A) GENERAL CODE OF CONDUCT

1) WWCHA wishes that all users enjoy their participation at the hockey facility in a safe environment.

2) For the safety and comfort of all users of this facility please observe the following:a) No smoking in the facility.b) No glass is to be taken into the facility.c) No dogs are to be allowed into the facility.

3) Entry to the facility is subject to the following conditions:a) Bad language will not be tolerated.b) Positive comments that motivate and encourage participation are encouraged.c) Harassment of players, coaches, officials or other spectators will not be tolerated.d) Effort and performance is to be encouraged.e) Criticism or ridicule of performance will not be tolerated.f) Co-operation with players, coaches, officials and other spectators is encouraged.g) Intoxication or consumption of alcohol at junior events will not be tolerated.h) Intoxication at events will not be tolerated.i) Decisions of officials and coaches will be respected.j) The rights, dignity and worth of all people regardless of their gender, ability or cultural background will be respected.

Player / Athlete Code of BehaviourAs a player of WWCHA you required to comply with this policy. You must meet the following requirements in regard to your conduct and in any role you hold within WWCHA.

1. Behave in a sporting manner at all times to all players, officials and spectators.

2. Don’t make detrimental statements in respect of the performance of any match officials or umpires.

3. Play by the rules at all times and ensure that the game of hockey is not brought into disrepute by your actions.

4. Do not engage in inappropriate and/or physical contact with players or officials during the course of play.

5. Accept responsibility for all actions taken. Exercise reasonable care to prevent injury by ensuring that you play within the rules. Reasonable care consists of showing due diligence in abiding by the rules and adhering to the officials decisions.

6. Adhere to the Anti-Doping Policy advocated by HNSW.

7. Do not bet on the outcome or on any other aspect of a hockey match or competition.

8. Do not try to achieve a contrived outcome to a match or competition, or otherwise improperly influence the outcome or any other aspect of a match or a competition.

9. Do not show unnecessary obvious dissension, displeasure or disapproval (by action or verbal abuse) towards an umpire or match official as a consequence of his or her decision or generally.

10. Abstain from the use of tobacco and the consumption of alcoholic beverages while in the playing/representative uniform.

11. Adhere to HA racial and sexual vilification policy.

12. Respect the rights, dignity and worth of every person regardless of their gender, ability, cultural background or religion.

13. Don’t do anything which adversely affects or reflects on or discredits the game of hockey, WWCHA, or any squad, team, competition, tournament, sponsor, official supplier or licensee, including, but not limited to, any illegal act or any act of dishonesty or fraud.

14. Refrain from using obscene, offensive or insulting language and/or making obscene gestures which may insult other players, officials or spectators.

Parent / Guardian Code of Behaviour1. Parents/Guardians shall at all times conform to accepted standards of good sportsmanship

and behaviour.

2. Parents/Guardians shall at all times respect officials, coaches and players and extend all courtesies to them.

3. Lead by example and respect all players, coaches, umpires and spectators – physical or verbal abuse will not be tolerated.

4. Respect the umpires’ decision. Do not abuse, threaten or intimidate an umpire or match official and do not show dissension, displeasure or disapproval towards an umpire or match official’s decision in an abusive or unreasonable fashion.

5. Never publicly criticize umpires – raise personal concerns with club officials in private.

6. Support skilled performances.

7. Show respect for opponents.

8. Display appropriate social behaviour by not using profane, demeaning or derogatory language, or harassing players, coaches, officials or other spectators.

9. Do not throw any object.

10. Barrack in a positive way.

11. Leave the area tidy and free from litter or other mess.

12. Remember that you are there for the participants to enjoy the game.

13. Never ridicule mistakes or losses.

14. Recognise all volunteers who are giving up their valuable time.

15. The umpire may issue a warning to the team captain, of the spectators which are breaking the code of behaviour, to let the spectators know that their team will lose points if they continue to behave in a manner not in line with the code of behaviour. If such actions continue then as per rule of Hockey the umpire may suspend the Captain from playing with the award of a yellow card.

16. Refrain from any form of personal abuse towards your children and team-mates. This includes verbal, physical and emotional abuse. Be alert to any forms of abuse directed towards you children and team-mates from other sources whilst they are in your care.

17. Refrain from any form of harassment towards your athletes. This includes sexual and racial harassment, racial vilification and harassment on the grounds of disability.

18. Respect the rights, dignity and worth of every person regardless of their gender, ability, cultural background or religion.

19. Be a positive role model for your children.

Coaches, Managers, Team Officials Code of BehaviourAs a coach, manager or team official of WWCHA you are required to comply with this policy. You must meet the following requirements in regard to your conduct during any activity held or sanctioned by HA, a member association or an affiliated club and in your role as an Official held during a competition sanctioned by WWCHA:

1. Treat all players with respect at all times.

2. Behave in a sportsmanlike manner at all times to other coaches, officials, players and spectators.

3. Place the safety and welfare of the players above all else.

4. Avoid situations that may lead to a conflict of interest.

5. Be courteous, respectful and open to discussion and interaction.

6. Make no detrimental statements in public in respect of the performance of any match officials or umpires.

7. Promote a climate of mutual support amongst the players. Encourage players to respect one another and their worth within the team.

8. Encourage and facilitate players’ independence and responsibility for their own behaviour, performance, decisions and actions.

9. Determine, in consultation with the player, what information is confidential and respect that confidentiality.

10. Avoid situations with your players that could be construed as compromising.

11. Adhere to the Anti-Doping Policy advocated by HA.

12. Provide a safe environment for training and competition.

13. Recognise individual differences in players and cater to these as best you can.

14. Make a commitment to providing a quality service to your players. Provide a training program which is planned and sequential. Maintain or improve your current NCAS accreditation, seek continual improvement through performance appraisal and ongoing coach education and be open to other people’s opinions.

15. Refrain from using obscene, offensive or insulting language and/or making obscene gestures which may insult players, officials or spectators.

16. Respect the rights, dignity and worth of every person regardless of their gender, ability, cultural background or religion.

Spectator Code of BehaviourAs a spectator watching an event that is conducted or sanctioned by WWCHA, you must meet the following requirements with regard to your conduct.

1. Spectators are an important part of the game and shall at all times conform to accepted standards of good sportsmanship and behaviour.

2. Spectators shall at all times respect officials, coaches and players and extend all courtesies to them.

3. Lead by example and respect all players, coaches, umpires and fellow spectators – physical or verbal abuse will not be tolerated.

9. Acknowledge all volunteers who are giving up their valuable time to enable the conduct of competition.

10.Respect the rights, dignity and worth of every person regardless of their gender, ability, cultural background or religion.

11.Should an umpire believe that such code of behavior is not being adhered too then that umpire may issue a spectator with a red card requiring that spectator to immediately remove themselves from the Jubilee Park complex including car parking (Don’t think we have jurisdiction over car park), whereby that spectator will be subject to Clause (J) discipline.

B) CLUB DELEGATES AT GENERAL MEETINGS

1) Clubs are requested by the Board to provide 2 delegates to each general meeting. The normal expectation would be for the elected Club President and Club Secretary to be present, however the Clubs may nominate delegates.2) For Clubs who only have one team in the WWCHA Competition, the Board asks that one Delegate be present at General Meetings.3) Board Members are not to be included as Club Delegates.4) Each club is to notify the secretary of WWCHA of their delegates prior to any meeting.

C) FINANCE

General1) Financial Policy – Rationale

The WWCHA is a not for profit community sporting organization, and relies heavily on the funds derived from membership and match fees to ensure a high quality, safe and structured environment in which members can participate.

This policy has been developed to ensure that WWCHA may continue to maintain facilities and resources essential to its existence through the timely collection of fees and charges.

Fees and Charges for each financial year will be determined by the Treasurer and approved by the Board and made available prior to the close of entries for the winter competition. See appendix I

3) Payments - Membership FeesIt is the responsibility of the club or team to ensure that membership fees for their club or team are paid by the due dates as listed in section Payments – Club and Team.

It is the responsibility of a club to notify WWCHA of any member who has not fulfilled their membership fee’s prior to the completion of the respective season.

WWCHA will forward the un-financial members as notified to Hockey NSW.

