National Library is the custodian of the creative works of the nation as well as conservator and preserver of the nation's history, heritage and culture. In fact, a National Library acts as the barometre of a country's scholarship, as a mirror of its cultural heritage and also as the apex of its library system. The National Library of Bangladesh was established under a special order of the government soon after the liberation of the country.Before independence, there was a branch of the Central Library of Pakistan in Dhaka that started functioning from September 1967 and was designated as 'Books and Newspapers Collection Branch'. Thus its duty was to procure books and newspapers published from the erstwhile East Pakistan. This was the predecessor of the National Library of Bangladesh. However, the National Library practically started functioning from 1973.

Though the National Library had a humble beginning but soon it assumed the characteristics of an important centre of learning both in national and international sense. It started collecting all important national and many international publications on various subjects, particularly history, politics, culture, administration, science, medicine and technology. It put particular emphasis on collecting all documents and publications relating to the land and people of Bangladesh both from home and abroad. Consequently, it has become the largest repository of paper materials in Bangladesh regarding the nation’s history and heritage.  

In 1973 the Government placed the National Library of Bangladesh under the care of the Directorate of Archives and Libraries with necessary organisational changes. At present (2002) the Directorate is under the jurisdiction of the Ministry of Cultural Affairs.

At the beginning, the National Library was housed in a rented building in Dhaka at 103 Elephant Road, then at 106 Central Road (also rented) and finally in 1985 it was moved to its own building constructed by the Government at Agargaon, Sher-e-Banglanagar, Dhaka.The principal functions of the National Library of Bangladesh are as follows: 1) to collect and preserve all publications within the country in accordance with the Bangladesh Copyright Act, 1974 (amended 2000),

to manage them properly and make them available to the readers and researchers; 2) to prepare and publish a national bibliography; 3) to act as the guardian of all the libraries in the country; 4) to make contact with all the libraries home and abroad and share and exchange resources and information with all of them; 5) to prepare and publish an index of all the editorials and important articles published in the national dailies; 6) to assist and co-operate for the development of the library science and information service; 7) to prepare and publish a library directory; 8) to allocate International Standard Book Numbers (ISBN); and 9) to prepare and publish a Union Catalogue for Bangladesh.

The National Library of Bangladesh has several sections namely the Bibliography Section, Library Section, Binding Section, Processing Section, Computer Section and Microfilm Section. It has undertaken an automation programme for its collection and information through Foxpro, Visual Foxpro and CDS/ISIS systems. A scanning programme through computer has also been adopted for preserving many rare books and documents.

It has also undertaken a microfilming programme for conserving rare materials especially the old newspapers. For this purpose it has very recently acquired a modern microfilm unit with computerised camera, a data processor, microfilm reader and printer.

Collection and preservation The National Library has a collection of some 400,000 books including rare books and manuscripts and about 100,000 copies of learned journals collected from various sources. The collection of journals is one of the major items of its acquisition programme. The Library has also received a large collection of rare books, journals and manuscripts from individuals as donations. It has also collected old daily newspapers, books and magazines from various government agencies and foreign sources like UNESCO, World Bank and ILO.

The Library has a good collection of Urdu, Arabic and Persian books as well as manuscripts and a large number of old maps of Bangladesh and that of the Indian subcontinent.

All the collections of the National Library are preserved in a seven-storied air-conditioned stack block equipped with modern facilities.The National Library has various reader services and other facilities. It has four large Reading Rooms

covering an area of some 743.22 sq m. It also has a temporary Exhibition Hall and a 300-seat capacity air-conditioned auditorium.

The National Library organises special exhibitions, seminars and symposia for all kinds of readers and users of the library, both children and adults, on a regular basis. Besides, it takes part in all national book fairs as well as in other relevant exhibitions within the country.

Although the National Library within the short period of its existence has successfully carried out its responsibilities, yet it is handicapped by the absence of any legislation in the country regarding the administration and development of libraries. An effort has recently been made to pass a new legislation in this connection. Meanwhile, the libraries including the National Library of Bangladesh are at present being run in accordance with the existing laws and usage of the country, inherited from the colonial rule which are not adequate enough to cope with the ever-changing socio-cultural environment of a newly independent country.

