REIMBURSEMENT OF EXPENDITURE ON THEMAINTENANCE OF RAJYA/ZILA SAINIK BOARDS

Sir,

Accarding to. the existing procedure, 50% of the maintenance expenditure inrespect af the Rjay/Zila Sainik Baards is reimbursed from Defence, Service Estimatesafter scrutiny af the expenditure statements received from the states/UT Administratianby the Kendriya Sainik Baard.

2. In supersession af the above prccedure, I am directed to. canvey the sanction ofthe President af India to. the adoption af the enhanced funding pattern. This enhancedfunding would be in the ration Of 75:25 for 11 Special Categary States viz ArunachalPradesh, Assam,' Manipur, Meghalaya, Miza'ram, Nagaland, Tripura, J&K, HimachalPradesh, Uttarakhand &, Sikkim and in the ration af 60:40 far the rest of the 21States/UTs and these will be effective from 01st Oct 2010., The release of payment anaccount of Central Share after revised funding pattern will be the same i.e. 50% of theadmissible Centre Share to. be reimbursed at the stage of Budget Allacatian as advancepayment and balance 50% as final payment after the audit/baaking of expenditure bythe AG of the concerned State. As regard funding af construction of Sainik Rest Hauseand Matching Grant, the existing procedure of sharing 50:50 by Centre and state willcontinue. '

3. Kendriya Salnik Baard will exercise the necessary administrative check aver theestimates and expenditure statements render~d by the State Gavt/Unian TerritoryAdministratian befare processing' the claims. The payment in this regard will be madeby the Area Accounts Office, Delhi Cantt, under PCDA(WC), Chandigarh.. '

4. The expenditure will be debitable to. 'Majar Head 2076, Minar head 800-B(s) ofthe Defence Services 'Estimates.

EXPENDITURE FOR THE OFFICE OF THE SECRETARY RAJYA SAINIK BOARD

1. Refer of Bharat Sarkar Raksha Mantralaya letter No. 27/1/X-M/Item-XXIII/75/KSB dated 24 May 1977. 2. I am directed to invite your kind attention to the minutes of the 10th meeting of the ISS&A Board (Item-XXIII) held on 09/01/75 wherein it was agreed that 50% of the expenditure on the maintenance of the office of the Secretaries of Rajya Sainik Board will be shared by the Centre w.e.f. 01/04/1976. 3. Considering the wide disparity in the claims being submitted by the States, it has been decided to promulgate the list of authorized expenditure for which Central Govt will share with the State Govt 50% on the maintenance of Rajya Sainik Boards and Zila Sainik Boards as follows.

(i) Salary (Pay, DA, DP, HRA & CCA) i.e. only for ESM or their dependents commencing 2007, unless waiver is granted by the KSB.

(ii) Medical Allowances/Medical Reimbursement (only non ECHS entitled personnel).

(iii) Telephone Expenses and broad band as approved by the State Govt. (iv) Traveling Allowances/Daily Allowances (Secretaries/Directors/Asst Directors

and non-official members only). (v) Rent (If the building is hired one and no Govt accommodation is available.

Taxes would be payable by the landlord). (vi) Maintenance of vehicles held in charge of the RSB/ZSBs. (vii) Hiring charges for vehicles as soon as the ceiling for usage id approved by

the MoD. (viii) Petroleum, Oil, Lubricants for vehicles held in charge of the RSB/ZSBs. (ix) Office contingency, purchase of stationery & properties. (x) Electricity & Water charges. (xi) Land revenue/Taxes of Sainik Board properties. (xii) Purchase/Repair of furniture of the office of RSB/ZSB’s& their upkeep. (xiii) Maintenance of building or infrastructure or Augmentation of

space/accommodation or extension of the existing building. (Provided the building belongs to Sainik Boards and no part of it has been sold or mortgaged. A Certificate in this respect would be essential).

(xiv) LTC (Leave Travel Consession (xv) Purchase/repair of Typewriter, Computer, Fax & Xerox machine

(within the approved ceiling) including Annual maintenance Contract. (xvi) Service postage & Postal Expense (xvii) Liveries to class IV. (xviii) All expenditure incurred for development/Maintenance of the existing

infrastructure of the RSB/ZSB’s as approved by the State Govt. (xix) Expenditure incurred towards provisioning of amenities in the office

premises like Water Cooler, Aquaguard/filters, fans, hot & Cold weather appliances and all items considered essential for troop comfort.

