William l'enn was familiar with this part of America because he had served as a trustee of West New Jersey, helping there to devise a system of government which respected the liberty of man. He asked for this land, and it waa given him because of obligations owed to his father by King Charles.

Our guest is Mr. Everett Miller of Kennett Square. He is the director of the world-famous Longwood Gardens. Mr. Miller at this time will join the Speaker of the House at the rostrum. He will explain the gift and its importance to this House as we celebrate the 300th anniversary of Pennsylvania's founding by William Penn. Mr. Miller.

Within that constitution Penn set forth the right of citizens to select those who would serve as lawmakers. From that assembly of free men came this House of Representatives in which we serve.

During this session we will have an opportunity t o commemorate a series of dates which mark the 300th anniversary of major developments in the formation of government.

it is my understanding that a bipartisanly sponsored resolu- tion will be presented here today for consideration. That reso- lution will propose that a special committee of the House be created to determine appropriate involvement o f the House in

King Charles tried to make the grant to William Penn, the fact of the matter is he wanted to get rid of him. He was trou- blesome to the kina. Had he been a commoner, his head

There is hardly one frame of government in the world so designed by its founders, that in good hands would not do well enough ... and the best in i l l hands can d o nothing that is great or good; Governments, like clocks, go from the motion men give them, and as governments are made and moved by men so by them they are ruined too. Let men be good, and the govern- ment cannot be bad.

Mr. Speaker, in this year, 1981, let Us take this good government and d o good things for the people of Perm- sylvania. Thank you, Mr. Speaker.

The Chair recognizes the minority leader and extends to him the same apology.

Mr. IRVIS. Noapology is necessary. he minority leader is delighted to serve under a Speaker

who obviously has a sense of history and a scholarly knowl- edge of the history of this Commonwealth, and that is not said in any other vein except seriously. A people who fail to recognize their history may have no future, for it is rooted in the past the entire future of this Commonwealth.

It is an interesting thing to me, as I go back in the years to the founding of this Commonwealth, to reflect over the fact that it was founded by a convict, for that is precisely what William Penn was. He was one of those people for whom we build prisons, and he was in fact imprisoned for his beliefs. It is interesting for me to reflect over the fact that as noble as

would have rolled. He was the son of a prominent admiral and an extremely important political family in England, and the king did not know how to handle him, so he was delighted when it was suggested that William Penn would be pleased to settle on the far shores of America. The king never knew what he was instituting and probably did not care.

William Penn had one great attribute which I would emphasize to you here today. In all of his writings you can find this strong thread. He was fond of saying, where men can reason together, they can reconcile their differences, or i f they cannot reconcile their differences, they can live with them amicably. Now hear that, because I said the same things at this microphone only about 2 weeks ago. Where men can reason together, they can reconcile their differences, and if they cannot reconcile them, they can live amicably with them. That is the very basis, the very foundation for a democracy. Without it there is chaos. Without it the darkness of the dictatorship comes on.

We must always in this House of Representatives and in this Commonwealth of sober and industrious people learn to reason together, to reconcile our differences by reason, as William Penn has instructed us, and if we cannot reconcile those differences, at least live amicably with them. Thank you, Mr. Speaker.

Mr. PITTS. Mr. Speaker, in conjunction with our responsi- bilities under HR 237 of last session, working with the gentleman from Lehigh, Mr. Zwikl, and others, I have prepared a citation and a resolution which is on each member's desk at this time. The document, if approved by this House, will be presented to the House of Commons of the United Kingdom in observance of our common heritage with that body. ~t is my good fortune in the past to have built a friendship with the Honorable George Thomas, Speaker of the House of Commons, and I have suggested to him that we exchange resolutions between our bodies this year. Speaker Thomas is pursuing that subject. In the meantime, under date of I2 February 1981, he requested that this Pennsylvania House of Representatives be notified of his good wishes. In part his letter read, and I quote: "I should be most grateful if you would convey my heartfelt wishes to the General Assembly of your great Commonwealth. I am always very mindful that the founders of Pennsylvania were people of sturdy and independent spirit who had the love of liberty in their blood. Long may your Assembly prosper."

