  • COLISEUM AREA SPECIFIC PLAN

    On March 11th, the Planning Commission unanimously recommended the City Council adopt the Coliseum Area Specific Plan (CASP) and related actions, and certify the Environmental Impact Report.

    On March 24th, the Community & Economic Development Committee of the City Council recommended the City Council adopt the Plan and related actions, and certify the EIR. An alternative zoning map was proposed by the CED.

    Up to three new multi-functional sports and entertainment venues, along with new hotels, restaurants, and retail

    Increased opportunities for existing businesses in the Coliseum area

    Up to 20,000 new jobs

    Up to 8 million square feet of new commercial and business space

    Up to 5,750 housing units

    Up to 875 new hotel rooms

    Up to 25 acres of new parks, trails and restored natural habitat

  • COLISEUM AREA SPECIFIC PLAN

    Development with the Plan includes:

    20,000 new permanent jobs , across a wide-range of industries

    • 50% of the new permanent jobs estimated to be entry-level, mid-level and blue-collar occupations not requiring higher education

    • Plan focuses on retaining existing businesses, and increasing traditional employment sectors

    • Local hiring and job-training policies

    24,000 temporary construction jobs are estimated to be created

    2,300 current jobs could be lost if all three sports teams leave

    Most of the Plan Area is mapped in the Land Use and Transportation Element (LUTE) of the Oakland General Plan:

    • “Community Commercial” (Coliseum BART)

    • “Regional Commercial” (Coliseum District and Hegenberger Corridor)

    • “Business Mix” (Airport Business Park)

    Sub Area E is in Estuary Policy Plan - ”Light Industrial 3” , “General Commercial 2” and “Parks”

    To allow the envisioned developments, the following lists the originally proposed General Plan map amendments and a proposed correction:

    • Change San Leandro Street to “Community Commercial"

    • Change north Business Park and Oakport Street I-880 frontage to “Regional Commercial”

    • CED recommended consideration of an alternative zoning map: D-CO-3 zone would be mapped at the San Leandro waterfront (the City’s corporation yard) instead of the D-CO-4 zone, which conditionally permits residential uses.

    • D-CO-3 prohibits residential uses and conditionally permits hotel uses.

    • No other changes were proposed by CED.

    Corrections to CEQA Findings•Staff recommends the Council accept minor typographical changes to CEQA findings

    #37 and #63:

    • #37 Land 7 (ALUCP Compatibility) Development of the Coliseum District could fundamentally conflict with the structural height criteria of the Oakland International Airport Land Use Compatibility Plan (ALUCP). Mitigation Measure Land-7A provides that no structures that exceeds 159.3 feet above mean sea level or otherwise exceeds the applicable Part 77 surfaces of the Oakland International Airport Land Use Compatibility Plan, or which exceed 200 feet above the ground level of its site, will be approved by the City unless such a structure has been reviewed by the FAA in accordance with Federal Aviation Regulations (FAR) Part 77 and the City receives...

    • #63. Trans-88 (Air Traffic Patterns): Development under the proposed Project could result in a change in air traffic patterns, including either an increase in traffic levels or a change in location that results in substantial safety risks.     •Consider first reading of the Ordinance, adopting new zoning and selecting a preferred zoning map.

    •Specify April 21st Council hearing as date of the second reading of the Ordinance
