The Foundation For A Better Community For All (FABC) and Missions Radio announce the ABC4All / Tomorrow’s Aeronautical Museum Memorial Perpetual Global Humanitarian Relief FUNdraising Edutainment and Concert Series to address the global Ebola crisis.

Telemedicine and Ebola Education will be implemented with ABC4All Mentors acting as Medical Liaison utilizing LCE Black Box Technology as a means for Rapid Response Identification, Treatment and Control of the Ebola Virus. Initial Gala Event to launch a two-day Telethon.

TSS Centers and Ebola ReliefExisting TSS Centers will be empowered to contribute to Ebola Relief by linking LCE Black Box

Technology into any location for Remote Area Access into the Community Resource Center. The CRC can be equipped to house quarantined Ebola Patients. Via TeleMedicine/Tele-Education offered by the LCE Black Box, connection will be facilitated via Supercomputer and CDC Center, Atlanta, Georgia USA via Satellite Deployment.

US Air Force Sea 130 Aircraft will be used to expedite delivery of each LCE Black Box via Air Drop wherever needed. A link will be established into the CRC in West, East or South Africa. This capability will be completed within 10 days using existing Community Resource Centers and LCE Black Boxes.

The Community Resource Centers are already being used for food storage and contain cooking areas. Facilities include computers and generators with Satellite Uplink and Videoconference capability. The Centers can house quarantined Ebola patients while they are being tested and evaluated with information being provided via the uplink to CDC Center In Atlanta, connected via Satellite to Supercomputer. Access to cell phones along with other devices will be possible. Also Ebola Tracking Information can create Outbreak Diagrams and track the Disease as well as conveying vital information as efforts are made to combat the disease.

TSS Training Center for Department of Labor

TSS successfully implemented a contract by the US Department of Labor to Install and Develop a Training Center in Nigeria for the Armed Forces Resettlement Center (NAFRC), Oshodi.

The NAFRC has been designed to provide Information Technology training that will provide a bridge to retiring Nigerian military personnel, as they rotate back into civilian life.

Reference for Funding Qualifications

• 19.1406  Sole source awards to service-disabled veteran-owned small business concerns.

• (a) A contracting officer shall consider a contract award to a SDVOSB concern on a sole source basis (see 6.302-5(b)(6)), before considering small business set-asides (see 19.203 and subpart 19.5) provided none of the exclusions of 19.1404 apply and—

• (1) The contracting officer does not have a reasonable expectation that offers would be received from two or more service-disabled veteran-owned small business concerns;

• (2) The anticipated award price of the contract, including options, will not exceed—

• (i) $6 million for a requirement within the NAICS codes for manufacturing; or

• (ii) $3.5 million for a requirement within any other NAICS code;

• (3) The requirement is not currently being performed by an 8(a) participant under the provisions of  Subpart 19.8 or has been accepted as a requirement by SBA under Subpart 19.8;

• (4) The service-disabled veteran-owned small business concern has been determined to be a responsible contractor with respect to performance; and

• (5) Award can be made at a fair and reasonable price.
