Unfinished Business 9.1 WJJMS Building Project Update Background: Chairman Goldstein and Superintendent Mathieu will update the Board on the WJJMS Building Project. 9.2 2014-15 Education Budget Background: The next Town Meeting will be on June 17, 2014. The referendum on the proposed budget is Tuesday, June 24, 2014. Board members will have the opportunity to discuss budget issues as appropriate. 9.3 *Teacher/Administrator Evaluation Update Recommendation: To approve revisions to Colchester’s Teacher Evaluation Plan based on state requirements for 2014-2015. Background: Director of Teaching and Learning Barbara Gilbert presented proposed revisions to Colchester’s Teacher Evaluation Plan at the May 27, 2014 Board meeting. The Board requested time to review the revisions and asked that it be placed on the June 10, 2014 agenda for action. 9.4 GMO-Free/Organic Food Petition (Enclosure) Background:

3. GMO-FREE/ORGANIC FOOD PETITION
Ana Burr presented the project background. Cafeteria Supervisor Sharon Floyd and Director of Educational Operations provided the District’s prospective on the proposed program. Dave Wasniewski, Colchester Farmer and Agriculture Commission member spoke from the Farmers’ prospective. BA students Meaghan Hickey, Kevin Hackbarth, and Erica Boucher offered a project update. New London County Farm to School Coordinator Alicia McAvay and Processing Kitchen Manager for Norwich Public Schools spoke about some of the options available when working in the program.

1. Call to Order
Chairman Ronald Goldstein called the meeting to order at 7:00pm.
2. Citizen Comments
Laurie Lindsay asked the Board for insight regarding the rumor she heard alleging that
WJJMS will soon be closed and reorganized. Chairman Goldstein responded no - with
the Boards agreement, this is a complete rumor holding no truth.
Grace Riley, 6th
grade WJJMS student, spoke as a student athlete of cross country and
track in favor of preserving the sports teams at the middle school. Stating she is proud to
represent her school through her athletic abilities.
Jennifer Twachtman Bassett, town resident and WJJMS parent, spoke in favor of school
sports and asked the Board to explore further options regarding keeping sports in schools.
David Mathieu, town resident, stated he is a parent of a non-Colchester seventh-grade
student as he sends his child to a magnet school. Mr. Mathieu spoke and gave the Board
members a handout of his views regarding sustainability of our Colchester School
District. Mr. Mathieu encouraged the Board to conduct exit interviews to all students and
families who opt to attend out-of-town schools.

7.1 Strategic Plan Goal #1: Students will achieve the standards of our rigorous
research-based curricula.
JJIS Students Attend State Invention Convention
Principal Sandberg introduced Linda Reid, JJIS Paraprofessional and invention
convention advisor. Ms. Reid spoke highly of the CT Invention Convention process
and shared her experience as a first time judge this year. Ms. Reid then introduced
the three JJIS students chosen to represent Colchester at the State Invention
Convention at UCONN on May 3, 2014. Each student explained how they came up
with the idea of their invention and the trials they experienced while creating it.

Note: Henry Callan received the Recognized Inventor award.
The Chairman, Board members, and Superintendent Mathieu commended each
student and Ms. Reid for their achievement and presented all four with individual
certificates of achievement.
7.2 Strategic Plan Goal #1: Students will achieve the standards of our rigorous
research-based curricula.
BA Senior Top Math Competitor for Second Consecutive Year
Principal Ambruso introduced Bacon Academy senior Parker Dimock who earned the
title of Top Scoring Bacon Academy Mathlete at the Greater New London County
Mathematics League. Parker scored the most cumulative points for our district for all
six league meets for the second consecutive year for the BA Math team. Mr. Ambruso
provided accolades to Parker for his academic and athletic achievements this year.
The Board and Superintendent Mathieu presented Parker with a certificate of
achievement and commended him for his success.
7.3 Strategic Plan Goal #4: School-parent-community partnerships will continue to be
developed, strengthened, and promoted.
Stop and Shop A+ Rewards
This year Colchester Public Schools earned $6,839.10 through the Stop & Shop A+
Rewards Program. Stop & Shop is a strong supporter of community schools,
donating money that can be used for schools’ educational needs. The money will be
sent to CPS in June and the funds will be used for mobile technology at each school.
Note: Board member Mike Egan spoke here to pay tribute to each celebration and
further highlight how special each accomplishment is that is presented before the
Board. Mr. Egan shared that each of these achievements leads us to conclude that
together as a district and community, we have a dire need to sustain the avenues
which lead us to such great achievements throughout the school year. In order to do
so, we must share accurate information to the public regarding the upcoming
referendum and gain supporting votes this Thursday May 29, 2014 at the town hall.
Mr. Egan stated we desperately need the support of the community.
Chairman Goldstein further agreed and invited all to join the upcoming community
open budget forums taking place tomorrow at North Woods of Colchester.