(xx) Appointment if made on contract based on KSB letter No.1(1)/POL/KSB/A/98 dated 16 Apr 98 only for ESM in the RSB/ZSBs to be reflected separately with details of individuals against the posts/area of responsibility.

4. The RSBs are advised to provide breakup of the total expenditure under each

Head/Sub-Head which covers the above authorized expenditure. This will prevent inadvertent disallowance.

5. The State Government can regulate expenditure of Rajya Sianik Board either

by way of increase or decrease under existing “Budget Heads”. The prior sanction of the Central Government will, however, be necessary if expenditure is proposed to be incurred on appointment for stuff or new items.

6. The Rajya Sainik Boards will prepare their statements of actual expenditure

item-wise on the basis of Para 3 and certified by the AG of the State at the end of the financial year and forward the same the Kendriya Sainik Board for reimbursement of 50% of the expenditure.

PRIME MINISTER’S SCHOLARSHIP SCHEME

1. Introduction.

Prime Minister’s Scholarship Scheme has been introduced from the Academic year 2006-07. To encourage higher technical and professional education for the dependent wards of Ex-Servicemen / Ex-Coast Guard and their widows (below officer rank only) and dependent wards / widows of Ex-Servicemen / Ex-Coast Guard who died in harness due to causes attributable to military service / Coast Guard Service, irrespective of the rank.

2. Scholarships Available. A total number of 4000 scholarships will be allotted. 3. Students eligible for the scholarship.

(a) Dependent wards of ex-servicemen / Ex-Coast Guard and their widows (below officer rank only)

(b) Dependent Wards / widows of Ex-servicemen & Ex-Coast Guard who died in

harness due to causes attributable to military service / coast guard service, irrespective of the rank.

Note: (i) The candidate irrespective of his marital status is eligible for PMSS. However, an earning / serving candidate is not eligible.

(ii) For dependent wards of widows and widows of personnel died in

harness due to causes attributable as at (b), there will be no rank restriction.

4. How to Apply For Scholarship.

One candidate to submit only one application form for one course, if any candidate submit two application for more than one course, both the applications will be rejected. Forms are to be downloaded from the website www.mod.nic.in. Application forwarded on any other format will not be considered. Application to be forwarded on plain A4 size paper (typed or handwritten) in the prescribed format duly completed in all respects with superscription on the envelope “Prime Minister’s Scholarship Scheme for the Academic Year 2010-11.” Documents to be attached alongwith PMSS application form are as follows:- (a) Photocopy of Ex-servicemen / Ex-Coast Guard valid I card duly certified by

RSB / ZSB / Coast Guard Headquarter as applicable.

(b) Extract of Ex-servicemen / Ex-Coast Guard discharge book as per specimen. (Refer page number 22)

(c) Matriculation certificate duly attested.

(d) Minimum Entry Qualification certificate duly attested. (10+2 Marksheet or full Graduation Marksheet which ever is applicable)

(e) Bonafide studentship certificate from Collage in original as per specimen. (Refer

page number 21) (f) Postal Order of Rs. 30/- not issued before 01st January 2011.

Note: Failure to attach above mentioned documents / certificate will lead to rejection. 5. Selection Procedure.

Applications will be short listed based on Ex-servicemen / Ex-Coast Guard category (as given in para 6) and percentage of marks obtained in minimum entry qualification (MEQ).

6. PRIORITY for Grant of Scholarship.

Order of preference for allotment of scholarships will be as under:- Category 1 Wards/ widows of defence / Coast Guard personnel killed in

action. Category 2 Wards of Ex-servicemen / Ex-Coast Guard disabled in action and

boarded out of service with disability attributable to Military / Coast Guard service.

Category 3 Wards / widows of defence / Coast Guard personnel who died

while in service for causes attributable to Military / Coast Guard service.

Category 4 Wards / widows of ESM / Ex-Coast Guard personnel disabled in

service with disability attributable to Military / Coast Guard service. Category 5 Wards of ex-servicemen / Ex-Coast Guard in receipt of gallantry

awards. Category 6 Wards of ex-servicemen / Ex-Coast Guard (PBOR).

7. Eligible Courses.

First year professional degree programme in BE, B Tech, BDS, MBBS, B Ed, BBA, BCA, B Pharma, etc. duly recognized by the respective government regulatory bodies, such as All India Council for Technical Education, Medical Council of India, UGC etc (master degree course are not eligible to apply for Prime Minister’s Scholarship except MBA, MCA). The scheme is open for courses mentioned above in recognized institutions (in India only). Students studying abroad are not eligible for this scheme. Students getting stipend for the professional degree course are also not entitled. The candidates may avail only scholarship for first degree course (Professional) i.e. graduate level only under PMSS.

