TECHNICAL NOTES

On May 27th, 2021 CDLE announced revisions to both regular UI and PUA claims data via the weekly UI press

release. These revisions covered both initial and continued claims and spanned the week ending January 16th,

2021 to the week ending May 8th, 2021. The systematic adjustments to regular UI and PUA claims attempt to

account for fraudulent activity within those programs. Similar revisions for periods prior to the launch of

MyUI+ are not possible given the switch in UI systems. As such, regular UI and PUA initial and continued claims

data for the week ending January 16th and onward should be treated as a series break. Pandemic Emergency

Unemployment Compensation (PEUC) continued claims data remain unchanged.

The Pandemic Unemployment Assistance (PUA) and Pandemic Emergency Unemployment Compensation

(PEUC) programs were both established through the CARES Act in early 2020. The programs, originally set to

expire on December 26, 2020, were extended through mid-March 2021 via the Continued Assistance Act. With

the start of the Phase 1 rollout on February 1st, PEUC and PUA claimants who had a monetary balance on their

claim on December 26th were able to reopen their respective claim. Continued claim data will look distorted

for a period of time, as these individuals are able to backdate their claims to December 27th, which will show in

the data as multiple weeks claimed for a single week. However, the chart on page 12 attempts to estimate the

number of individuals requesting payment within a given week (starting the week ending February 6th). For

information on additional program rollouts, go here. With the passage of the American Rescue Plan on March

11th, 2021, the PUA and PEUC programs have been extended through September 4th, 2021.

Similar to PUA and PEUC, the Federal Pandemic Unemployment Compensation (FPUC) program – which

provided eligible claimants an extra $600 per week in benefits – was established through the CARES Act and

expired at the end of July 2020. Via the Continued Assistance Act, FPUC was extended from December 27,

2020 to mid-March 2021, and will provide eligible claimants an extra $300 per week in benefits. FPUC

payments were available to eligible claimants starting the week ending February 6th. With the passage of the

American Rescue Plan on March 11th, 2021, FPUC payments of $300 per week have been extended through

September 4th, 2021.

The April 2021 implementation of the ID.me identify verification requirement will alter the number of

continued weeks claimed and benefit payment amounts, compared to the weeks and months prior. These

impacts can be observed in a few UI programs, starting the week ending April 3rd (for continued claims) and

week ending April 10th (for benefit payment amounts).

Restart of PUA, after implementation of Continued Assistance Act guidance within MyUI+. Per USDOLguidance, PUA  initial claims have been revised from previously reported. These revised figures now only reflect those filing a new PUA claim or those who had intervening employment between active gaps withinthe PUA program. The claims that were removed fromthe previously reported numbers were existing PUA claims that had a break in filing that was not relatedto new employment and were subsequently reopenedwhen programming became available to do so.

Colorado Federal Pandemic Unemployment Compensation (FPUC) Benefit Amounts Paid

Source: Colorado Department of Labor and Employment**This chart reflects benefits payment amounts for the Federal Pandemic Unemployment Compensation (FPUC) program, which, as part of the CARES Act, provided eligible claimants an extra $600in federal benefits each week through July 25, 2020.  FPUC, which was reestablished via the Continued Assistance Act (CAA) and extended again through the American Rescue plan, will provide eligible claimants an extra $300 in federal benefits each week through September 4th. Starting with the week ending February 6, 2021, FPUC payments stem from the extension of the program through the CAA. FPUC amounts  for week ending 4/25/20 include backdated  benefits prior to the week of April 25th. Some FPUC payments were received after July 25th due to a claimant's payment request schedule and/or backdated payments throughout the second half of 2020. FPUC amounts in February 2021 include backdated benefit prior to the week ending 2/6/21 to 12/27/20.
