ICT as a Priority area of the Government

• The government of Pakistan accords highest priority to thedevelopment of Information Technology and Telecommunicationssectors for the provision of quality services, economic growth, jobcreation and reduction in poverty.

E-Governance in GoP• Government of Pakistan announced National IT Policy and Action Plan

2000 in August 2000. These were announced by realizing the fact thatInformation Technology is one of the key factors in the development ofPakistan. These Policies were announced for a fast development ofinfrastructure to provide the fruits of E-Governance to the Citizens ofPakistan

• Now Ministry of Information Technology in the process of reviewing thecurrent IT Policy as per the new trends.

E-Governance in GoP

• After announcement of these policies these strategies of E-Government was included in the five year plan of the FederalGovernment of Pakistan. The objectives which are discussed in thisplan are

• To enhance the efficiency of the Government.• To make the Government effective and responsive.• To add the factors of the transparency in the decision makings.• Increase the accountability in the decision making processes.• To provide Citizens of Pakistan efficient and cost effective public services.

• Construction of a holistic Digital Ecosystem with infrastructure andinstitutional frameworks for the rapid delivery of next generation digitalservices, applications and relevant content.

• Accelerate digitization of e-services and to develop applications and contentto enable socio-economic development and transform GDP growth throughdigitization of traditional sectors and in emerging technologies.

• Accelerate Digitization of e-government, to make Pakistan the frontrunner ingood governance through IT enablement at all levels to ensure efficiency,transparency and accountability, setup integrated government databasesand applications and gradually move government departments to Cloudbased services.

• Improve Pakistan’s ICT ranking based on international indices andbenchmarks measuring the business & innovation environment,infrastructure, affordability, skills readiness, and socio-economic impacts.

üPSEB was established as a government body in 1995 to strengthen and promote the IT industry of PakistanüPSEB’s goal is to increase IT remittances to at least $1 billion and exports to $4

billion by 2018üPSEB acts as a matchmaker between foreign investors and customers and local IT

companies üPSEB’s programs include: üRegistration and facilitation of IT companies and call centersüResearch studies on IT industry ü International marketing through IT exhibitions and delegationsüEstablishment of new IT parks üProvisioning of low cost bandwidth to IT companies in IT

parksüQuality improvement through certification programs in ISO and

CMMi standardsü IT internships and training coursesüLinking foreign investors and customers with local IT companies

Pakistan Software Export Board (PSEB)

Industry Support Programs

üPSEB’s forecast for IT remittances for 2014-15 is $540 million which is an increase of 46% of over last year’s remittances of $370 million as reported by State Bank of Pakistan. Estimate for exports is around $2.1 billion a year because according to a study conducted by BearingPoint, remittances are 1/4th of total foreign revenue of IT companies

üTotal number of IT companies and call centers registered with PSEB has risen to 1132 as of May 2015 which is 66% higher than 681 companies registered in June 2013

ü12 Software Technology Parks (STPs) providing over 850,000 sq.ft. of IT enabled office space to 80 IT companies. Launched a new STP located at I-9/3, Islamabad providing 81,000 sq.ft. of office space.

üNTG, a Saudi ICT conglomerate, is evaluating 15-20 midsized IT companies of Pakistan for acquisition and merger to form a software conglomerate by 2016. Their expected investment is between $150-200 million

ACHIEVEMENTS SINCE JUNE 2014

üOut of target of 400 IT internships this year, over 250 interns have been placed with IT companies so far (60% of them were retained by their employers)

üPSEB trained 100 internee(s) in Android Application Development, iPhone programming, Agile framework, and .Net programming during 2014-15

üPSEB re-launched CMMi, a quality certification program/standard for IT companies. “Introduction to CMMi for Development v1.3” training was organized by PSEB in March and April 2015. 30 IT professionals were trained in Islamabad and Lahore
