• Over 18,000 new residents (8% growth in population)

• Employment grew by 10,700 workers (5% growth)

• Number of housing units grew by 13,110 (a 12% increase)

• Electric grid emissions rate (carbon per kWh) fell by 28%

• Total energy use in buildings decreased 11%, with declines across all fuels: electricity, natural gas, and fuel oil.

• “Incentives & financing” identified by 63% of the Nov. 5th Forum participants as the most effective tool to increase the use of clean energy

• 62% of participants said they would be willing to pay at least 5% more for energy to achieve energy & climate goals

• The latest Intergovernmental Panel on Climate Change (IPCC) reports show the need for us to act now

• Establish more ambitious CEP goals

• All new private sector buildings should be constructed as net zero energy by 2030 or 2050. All public buildings should be net zero energy.

• Energy efficiency and solar should be encouraged and achieved at all income levels. Off-site renewables not explicitly addressed in policies.

• Transition all County fleet to electric vehicles by 2030, including school buses

• Arlington needs to play stronger leadership role among local gov’ts in region and for its residents and businesses

What About Energy Equity?• Recommendations:

o Make “Energy Equity” the fourth lens through which we look at all possible CEP implementation items.

o Draft 2019 CEP will include this definition: “Ensure that access to and the impact of energy upgrades, participation in energy programs, and the movement toward a clean, reliable and secure grid is equitable across all socioeconomic and racial and ethnic groups, including low-to-moderate income and disadvantaged communities”

• GB Policy is primary CEP implementation tool

o LEED Plus (energy efficiency, energy reporting, and Energy Star certification)

• Benefits to Arlington

o Reduce GHG emissions from buildings – CEP goal

o Energy efficient buildings reduce stress on electric grid and extend life of infrastructure

o Leadership status and economic development


Green Building Incentive Policy –proposed amendment

Add Zero Carbon certification to existing Green Building Incentive Policy

• Current policy allows for bonus density in exchange for Net Zero Energy certification

• Zero Carbon meets the same goals, but is more flexible for dense, urban developments

o Requires very energy efficient building

o Requires 100% renewable energy

o Allows all renewable energy to be generated off-site