WWCHA may deny any member from playing in a WWCHA sanctioned event for non payment of fee’s at the Boards discretion.

4) Payments - Representative FeesAll fees must be paid to the Treasurer or Team Manager 7 (seven) days prior to departure for the carnival unless a signed agreement to pay has been submitted to the Treasurer.

The Board of WWCHA may make payment arrangements between representative players and WWCHA. Should such arrangement not be followed then that person will be dealt with as a player with outstanding membership fees.

PaymentsFees – Club and Team1) An entry from any club or team will not be accepted whilst monies are outstanding from previous competitions, functions or any other debts incurred by the said clubs or teams at the Boards discretion.

2) Turf Fees (match fees and training fees) will be invoiced to individual clubs monthly by WWCHA with payment required within 30 days. If any club does not meet this date the President & Treasurer of the offending club will be notified and asked to meet with the Board. Such penalty or action requested by the Board shall be binding.

3) May 1st of each hockey season will be nominated as the date the Hockey NSW payment is to be received to WWCHA. If any club does not meet this date the President & Treasurer of the offending club will be notified and asked to meet with the Board. Such penalty or action requested by the Board shall be binding.

4) June 30th of each hockey season will be nominated as the date for the Wagga Wagga component payment to be received to WWCHA. If any club does not meet this date the President & Treasurer of the offending club will be notified and asked to meet with the Board. Such penalty or action requested by the Board shall be binding.

5) December 1st of each hockey season will be the nominated date whereby all outstanding monies are to be finalised to WWCHA. Non compliance to this date will result in that particular club not participating in the following years WWCHA season until payment of outstanding monies is received or at the Boards discretion.

6) Should a Club or Team not make any of the above payments at the above stated dates, (re 2, 3, 4, and 5 above) the Club or Team will not receive any points (either Competition Points or

Club Championship Points) until they have made the appropriate payment at the Boards discretion.

7) Any Club or team who has unpaid fees (as per 2, 3, 4, and 5 above) cannot participate in any part of a Finals Series until all outstanding fees are paid.

8) Where a Club or Team has unpaid fees (as per 2, 3, 4, and 5 above) the Board may impose a fine of 10% of the value of the unpaid fees at the Boards discretion.

9) Should extenuating circumstances exist the Board should be notified in writing so that the Board can make a determination.

D) WWCHA – ANNUAL AWARDS / TROPHY PRESENTATIONS

The following awards and trophies maybe to be presented annually at the Boards discretion.

E) COMPETITION

1) General

a) The competition shall be run in Divisions and shall be played in rounds.b) There will be men’s, women’s, junior and social/veterans competitions (where

possible).c) Any women playing in men’s competitions will do so at their own risk.

d) The Board will determine the number of Divisions and rounds to be played in a competition.

e) The Board may change the number of Divisions and rounds to be played in a competition at anytime if in the opinion of the Board circumstances warrant a change.

f) Each Senior match will comprise of two 35 minute halves.g) Each Junior match will comprise of two 25 minute halves.h) All matches will have a 5 minute break between each half.i) For a game to commence, each team shall have a minimum of 5 uniformed players. j) A match will be deemed a forfeit if 10 min from the commencement by the umpires a

team cannot be fielded. A forfeiting team will be deemed to have lost 10 – 0 unless that team is from the same club in which case a 3-0 score line will be recorded. Also see (5) Forfeiting a Match, (6) Claiming a forfeit, (7) Point scoring for matches.

k) Should a match start late, the match can be shortened at the discretion of the Officiating Panel or the umpires appointed to the game.

l) Points will be awarded for each match.m) At the completion of the Competition rounds a Finals Series will be played in each

Division to determine a Premier in each Division.

2) Team Scorecards

a) All team scorecards shall be completed in full by the team players. (eg legible writing and signatures)

b) Failure to comply with a) will result in the loss of one (1) competition point.

c) Scorecards must be available to the recorder no later than the last scheduled game on that day.

3) Deferring Matches

a) Matches may only be deferred when a team has 4 or more players of that team in the specified division that are on representative duty for WWCHA in either State or Country Tournaments. (Representative duty may include player, umpire, coach, tournament official)

b) The team may apply in writing to the Board for a deferment no later than 48 hours after the fixture has been notified to the public or two weeks prior to their scheduled match.

c) Should the Board agree to a deferment, the Board will reset the time for the deferred match to be played.

4) Abandoning Matches

a) If a match is stopped due to severe weather conditions, technical failure or medical emergency within the first half of the game, play will be abandoned at the discretion of the umpires and the Board will determine a replay time.

b) If the match is abandoned in the second half the result will stand as recorded on the scorecard at the time play was ceased – there will be no replay.

c) If a Grand Final match is abandoned for any reason, and a “no result” is declared, joint premiers will be awarded.

d) The HNSW rules relating to lightening will be adhered to.

5) Forfeiting a Match

a) Any team forfeiting a game shall notify their opponent and the Board of their intention to forfeit 48 hours prior to the scheduled time of the match.

b) The forfeiting team shall lose all points for that game.c) Any team that forfeits is liable to pay full ground fees. (That is, their opponents

ground fees in addition to their own ground fees)d) A team that forfeits any of the last 5 games of the season may be excluded from the

Finals Series. The enforcement of this rule is at the discretion of the Board.

6) Claiming a ForfeitA team may claim a forfeit providing that –

a) They have taken the field at the scheduled playing time. As directed by the umpires.b) Five or More All players have signed the scorecard.c) Five or More All players are in suitable uniform.d) The opposing team has not taken the field within 10 minutes of the scheduled playing

time. Of the commencement of play as deemed by the umpires.e) The umpires and team captain sign the score card and return it to the recorder.

7) Point Scoring for Matches

a) For a win - three (3) points.b) For a draw - one (1) point.c) For a loss - nil (0) points.d) For a bye - nil (0) points.e) For a forfeit - three (3) points and a three (3) goals to nil win for the opponents. Ten

(10) goals to nil or three (3) goals to nil win should the team come from the same club; to the opponents.

8) Determining Final Team Standings in each Division

a) The teams shall be ranked according to the number of points scored during the rounds of the Competition.

b) Each team shall be ranked from position one down to the last ranked position.c) The team ranked at position one shall be declared Minor Premiers of the

Competition.d) If two or more teams tie, the rankings shall be determined by goal average.

9) Determining Goal Average

a) The goal average shall be determined as follows - goals for, minus goals scored against, divided by the number of games played. The team with the higher goal average will be ranked above the other team.

b) In the event of teams having the same goal average, the team with the greater number of goals will be ranked higher.

c) In the event of teams having the same number of goals, the result may be determined on a count back of competition games between the teams.

d) In the event that teams are still equal, the Board may determine a date and time for a deciding game to be played. The winner of such a game would be ranked higher. (One on one competition OR Stroke off? Instead of game)

10) Final Series

a) A regular Finals Series will consist of Qualifying and Elimination Finals and a Grand Final.

b) Where a Division has less than four (4) teams, the Board will determine a suitable, alternative Finals Series.

11) Qualifying and Elimination Finals

a) Finals may be played between the top four teams in each division.

Week One FinalsMajor Qualifying Finals and Elimination Finalsb) Teams in positions 1 and 2 will play in the Major Qualifying Final.c) The winner of the Major Qualifying Final will progress to the Grand Final.d) The loser of the Major Qualifying Final will play in the Minor Qualifying Final in Week Two.e) Teams in positions 3 and 4 will play in the Elimination Final.f) The winner of the Elimination Final will play in the Minor Qualifying Final in Week Two.g) The loser of the Elimination Final is eliminated from the Competition.

Week Two FinalsMinor Qualifying Finalsh) The winner of the Elimination Final and the loser of the Major Qualifying Final play in the Minor Qualifying Final.i) The winner of this match qualifies to play in the Grand Final.j) The loser of this match is eliminated from the Competition.k) In the event of a drawn game in either Week One Finals or Week Two Finals there will be 10 minutes of “golden goal” extra time. That is, the first team to score during this time will win the match. Drop off ???? why can this be done in the grand final and not the other finals???l) If there is no result after “golden goal” extra time the team ranked higher will progress to the Grand Final.