9.1 WJJMS Building Project Update
Chairman Goldstein and Superintendent Mathieu updated the Board on the WJJMS Building
Project as discussions have continued regarding the engaging of an architect with funding
from Capital transfer.
9.2 2014-15 Education Budget
The referendum on the proposed budget is Thursday, May 29, 2014. Chairman Goldstein
again encouraged all to gain information about the pending budget vote and engage in
communication. Chairman Goldstein hopes for a higher turnout of voters at this referendum
and asked community members to help spread the word and encourage all to vote. The
Chairman stated that if this budget does not pass, funds again will unfortunately be reduced.
Chairman Goldstein reminded those in attendance of some statistics from the January 28,
2014 Board meeting, including that a 2013 study completed by the Yankee Institute for
Public Policy ranked Colchester Public Schools as the most efficient of the 111 Connecticut
school districts they surveyed for educating students. Our per-pupil spending remains among
the lowest of our District Reference Group and surrounding towns.
9.3 Goals and Objectives for Colchester Public Schools Policy #0200
The current Goals and Objectives policy is outdated. The updated policy will reflect the
goals in our current Strategic Plan.

The Committee revised this policy incorporating the CABE model policy and attorney
recommendations. The Board was asked to look over the revisions and provide feedback.
Additionally, the Chairman invited the public to offer input as well.
10.6 Acceptable Computer Network Use Policy/Regulation #4118.5 - First Reading
This policy was updated, and the regulation added, based on attorney recommendations.
This is a staff policy as there is a student policy already in place.
10.7 Teacher/Administrator Evaluation Update
Director of Teaching and Learning Barbara Gilbert updated the Board as the Teacher
Evaluation Advisory Group met on May 22, 2014 to address the needed revisions to
Colchester’s Teacher Evaluation Plan based on state requirements for 2014-2015.
The Board will review all revisions and revisit the option to approve such at the next Board
meeting, June 10, 2014.
10.8 Innovation Grant
Superintendent Mathieu spoke of Bacon Academy Tech Ed Teacher, Chris Petersen and his
initiative to apply for an Innovation Grant in the amount of $40,000 to be used for the
development of a 3-D engineering design program. Previously, at the September 10, 2013
BOE meeting, Mr. Peterson was commended by Principal Ambruso and the Board regarding
the $340,000 he has raised for Bacon Academy through awarded grants during the past 20
years.
The Board again offered special thanks to Mr. Peterson and Ms. Gilbert for their timely
manner when applying for the 3-D Innovation Grant.

district, he spoke in high regards of two BA Alumni honors recognized at this year’s
Founder’s Day Celebration; Dr. Suzanne Cutler, Class of 1957 and Dr. Susan Alpert,
Class of 1964.

In accordance with the Individuals with Disabilities Education Improvement Act (IDEA), each state must have in place a State Performance Plan (SPP) to evaluate the state’s efforts to meet the requirements and purposes of the implementation of IDEA. The SPP is a six-year plan which describes Connecticut’s performance on 20 indicators. Instruction Field Trips
The Board of Education recognizes the valuable experiences derived from Field Trips for
students when such trips are properly planned, executed. To the extent that budgetary resources
permit, the Board encourages Field Trips in connection with the work of an organized class or
school activity. Field Trips should be directly related to, or an extension of, the classroom
learning experiences. Field Trips may be used as springboards or culminating activities for units
presented in the classroom or to provide “hands on” experience for students involved in the study
of specific topics. In addition, Field Trips may introduce students to new learning experiences
though the participation in, or observation of, activities such as exhibits, dramatic presentations
and other timely and appropriate events.
All student Field Trips that involve the public solicitation of funds shall require Board approval
before any fundraising by students or others on their behalf. Any such fundraising activities
must comply with the provisions of Board Policy #1324 regarding fundraising activities.
All Field Trips shall be approved in advance in accordance with the regulations of Field Trip
Policy #6153. The loss of class time, the availability of alternative educational experiences, and
the financial impact to families shall be strongly considered in the approval process.
All student Field Trips require prior written approval by the Board, Superintendent, Principal,
and Director of Teaching and Learning, in accordance with the accompanying regulations and
procedures. There will be no Field Trips taken without prior approval.
Given the paramount importance of student safety, the Board and/or the Superintendent,
reserve(s) the right to cancel Field Trips for safety reasons at any time.
The Board authorizes the Superintendent, and/or his or her designee, to promulgate
administrative regulations and procedures in furtherance of this policy.