In the Pennsylvania House of Representatives, WHEREAS, March 14, 1981 is the 300th anniversary of the

founding of the Commonwealth of Pennsylvania by a grant of land from King Charles I1 of England to William Penn; and

WHEREAS, William Penn used this gift of land to serve humanity through development of self-government marked by a system of law and justice free of coercion because of religious views and the right of all men to equal treatment under law regardless of their circumstances of birth; and

WHEREAS, in becoming a prime mover of English and Amer- ican freedom, William Penn made use of the fundamental struc- lure of law developed by England through many centuries and gave to his nation and the people of Pennsylvania and America a common and enduring relationship; and

WHEREAS, The United States of America to which Penn- sylvania has contributed so much of its formulation and mainte- nance, and the United Kingdom of England, have become insepa- rahle allies in the cause of defending and preserving the sacred right of mankind to live in freedom; and

WHEREAS, It is appropriate that the Pennsylvania House of Representatives note its inheritance of common governmental ancestry with the British House of Commons on this 300th anniversary of King Charles 11's grant of land to William Penn; therefore be it

RESOLVED, That the House of Representatives of Penn- sylvania extend to the British House of Commons a full measure o f recognition of mutual heritage, its pledge of friendship and mutual service to the enduring cause of self-government, and its wishes for all future time; and be it further

Mr. Speaker, I did see the material on the desks today and the memo and the ribbon, and I think that all that is quite positive; and we have in Philadelphia what began as an effort which 1 thought, and I still think, is very positive, very unifying in terms of the concern for life.

However, I recognize in the memo today that the resolution which was passed here and which I also signed without

the Council o f State Governments. I would ask that Mr. Pott introduce Mr. Moynahan. Mr. POTT. It gives me great pleasure to introduce a

gentleman whom 1 have worked with for the past 4 years in the Council of State Governments on the Northeastern Economic Task Force, and who has done more for Penn- sylvania in helping fight for significant unemployment compensation reform for our state as well as his, as many people from this state have.

As I look out on this body, it reminds me so much of our Connecticut House. I think the houses of government, certainly in the eastern region, are so very similar, both in their operation and the makeup of their members. One of my responsibilities for my year as chairman of the eastern region is to tour the various states t o get an idea of the i~sues that are important for the Council o f State Governments to study, as well as to address our common areas of concern.

This year, coming here to Pennsylvania, I find out that you have so many of the same problems. We are all dealing with hazardous waste; we are all dealing with the fiscal crunch. The only thing that is different is that yours seem to have an extra zero in terms of what our experience in Connecticut is.

During the past several weeks, we have been to Albany; we have been to Concord: we have been to Boston, and it is nice t o be here in Harrisburg. George Pott has been a stellar member of our Economic Affairs Task Force. We have had the opportunity today to meet with your majority leader, your Governor, your Speaker, and it is a pleasure to be here in the hall of the House.

I wish you all well. We appreciate your past support of the Council of State Governments and we look forward t o your input in the future. Thank you very much.

WHEREAS, Gregory Adams, Saxonburg Police Chief, lost his life in the line of duty on December 4, 1980; and

WHEREAS, Chief Adams graduated from Har-Brak High School, Wisconsin State University and received a master's degree in criminology from Indiana State University of Penn- sylvania. He worked with the Washington, D. C. Metropolitan Police Department as an undercover narcotics agent and uniformed patrolman prior to joining the Saxonburg Police Force as a patrolman. Chief Adams was highly respected and admired by many people as representing the finest in American life; now therefore be it

RESOLVED, That the House of Representatives of the Commonwealth of Pennsylvania notes with sadness the passing of a man who dedicated his career in law enforcement to making his community a better place in which to live and extends its sympathy to his wife, Mary Ann, and sons. Benjamin and Gregory; and be it further