12) Grand Final

a) In the event of a drawn game there will be two periods of “golden goal” extra time played if needed.

b) During these periods the team scoring the first goal shall be declared the winner of the match, and hence Premiers of their Division.

c) The first period of extra time will be for 6 minutes. Each team will take the field with nine (9) players, minus any suspensions that have occurred during the match. Of these nine (9) players, one (1) must be the goal keeper.

d) If there is no result after the first 6 minutes of extra time, there will be a two minute break.

e) After the two minute break, there will be a further 6 minute period of extra time. Each team will take the field with seven (7) players, minus any suspensions that have occurred during the match. Of these seven (7) players, one (1) must be the goal keeper.

f) During extra time the normal interchange rules apply for eligible players.g) Any team who has a player suspended during the match will not be permitted to use

that player until that suspension is served as deemed by the umpire, such suspension shall include extra time and penalty shoot out Any team who has a player suspended during the match must not use that player in any further capacity. That is, a suspended player cannot play in any extra time period or be involved in a penalty shootout.

h) If there is still no result after the two periods of extra time, a Penalty Stroke Shoot out will be played to determine the Premier. The penalty stroke shoot out will be conducted as per the rules stated in the rulebook.

F) LODGING A PROTEST

1) Any Protest that may arise from a match should be lodged with the Board within 48 hours of the completion of the match.

2) A Protest must be written and signed by the complainant.3) A fee of $50 is payable to WWCHA upon the lodgment of a protest.4) The $50 fee is non refundable.5) After the Board has received notification of a Protest, the Board will nominate a time

to consider the Protest.

G) PLAYERS, TEAMS AND GRADING

1) A player may seek exemption from any rule of Part H (Players, Teams and Grading) by written application to the Board.2) The Board will consider any application for exemption from any rule of Part G (Players, Teams and Grading) on the merits of the application taking into account:

a) The benefit or otherwise to WWCHA.b) The benefit or otherwise to the individual concerned.

3) A player may be registered with one club only per season. Competition ???4) A player wishing to play with a new club, either with the WWCHA or any other association, is required to obtain a written clearance from their previous club. This written clearance will then need to be lodged with the WWCHA Board. After the Board has considered the clearance, the player will be notified of the Board’s decision in writing.5) In normal circumstances a club will be bound to give a player a clearance unless –

c) The player owes the club outstanding fees.b) The player has retained possession of club property.

6) Should a clearance be refused by a club, the player may approach the Board to convene a hearing to decide the matter.7) A player may not change clubs after 3 competition rounds unless –

a) The player has obtained a written clearance from the club that they have been playing for.

b) The player provides a written request to the Board accompanied with the written clearance from the club.

c) The Board approves the change.8) If a player plays a competition match under another person’s registration name, both the player and the club will be penalised.

a) The penalty to the player will be a 4 week suspension for each match played.

b) The penalty to the club will be the loss of competition points for each match that the player has played in.

9) A player must play at least 50% off all games during the competition rounds in a particular team and division to be eligible to play in that Finals Series. Should a player not be eligible for a Final Series, but wish to play in a Final Series, the player (Club ???) can lodge a written application with the Board. The Board will make a determination based on the application and will notify the player (Club ???) of the outcome.

10) A club with only one team must have at least 11 registered players to take part in a competition.

11) Clubs must have a minimum of 9 nominated players per team per division.

a) Players nominated in a division are eligible to play one division higher, but cannot play in any division lower.

b) If a club does not have a team in the immediate division higher, players are eligible to play in the next available higher division.

12) A player registered (replace with nominated) in a lower division may play up to three games in a division that is two divisions higher than their registered division. Exception – see rule 11) b).

13) If a player nominated in a lower division plays more than three games in a division that is two divisions higher, they will be re-registered (replace with re-nominated)one division higher than their initial registration.

14) Nominated player names shall be at the recording officer prior to the 3rd competition game of the season.

15) If there are two (or more) teams from the same club in the same division, 9 players must be nominated for each team.

a) Nominated players must only play in their nominated team in that division. b) Players from both teams may play in a higher division as per rule 12.c) Should a player from a lower division play in a higher division, that player must play for the same team during the course of the competition.d) Players can only play for 1 team in a competition.

16) It is the responsibility of clubs to notify the recorder of any changes to registered players. Any player who does not or will not qualify for the final series will be removed from nomination as soon as such occurrence becomes obvious. An alternate player must be nominated in their place if the team nomination drops below 9. The alternate player will not be allowed to play any lower divisions.

17) The recorder shall keep a record of matches where players have played more than one division higher. (see rules 11 and 12 )

18) The recorder shall notify clubs of any required change of registered players. (see rule 13 and 16)

19) Any Wagga Wagga player who wishes to represent at a State Championship other than Wagga Wagga must forward a letter seeking clearance to the WWCHA Board. The Board will consider the application and provide a written response to the player. Taking into consideration the current HNSW policy for such occurance.

H) UNIFORMS

1) All clubs must submit details of their colours and details with WWCHA. The Board must approve any changes.

2) Any printed advertising on shirts may not be any larger than 10cms.3) Numbers are acceptable and advisable is possible.4) In the Women Competitions all players must wear a skirt of their club colours.5) In the Women Competition if bike shorts or shorts are worn underneath the skirt they

must be the same colour as the skirt or black.6) Hockey is a dangerous sport All players in all competitions must are advised to wear

shin guards and mouth guards. Players who do not wear shin guards and mouth guards will not be allowed to take the field to play. Do so at their own rick and are required to provide an indemnity form to WWCHA and NSWH. Will a doctors certificate be required as per NSWH

I) OFFICIATING

1. Objectives & Role of the OC

a) The OC is responsible to the WWCHA, Board of Management (‘the Board’) for the effective and efficient administration of umpiring and technical matters for all competitions controlled by WWCHA.

b) The OC shall also oversee the implementation of Association and State Officiating programs and advise and provide recommendations concerning this to the Board.

c) The objectives of the OC include, but are not limited to:1) To increase the participation of technically accredited personnel. 2) To develop the quality of officiating by increasing the numbers of accredited

Umpires, Umpire Coaches and Technical Officials3) To raise the awareness of all hockey participants to the roles of Umpires, Umpire

Coaches and Technical Officials.4) To raise the awareness of all hockey participants to the availability of access to the

career paths relevant to Umpires, Umpire Coaches and Technical Officials.5) To continue to maintain and develop a framework for Association based umpiring

levels of accreditation and access to State and Australian accreditation.6) To liaise with the Financial Panel in the preparation of budgets.7) To oversee the Code of Conduct for officials.

d) The roles of the OC include, but are not limited to:1) To provide seminars and courses to meet identified needs.2) To administer Association and State theory and practical assessments.3) To appoint umpires for the control of all games controlled by WWCHA.4) To select and support officials to attend championships/carnivals – such appointments to be ratified by the Board. 5) Other responsibilities as may be directed by the Board, or as adopted by the OC for its own benefit – with Board approval.

2. Appointment of the Committee

a) The OC is appointed by the Board on the recommendation of the OC Board representative.

b) Members will serve for a period of one year.c) Members will be eligible for re-appointment.d) The OC is to be comprised of a Board representative and not less than two or more

than six other members.e) At least 50% of the Committee members are to be umpires, umpire coaches or

technical officials, qualified to a minimum Hockey Ed Development level NOP Level 1 in at least one of the disciplines.

f) The OC may appoint sub-committees. Sub-committee members need not be members of the OC.

3. Meetings a) The OC is to meet as required to ensure the efficient and effective administration of

umpiring and technical matters for WWCHA.

4. Umpire Nominations from Clubs

a) Each team must provide an umpire for their own umpiring duties. That umpire does not have to play for that team, but must be able to umpire that division competently. Such assessment of competent is to be made by the OC. Each team are to nominate their

umpires prior to the commencement of the game to the OC and have these umpires approved to carry out these appointments. All umpires should be rated regularly by the OC to determine what grade they are competent and capable of controlling.

b) Failure of a club to do their umpiring duties will result in a loss of two (2) competition points. Clubs will have to be notified which team is responsible for supplying umpire.

