely to the numbers of DA's approved at the time. Pristine Waters Council's Director of Engineering reported to Pristine Waters Council on 20 August 2003 that with the development approved at that time the treatment plant would reach its design capacity once the vacant land was developed as single dwellings. Further information provided by Pristine Waters Council revealed that this was dependent on further expansion of effluent reuse from its current status which may prove difficult. Pristine Waters subsequently moved to place an embargo on further development beyond DA's already approved as follows:

"That Council not approve any further development applications at Corindi Beach village for either residential subdivision or residential buildings other than single dwellings upon existing approved and registered residential lots until such time as the existing Corindi Beach sewerage treatment plant has been adequately augmented so as to be able to cater for the sewerage disposal and treatment of new development."

This effectively means development such as duplexes, flats, commercial development etc is restricted to that already approved, however, single dwellings would be permitted on existing and approved lots. A list of current approvals is being prepared by Council Planners. There are currently 15 DA's submitted but not approved and are generally for units which will not be permitted under the current Pristine Waters embargo. Pristine Waters Council have also resolved that they develop a 20 year land release strategy for the area. Pristine Waters Council has carried out a cost comparison to augment existing works compared with pumping to Woolgoolga and it appears the option to pump back to Woolgoolga is a cheaper option and the preferred EPA option. Until we take over the system in June we are unable to fully evaluate the systems built capacity as opposed to the design capacity. Planning Matters Council Planners advise that Clause 25 of Ulmarra LEP No 52 states: "The Council shall not consent to the carrying out of any development of any land unless it is satisfied that adequate arrangements (where considered desirable by the Council) have been made for the provision of electricity, water, sewerage and drainage facilities to or from the land.” Council is able to refuse applications under this clause if we are satisfied that Corindi Beach sewerage treatment plant is at capacity.

Development beyond the limit of capacity of the WRP particularly the reuse capacity has the potential to pollute surrounding waterways and incur EPA fines. An assessment of the current disposal of effluent needs to be carried out before further consideration of lifting the current embargo.

Allowance has been made in next year's budget to augment infrastructure. Further evaluations of the system may show augmentations can be partially deferred.

Statutory Requirements: Council will be required to operate the sewerage systems within EPA licence conditions. Failure to do so can result in heavy fines. Issues: To augment the system back to Woolgoolga will take approximately 18 months and is dependent on the completion of the Woolgoolga WRP upgrade and the completion of the Arrawarra/Mullaway reticulation. At this stage it is also difficult to obtain an appreciation of the uptake of vacant land. It appears to be between 25-50 houses per annum which could mean further augmentation of the reticulation/treatment system may not be necessary in the short term provided we can sort out the effluent disposal problems. Implementation Date / Priority: Given the current uncertainties it is recommended that an embargo be placed on further development beyond 1ET per lot for a period of six months during which time Council shall carry out operational and options study of the sewerage system and a study of planning options for the village and surrounds of Corindi Beach. Recommendation: 1. That development be restricted to 1ET per lot and that no further subdivision be

approved in Corindi Village for a period of six (6) months. 2. That a review of the adequacy of the current sewerage infrastructure to cater for

future growth and current LEP for the Corindi Village and surrounds be undertaken. 3. That Council Planners review the current LEP for the Corindi Village and surrounds.

At Stadium Dr there have been safety concerns for cyclists using the cycleway at the intersection with the western entrance to the stadium, and the nearby bends as east bound traffic cut the corner and often stray into the cycle lane. To address this the cycleway needs to be constructed off road, requiring minor lane widening, kerb and gutter, cycleway construction and line marking at an estimated cost of $87,180. The proposed budget will be comprised of the following; Existing allocation $23,000 RTA funding $32,000 Roads to Recovery $32,180 Total $87,180 The Roads to Recovery money is currently allocated to a footpath in Elbow St, Coffs Harbour and can be used as Councils contribution. With the recent rezoning of the Elbow St area to medium density housing it is anticipated that development will occur and may either pay for or construct this footpath. Also in Elbow St there is an existing footpath on the southern side of the street, and the proposed route for the new footpath on the northern side has low pedestrian use. Deferred Works

The following capital works programmed for the 2003/04 financial year will be deferred to the 2004/05 program. • Footpath construction, Graham Dr Sandy Beach and Grafton St, Nana Glen. Due to the

commitment required to complete the RTA cycleways these footpaths will be programmed for early in the 2004/05 financial year.

• Beach St and Nightingale St, Woolgoolga pavement rehabilitations. Considering that the Woolgoolga City Centre Improvement works are in the area of pavement to be rehabilitated the road works will be undertaken in conjunction with the beautification works. At this stage the street and road works are programmed for September 2004.

