Introduction: the Cognition and Learning Service The Cognition and Learning Service supports schools in ensuring the effective inclusion, achievement and progression of children and young people with cognition and learning needs.

The service works with learners with Specific Learning Difficulties (SpLD) and Moderate (or general) Learning Difficulties.

Core Services The Cognition and Learning Service provides a core service which is free of charge. The core service:

• focuses on individual children and young people and comprises casework, advice and consultation

• provides SENCO/teacher/TA support (not related to individual cases)

Eligibility criteria for our casework The school or other educational setting must evidence:

• at least 2 cycles of Assess, Plan, Do Review (including the involvement of pupils and parents/carers)

• that they have implemented a period of intervention with a focus on desired outcomes (over a period of at least a term/12 weeks)

Eligible pupils must:

• be on roll at a mainstream educational setting

• have cognition and learning needs – moderate learning difficulties (MLD) or specific learning difficulties (SpLD)

• be achieving significantly below age related expectations (i.e. two years or more) in more than one area of the curriculum.

When the Cognition and Learning Service has worked with a child or young person they are added to the service’s active caseload. The child or young person’s case is closed when:

• the school hasn’t requested a review for 3 terms after the service’s last involvement

• the school has implemented recommendations and learner progress has been made (i.e. gap between as achievement and age related expectation has narrowed)

• ‘No review planned’ has been stated on the young person’s report

Traded Services Individual schools and multi-academy trusts (MATs) may purchase additional half or full day sessions which include:

• full-day, half-day or twilight training

• support to become an Inclusive Dyslexia Friendly School

Why choose the Cognition and Learning Service? The Cognition and Learning Service advisers:

• have many years’ experience teaching children and young people with special educational needs

• are specialists in the inclusion of children with cognition and learning needs

• have up-to-date knowledge regarding national research and recent developments

• work closely with SEN support service colleagues, Educational Psychologists and other members of the Together for Families directorate to ensure a multi-agency approach and to access a broad range of knowledge and skills

• have extensive knowledge of Local Authority approaches to the implementation of the SEND Code of Practice

• adhere to Cornwall Council’s information governance policies and procedures. This includes information sharing, data protection and secure record keeping

Meet the Cognition and Learning Advisers The Cognition and Learning advisers are Jo Davidson and Sandra Page. They are specialists in the field of cognition and learning and ensure that they have up-to-date knowledge regarding the most recent research and developments.

Jo Davidson B.Ed, Post Grad cert ‘National Award for SEN Coordination’, cert ‘Supporting Children with Difficulties in Reading and Writing’.

Jo has 15 years teaching experience and has taught a range of age groups in different settings across Cornwall. Her roles have included: EYFS, Key Stage 1, Key Stage 2 and Intervention teacher. Jo became the SENDCo of a large primary school in 2008 and successfully completed the National Postgraduate Certificate in Special Educational Needs Coordination.

Jo obtained the postgraduate certificate ‘Supporting Children with Difficulties in Reading and Writing’ accredited by the University of London.

Jo currently co-delivers the ‘Implementing the SEND Code of Practice and Preparing for Ofsted’ course for new and experienced SENCOs. During the last academic year, Jo also attended a three day course focusing on The Incredible Years and Teacher Classroom Management.

Sandra Page Post Grad Dip SEN, Post Grad Dip SpLD, MA SEN

Sandra taught for 23 years before managing the ‘Index for Inclusion Project’ for Essex County Council. During her years in teaching Sandra taught in a primary school, a BESD special school and in 3 secondary schools.

For 5 years she was a secondary school SENCO and managed the Speech and Language centre there. Sandra then spent 7 years as SENCO and member of the Senior Management Team in a larger Essex secondary school. She moved to Cornwall in 2003 and since then she has managed the dissemination of the ‘Inclusion Development Programme’ and the ‘Onlineinset’ training programme and was briefly seconded to the Equality and Diversity Service. Sandra has led on the Cornwall SEND Pathfinder Project and supported the implementation of the SEND reforms.

Over the last academic year, Jo and Sandra have attended training on:

• The inclusion of children and young people with Developmental Co-ordination Disorder

• Supporting reluctant writers - improving access to the curriculum

What are Cognition and Learning Needs? Definition of Cognition and Learning in the SEND Code of Practice

6.30 Support for learning difficulties may be required when children and young people learn at a slower pace than their peers, even with appropriate differentiation. Learning difficulties cover a wide range of needs, including moderate learning difficulties (MLD), severe learning difficulties (SLD), where children are likely to need support in all areas of the curriculum and associated difficulties with mobility and communication, through to profound and multiple learning difficulties (PMLD), where children are likely to have severe and complex learning difficulties as well as a physical disability or sensory impairment.