Instruction
Field Trips
Definition:
A Field Trip is a trip off school grounds approved in accordance with these procedures taken in
connection with the work of an organized class, school group, or school activity. School district
employees who organize such trips are acting within the scope of their employment. Trips
having no affiliation with, or no approval of, the Board are not “school sponsored,” irrespective
of whether the trip has an educational component or involves district students, and, therefore, do
not meet the definition of Field Trip. Activities of non-school groups or that are not approved in
accordance with these procedures are not to be considered school Field Trips and do not fall
under the purview of the Board. The Board is not responsible for any Field Trip which is not
school-sponsored and has not been approved in accordance with school policy and procedures.
Field Trip Requirements:
1. All Field Trips approved in accordance with these regulations are considered school-
sponsored activities. Such Field Trips must be approved as follows:
All Field Trips must be supported by the appropriate application as described below,
and all Field Trips must be approved in writing by the Superintendent, Principal and
Director of Teaching and Learning.
All trips involving either an overnight stay, out-of-state travel (including athletic
Field Trips) or travel outside the continental United States must also be approved by
the Board of Education.
2. School district employees who organize trips independently of the Colchester Public Schools,
when such trips involve Colchester students, must notify the Superintendent in writing at
least sixty (60) days in advance of the trip, must not advertise or promote the trip at any time
on school property or school activities, must assure that participants are notified that the trip
is not affiliated with the Colchester Public Schools, and are personally liable for any such
trip. Teachers/Sponsors seeking an exception to any of the rules or regulations governing
school Field Trips must also obtain the written approval of the Superintendent of Schools
prior to the trip. Travel agencies or other private organizations promoting travel study trips
shall not be permitted access to school property or grounds to promote or enroll students for
privately sponsored travel study programs and trips.
I. Pre-Planning and Approval:
A. Notification:
1. The teacher shall consult with the Principal before involving students
and/or parents in planning any Field Trips.
2. Where student contributions are required, the teacher shall present to the
Principal a proposal indicating fund sources and/or fund-raising activities and a plan
for providing for students unable to meet required costs.

Field Trips
B. Knowledge of Location to Be Visited:
1. Before the formal plan of the trip is developed, the teacher shall visit the site, conduct
research regarding the site, and/or consult with other experts who have visited the
Field Trip location to obtain specific information about its education value for
students of the participating grade level/course.
2. The teacher or other trip organizer shall review trip conditions to confirm that the site
is age appropriate and to develop whatever safety procedures are reasonable to
promote a safe and healthy experience for trip participants. If unacceptable hazards
are present at the trip site, the Field Trip will be cancelled or postponed until such
hazards are remediated or removed.
3. Activities involving unnecessary risk must be excluded from any trip itinerary.
C. Formal Field Trip Instructional Plan:
1. Written objectives of the trip and its relationship to curricula will be outlined in a
formal Field Trip Instructional Plan (Appendix B) and be submitted to the School
Principal for approval.
2. The Principal will review and approve the Field Trip Instructional Plan (Appendix B)
before recommending the trip to the Superintendent, or his/her designee, for approval.
D. Knowledge of Students' Medical Problems:
1. The teacher will review and follow Colchester Public School Policy #5141.25:
Chronic Health Conditions and Life Threatening Food Allergy Conditions.
2. The teacher will consult with the school nurse in advance of the trip to determine
health needs of student participants.
3. Teachers shall be aware of special medical problems, allergies, disabilities,
medication needs, etc. of student participants and be trained by the school nurse in
emergency measures to be taken if a medical emergency arises.
E. Transportation:
In-state and/or single-day Field Trip requiring bus transportation will be provided by
the school district’s contracted transportation provider. Charter buses for out of state
trips will be coordinated with the district’s transportation coordinator from a list of
approved providers.
F. Approval Process and Recordkeeping :
1. Field Trips requiring approval by the Board of Education shall be submitted for
review on a completed district Field Trip Request form (Appendix A) as soon as
plans have been made and no later than two months prior to the scheduled trip. In no
instances shall Field Trip permission slips be distributed and/or monies be
collected prior to official approval.