8. Scholarship for Integrated Courses.

The facility under PMSS is restricted for professional courses only, such as B Ed but not for BA+B Ed, also for LLB not for BA+LLB duly recognized by the respective Government regulatory bodies such as All India Council for Technical Education, Medical Council of India etc.

9. Minimum Eligible Marks in 10+2 or Graduation.

(Minimum Educational Qualification for Entry) should be 60%. Minimum educational qualification (MEQ) for entry to different professional course is different e.g. for MBBS and B E it is 10+2 where as it is graduation for B Ed and MBA. A candidate must have minimum 60% marks in MEQ to be considered for scholarship.

10. Duration of Scholarship.

Two to five years as approved by the concerned regulatory body (Except one year for B Ed).

11. Amount of Scholarship.

a) The amount of scholarship would be as follows: (i) Rs. 1250/- per month for boys Paid after successful completion of each academic year.

(ii) Rs. 1500/- per month for girls

12. Renewal of Scholarship. Candidate shall submit new Renewal Form alongwith two acknowledgement slip, Bonafide Certificate (as per Specimen) duly signed by the Principal / Dean / Registrar of the institution / college and Photocopy of Passbook to the respective RSBs / Coast Guard Headquarter either in person or by post for renewal of scholarship for the subsequent academic year. RSBs / Coast Guard Headquarter will scrutinize and check the application forms and forward the same complete in all aspects to KSB immediately. RSBs / Coast Guard Headquarter will issue acknowledgement slip to the candidates at the time of submission of the application in person or by post. Candidate to attach a self addressed envelope, duly stamped to receive the acknowledgement of renewal form by post. For easy comprehension an illustration has been given below:-

IMPORTANT INSTRUCTIONS FOR PM’S SCHOLARSHIP SCHEME

(a) Checklist duly signed by student & parent is to be attached on the top of the application form.

(b) Applications alongwith relevant documents & certificates are to be deposited to respective Rajya Sainik Board / Coast Guard Headquarter “latest by 28th February 2011. Incomplete application form and non submission of required document is liable to be rejected and will be returned unactioned. The application will be received by the RSBs / Coast Guard Headquarter and will be acknowledged with a seal and date of receipt. (c) The concerned RSBs / Coast Guard Headquarter to scrutinise / check the application forms with regard to their eligibility criteria prior to forwarding the same to KSB. (d) Candidates and RSB’s / Coast Guard Headquarter to note that all applications received after the due date will not be considered and returned unactioned. (e) List of selected candidates will be forwarded to RSBs / Coast Guard Headquarter after the merit list is finalized by the BOO at KSB. (f) Two stamped (Rs. 5 each) blank window envelopes of 27x12 cms are to be attached with each application so as to facilitate correspondence with the candidate by KSB / RSB / Coast Guard Headquater. (g) The scholarship is admissible for only two children of ESM / Ex-Coast Guard. Particulars of all children should be indicated in column 16 of application form. This should be in uniformity with the Discharge Book / Certificate of the Ex-servicemen / Ex-Coast Guard. (h) The amount of scholarship, including any other scholarship or financial assistance from any other source will not exceed the total grant of assistance available under this scheme. (i) The payment of scholarship will be granted after the successful completion of each academic year and on the submission of the renewal form (in original), as per the percentages mentioned in ‘Criteria for eligibility’. In case, KSB ask a student to submit the mark sheet for the full year, a student is liable to produce the same, failing which the scholarship will be held up. On receipt of renewal for at KSB it may take approximately two months for processing the form and completing the payment procedure.

(j) Candidature of a student shall stand automatically rejected if, at any stage, it is discovered that he / she has secured scholarship fraudulently by making false statement or misrepresentation of facts. Candidate shall have to refund the amount already given, if any. (k) The attached photocopies of the supporting documents should be duly attested by gazetted officer (unattested documents will not be considered). In case of legally adopted son / daughter or child born after retirement, the certificates are to be attached with the application form duly attested by Secretary, RSB / ZSB / Coast Guard Headquarter.

