You’re On-scene
RESOURCE STATUS
North County Fire District• ME 1111 (your engine) Type 1 On-scene• ME 1112 Type 1 On-scene• E 1114 Type 1 On-scene• BC 1105 30 minutes
Give Initial Radio Report
1. Declare arrival on-scene and confirm incident location
2. Recommend Level of Delegation/Supervision: e.g., Branch, Division, Group, Task Force, or maintain your single resource identifiers
3. Confirm jurisdiction (if applicable)
4. Identify/confirm incident type
Questions Affecting your Size-up
1. Where is the fire burning?
2. What are the fuels?
3. How will the weather affect the fire?
4. What is the topography in that area?
5. Will the topography or weather require/allow for specialized resources?
6. What does the smoke column tell you?

Give Follow-up Report
• Estimate size of the fire• Define wind speed and
direction• Identify fuel type involved• Define the topography• Define rate and direction of
spread• Identify hazards and special
conditions• Provide instructions to
incoming resources• Identify additional resources
needed• Describe incident potential

Plan of Action
• Consider Incident Priorities– Life Safety, Incident Stabilization, Property/Environmental
Preservation/Conservation
• Determine Objectives– Management, Control “Build the Box”
– Is there a Pre-Incident Plan?
– What’s your fire behavior forecast?
• Formulate Strategy (Mode of Operation)
– Offensive, Defensive, Combination
• Develop Tactics– Structure Defense, Perimeter Control

Continue to Evaluate Your Plan
• Has your strategy or mode of operation changed?
• Are your tactical actions still correct?• What are your structure defense tactics?• What are your perimeter control tactics?• Is the plan working, are your objectives being
met?
Incident Potential
• How big do you think this incident will become?
• How many resources will this incident take to contain and control?
• What is the predominant factor spreading the fire: Weather, Topography, Fuels?

Transfer Command
• Complete a ICS Form 201, Incident Briefing
• Determine what information you will provide during a briefing for a transfer of command
• Provide a briefing and a completed ICS Form 201 to an incoming officer
