What are Community Benefits? Community Benefits seek to promote additional opportunities in public contracts which will benefit the wider community.

These include....

Why do we ask for Community Benefits?

o The Council is committed to contributing to the social, economic and environmental well-being of the wider community.

o Community Benefit’s help us to achieve the very Best Value for the public money we spend.

o Supports Welsh Government programme “Delivering Maximum Value for the Welsh Pound” (2010).

o Supports Welsh Government’s Wales Procurement Policy (June 2015).

Floating Support Community Benefit's Approach Non-Core

• Community Benefits will be referred to in the tender advertisement (Sell 2 Wales)

• NOT evaluated as part of the tender process

• Tenderers invited to add value to the contract on a cost neutral basis.

• Tenderers will be expected to complete a Community benefits Method Statement outlining their plan

• Partnership approach with the council - Allow more flexibility and innovation

• Agreed Community benefits become conditions of the contract.

2. A Community Benefits Method Statement Template where you will be expected to outline the CB’s you offer.

Targeted Recruitment & Training

Consider offering work placements, work experience, trainees and/or apprenticeships

Paid Employment Opportunities:

• Consider the opportunities to recruit and train long term economically inactive persons and/or 16-24year olds not in education employment or training (NEETs) as part of the workforce delivering this work.

• Place any job vacancies with local employment projects (e.g Working Links, Tracs etc)

Un-paid Placements:

• Work placement/opportunities for individuals looking at finding suitable work experience in the sector area.

• Work placements for school, college or university students as part of their course.

Workforce Training:

• Consider sector relevant qualifications for existing workforce

• Consider options to up-skill current workforce.

Supply Chain Opportunities

• Create opportunities for SME’s to bid for any work through the supply chain

– Advertising subcontracting opportunities on Sell 2 Wales

– Hold Meet the Buyer events for potential sub-contracting opportunities/2nd tier suppliers

• Consider opportunities for supported factories or businesses

• Prompt payment of subcontractors

• Promote equality and diversity through the supply chain

• Support Carmarthenshire’s Mentoring Programme to offer support and guidance to others.

How are Community Benefits evaluated?

Non Core approach:

• Tender evaluation panel evaluates the quality and price schedule submission first and identifies successful tenderer(s)

• Panel then opens the Community Benefits Method Statement and identifies the benefits offered.

Recording & Monitoring Community Benefits

• Meet with Providers to agree achievable targets and deadlines for Community Benefits Recording and Reporting

• Where appropriate (as outlined in tender document) these targets will become terms and conditions of the contract

• Pursued during the life of the Contract and monitored through Contract Management