(l) In case of change of any address, course, college, it is to be intimated immediately to Kendriya Sainik Board & Rajya Sainik Board / Coast Guard Headquarter in writing. Always mention selection serial number, name of applicant and ESM / Ex-Coast Guard particular for any correspondence with KSB & RSB / Coast Guard Headquarter after getting selected for the scholarship.

(m) The Ministry of Defence, Government of India can suitably modify these instructions to remove anomalies, if any, for successful implementation of the scheme, as may be necessary from time to time and will be applicable to all students under the scheme.

(n) Ex-servicemen entitlement will be governed as per the existing definition of ex-servicemen, as amended from time to time. The definition is available in the guide book available with the RSB / ZSB, also applicable to Ex-Indian Coast Guard personnel as per the rules of DGCG. (o) The application form should be downloaded from the official website of MOD, i.e. www.mod.nic.in. The application form should be submitted to the respective Rajya Sainik Board / Coast Guard Headquarter, (List of RSBs / COAST GUARD HEADQUARTER is attached along with the brochure) duly completed, along with a Postal Order (Repeat) Postal Order only for Rs.30/- in favour of Secretary, Kendriya Sainik Board, payable at New Delhi. In case of any difficulty in obtaining the form, the same can be obtained from the Secretary / Director Rajya Sainik Board / Coast Guard Headquarter. *Note: - The Postal Order should not be issued before 01st January 2011 (the Postal Order is not refundable in any case). (p) While filling the application form, leave 1 (one) box blank between 2 (Two) words. Column wise guidelines are explained further for filling up the application form.

IMPORTANT INSTRUCTIONS FOR RENEWAL FORM (a) A Bonafide certificate from the College/Institute indicating that the candidate continues to study in the subject course and showing his / her percentage of marks for which the Prime Minister’s Scholarship has been sought (As per the specimen attach).

(b) Photocopy of passbook showing name, account number with photograph of

individual and cancelled leaflet cheque. (Scholarship will not be sent in absence of photocopy of passbook)

(c) Candidate to attach a self addressed envelope, duly stamped to receive the acknowledgement of renewal form by post.

This is regarding participation of the Department of Ex-servicemenWelfare (ESW) in the meetings ofRajya Sainik Board.

2. The recent establishment of the Deptt. of Ex-servicemen has givenreason for its representation on the Rajya Sainik Board. This will helpcreate linkages with the Department and help the Department to formulatepolicy more in line with the perceived needs of Ex-servicemen.

The Chief of the Air Staff Subject: Simplification of procedure for payment of family pension to

handicapped son/daughter of Armed Forces Personnel. The undersigned is directed to refer this Ministry’s letter No. a/49601/AG/PS-4(e)3363/B/D (Pension/Service) dated 17.8.1987 as amended from time to time, according to which if he son or daughter of an Armed Forces personnel is suffering from any disorder of disability of mind (including mentally retarded) or is physically crippled or disabled so as to render him or her unable to earn a living even after attaining the age of twenty five years, the family pension shall be payable to such son or daughter for life subject to fulfillment of certain conditions. Further, the family pension shall be paid to such son or daughter through Guardian if the son or daughter were a minor except in the case of physically crippled son/daughter who has attained the age of majority. In the case of a mentally retarded son or daughter, the family pension shall be payable to a person nominated by the pensioner or by the court of law, as the case may be. It has been further provided in explanation (d) below Para 2 of this Ministry’s above said letter dated 27.8.1987 that it shall be the duty of Guardian or son or daughter to furnish a certificate to the Treasury/Bank, the case may be, every month to the effect that:-

(i) He/she has not started earning his/her livelihood, and (ii) In case of daughter, that she not yet married.

2. Consequent upon receipt of certain representations requesting simplification of procedure concerning family pension to handicapped/disabled son/daughter of civilian Government employees/pensioners, particularly with regard to submission of monthly certificate as stated above, Ministry of Personnel, Public Grievances & Pension, DP&PW, New Delhi vide their letter OM No. 1/16/08-P&PW(E) dated 9th March 2009 (copy enclosed) have decided that in all Pension Disbursing Agency (PDA), every year instead of every month subject to the condition that in case of any eventuality taking place at any point of time during the year, the same shell be reported by the guardian or son or daughter, to the PDA concerned at the earliest. 3. The provisions of Ministry of Personnel, Public Grievances and Pension, DP&PW above said OM dated 9th March 2009 will mutatis mutandis apply to Armed Forces Personnel. 4. Subject: Recommendations of the 5th Central Pay Commission-Payment of Dearness Relief to re-employed pensioners and employed family pensioners-Decision regarding.