5. Match Control – Umpires

a) Umpires are appointed to be the sole arbiters of the rules of hockey.b) No dispute may be made relating to an umpiring decision relating to the rules of the game.c) Umpires are to administer games in accordance with the Rules of Hockey as published bi-annually by the International Hockey Federation (FIH) and in accordance with the current competition rules as provided in writing from the OC.

6. Match Control - Technical Official s.

a) Where a Tournament Director, Technical Officer or Judge is appointed to officiate at a match; those duties normally assigned to such officials are to be undertaken.

b) Additional tasks, as agreed with the appointed umpires, may be undertaken, as agreed by the Board from time to time.

7. Match Card s

a) At the conclusion of each match, umpires are to ensure that the match cards are completed accurately, and are to sign the card with their printed name and signature.

b) Fraudulent entries on match cards are the responsibility of clubs and will be dealt with by the Board. Define Fraudulent.

b) These details include: the date of the game and the teams; correct number of players; correct goals scored; any injuries that occur; all cards given (red, yellow, green) and the reason for the cards (Is there room for green reasons?); best and fairest 1-3 is completed; both captains and both umpires sign the card.

8. Suspensions and Reporting

a) All suspensions, temporary or permanent, are to be recorded on the Match Card, indicating the name of the player suspended, the reason for the suspension and the time period of the suspension.

b) Where a player is permanently suspended (that is, a ‘red card’), both umpires are to provide a written report to a member of the OC within 24 hours outlining the circumstances of the awarding of a “red card”.

c) Each umpire is to make their report without consultation or collusion.d) On receiving the report the OC will bring the alleged incident before the Board, and the

Board will decide as to whether a Hearing is deemed necessary.e) Should a Hearing be called by the Board both umpires should be prepared to attend the

Hearing to provide oral evidence.

9. Umpire and Technical Management

a) Grading.1) The OC is the sole authority for determining the grading and suitability of any

umpire nominated to officiate at WWCHA fixtures.

2) The OC will take into consideration the relevant accreditation including Hockey Ed level NOP ranking, current badge held of the umpire, and the umpires assessed performance in approving the umpire nomination.

b) Match Appointments.1) The OC is the sole authority in making umpiring and technical appointments to any

match controlled by WWCHA, including competition finals.2) The OC may make such consultations as it deems necessary in making

appointments, and may delegate these responsibilities to an approved sub-committee.

c) Representative Appointments.The OC is to nominate suitably qualified umpires to represent WWCHA at representative matches carried out by the WWCHA.

d) Umpire Briefing.The OC is to provide a briefing to all umpires of the Rule Changes and Directions for that year within the first two weeks of the normal competition.

e) Umpiring Assessments.1) The OC is to provide practical coaching and lectures for umpires, players and

coaches within the WWCHA. 2) The OC is to arrange for testing of practical badges in accordance with Hockey

NSW directions and maintain a register of badges awarded and any NOAS Accreditation gained.

f) Umpire Payments.Umpires are to be paid in accordance with 12. Umpire Payments.

g) Umpire Uniforms.All umpires are to make every attempt to comply with the uniform requirements as recommended by the OC.

10. Trophies

a) The OC may award the annual trophies as per D. WWCHA – Annual Awards / Trophy Presentations

b) The method for awarding the annual trophies is to be determined by the OC. The OC may make a sole determination, or may consult as it determines.

11. Panel Umpires – Future Developments of the OCa) The OC is to advise the Board in writing of the nominated Panel Umpires.b) There is one panel for each division.c) Each panel shall contain a number of umpires equivalent to the teams nominated in that

grade plus an extra two Umpires.d) Umpires in each panel are to be graded according to performance in the WWCHA

competition.e) The junior panel and the lowest senior panel may contain as many umpires as

available. f) Each panel may be reviewed at the discretion of the OC with notice to the Board.g) Umpires shall be paid according to their designated panel, despite the grade they are

nominated to umpire.

12. Umpire Payments

a) Umpire fees are only paid to those Umpires who fully complete the match card to a standard that is approved by the OC ie signed on players match the card, goals are correctly recorded, cards and details are recorded, injuries and details are recorded, best and fairest 1-3 are recorded, both captains and umpires have signed the card.

b) Junior Umpire payments will be made by the Board at the end of June and at the end of the season, supplied by the OC. J) DISCIPLINE

1) Definitions

In these Playing Rules:

a) “Board” means the Board of WWCHA. Management.b) “Board Member” means the Board Member responsible for the Disciplinary Panel . person in charge of the Disciplinary Panel. c) “Panel” refers to a Panel formed to consider alleged charges.d) “Hearing” refers to the actual meeting where the alleged charges are heard.e) “Participant” refers to a person present at a Hearing, whether the person is

defending or alleging charges.f) “Match” means any game of hockey played under the control of WWCHA; or any match

that a WWCHA team plays in.g) “Person” may be player, coach, manager, spectator, parent or guardian; or any person

from another Association i.e. player, coach, manager, spectator, parent or guardian

2) Functions

a) To carry out the functions specified in this By-Law under the guidance and direction of the Board Member and the Board.

b) To enquire into, investigate, hear and determine any question or matter arising out of a match or of misconduct occurring during the course of any match, as referred by the Board.

c) To enquire into, investigate, hear and determine any breaches of by-laws or misconduct as referred by the Board.

The functions of the Disciplinary Panel are:

a) To carry out the functions specified in this Playing Rules under the guidance and direction of the Board Member and the Board. Refer I officiating 8 (d) ?? YES

b) To enquire into, investigate, hear and determine any question or matter arising out of a match or of misconduct occurring during the course of any match.

c) To enquire into, investigate, hear and determine any breaches of Playing Rules or misconduct referred to it by:

a. The Board.b. Any member of WWCHA.

3) Appointment of the Disciplinary Panel

b) Members will serve for a period of one year.c) Members will be eligible for re-appointment.d) The Disciplinary Panel is to be comprised of a Board representative and not less than

two other members. (Note – deleted as Disciplinary is a Panel that already comes under a Board Member)

4) Disciplinary Panel Nominations

a) Each Club is encouraged to nominate members for service on the Disciplinary Panel.b) Any such nominations are to be forwarded to the Board for consideration.c) The Board shall notify each Club as to the outcome of each nomination.d) The Board shall have the power to remove any Disciplinary Panel member from the

Disciplinary Panel as it sees fit.

5) Procedure for Laying a Chargea) In a match where an Umpire, or other person(s), alleges a charge of misconduct, the

allegation will be considered in the following manner:

1) The Umpire(s), or other person(s), will notify the Officiating Committee in writing of the alleged incident within 48 hours of the alleged incident occurring.

An Umpire will notify the Umpiring and Technical Panel regarding an alleged incident.2) The Officiating Committee will bring the alleged incident before the

Board, and the Board will decide as to whether a Hearing is necessary.The Umpiring and Technical Panel in conjunction with the Disciplinary Panel will decide whether a Hearing should be set. 3) Should a Hearing be deemed as necessary, by the Board the Disciplinary

Panel will request a written report from both Umpires regarding the alleged incident. all available reports regarding the alleged incident will be forwarded to the Disciplinary Panel.

4) The Disciplinary Panel will contact the person’s Club through their Club President and Secretary to advise the time of the Hearing.

5) The Disciplinary Panel will send relevant documentation to the charged person’s Club President and Secretary and the Umpiring and Officiating Technical Panel.

6) The Club President and Secretary will be responsible for forwarding copies of all documentation to the charged person.

7) The Club President and Secretary will be responsible for alerting the charged person to the time of the Hearing.

8) All Hearings will be held in the Club Room of WWCHA, unless all parties are informed that another venue will be used.

9) Should the Board deem that a Hearing is not necessary, the Board will notify all relevant parties as to the Board’s decision.

c) In any other case where a person alleges a charge of misconduct, the charge may be laid in the following manner:

1) The person will submit a written report to the Board Disciplinary Panel within 48 hours of the alleged incident.

2) The Board Disciplinary Panel will decide whether a Hearing should be set. 3) If a Hearing is not set, the Board Disciplinary Panel will forward an explanation

to the person and the Board stating why a Hearing was deemed not necessary.

4) Should a Hearing be deemed as necessary, the Disciplinary Panel will contact the reporting person and the person alleged of misconduct to inform them of the time of the Hearing.