6.31 Specific learning difficulties (SpLD) affect one or more specific aspects of learning. This encompasses a range of conditions such as dyslexia, dyscalculia and dyspraxia.

Definition of Moderate Learning Difficulties (MLD)

Pupils with moderate learning difficulties will have:

• attainments significantly below expected levels in most areas of the curriculum despite appropriate interventions

• needs that are not met by normal differentiation and flexibilities of the curriculum

• much greater difficulty than their peers in acquiring basic literacy and numeracy skills

• difficulty understanding concepts

• working memory and concentration difficulties

• a possibility of having speech and language delay and under developed social skills

Neurodiversity

Neurodiversity – a positive approach to specific learning difficulties

Neurodiversity is a concept where neurological differences are to be recognised and respected as any other human variation. These differences can include those labelled with Dyspraxia, Dyslexia, Attention Deficit Hyperactivity Disorder, Dyscalculia, Autistic Spectrum, Tourette Syndrome and others. The core theme for neurodiversity is the idea of ‘learning differences’.

The specific learning difficulties focussed on by this service are dyslexia and dyscalculia .The Cornwall Autism Spectrum team support schools in meeting the needs of children with ASD and the Physical and Medical Needs Advisory Service support schools in meeting the needs of children with dyspraxia.

Dyslexia – difficulty with words

Cornwall’s definition of dyslexia is based on the definition included in the Rose Review

Dyslexia is a learning difference that primarily affects the skills involved in accurate and fluent word reading and spelling.

• Characteristic features of dyslexia are difficulties in phonological awareness, verbal memory, verbal processing and/or visual memory, visual processing and sometimes slow processing.

• Dyslexia occurs across a range of intellectual abilities.

• It is a spectrum, not a distinct category, as there are no clear cut off points.

• Co-occurring difficulties: include: speech and language, motor co-ordination, mental calculation, concentration, and personal organisation, but these are not in themselves markers of dyslexia.

Requesting the Involvement of the Cognition and Learning (C&L) Service To request the involvement of the Cognition and Learning Service, you must follow the steps below. The request for involvement must be submitted by the child or young person’s school or educational setting.

Check that the child or young person is placed at SEN Support (you must be able to evidence at least two terms of assess, plan, do, review)

Discuss your intended request for involvement with the child/young person and their parent/carer to gain consent (we cannot see a child/young person without signed consent from parents/carers)

Download copies of the ‘Request for Involvement’ form and ‘Parental Consent’ form. These can be found within School Messenger, on the Cognition and Learning Service webpage, in the SEN File and on the Local Offer. Complete all sections of the forms.

When securely emailing [email protected] ensure that you have attached the following: • completed Request for Involvement form (please send as electronic Word

copy) • signed parental consent form (this must be scanned as a PDF and emailed

to us) • copies of any relevant paperwork e.g. IEPs/IEP equivalent or current

targets/ objectives/desired outcomes

Your allocated C&L adviser will contact you (initially by email) as soon as possible

Once initial contact has been made, if the eligibility criteria has been met then a date to visit your school and child/young person will be made.

Following the visit to your school, the C&L Adviser will complete either written visit notes or a written report containing advice, which will be emailed to you and parents/carers. If parents/carers do not have an email address, a copy will be posted to them or you may be asked to pass on a copy of the report.

• be equipped with resources, support strategies and interventions for pupils with reading and spelling difficulties

Workshop content:

This workshop:

• explores why children and young people with cognition and learning needs have reading and spelling difficulties

• looks at specific reading and spelling strategies and how schools can put together a spelling and reading programme for those who haven’t responded to other interventions

Enabling parents to support their children’s cognition and learning needs through school led workshops - £15

Target Audience

Secondary and Primary SENCOs (it is intended that the person attending the course will run the workshops back in school)

Workshop objectives:

• to support schools in running parent-friendly workshops • to enable parents to support their children’s learning needs

Workshop content:

This workshop:

• explores the importance of engaging with parents and describes how schools can run parent-friendly workshops

• suggests resources to distribute to parents and provides parent-friendly booklets to give to parents

This workshop will:

• cover the nature of cognition and learning needs • explore the importance of independent learning • introduce strategies and resources that TAs can use to facilitate

independent learning

DST - what next? - £15

Target Audience

Secondary and Primary SENCOs

Workshop objectives – for SENCOs to:

• understand how to use the Dyslexia Screening Test (DST) • be confident in using the results of the DST to inform provision

Workshop content

This workshop will:

• provide delegates with information about the DST • enable delegates to understand how DST profiles can be read and used to

inform provision • explore the provision required to address a variety of assessed needs.