In terms ofthe existing orders, Dearness Relief to pensioners and family pensioners is to remain suspended during the period a pensioner/family pensioner is re­employed/employed under the Central or State Government or in a Statutory Corporation/Company/Body/Bank under them in India or abroad. These orders are also applicable to pensioners and family pensioners permanently absorbed in a Statutory Corporation/Company/Body/Bank under the Central or State Government.

2. In paragraph 138.21 of their Report, the 5th Central Pay Commission had recommended that Dearness Relief should be paid to employed family pensioners andre­employed pensioners in cases where their pay is fixed at the minimum of the pay scale of the post of re-employment ignoring the entire pension, and that, in other cases of re­employment, Dearness Relief shall be payable on pay plus the non ignorable portion of pension as was the case at present. The Commission had further recommended in paragraph 141.12 that, with a view to maintaining the original value of the pension, the payment of Dearness Relief should not be suspended where pay is fixed at the minimum of the pay scale during employment/re-employment of a family pensioner/pensioner.

3. These recommendations have been considered and accepted by the Government. The President is accordingly pleased to decide as follows:

(a) In so far as re-employed pensioners are concerned, the entire pension admissible is to be ignored at present only in the case of those civilian pensioners who held posts below Group 'A' and those ex-servicemen who held posts below the ranks of Commissioned Officers at the time of their retirement. Their pay, on re-employment, is to be fixed at the minimum ofthe pay scale ofthe post in which they are re-employed. Such civilian pensioners will consequently be entitled to Dearness Relief on their pension in terms of the recommendations of the 5th Central Pay Commission at the rates applicable from time to time.

(b) In terms of the existing orders on the subject, the pay of re-employed pensioners who held Group 'A' post or posts ofthe ranks of Commissioned Officers at the time of their retirement is to be fixed at present

• at the same stage as last drawn before retirement or, if there is no such stage, at the stage next above the pay last drawn;at the maximum of the pay scale, if the pay last drawn is more than the maximum of the pay scale of the post in which re­employed;at the minimum of the pay scale of the post in which re-employed, if it is more than the pay last drawn.

• Further, the pay on re-employment is required to be fixed after ignoring only a portion of the pension [Rs. 1 ,500] received for the previous employment. In view of the fact that (i) the pension is taken into account in such cases and is not entirely ignored; (ii) the pay in the post of re-employment is not required to be fixed at the minimum ofthe scale in all cases; and (iii) Dearness Allowance at the rates applicable from time to time is also admissible on the pay fixed in terms of the orders on the subject, these re-employed pensioners will not be entitled, in addition, to any Dearness Relief on their pension.

(c) As regards employed family pensioners, since the family pension received by the eligible dependents of Central Government employees is, in any case, not taken into account in determining their pay on employment, Dearness Relief at the rates applicable from time to time shall be admissible on their family pension.

(d) While implementing these decisions, orders issued by the Department of Personnel & Training vide OM No.3/ l/85-Estt(Pay-II) dated 31.07.1986 and as amended from time to time regarding fixation of pay of re-employed pensioners shall be duly kept in view.

(e) These orders shall be effective from July 18, 1997.

4. (l) In accordance with the Government's decisions, referred to in the preceding paragraph, all family pensioners, in receipt of family pension from the Central Government who were/are employed under the Central Government or the State Government or a Corporation/Company/Body/Bank under them in India or abroad shall be eligible to draw dearness relief, at rates applicable from time to time, on the amount of family pension, with effect from July 18, 1997. A certificate may still be necessary to determine dependency. All Pension Payment Authorities, including authorised Public Sector Banks are requested to forthwith release dearness relief on family pensions in cases where this was withheld on account of the family pensioners concerned being employed. The arrears, if any, due with effect from July 18, 1997 shall also be paid.