6) Eligibility to Play Subject to Hearing

a) A person is eligible to participate in all matches until a Hearing has been held to consider any alleged charges.

7) Forming a Panel

a) Where a Panel is to be formed, it shall be the duty of the Board Member to ensure so far as is practicable that:

1) The Panel is formed prior to the actual Hearing.2) The Panel will comprise a minimum of three members.3) The Panel members shall be deemed as “neutral” by the Board Member.4) The Panel is to be approved by the Board of WWCHA YES & needs to be on

every Panel

8) Withdrawing a Charge

a) Where a charge is withdrawn, all parties shall be notified as soon as practical possible.

9) Participants Rights

Participant rights at a Hearing include the following:a) The Participant can appear alone. (Total = 1 person)b) The Participant and an Advocate can appear. (Total = 2 people)c) Should the Participant not appear, two Advocates may appear. (Total = 2 people) d) Any junior person (under age 18 years) must have a parent or guardian present at

Hearing, and may also have an Advocate. (Total = 3 people)e) Any Participant may provide signed written statements from other parties to support their

position.f) Any Participant providing signed written statements will provide 4 copies of each

statement; one for each member of the Panel and one for the opposing Participant.g) An Advocate is not to be a Solicitor or a like person.

10) Hearing Procedure

a) The Hearing will consist of only the following parties:1) The Panel – 3 people minimum.2) The Participants, if present.

3) Any Board Members, if present.4) Any Disciplinary Panel Members, if present.

b) Any Board Members or Disciplinary Panel Members who attend a Hearing, but are not on the Panel, attend only as observers.

c) The Panel may hear and proceed with any charge if either party of Participants is not represented. (ie Nil attendance)

d) At the commencement of the Hearing a briefing will be given on proceedings.e) The Panel will read the charge to the charged person and ask for their plea.f) If the plea is ‘Guilty’ the Panel moves to 11) Plea of Guilty.g) If plea is ‘Not Guilty’ the Panel moves to 12) Plea of Not Guilty.

11) Plea of Guilty

Procedure on acceptance of guilty plea:

a) Evidence taken to ascertain severity of guilt.b) The Panel will receive any signed written statements.c) Any prior offences are to be made known to the Panel.d) At conclusion of evidence, the Panel shall be given sufficient time to consider their

verdict.e) After considering the evidence, the Panel will inform all Participants of the verdict.

12) Plea of Not Guilty

Procedure on plea of not guilty:

a) The Panel will be given any signed written statements from all Participants either parties.

b) The Panel will hear evidence from the Accusing Participant.c) The Panel will allow the Defending Participant to may ask questions. All questions are

to be asked through the Panel.d) The Panel will hear evidence from the Defending Participant.e) The Panel will allow the Accusing Participant to may ask questions. All questions are to

be asked through the Panel.f) The Panel may ask questions of either Participant at any time.g) At conclusion of evidence, the Panel shall be given sufficient time to consider their

verdict.h) After considering the evidence, the Panel will inform all Participants of the verdict.

13) Powers of the Panel

a) After the charge(s) has been heard and considered by the Panel, all parties will be informed of the Panel’s decision.

b) The Panel may impose such penalties as it thinks fit. These penalties include, but are not limited to, the following:

1) Reprimand a player, person, or club.2) Issue a warning to a player, person, or club.3) Place a Suspended Sentence over a player, person or club.4) Suspend a player, person, or club.5) Fine a player, person, or club.6) May order the loss of competition points for the team or club of the person

charged.7) May impose competition penalty points against a team or club.

8) May order the replay of any match.

14) Reporting after the Hearing

a) The Panel shall provide a written report to the Board on its findings.b) The Panel shall provide a written report to the charged person’s Club President and

Secretary on its findings.c) The Club President and Secretary are to notify the charged person that they have

received confirmation of the person’s suspension or exoneration.d) The Secretary of WWCHA is to notify Hockey NSW of any game suspensions incurred.

15) Appeal for Re-Hearing

a) Where a Hearing has been conducted and the Panel has come to a decision, all parties have forty-eight (48) hours to lodge an appeal. with the Board.

b) The Board Disciplinary Committee shall consider any such appeal application and shall decide whether a Re-Hearing should be granted.

c) A Re-Hearing may be granted on any of the following grounds:1) If there is a valid reason why the player, person or advocate did not attend

the initial Panel Hearing.2) If the matters raised by the application are sufficient to justify a Re-Hearing.

d) Should a Re-Hearing be granted, only one of the original Panel members may be a member of the Re-Hearing Panel.

e) Should an Appeal be dismissed, the Board Disciplinary Committee shall provide a written report to the appealing party’s Club President and Secretary, and the President of the Board, stating why a Re-Hearing has not been granted.

16) Penalty for a Club using a Suspended Person

a) The person’s Club President and Club Secretary are responsible for overseeing the implementation of the person’s suspension.

b) Any Club Team using a suspended person shall be deemed to have lost any match in which the person has participated. That is, competition points will be awarded to the opposing team, and the match result will be recorded as a 3-0 win to the opposing team.

c) The Club President and Secretary may be called before the Board, or be asked by the Board for a written explanation, as to a Hearing to explain why a suspended person was allowed to participate in a match. The hearing may impose further penalty as it sees fit. YES

d) The suspended person may be called before the Board, or be asked by the Board for a written explanation, as to a Hearing to explain why they participated in a match while under suspension. The hearing may impose further penalty as it sees fit. YES

K) PENALTY POINTS SYSTEM

a) The following point system will apply: Green Card = 2 Penalty Points; Yellow Card = 5 Penalty Points; Red Card = 10 Penalty Points.

b) The Penalty Point System will operate in all WWCHA Competitions Does this include Riverina league? and will continue until the Competition has been completed. (ie Normally the Grand Final)

c) Once a player has accumulated a running total of 11 points they will be automatically suspended for one (1) week and may be called to a Hearing.

d) If a player is suspended, the Disciplinary Panel will contact the player’s Club President and Secretary informing them of the suspension.

e) It is the duty of the Club President and Secretary, and the Officiating Committee Board Member, to contact their player to inform them of the suspension.

f) It is the duty of the Club President and Secretary to ensure that the player serves their suspension.

g) After serving a one week suspension 11 points will be deducted from the player’s running total of points.

h) Penalty Points will be deducted at the rate of one point for each week that WWCHA plays a competition round (does a deferred game say Fri night count as an extra round?). (*Exception – see Playing Rules i) below)

i) Should a player be “carded” during a competition round, there will not be a one point deduction in that player’s Penalty Points for that week.

j) The Penalty Points System will be managed by the Recorder and a nominated Disciplinary Panel member.

k) Club Presidents and Secretaries will have the contact details of the Recorder and the Disciplinary Panel member managing the Penalty Points System.

l) Club Presidents or Secretaries may request details of their own club players Penalty Points at any reasonable time from either the Recorder or the Disciplinary Panel member.

m) Penalty Points may be reviewed by the Disciplinary Panel during the competition season. (An example of this would be where a player has been called before a Disciplinary Hearing)

n) Should the Disciplinary Panel believe that a review of a player’s Penalty Points may be warranted, the Disciplinary Panel will contact the Board President.

o) At the 1st January of any calendar year penalty points will be returned to zero.p) No zero for the finals series????? Therfore better to earn suspension in second last

round game than to carry such points to final series. IS THIS FAIR??

L) ACTION TO BE TAKEN SUBJECT TO RED CARD

a) Any person at a match will, on being shown a red card, remove him/herself from the dugout, field and the surrounding area for the remainder of the game.

M) SUSPENSIONS Penalty Point & Disciplinary Hearing

a) Suspensions shall be until a certain date.b) Any suspension not fully completed during the current year will be carried over into the

following year until the suspension has been fully completed. c) Suspensions will include exclusion from all representative, non-social and social

matches.d) The Recorder and the Disciplinary Panel will maintain an ongoing record of all

suspensions incurred.e) Any person who is under suspension shall not be allowed in the dugout during the term

of their suspension.f) Any person who is under suspension will be allowed to attend Club or Representative

training.g) Any person who is under suspension will be allowed to attend Club or Representative

matches as a spectator.

