Compliance™ the Facts

Compliance™ is the latest version of our market leading back-office software package, encompassing notice processing (fines), permit management and workflow management modules. These key modules are further supported by document management, financial ledger, cash receipting and security components, all integrated into a single web-based application environment.

Compliance™ offers the following features and benefits:

Flexible and configurable: from the earliest versions of Compliance™, Xerox has used previous generation experience to continue to develop a solution unchallenged in its flexibility. With user configurable information fields, import and export formats, debt progression rules, document templates and workflow, Compliance™ can be soft-configured to adapt to a range of debt collection scenarios, including on-street, CCTV parking and moving contraventions, through to non-traffic related fines such as Environmental and Truancy notices.

Push management: Compliance™ delivers the highest degrees of automation by monitoring the operation in real-time and adapting to changing processing volumes automatically.

Operational Managers are presented with effective top-down management information, combined with automatic alerts and escalation within the workflow system. The benefit is that together these ensure the system is working for the business and not the other way around.

High volume processing: our highest volume ongoing contract is the Westminster City Council contract operated by NSL Ltd. With almost 4 million PCN records within the system, with in excess of 500,000 PCNs issued annually. Within this operation, the system efficiently manages some 2,500 correspondence items received weekly, through digital document management and workflow modules. Supporting more than 100 concurrent users, it provides exceptional levels of performance within an enterprise class, business critical application environment.

Technology benefits: using the latest web technologies together with the best in class open system architectures available, Compliance™ is perfectly placed to support authorities in their commitments to the national e-government strategy. This includes modules for delivering services to the public via online portals such as Online Case Management (OCM) and EasiPermits. The latter allows residents and businesses to apply for and renew selected types of permits already defined within a customer’s back office system.

Modular Solutions: Compliance™ is offered as a standard core product, but its modular design allows for bespoke configuration of the system, whereby it can be scaled and adapted to suit different customers’ requirements without significant additional development. This is demonstrated through Xerox maintaining a single version of the product across all customers, successfully configured for each user.

Compliance™ Handheld

Compliance™ Handheld is our notice issuing and field staff management application. The system features a streamlined issuing workflow that guides users through the evidence capturing process prior to printing a notice via wireless Bluetooth printing.

Westminster City Council is amongst our London Borough customers using this innovative and flexible solution to constantly review parking demand and future provision.

Compliance™ Handheld offers the following features and benefits:

Flexible and configurable: using our unique Flexfield technology, customers can configure the workflow and data capture fields used by the handheld application. This is combined with the flexibility of the Compliance™ back-office system to allow complete control of the issuing process.

Cutting edge: notices and photos can be transmitted wirelessly in real time to the Compliance™ back-office system via mobile technology, with integrated digital cameras providing a powerful yet simple evidence capture approach.

Hardware: Developed for the portable Android, Microsoft Windows CE and Windows Mobile platforms, Compliance™ Handheld is exceptionally versatile and supplied by Xerox on a range of different handheld devices, to suit customers with differing operational requirements and budgets.

Compliance™ Handheld offers innovative functionality for the end user, who may be Operational Managers in traffic or parking departments, by offering a map-based view, presenting on-street staff with a visual representation of resources and activities in real-time, as well as patrol management with visual, map-based beat definitions.

Other features and benefits are:

• Recording of public interactions and non-enforcement related activity.

• Integration with cashless payment providers.

• Real-time display of parking space availability (where available).

• Real-time notice and photo uploads.

• Automatic Number Plate Recognition.

Adaptable: The system can be configured to issue a range of different enforcement notices, including Parking and Traffic PCNs.

Integrated: by providing patrol staff with comprehensive up-to-the-second data, invalid notice issuing is minimised. Handheld users can access real-time data, such as virtual permits or mobile phone based parking sessions.

Efficient: Compliance™ Handheld can manage multiple vehicle observations in parallel to maximise the use of staff resources whilst ensuring a consistent and legally sound evidence trail.

Management control: whilst ensuring that notice issuing is as streamlined as possible, Compliance™ Handheld records all officer activity within an on-street audit log, including GPS location information. From this, the management team at a council, for example, can see where enforcement officers are as well as where they have been patrolling. The benefit is a real-time location snapshot combined with a fully traceable and easy to view trail.

From this, Compliance™ Handheld can produce patrol reports, beat visit frequencies and user benchmarking comparison reports.

Simple to operate: recognising that handheld users may not always be comfortable with computer technology, Compliance™ Handheld is designed with a simple prompt-and-click interface. New users typically require minimal training, allowing staff deployment in a day.
