• Examines each segment of the National Highway System
(NHS) during four time periods
– Weekdays 6a to 10a; 10a to 4p; and 4p to 8p
– Weekends 6a to 8p
• Measure is a ratio of person miles traveled on a reliable
segment of the NHS compared to all person miles
traveled on the NHS
• A segment is determined to be unreliable if the reliability
is worse than 1.50 for one or more time period
– Meaning that to arrive on time 80% on of trips a traveler would
need to budget 50% more travel time compared to a typical trip

• More time and data are necessary to better capture ‘person’
miles traveled
– Bus ridership, vehicle occupancy – HOT lanes versus general
purpose
• Federal measure may mask improvement in very
unreliable areas
– Improving ‘buffer index’ from 3.2 to 1.7 would not register any
improvements
• Federal measure may be misleading as all person miles
from a road segment road are considered ‘unreliable’
even if only one of the four time periods is unreliable

UNDERGROUNDING OF UTILITIES

• Past Policy
• Prior to repeal of the Urban funding formula (§33.2-348) on July 1,
2016, the VDOT policy for placing aerial utilities underground was
created at the request of several municipalities.
• §33.2-348 which created the Urban funding formula was also the law
that FHWA relied upon to allow federal participation in the
undergrounding of utilities.
• This policy only applied to urban formula projects in cities and towns
and Arlington County. These projects utilized the urban allocation to
cover the project cost portion of undergrounding utilities.

• Past Policy
• Originally there was a cap on undergrounding costs of $4 million
• 50%-50% cost split between project funds and municipality supplied funds reimbursed
to VDOT based on the actual cost incurred less the theoretical aerial replacement cost
• The cap was subsequently raised to $10 million
• 50%-50 split with a maximum of $5 million project funding in 2000.
• The code section was amended to allow five cities to have the project
pay 100% of these costs up to a maximum of $5 million.
• Chesapeake, Hampton, Newport News, Richmond, and Norfolk
• This policy did not generally allow Counties to utilize this policy.
Counties have been required to pay 100% of the additional costs of
undergrounding utilities.

• Municipality or local governing body must have enacted an ordinance
or regulation establishing an underground utility district, corridor or
area
• Local government must agree to pay all costs to underground the
utilities

• SB 622 – Passed both House and Senate and awaiting action by
Governor by April 9, 2018
• Would allow undergrounding on corridors planned to be served by
mass transit
• Would allow funding from three different funding sources to cover
50% of undergrounding costs
• Next Step for VDOT
• VDOT is establishing a work group to study utility undergrounding
policies and costs and will include: utility companies, electric coop,
NVTA, VACO, VML, VTCA, and a CTB member.

• First year applications were entered using VDOT’s Smart Portal
• Scored 162 applications with requests over $41.9M
• Applications received from 48 localities representing all 9 districts
• Funding for locality’s primary extensions available from both State of
Good Repair (SGR) funds and CTB formula funds
• Prioritized and selected primary extension projects using SGR funds first
followed by the CTB formula funds
• 75 total paving projects will tentatively receive funding representing 33
localities
FY19 Applications: General Information
Virginia Department of Transportation
• Each District has a set percentage of SGR funding dedicated to Locality pavement
projects
• $6.9M estimated available for FY19 local SGR pavement projects (Primary Extension)
• Recommend funding projects in priority order until funding exhausted; based on
current estimates this will:
• Fully fund 19 local paving projects
• Partially fund 9 local paving projects
(Note: The 9 partially funded projects also reviewed for CTB Formula Funding)
State of Good Repair (SGR) Funding for Primary Extensions
Virginia Department of Transportation
• Set aside of 14% of CTB formula funds for pavement designated for
municipality maintained primary extensions
• $14.4 M available
• Recommend funding projects in priority order until funding exhausted;
based on current estimated CTB formula funds this will:
• Fully funding the top 56 scoring remaining applications which includes 9
carryovers from SGR (Funds all remaining applications with total scores of 50.7
and above)
• Localities in all 9 districts receive additional funding
CTB Formula Funding for Primary Extensions
Virginia Department of Transportation
• Accept applications on an annual basis to provide supplemental funding for providing a
hard-surface on high volume unpaved roads
• Roadway must be an unpaved road carrying over 500 vehicles per day
• Project must be in the County’s approved Secondary System Six-Year Improvement
Program
• The Maximum allocation per county is $500,000 (per approved policy in March)
• Scoring is on a statewide competitive basis using the following criteria:
• Higher volume routes - 20%
• Engineering complete and necessary right of way secured - 20%
• Readiness for Construction - 15%
• Additional local funds allocated - 15%
• Project addresses identified safety issues - 15%
• Direct access to schools/community/public service facilities - 15%