N) ELIGIBILITY FOR MOST VALUABLE PLAYER TROPHY

a) A player shall be ineligible to be awarded any Most Valuable Player Trophy presented by the Association if they have incurred either a total of 11 Penalty Point Suspension or a Disciplinary Hearing Suspension a suspension during the competition in which they are playing.

O) CLUB CHAMPIONSHIP

a) The top 3 teams in each Division will be awarded points.b) At the conclusion of the Competition Rounds, the competition points for the top 3 teams will be calculated into a Win Rate Percentage (WRP)Example - a team has accumulated 36 points from playing 15 games in a division. The WRP = 36pts divided by (15 games x 3) = 36/45 = 80% WRP.c) The 1st placed team WRP will be multiplied by a factor of 300 to determine their Club Championship Points (CCP)Example – if the team above finished first it would receive 80% x 300 = 240 pointsd) The 2nd placed team will have WRP multiplied by a factor of 200.e) The 3rd placed team will have WRP multiplied by a factor of 100.f) Each Club across all Divisions will have their points awarded tallied up and the highest amount of points accumulated will be declared the Club Championship Winners.g) Overall 1st may be awarded a cheque for $100; Overall Runner’s up may be awarded a cheque for $50; Overall 3rd place may be awarded a cheque for $25.

P) PLAY THE WHISTLE

a) Play the Whistle is an initiative to encourage competing hockey teams, team officials (off field staff) and spectator groups to play in the true spirit of the game.

b) The spirit of the game encompasses demonstrating behaviour that is outlined in the codes of behaviour.

c) Teams that demonstrate the true spirit of hockey will be rewarded with points corresponding to their degree of fair play at the end of each match.

d) The allocation of points will be decided by the 2 umpires and technical officials and recorded on the match report.

e) An award will be given to the team with the highest number of points accumulated at the end of the championship.

f) Points for each team are awarded as follows:

1) 3 POINTS: Exceptional behaviour was demonstrated by the team, coach, manager and spectators. The game was played in the true spirit of hockey.

2) 2 POINTS: The game was played in good spirit by the team. The players, coach, manager and spectators all demonstrated overall good behaviour and adhered to their codes of behaviour.

3) 1 POINT: The match was incident-free however the team played with less than ideal spirit. One or more players, the coach, manager and/or spectators demonstrated less than ideal behaviour however were not in breach of their code of behaviour.

4) 0 POINTS: The team, the coach, manager and/or spectators created a hostile atmosphere. Behaviour was less than acceptable and was in breach of one or more codes of behaviour.

5) Minus 1 POINT: The team, the coach, manager and/or spectators demonstrated unacceptable behaviour which interfered with the conduct of the game.

This document provides general policy and guidelines on representative squads/teams as well as duties and responsibilities of the Coaches, Selectors, Managers, other officials and players.

Codes of Behaviour at Attachment 15 & 16 should be followed.

2) Interpretation and Amendment

a) Interpretation of this document shall be by the Board and shall be binding on all members.

b) Amendments to this document shall be made by the majority of the Board.

3) Appointment of Selectors, Coaches and Managers

a) Selectors, Coaches and Managers shall be appointed by the Board, upon completion of an application form.

b) The Selectors will be members of the Representative Teams Panel.c) The Manager and Coach shall be aware that their positions are voluntary and no

direct payments of any kind shall be made by WWCHA to the Selectors, Managers or Coaches for services rendered.

d) According to current policies of WWCHA the costs of transportation and accommodation of team officials at Championships and Carnivals shall be the responsibility of WWCHA.

e) No expenses shall be incurred without prior approval.

4) Representative Teams

a) The Board will decide which Representative squads/teams will represent WWCHA.b) The players shall be responsible for their fares, accommodation and meals while

representing WWCHA in all indoor and outdoor representative competitions.c) Team personnel other than those approved for payment by the Board will receive no

financial assistance from WWCHA.d) All representative teams shall wear the official WWCHA uniform/colours of black, red

and white.e) The details of such uniform shall be decided by the Board and presented to Hockey

NSW for approval.f) Each new representative player is to purchase their own playing uniform.g) Goalkeepers shall wear a contrasting coloured shirt and shall have a number on the

front and back of the shirt.h) To be eligible for selection in a WWCHA representative squad/team, and to continue

to be eligible to represent WWCHA, players must be a member of a WWCHA Team/Club and have paid WWCHA registration fees. Or be approved by HNSW

i) To be eligible for selection in a WWCHA Under Age team, players must be under age on lst January in the year of the competition.

j) Players who do not qualify under 4 (h) or 4 (i) may be considered on a case by case basis by the Board.

k) Players shall be invited to submit a nomination form to the Selection panel of the relevant team for consideration in the appropriate squad.

l) Players shall be considered for inclusion in representative squads/teams on the basis of their performance in matches, trials and their attendance at representative training.

m) Preference for representative players will be given to players in the applicable age group ( Don’t agree. We have a responsibility to pick the best team available irrespective of age. Age can be taken into consideration given effect on other rep teams but we should not note it ) and currently playing in the appropriate WWHA competition. ????

n) The Selection Panel shall have the authority to rescind the selection of a player in a WWCHA representative squad/team on the basis of evidence of medical conditions, failure to adequately attend training program sessions, unfinancial status to Hockey NSW or unsuitability to represent WWCHA. The player concerned shall have the right to be present and/or represented by a person of his / her choice when such evidence is presented and considered.

o) If a player needs to be added or withdrawn from a team/squad, the Selection Panel will consult with the Board regard the matter.

p) All individual WWCHA representative players will be required to have their respective representative fees for attending/participating in championships and or carnivals paid in full seven (7) days prior to championship or carnival date. Exemptions can be requested via the Finance person prior to championship or carnival.

5) Selection Panel

a) The Selection Panel for Representative Teams shall consist of at least two (2) Members:

1) One Member will be from the Board; normally this would be the Representative Team Board Member.

2) One Member will be the appointed Coach of the respective team.3) Other people can be appointed to the Selection Panel, subject to Board

approval.b) The Selection Panel shall select squads/teams to attend representative training.c) The Selection Panel shall change the composition of a squad/team at any time,

subject to approval of the Board.d) The Selection Panel shall select Representative Teams from members of approved

squads and notify the Board of the final team.e) The Selection Panel shall attend all matches of the selection program.f) The Selection Panel will forward to the Board the names of all players in any

squad/team for Board approval.g) The names of Selection Panel members will be forwarded to the Board for approval.

6) Duties of Coaches

a) Once appointed each Coach shall become familiar with the requirements set out in this document.

b) Each Coach shall perform such duties as the Board directs.c) Each Coach shall have a deliberative and casting vote in the selection of the final

team.d) Each Coach shall select the Captain and the Vice Captain for the team.e) Each Coach shall accompany the team to the relevant event.f) Each Coach shall be responsible for the selection (in conjunction with Assistant

Coach, if appointed) of the team for all games during the relevant Championship or Tournament, subject to the fitness of the players as determined by the Manager and or Doctor if necessary.

g) Each Coach shall submit a written report to the Board within 21 days of completion of the event, outlining the success or otherwise of the selection program, the training program and the team's performance at the event including any other relevant issues or recommendations.

h) Each Coach shall submit a detailed confidential report, if warranted, on team/player behaviour, preparation, any problems etc. to the Board Chairperson, within 7 days of the completion of the Tournament.

i) A confidential report on a player by the Coach shall be made available to the player concerned before consideration by the Board; such player to have the right to attach a personal statement to the report.

7) Duties of Assistant Coaches

a) Once appointed each Assistant Coach shall become familiar with the requirements set out in this document.

b) Each Assistant Coach shall perform such duties as the Board directs.c) Each Assistant Coach shall assist the coach in the selection of the Captain and the

Vice Captain for the team.d) Each Assistant Coach shall accompany the team (where approved) to the relevant

event.e) Each Assistant Coach shall provide assistance to the Coach with the selection of the

team for all games during the relevant event, subject to the fitness of the players as determined by the Manager.

f) Each Assistant Coach shall submit a written report to the Board within 21 days of completion of the event, outlining the success or otherwise of the selection program, the training program and the team's performance at the event including any other relevant issues or recommendations.

g) Guidelines for Coaches are at Attachment 12.