2. In no situation shall Field Trips take place unless the requisite approval has been
obtained beforehand.
3. Principals shall review staff members' Field Trip requests as they relate to Board
policy and the current budget. Principals may consult with the Superintendent of
Schools, as necessary.
4. Copies of the approved Field Trip request forms are to be maintained in the school
office file and with the Board’s Finance Department
G. Parental Notifications:
1. Before any student is allowed to participate, permission slips shall be obtained from
the parent and/or guardian of each student participant. Permission slips shall be taken on
the trip by the teacher. The school office will retain the permission slips for the
remainder of the school year.
2. Information on the system-wide permission slip form (Appendix C) shall
include:
the detailed purpose of the trip and its alignment to the curricula,
the place(s) to be visited,
the date and approximate times of departure from and arrival back to the school,
the type of transportation to be used,
the total costs, if any,
a release to seek emergency medical attention as needed,
any required apparel, food, and/or equipment needed, and
safety recommendations.
3. The permission slip shall request information about any special medical
needs, allergies, medication, etc.
4. Standard permission slip forms will be available at each school office.
5. Timed itineraries shall be provided to parents for overnight and/or out of state
trips with the permission slip.
H. Notification to Cafeteria Personnel:
If a Field Trip will cause students to miss lunch at school, teacher/principal shall notify
cafeteria personnel at least one week in advance.
I. Preparation of Students:
1. The teacher shall inform the students the educational purpose of the trip and
what is expected of them in the way of behavior and dress and what personal belongings
they may take with them, in accordance with Board of Education Policy.

II. Procedures on the Trip
A. Supervision:
1. Teachers, administrators, and other adults acting as chaperones shall be accountable
for the safety of the students they are supervising and will develop plans to assure
students are adequately supervised and following the Board’s Discipline Policy #5144 for
the duration of the Field Trip;
2. Adult chaperones who accompany the trip shall be briefed by the teacher as to medical
needs, safety, and safety/supervision plan for the students in their group and will receive
pertinent written procedures, including safety plans;
3. All overnight and out-of-state trips must be approved prior to the trip. In those cases,
the names and addresses and phone numbers of all chaperones must accompany the
request for approval submitted to the Superintendent of Schools;
4. The following ratios are suggested as to approximate proportion of adults to students
in terms of grade level. Except in cases of emergency, no adult chaperone will be alone
with a student. Names of chaperones and students on the trip will be provided to the
Principal’s office prior to the trip.
Grade Level Ratio: (Adult:Students)
K-2 One : Five
3-5 One : Eight
6-8 One : Ten
9-12 One day trips : One to fifteen ratio
Overnight trips: One to ten ratio
5. The teacher must notify the Principal if students will be delayed or if the itinerary is
substantially changed.
6. Should accidents or medical emergencies occur, the teacher must immediately notify
the Principal. Parents will be contacted immediately.
B. Group and Individual Activities on the Trip:
1. Adequate time shall be allowed for meals during the duration of the Field Trip.
2. Time shall be allowed for restroom purposes.
3. As the students are under the authority and responsibility of the school until they
return to the school, each student shall ordinarily be expected to remain with the group
for the duration of the trip until the return to the school.