(II) (a) In the case of Central Government pensioners who were/are re-employed under the Central Government or the State Government or a Corporation/Company/Body/Bank including an autonomous organisation under them in India or abroad or had/have been permanently absorbed in such corporation/company/body/bank or autonomous organisation, dearness reliefwill now be admissible to such ofthose re-employed pensioners who satisfy the conditions referred to in para 3(a) above. For this purpose, the

Central Government Departments concerned, including subordinate organisations, State Government, Corporation/Company/Body/Bank etc. employing a Central Government pensioner shall be required to issue of certificate indicating the following:

1. The re-employed pensioner r;etired from a civil or military post in the Central Government and was holding a post not included in classified as group ' A ' or a post below the rank of commissioned officer in the armed forces;

The entire amount of pension sanctioned by the Central Government was ignored in fixation of the pay on re-employment i.e. no part of the pension was taken into account in such fixation of pay in the pay scale of the post in which the Central government retired/retiree officer was re-employed/absorbed; and

11. The pay of the re-employed/absorbee was/is fixed at the minimum of the pay scale ofthe post in which he had/has been initially re-employed after his retirement from the Central Government.

a. All Central Government Ministries/Departments/Organisations shall bring these orders to the notice of all Central Government pensioners who happened to be re­employed by them as on July 18, 1997 or were/are re-employed subsequently. In cases such re-employed pensioners satisfy the conditions referred to above, the necessary certificate on the above lines shall be issued after verification from the details referred to in para 17 ofthe Central Civil Services (Fixation ofpay ofRe­employed pensioners) Order, 1986 issued vide Department of Personnel & Training OM No. 311/85-Estt(Pay-11) dated 31.07.1986 and as amended from time to time.

b. The Pension Disbursing Authority shall release dearness relief on pension to those re-employed pensioners who submit the Certificate referred to above.

In all other cases of re-employed pensioners, no dearness relief shall be admissible on pension during the period of their re-employment. Payment of dearness relief in these cases shall become admissible only with effect from the date they cease to be re-employed .

The Pension Disbursing Authority shall require such a pensioner to produce a certificate of cessation of re-employment from the office in which he had been re­employed.

Formal amendment to the Central Civil Services (Pension) Rules, 1972, is being issued separately.

CPAO may take immediate action to suitably amend the relevant provision ofthe Scheme for Payment of Pension to Central Government Civil Pensioners, including the proforme at Annexure-XVII and notify the same to all Public Sector Banks disbursing pension to Central Government pensioners/Family pensioners. A copy of the notification may be endorsed to this department.

Necessary orders in respect of re-employed Defence pensioners and family

pensioners will be issued separately by the Ministry of Defence.

8. Administrative Ministries may bring these orders to the notice of all subordinate organisations, autonomous bodies and Public Sector Undertakings including Nationalised banks, financial institutions, etc. under them so that the eligible Central Government pensioners re-employed in these organisations do not face any difficulty in obtaining the requisite certificate.

9. This issues with the concurrence ofthe Ministry of Finance, Department of Expenditure.

10. In so far as these orders relate to personnel of the Indian Audit and Accounts Department, these have been issued in consultation with the Comptroller & Auditor General of India.

As you are aware the Government of India has decided to place organizations - Directorate General Resettlement (DGR), Kendriya Sainik Board (KSB) and Ex-serviceme·n Contributory Health Scheme (ECHS) under the administrative control of . Department of Ex­servicemen Welfare and .these organizations have been designated as Attached offices of Department of Ex-servicemen Welfare. Copy of the Gazette Notification is enclosed.

2. Subsequent to the above Notification, this Department is in the process of delegating financial powers to Secretary, KSB. However, until arrangements are made and orders for delegation are issued, DGR is directed to continue to exercise the financial powers delegated to him. He is also requested to ensure that no complication due to non or delayed payments arises.

As you are aware the three organizations of DGR, KSB and ECllS have been designated as Attached Offices of this Department one year ago vide Notification elated 29'11

January 2009 (encl. I).

2. As a consequence to the aforementio tted notification, Secretary, KSB has been delegated financial powers, vide Order dated 13 Aug 2009 (encl. II); thi s has been done with due approvals.

3. The next logical step is to make a suibbk budgetary allocation for KSB from the provision earlier available under DGR in respect of KSB . In ofher words, part of·the same allocation that ex ists with DGR has to be transferred for KSB under Major Head 2076, Minor Head 800. Action in this regard was initiated by this Department in consultation with MoD(Fin). The original proposal of approximately Rs.4 crores was subsegttently reduced to 2 crores because of the lesser time available in the current financial year. Although the Dte of F~nancial Pla1ming have expressed inability to spare any funds, it is considered worth\·Vhile to bring to your notice the logicality of the step of transferrin g, in view of the remaining two months only, at least Rs.0.5 crore so that the next year's process is smooth and the current year's liabilities can be partially met by KSB itself

4. It is requested that you may kindly intervene in the matter and advise DG FP to allocate an appropriate amount to KSB. This would be an inevitable administrative step in view of the noti.t!cation quoted above.