The National Library is headed by the Director of the Directorate of Archives and Libraries and has some 40 officials and staff. At present the National Library is situated in 32, Justice SM Murshed Road, Agargaon, Dhaka. Except Weekly and government holidays, it remains open from 9 am to 5 pm everyday. [Sharif Uddin Ahmed]

A brief History of NLB

After the partition of the sub-continent in 1947 the Government of Pakistan established the National Library of Pakistan in Karachi in 1962 and a provincial book Deposit Branch of the Pakistan National Library was established in Dhaka in 1967. In fact that book deposit branch is the embryo of the National Library of Bangladesh which came into being after the independence of the country in 1971. After the Liberation War of Bangladesh it was keenly felt by all quarters that a National Library iss indispensable for the newborn nation. resolved to set up the National Library of Bangladesh in Dhaka. The Library started functioning with the manpower and resource materials inherited from the Provincial Book Deposit Branch in Dhaka. Later on, in 1972 the two national Wings namely (i) The National Archives of Bangladesh and (ii) The National Library of Bangladesh started functioning in the name of the Directorate of Archives and Libraries under the Sports and Culture Division, Ministry of Education. The construction proposal of National Library Building was approved in country’s ever first Five year plain and the Foundation Stone was laid in 1978 on top priority basis. Accordingly the own building for the National Library of Bangladesh was built in 1985 and the Library was shifted in 1986 to its new place called The Jatiya Granthagar Bhavan. (The National Library Building) at Agargaon Sher-e-Bangla Nagar, Dhaka. Pro. Dr. Mazharul Islam is the Architect of NLB Bhaban.

NLB Building: The Foundation stone of the National Library Building was laid down in 1978, construction of the Building was completed in 1985 and the National Library started functioning in its own New Building in 1986.

Wing Activities: All technical/professional activities relating to National Library of the Directorate are coordinated through Chief-Bibliographer/Deputy Director as the head of the library wing.

Manpower Strength: The total number of approved posts is 63, including Director and establishment section (Chief Bib/Deputy Director - 1. Officers- 6 and Staff- 55.

Book purchase Allocation: Yearly budget allocation for Foreign and local Books Purchase of National Library Tk. 40 Lacs.Rules, Regulation and Law Concerning NLB: National Library enjoys and exercises the power of Legal deposit regulation under the Copy Right Law of the Country. The National Library Law of its own is Under Govt. Process.

Collection Items: Intellectual property (Printed) i.e. Books, Journal, News Paper ,Magazine, Manuscript, Puthi, Map, first Published research oriented foreign Books, Books written by Non Resident Bangladeshi (NRB), and any Books Published in abroad Pertaining to Bangladesh etc.

Total Collection: Approximate Collection number of National Library is about 5 Lacs, however the number of processed and useable titles are more than 2 lacs.

Revenue Income: National Library is a revenue earning govt. wing . About 5 Lac taka per year is earned as revenue from various sources of NLB e.g. membership

fee, renewal of membership card, photocopy services and library auditorium renting etc. The realized amount is deposited to the concerned head account of the govt. through stipulated process.

Machinery and Equipment: NLB has acquired 6 scanners, 2 servers, 3 photocopy, Machine, one Audiovisual set, C.C.T.V. Intercom system, projector, automatic fire protection, Access control door system etc.

Website: Directorate of Archives and Libraries has its own website where NLB is our of two wings. However, another dynamic Website is at final stage which will be exclusively for the National Library of Bangladesh.

Software: The National Library of Bangladesh has adopted 2 two Software i.e. koha for integrated Library systems and services and Greenstone for online Library System Services.

Training: All officers and 32 nos staff members of National Library have undertaken in house professional refresher Training course on various topics from Jan-June 2013.