Field Trip Procedures
C. Student Behavior:
The Board’s Discipline Policy #5144 applies to student behavior on Field Trips. Students
will demonstrate respect for the teacher in charge and for adults serving as chaperones.
Students acting inappropriately will be reported to the Principal by the teacher in charge
subsequent to return from the Field Trip. The Principal will take disciplinary measures as
he/she deems appropriate.
D. Adult Behavior:
1. Teachers and chaperones are role models and shall conduct themselves accordingly at
all times.
2. Adult chaperones shall stay with the group and follow Field Trip regulations
at all times.
3. All adults will follow Board of Education policies. In accordance with Board Policy,
smoking, use of alcoholic beverages or any illegal drugs and/or weapons is prohibited
during the Field Trip. The prohibition extends to all students, teachers, and chaperones.
E. Special Criteria/Requirements for Trips Outside the United States:
1. All Field Trips outside of the United States must be approved by the Board. Anyone
seeking approval for such a trip must make a written request to the Board six months
prior to the proposed trip.
2. Such trips must be organized and conducted with a professional travel
agency/organization which provides travel, housing and itinerary planning. The
teacher planning the trip shall provide the full travel brochure from the organizing
agency.
3. The travel agency/organization arranging the trip must provide evidence of
appropriate liability/trip insurance with a coverage amount acceptable to the Board,
naming the Board as an additional insured.
4. Approval of any trip outside the continental United States must take into
consideration appropriate security factors. Parents and students should be reminded
that such trips are subject to cancellation at any time at the discretion of the
Superintendent based on such security issues, including homeland security alerts, and
that they should consider purchasing trip cancellation insurance if available.
5. Field Trips abroad/outside the continental U.S. must be an extension of the
curriculum, whenever possible.
6. These types of trips should be planned for a scheduled school vacation.

7. Participation by students is optional. In the event a trip is oversubscribed, the teacher
will allocate space on the basis of objective programmatic and curriculum-based
concerns. Individual students may be excluded from such trips on the basis of
disciplinary history and other relevant factors.
8. Adequate supervision and safety precautions shall be observed in accordance with the
type of students, activities and nature of the trip involved. The chaperone/student
ratio shall be in line with the recommendation of the agency/outside organization
planning the trip and should be consistent with the recommendations below.
9. Activities involving unnecessary risk must be excluded from any trip itinerary.
10. School absences which may result due to a scheduled and approved Field Trip shall
be considered excused absences for both students and chaperones, provided the trip
has received Board approval.
III. Follow-up Activities:
A. Reports:
1. If transportation or other trip details were unsatisfactory, the teacher shall make an
immediate written report to the Principal for follow-up and correction for subsequent
trips.
2. If an accident or medical emergency has occurred during the trip, the teacher shall
immediately furnish the Principal with complete written details on the Student Accident
Medical Report as to apparent cause and effects and as to what actions were taken.

Acceptable Computer Network Use
Policy Statement
Computers, computer networks, electronic devices, Internet access, and e-mail are
effective and important technological resources. The Board of Education provides
computers, a computer network, including Internet access and an e-mail system, and
other electronic devices that access the network such as wireless and/or portable
electronic hand-held equipment that can be used for word processing, wireless Internet
access, image capture and recording, sound recording, information transmitting and/or
receiving, storing, etc., in order to enhance both the educational opportunities for our
students and the business operations of the district.
These computer systems are business and educational tools. As such, they are made
available to Board employees for business and education related uses. The
Administration shall develop regulations setting forth procedures to be used by the
Administration in an effort to ensure that such computer systems are used for appropriate
business and education related purposes.
Monitoring
The system administrator and others managing the computer systems may access email or
monitor activity on the computer system or electronic devices accessing the computer
systems at any time and for any reason or no reason. Typical examples include when
there is reason to suspect inappropriate conduct or there is a problem with the computer
systems needing correction. Further, the system administrator and others managing the
computer systems can access or monitor activity on the systems despite the use of
passwords by individual users, and can bypass such passwords. In addition, review of
emails, messages or information stored on the computer systems, which can be
forensically retrieved, includes those messages and/or electronic data sent, posted and/or
retrieved using social networking sites.
Incidental Personal Use
Incidental personal use of the computer systems may be permitted solely for the purpose
of e-mail transmissions and access to the Internet on a limited, occasional basis. Such
incidental personal use of the computer systems, however, is subject to all rules,
including monitoring of all such use, as the Superintendent may establish through
regulation. Moreover, any such incidental personal use shall not interfere in any manner
with work responsibilities.

No Expectation of Privacy
Users should not have any expectation of personal privacy in the use of the computer system or other electronic devices that access the computer system. Use of the computer system represents an employee’s acknowledgement that the employee has read and understands this policy and any applicable regulations in their entirety, including the provisions regarding monitoring and review of computer activity.