8) Duties of Manager

a) Once appointed the Manager shall become familiar with the requirements set out in this document.

b) The Manager shall perform such duties as the Board directs;c) The Manager shall obtain a copy of the technical requirements provided by Hockey

Australia (relevant Championship Operations Manual).d) The Manager shall within 7 days of the close of the event where necessary submit a

detailed financial statement to the Board outlining all monies expended and collected along with supporting documentation (tax invoices).

e) Each Manager shall submit a detailed confidential report, if warranted, on team/player behaviour, preparation, any problems etc. to the Board Chairperson, within 7 days of the completion of the Tournament.

f) The Manager shall submit a confidential report on a player by the Manager/Management team shall be made available to the player concerned before consideration by the Board; such player to have the right to attach a personal statement to the report;

g) Such reports on individual players shall be restricted to the Board and future years' coaches, selectors and managers or the Discipline Committee as determined by the Board.

h) The Manager shall submit a written report to the Board within 21 days of the completion of the event outlining administrative issues, travel, accommodation, player behaviour and other general issues and recommendations.

i) The Manager shall submit a written report (no longer than one A4 page) suitable for the Annual Report including the final results of tour and a general narrative with specific mention of any selections in high representative teams.

j) The Manager/Management team has the power to take whatever action is appropriate to ensure the proper conduct of the team prior to, and subsequent to a team being assembled for or dispersed from a recognized competition.

k) Should an extraordinary circumstance arise which is not covered in the Manager’s responsibilities, then the matter together with the Manager's, Coach's and Selectors’ (if appropriate) recommendations shall be directed to the Board where action shall be considered.

Policy on Selection Of Players

a) There shall be at least two Selection Trials conducted in all age groups.

b) Whilst selection may also be based on past performance and performance in weekly club matches rather than being totally based on performance in these trial games, they shall always be conducted in the interest of fairness and equality for all players.

c) All players wishing to be considered for selection will be required to fill in a nomination form.

Guidelines for Players REPLACED BY HNSW FORM + ??? MANY DOUBLE UP

At all times the player will:1) Use all reasonable endeavours to play to the best of their skill and ability in all matches in

which they are selected to play.

2) Attend promptly and participate in all training sessions at such times and places as reasonably required by the coaches. If unable to attend they should inform the coaches of their reasons prior to the training and obtain permission not to attend. This should be conveyed to all team members unless of a personal nature.

3) Attend promptly all matches in which the team is a participant whenever directed by the coaches.

4) Comply with all reasonable requirements of behaviour and dress when making a public appearance on behalf of the WWCHA.

5) Obey all reasonable directions of the coaches and the team manager.

6) If there is a problem, discuss it with the coaches, manager, captain or vice captain.

7) Not take criticisms personally. If criticism is considered unfair, it should be discussed with the coaches or manager in private.

8) Not discuss a grievance with another member of the team until he / she has first discussed it with either the manager, or the coach, or the captain or vice captain.

9) Do everything reasonably necessary to obtain and maintain the highest possible standards of personal health and fitness in order to render the most effective service to the team as a hockey player.

10) Report all injuries sustained and advise the coach of all medical treatment being received.

11) Prior to the Championship, any player who is carrying an injury, must furnish a medical certificate (as directed by the Coach), from an appropriate person, eg, sports medicine person, stating they will be fit to participate in the forthcoming tournament.

12) Compete with an attitude to win each game, but accept victory or defeat with dignity and grace and in a manner which reflects well on WWCHA and the team.

13) Always consider themselves a member of the team.

14) Be involved in team discussions.

15) Communicate with other players.

16) Travel to and from the Championship with team unless written consent received four weeks prior to the championship and any additional costs will be incurred by the player.

17) Always abide by the rules and regulations, codes of conduct and player’s agreements set down for a representative team.

24) Report any injury sustained during the Championship to WWCHA immediately on return to Wagga Wagga.

25) Provide support and be of service to the WWCHA for any promotional activities or events that they may undertake.

26) Not question the authority of the umpire or match officials and obey and respect any decisions made by the appointed umpires or match officials.

27) On the field conduct themselves in accordance with the rules of hockey and in the spirit of the game.

28) Be responsible, financially, for any unlawful damage to property or person incurred as a result of inappropriate behaviour when representing WWCHA

29) Comply with the Anti-Doping Policy of Hockey Australia (policy available on request).

30) Not attend any training, match, official function or promotional activity under the influence of alcohol.

Guidelines for Coaches REPLACE WITH WWCHA COACH / OFFICIAL CODE OF CONDUCT ??

These guidelines are provided by the WWH Board to explain the expectations of a Representative Coach.

1) The coach should liaise with the Board on a regular basis. Ensure that you as coach and your players adhere to the WWCHA Codes of Behaviour at all times.

2) Inform all players of selection criteria.3) Adhere to the rules governing the selection of teams for matches.4) To be responsible for the preparation of the team for any Championship or match in any

one year as designated by the Representative Teams Panel.5) Supervise or otherwise arrange the teams training sessions and team talks.6) To arrange a physical fitness program preferably in consultation with any experts in this

field7) Instruct all team players in the skills and techniques necessary to meet the demands of the

competition and assess their ability to carry out those instructions.8) Where necessary, set individual programs relating to fitness, skill and techniques.9) The coach should feel free to seek additional specialised coaching assistance.10) The coach should liaise with the assistant coach, manager and players to ensure that

there is open communication between her/himself and the players.11) Make sure the assistant coach and manager are given requirements re training times,

venues, practice matches, team meetings, functions to be attended, etc.12) Work in close liaison with the Assistant Coach, Manager and inform the Manager of

requirements for team meetings, live- in camps, practice grounds, training sessions, practice matches, transport, equipment, and other sundry matters in sufficient time for the Manager to make suitable arrangements.

13) Insist on a code of conduct relating to fellow team members, opponents, team management, officials and umpires and generally set a good personal example in such matters.

14) Carry out the wishes of the Manager/Management Team in matters, which are not directly the responsibility of the Coach but are within the Manager’s responsibilities.

15) Where possible, and in particular for the senior representative team, the coach should seek the opinions of assistant coaches and players, invite discussion at team meetings, and at all times treat players as mature hockey players recognising their capabilities for giving valid contributions in terms of their knowledge of hockey.

16) As a result of consultations with the team, the coach and assistant coach should be able to justify his/her opinions, analyses, etc., or be willing to modify them.

17) Determine the tactics and methods to be used in each match. In addition the Coach should ensure that his/her directions are carried out and that any changes in tactical plans are fully understood.

18) Establish and improve team morale.19) Any criticism of players is to be constructive.

20) If a player is to be dropped or his/her position changed, the coach must give him/her the reason, so that there is opportunity to discuss the reasoning, and for the player to improve and develop in his/her hockey.

21) The importance of an individual player cannot become paramount to the coach. The players are all equal, and the coach must be seen to treat them equally; neither creating favouritism nor scapegoating.

22) If a coach or assistant coach takes a player for individual specialised training, the rest of the team must be informed of this and an explanation given. Other team members may be glad of the extra practice as well and given opportunity at another time.

23) Any problems that cannot be solved by the coach, assistant coach or the manager should be directed to the Board immediately.

24) In accordance with tournament rules, the coach, assistant coach or Manager must not abuse umpires or players from the bench, during the game or after the game.

25) No bad language should be used.26) At the conclusion of the tournament an assessment, outlining strengths and weaknesses,

is to be given to players upon request.27) The coaches must recognise that upon accepting appointment, the Board has the right to

terminate his/her appointment at any time. The coach has the right to appeal to the Board and to present such an appeal in person

28) Ensure all reports are submitted to the Board in the appropriate timeframe.29) Attend coaches meetings, if any, held at the Championships/Tournament.

Administration & Duties Prior To The Championships

1) Obtain and record player information:a) Name, address and telephone number,(s), club.b) Date of birth (for under age teams)c) Playing history.d) Clothing sizes.e) Medical history and permission for treatment. 1) Where possible, team members are to be accommodated in self-contained units unless the Association Teams Panel find that this is not appropriate.

4) Issue uniforms etc. to team personnel and maintain appropriate records. All clothing and equipment including socks should be marked with players name and / or number.