Capital Programs Expenditure

• Sealed road rehabilitation program appears under spent, however some major projects such as Bray Street, Combine Street, and GDT Seccombe Close have been programmed for May/June to minimise disruptions to the summer tourist season.

• The Mt Browne rail bridge approaches have not been done. Council is awaiting advice from the Rail Infrastructure Co-operation (RIC) regarding the timing of the renewal of the bridge deck. It is doubtful that the RIC will have this work completed in time for the approaches to be done this financial year, requiring the budget to be carried over to 2004/05.

• To date there is nil expenditure of the $28,000 allocated to temporary structural bridge works. Works Branch now has bridge testing results and works will proceed in accordance with these recommendations to a number of rural timber bridges.

• Cycleway and PAMPS footpath works are in progress and due for completion mid June, 2004.

S31 WATERFALL WAY FEASIBILITY ASSESSMENT.

Purpose: To advise Council of the completion of the Waterfall Way Feasibility Assessment and the outcomes of the meeting of the Waterfall Way Committee held at Bellingen on 3 March, 2004. Description of Item: As a member of the Waterfall Way Committee, Council supported and financially contributed to a proposal in January, 2003 to undertake a feasibility assessment of upgrading Waterfall Way between the Pacific Highway at Raleigh and Armidale. The assessment was undertaken by a consultant, The Lginfo Group, and looked at three scenarios for upgrading the road. The report expanded and updated previous reports prepared by the member-councils in 1994 and 1998, and which had been successful in identifying roadwork needs and retaining the road’s classification in the State Strategic Road Network. The assessment has identified that upgrading the road to a satisfactory tourist standard results in greater net economic benefits than simply upgrading for local community access purposes. The report establishes the strategic framework for planning the development of the Waterfall Way and sets out a case for looking at the tourist potential of the region and planning the road works accordingly. A full copy of the assessment report has been placed in the Councillors room for reference. Following completion of the assessment, the Waterfall Way Committee met on 3 March, 2004 to determine future action in relation to upgrading the road. A copy of the minutes of that meeting are attached for information. Issues: The Waterfall Way is classified as a state road under the Roads Act 1993, and is therefore fully funded by the State government through RTA. However, the member councils of the Committee have not been satisfied with the levels of funding allocated to the road and have undertaken this assessment, and previous assessments, to make a case for increased funding for improvement works. This approach has had some success over past years and has resulted in some significant improvements to bridges and road alignments at a number of locations. The Committee considers that the new assessment will be a useful tool for promoting the development of the road. In particular, it views the new Roads to Recovery program by the Federal government as a good opportunity, for the project to be considered under the ‘regional transport’ component of the program. However, because the guidelines for the assessment criteria have not been provided by the Federal government, the committee is not able to progress this approach yet. This is the reason for setting the next meeting of the Committee in August 2004, in anticipation of the guidelines becoming available by then.

S33 WATER MAINTENANCE REPORT FOR JANUARY, FEBRUARY & MARCH 2004

Purpose: Information on maintenance, operation and construction activities for January, February and March 2004 for the Water Supply Fund. Description of Item: 1. Water

In addition to the routine maintenance and operation activities, the following works were carried out:

1. Assisted construction gang with water main cut-ins on Sawtell Road-Boambee Bridge construction.

2. Laid 100 meters of 100 Ø water main in Mainsbridge Drive, Coffs Harbour.

S34 COFFS HARBOUR ENVIRONMENTAL LABORATORY

Purpose: Advising Council of award to the Environmental Laboratory of the Premier's Silver Award for services provided to the NSW Drinking Water Monitoring Program. Description of Item: Council’s NATA accredited Laboratory is recognised as an essential testing agency for the region. This was highlighted recently with the Laboratory receiving the Premier’s Silver Award for services provided to the NSW Drinking Water Monitoring Program. The Laboratory undertakes the monitoring of drinking water programs, EPA licencing requirements, quality of reservoirs, dams, rivers, creeks , bores and coastal waters. It also analyses oyster meat for E-coli as part of the NSW Safefood program and as part of its NATA accreditation it successfully participates in nationwide Quality Assurance Programs. Services are provided not only for Coffs Harbour City Council but for all surrounding councils, government departments, the National Marine Science Centre and private clients. Future analyses will include more extensive soil testing and pesticide analyses of food, soil and water. Recommendation: That Council staff at the Environmental Laboratory be congratulated on receiving the Premier's Silver Award for service provided to the NSW Drinking Water Monitoring Program.