Acceptable Computer Network Use
Introduction
Computers, computer networks, electronic devices, Internet access, and electronic mail
are effective and important technological resources. The Board of Education has
installed computers, a computer network, including Internet access and an e-mail system,
and may provide electronic devices that access the system, such as personal laptops,
Smartphones, I-Pads or other tablet computers, I-Phones, Androids or other mobile or
handheld electronic devices, to enhance the educational and business operations of the
district. In these regulations, the computers, computer network, electronic devices,
Internet access and e-mail system are referred to collectively as "the computer systems."
These computer systems are business and educational tools. As such, they are being
made available to employees of the district for district-related educational and business
purposes. All users of the computer systems must restrict themselves to appropriate
district-related educational and business purposes. Incidental personal use of the
computer systems may be permitted solely for the purpose of e-mail transmissions and
similar communications, including access to the Internet on a limited, occasional basis.
Such incidental personal use of the computer systems is subject to all rules, including
monitoring of all such use, set out in these regulations. Moreover, any such incidental
personal use shall not interfere in any manner with work responsibilities.
These computer systems are expensive to install, own and maintain. Unfortunately, these
computer systems can be misused in a variety of ways, some of which are innocent and
others deliberate. Therefore, in order to maximize the benefits of these technologies to
the district, our employees and all our students, this regulation shall govern all use of
these computer systems.
Monitoring
It is important for all users of these computer systems to understand that the Board of
Education, as the owner of the computer systems, reserves the right to monitor the use of
the computer systems to ensure that they are being used in accordance with these
regulations. The Board of Education intends to monitor in a limited fashion, but will do
so as needed to ensure that the systems are being used appropriately for district-related
educational and business purposes and to maximize utilization of the systems for such
business and educational purposes. The Superintendent reserves the right to eliminate
personal use of the district’s computer systems by any or all employees at any time.
The system administrator and others managing the computer systems may access email or
monitor activity on the computer system or electronic devices accessing the computer
systems at any time and for any reason or no reason. Typical examples include when
there is reason to suspect inappropriate conduct or there is a problem with the computer
systems needing correction. Further, the system administrator and others managing the

The computer systems are expensive for the Board to install, operate and maintain. For
that reason alone it is necessary to prevent misuse of the computer systems. However,
there are other equally important reasons why the Board intends to monitor the use of
these computer systems, reasons that support its efforts to maintain a comfortable and
pleasant work environment for all employees.
These computer systems can be used for improper, and even illegal, purposes.
Experience by other operators of such computer systems has shown that they can be used
for such wrongful purposes as sexual harassment, intimidation of co-workers, threatening
of co-workers, breaches of confidentiality, copyright infringement and the like.
Monitoring will also allow the Board to continually reassess the utility of the computer
systems, and whenever appropriate, make such changes to the computer systems as it
deems fit. Thus, the Board monitoring should serve to increase the value of the system to
the district on an ongoing basis.
Expectation of Privacy
Employees must understand that the Board has reserved the right to conduct monitoring
of these computer systems and can do so despite the assignment to individual employees
of passwords for system security. Any password systems implemented by the district are
designed solely to provide system security from unauthorized users, not to provide
privacy to the individual system user.
The system's security aspects, message delete function and personal passwords can be
bypassed for monitoring purposes.
Therefore, employees must be aware that they should not have any expectation of
personal privacy in the use of these computer systems. This provision applies to any and
all uses of the district’s computer systems and electronic devices that access same,
including any incidental personal use permitted in accordance with these regulations.
Use of the computer system represents an employee’s acknowledgement that the
employee has read and understands these regulations and any applicable policy in their
entirety, including the provisions regarding monitoring and review of computer activity.

Acceptable Computer Network Use
Prohibited Uses
Inappropriate use of district computer systems is expressly prohibited, including, but not
limited to, the following:
Sending any form of solicitation not directly related to the business of the
Board of Education;
Sending any form of slanderous, harassing, threatening, or intimidating
message, at any time, to any person (such communications may also be a
crime);
Gaining or seeking to gain unauthorized access to computer systems;
Downloading or modifying computer software of the district in violation
of the district's licensure agreement(s) and/or without authorization from
supervisory personnel;
Sending any message that breaches the Board of Education's
confidentiality requirements, including the confidentiality rights of
students;
Sending any copyrighted material over the system;
Sending messages for any purpose prohibited by law;
Transmission or receipt of inappropriate e-mail communications or
accessing inappropriate information on the Internet, including vulgar, lewd
or obscene words or pictures;
Using computer systems for any purposes, or in any manner, other than
those permitted under these regulations;
use of another individual’s passwords;
sharing passwords;
vandalizing any system components;
sending network-wide non-business related emails, e.g. jokes, chain
letters, advertisements; and
Using social networking sites such as Facebook, Twitter, MySpace and
LinkedIn in a manner that violates the Board’s Social Networking policy.