8) As early as possible ensure that players are aware of arrangements and their obligations as regards attendance at training, costs, travel movements, leave, personal equipment, clothing. A weekly newsletter could assist in this process. The newsletter is also used to reinforce, by use of anecdotes, humour etc., desirable attitudes to on and off field activities and performance.

9) In consultation with the Board, arrange budget details. Organise fundraising activities where appropriate. Contact WWH Board before making any approaches seeking sponsorship for the team.

10) Collect all monies due from team members, maintain adequate records and remit to the Financial Panel Board member all monies with a detailed statement of equipment issued and monies received in respect of all personnel. Where possible money to be collected no later than 2 weeks prior to travel unless individual arrangements have been made with the Board. Managers may submit an account for expenses incurred (phone, postage etc) in performance of managerial duties. When unsure about financial matters consult the Board before acting.

11) Attend training sessions, record attendances; ensure supplies of fluids, recover balls (to assist in saving training time) and assist the coach in any other way possible.

12) In association with the coach, establish relationships with new players and ensure that they are aware of their obligations and responsibilities.

13) In the week before arrival, liaise with motel staff on room arrangements (supply list of names), meal arrangements and availability of laundry. Check with Financial Panel Board member regarding arrangements for accommodation payment. On arrival at accommodation confirm all details and announce program for the day.

Medical1) Ensure that medical certificates are supplied by players prior to departure, in the event of

injury or illness.

2) Care for the health and welfare of the team.

3) In the event of illness or injury the Manager/Management Team, in consultation with the Coach, shall seek medical advice as to treatment required and fitness to play.

4) Obtain reports/advice on extent/seriousness of injuries in regard to availability for next match.

5) Be conversant with the WWCHA’s player insurance policy and instruct players / parents and officials of the necessary procedures to be followed should an injury occur.

Form from the Tournament Director and submit to WWH Board immediately on return.

At The Championships/Tournament1) Attend all meetings for managers held during the Championships.

2) Set a high standard in all matters both on and off the field.

3) Control the behaviour of the bench during matches.

4) Be familiar with the regulations of the Championships.

5) Prepare bench - ice packs, fluid supplies and bottles, medical kit, water bucket and towels (wet and dry), admin case. Encourage and monitor fluid intake before and during match - critical in hot/humid conditions.

6) Provide opportunities for suitable food after games.

7) Complete pre-match documentation and advise of any changes in team personnel to list supplied earlier to Tournament Officials.

8) During match act as sole contact point between match officials and team and act as spokesman in disputes / problem situations.

9) Enact substitutions as required by coach.

10) Ensure immediate availability of bench resources - bottles, water, towels, medical supplies - particularly at half time and other breaks.

11) At conclusion of match check and endorse match documentation.

12) No player or official shall have the right to speak for WWH on any matter not connected with the tournament.

13) Co-ordinate departure from ground and return to motel.

14) In consultation with the coach:

a) Co-ordinate daily program and ensure all players know what it is.b) Record best player votes if required.c) Set and enforce curfew.d) Set team rules e.g. alcohol consumption, nights out etc.e) Enforce discipline throughout the trip.f) Co-ordinate team meals when appropriate.

15) Before returning to Wagga Wagga, ask players to fill in Representative Players survey and provide envelopes so they may be sealed by players on completion.

Following The Championships/Tournament

1) Within 7 days of the event:a) Submit a detailed financial statement to the Finance Panel Board member outlining

all monies expended and collected along with supporting documentation ( tax invoices ).

b) Submit a detailed confidential report, if warranted, on team/player behaviour, preparation, any problems etc to the Chairperson of the Board within 7 days of the close of the Tournament.

1) A confidential report on a player by the Manager/Management Team shall be made available to the player concerned before consideration by the Board; such player to have the right to attach a personal statement to the report.

2) Such reports on individual players shall be restricted to the Board and future years' coaches, selectors and managers as determined by the Board.

2) Within 21 days of the event submit a Manager’s Report to the Representative Teams Panel, outlining administrative issues, liaison with the Wagga Wagga Hockey administration, travel, accommodation, player behaviour and other general issues and recommendations.

3) Submit a report (no longer than one A4 page) suitable for the Annual Report including the results of tour and a general narrative with specific mention of any selections in representative teams.

Policy on Selectors

1) The Representative Teams Panel shall appoint a "Chairman of Selectors".2) In addition to the Chairman, the Selection Panel shall consist of (but not be limited to) two

other adults and the Coach of the team being selected: ie: Opens, Under 21, Under 18/17, Under 15, Under 13 and Vets. Other members may be added from time to time at the discretion of the Representative Teams Panel.

3) Nominations for Selectors and other team officials shall be called prior to the WWCHA Grand Final Day, in September each year for the year ahead.

Guidelines for Selectors

1) The Association’s Playing Rules provide – “The duties of the Selection Committee shall be –

a) To attend matches and other fixtures and practices for the purpose of selecting players to represent the Association.

b) To select players to form representative team training squads.

c) To select the representative teams of the Association.

d) Such other duties relating to the selection of representative players and teams as the Board may approve.”

2) It is inherent in the Playing Rules that an obligation exists on each Selector to take such action as needs to be taken to enable an objective judgement to be made. This would include, whenever possible, attendance at :

a) Trials (compulsory unless exempted by what the Board considers to be a serious circumstance)

b) Practice and training matches.c) Competition matches.d) Representative team matches.

3) A selector shall withdrawal from the selection panel should there be a conflict of interest.

4) The Chairman shall call such meetings of the Selectors as, after consultation with the Team Coach, he considers necessary. The Selectors should conduct their meetings in such a manner as they deem fit.

5) Upon completion of the selection of a representative team or squad the Chairman shall convey the names of the selected players to the Manager who in turn gives a copy in writing to the Representative Teams Panel for ratification. All players’ names must include the club that the player plays for.

6) Until such time as the Representative Teams Panel advises the Chairman that the selected team / squad has been approved, neither the Chairman nor any Selector shall divulge the names of the selected players to any person. Approval shall not be anticipated.

7) The general aim should be to finalise selections one month prior to the event.

8) In the event of the selection of a player not being approved by the Association Teams Panel, the Chairman should convene a further meeting of Selectors to select a replacement player. The approval of the replacement will similarly need to be obtained from the Committee.

9) It should be noted the number of players in a representative squad will not exceed twenty five unless the Association Teams Panel otherwise approves. It should be noted the number of players in a representative team will not exceed sixteen unless the Association Teams Panel otherwise approves.

10) Matters discussed at meetings of Selectors shall be and remain confidential and in no circumstances shall be divulged to any other person.

Local Rule Variations 2010

1) Back stick TomahawkAs per the Hockey NSW recommendations all under 17 13 competitions and below “any powerful hit on goal using the reverse edge of the stick” shall result in a 16 yd hit to the opposition and a warning to the player of the danger involved with the shot, this shot is disallowed. Exception is a player in Div 1. (If the game is division 1team v division 2 team, the back stick tomahawk is disallowed due to the difference in skills level.)

2) Junior C raised ballPlayers are to not deliberately raise the ball in any instance.

3) GoalkeepersAll full field junior hockey competitions shall have a fully padded goalkeeper. For 2010 Junior Mixed Hockey Competitions shall have the option of playing a goalkeeper, such goalkeeper to be fully padded.

4) Goal Keepers – Senior CompetitionIn the senior competition the rules regarding goal keepers as stated in the “FIH laws of Hockey” shall apply; however if a team wishes a player to act in the role of goalkeeper other than as a fully padded goalkeeper – and that player is under the age of 18 years at that time, written consent from the players parent/guardian must be provided to the Board of WWCHA prior to the player assuming such a role.

5) HNSW 4/5/201014.2. Breaking at Penalty Corner• Until the ball has been played, no attacker other than the one taking the push or hit from the back-line is permitted to enter the circle and no defender is permitted to cross the centre-line or back-line.• For any offence of this rule by a defender, the offending player(s) shall be required to go beyond the centre-line and cannot be replaced by another defender.• For an offence of this rule by an attacker who enters the circle before the ball is played, the offending player(s) shall be required to go beyond the centre line.• The player who pushes or hits the ball from the back-line must not feint at playing the ball.• For an offence of this rule the offending player shall be replaced by another attacker.