Collection

Collection: The Collection of Bangladesh National Library (NLB) is the nation’s pride. The principal characteristics of its collection are that it covers all major disciplines and branches of human knowledge i.e. Literature, Cultural Heritage, History, Arts, Archaeology, Science and Technology, Medical Science, Engineering, Economics, Agriculture, Library and Information Science, Management, Development Administration, Environment, Woman Affairs, HRD, Law, Service, Rule, etc. The Collection is preserved in scientific manner. In addition to country’s all possible new publications published in Bangladesh every year, the library use to acquire foreign books especially on Asian countries and more specific related to South Asian Studies. The library enriches its collections by various means i.e. acquiring publication under copyright act, purchase, institutional/personal donations, complimentary copies, etc.

Preservation & Conservation:One of the basic functions of the National Library is to Preserve and conserve its collection in scientific manner for convenient use of Present and the future generations. For these purposes there is a separate Binding section for physical, chemical, conservation of collection.

Reader Service: NLB provides reader services. It has three large size Ac. reading rooms (one for Bengali Materials, one for English Materials and one for Newspapers).

Reference Service: National Library provides reference services from its multidimensional Character of National Collections to researchers, citizens and various reference information needing institutions.

Bibliographical Service: National Library provides Bibliographical services on request to the potential research scholars of various universities/institutions or to the personal level.

Photocopy Service: Research category Members of the National Library can avail photocopy service for research purpose at the rate of Tk.2.00 per impression for books, Tk.3.00 per impression for records/reports and Tk.5.00 per impression for Newspapers (Unbound issues)

ISBN Service: To recognize our books Nationally and Internationally, ISBN allocation service is provided by the concerned publishers and individual authors from the National Library as per stipulated policies of the ISBN .Authority, London. Bangladesh is to pay ISBN Subscription to ISBN authority, but National Library does not take any fee from the ISBN allotted

Internet Searching and E-mail Browsing Service: NLB provides internet searching and e-mail, browsing service to the researchers and potential users.

Microfilm Reading Service: Microfilm reading services are given in some selected subject areas to the concerned research scholars in the light of the requirement.

Map Service: One of the important services to the users is map reading services, This service is Provided under special arrangement only to the research category users.

Lending Service: Generally, there is no lending of books in NLB. However, government offices, agencies libraries, institutions as exception can avail lending facilities for official purpose upon a formal letter from the chief of the organization to the Director of the Directorate of Archives and Libraries .

Utility Service: NLB has one 300 seated A.C. Auditorium for its own occasional usage .However interested and relevant persons/organizations can use this auditorium on payment basis obeying the stipulated procedure of the Government.

Usually, books in such libraries are for reference only. Services of the National Library of Bangladesh:

1. Reader Service: NLB provides reader services. It has

three large size air-conditioned reading

rooms (one for Bengali Materials, one for English

Materials and one for Newspapers).

2. Reference service: National Library provides

reference services from its multidimensional

character of National Collections to researchers,

citizens and various reference information

needed to the Institutions. According to 2014-15 annual

report of NLB, 15,895 users, researchers

and information seekers are provided information and

reference services.

3. Bibliographical service: National Library provides

Bibliographical services on request to the

potential research scholars of various

4. Photocopy service: Research category members of

5. One stop ISBN service: To recognize the books

nationally and Internationally, ISBN

allocation service is provided to the concerned

publishers and individual authors from the

National Library as per stipulated policies of the ISBN

Authority London.

book service in NLB. However,

government offices, agencies, libraries, institutions as

10. Utility service: NLB has an air-conditioned

auditorium with 300 seated capacities for its

own occasional use. However, interested and relevant

persons/organizations can use this

auditorium on payment basis following some

procedures of the Government.

Some recent activities:

Data entry on KOHA software established under the Integrated Library System.

Collecting research related 294 books from both domestic and foreign countries

under the government funds. 4029 new publications have been collected

under the copyright law in 2014-15 years. Updating the list of news papers.

Establishment of CC camera at 16 points for the security of library collections.

Audio-visual equipments are established to bring up the activities of the national

library to people. The reading rooms are upgraded by establishing 3 desktop

computers with internet connectivity to provide e-learning facilities, 3 air-

conditioners in 3 reading rooms. Automation process has been started to

complete the digitization of the library where meta–data entry is cont on Green