In addition, if a particular behavior or activity is generally prohibited by law and/or
Board of Education policy, use of these computer systems for the purpose of carrying out
such activity and/or behavior is also prohibited.
Effective Computer Practices
Employees will engage in effective and efficient computer practices as follows:
Log out when leaving a workstation; and
Maintain the confidentiality of your system password.
Electronic Communications
The Board expects that all employees will comply with all applicable Board policies and
standards of professional conduct when engaging in any form of electronic
communication, including texting, using the district’s computer system, or through the
use of any electronic device or mobile device owned, leased, or used by the Board. As
with any form of communication, the Board expects district personnel to exercise caution
and appropriate judgment when using electronic communications with students,
colleagues and other individuals in the context of fulfilling an employee’s job-related
responsibilities.
Disciplinary Action
Misuse of these computer systems will not be tolerated and will result in disciplinary
action up to and including termination of employment. Because no two situations are
identical, the Board reserves the right to determine the appropriate discipline for any
particular set of circumstances.
Complaints of Problems or Misuse
Anyone who is aware of problems with, or misuse of these computer systems, or has a
question regarding the appropriate use of the computer systems, should report this to his
or her supervisor or to the Superintendent of Schools.
Most importantly, the Board urges any employee who receives any harassing,
threatening, intimidating or other improper message through the computer systems to
report this immediately. It is the Board's policy that no employee should be required to
tolerate such treatment, regardless of the identity of the sender of the message. Please
report these events!

Acceptable Computer Network Use
NOTICE REGARDING ELECTRONIC MONITORING
[To be posted in a conspicuous place
readily available for viewing by employees]
In accordance with the provisions of Connecticut General Statutes Section 31-
48d, the Board of Education hereby gives notice to all its employees of the potential use
of electronic monitoring in its workplace. While the Board may not actually engage in
the use of electronic monitoring, it reserves the right to do so as the Board and/or the
Administration deem appropriate in their discretion, consistent with the provisions set
forth in this Notice.
"Electronic monitoring," as defined by Connecticut General Statutes Section § 31-
48d, means the collection of information on the Board's premises concerning employees'
activities or communications, by any means other than direct observation of the
employees. Electronic monitoring includes the use of a computer, telephone, wire, radio,
camera, electromagnetic, photoelectronic or photo-optical systems. The law does not
cover the collection of information (A) for security purposes in any common areas of the
Board's premises which are open to the public, or (B) which is prohibited under other
state or federal law.
The following specific types of electronic monitoring may be used by the Board
in its workplaces:
Monitoring of e-mail and other components of the Board's computer systems,
including monitoring of electronic devices such as PDAs, Smartphones,
mobile or handheld devices that access the computer systems, for compliance
with the Board's policies and regulations concerning use of such systems.
Video and/or audio surveillance within school buildings (other than in
restrooms, locker rooms, lounges and other areas designed for the health or
personal comfort of employees or for the safeguarding of their possessions),
on school grounds and on school buses and other vehicles providing
transportation to students and/or employees of the school system.
Monitoring of employee usage of the school district's telephone systems.
The law also provides that, where electronic monitoring may produce evidence of
misconduct, the Board may use electronic monitoring without any prior notice when the
Board has reasonable grounds to believe employees are engaged in conduct that (i)
violates the law, (ii) violates the legal rights of the Board or other employees, or (iii)
creates a hostile work environment.

JJIS Students Raise Funds for Equipment
Jack Jackter Intermediate School students participated in their annual Jog-A-Thon on May 29, 2014. The purpose of the event is to promote wellness through physical activity and raise funds in support of both physical education and recess equipment. Throughout the month of May the students collected donations from sponsors. Several JJIS staff members participated as they supervised the children as they ran, jogged, or walked a designated track around school field for 25 minutes. The collaborative effort by the students raised $2,805.50 to make the event a huge success.
