    comity of nations. We have to provide the

    Government of Pakistan officers who have the

    will and capacity to steer the nation into league

    of the developed world. They are thus tested

    on the anvil of knowledge prowess and

    efficiency to work under stress and openness

    to learning new skills and initiatives. We need

    to induct doers into the Government system.

    Without this, they would not be able to pull

    Pakistan out of the quagmire of poverty. The

    seminal work in this regard lies on our

    shoulders. It is now upon us as to how we

    seize the opportunity and contribute our bit to

    the development of Pakistan. The capability,

    potential and zeal to serve the common man

    and determination to make a difference to

    his/her life is what we need to see in ourcandidates. Based on this fundamental

    resolve, we identify the candidates that have

    the potential to acquire professional skills.

    Appointment of New Chairman of FPSCIn pursuance of Establishment Division Notification No.

    41/427/2012-E-I,dated 18.09.2015, a senior bureaucrat

    former Chief Secretary Punjab and Ex-Manager of

    National Cricket team, Mr. Naveed Akram Cheema,

    has assumed the charge of office of the Chairman

    FPSC on 29.09.2015. President Mr. Mamnoon Hussain

    administered the oath of office to Mr. Naveed Akram

    Cheema in a ceremony held at the Presidency on 29 th

    September, 2015. The oath taking ceremony was

    attended by Members of FPSC, Secretary

    Establishment Division and senior officers of the

    Presidents Secretariat. The President congratulated

    Mr. Naveed Akram Cheema, on joining the office of

    Chairman FPSC and wished him success for

    performing his duties honestly for selection of civilservices on merit.

    Meeting for adoption of Urdu as OfficialLanguage

    A meeting was held on 04.8.2015 in conference room

    of FPSC Headquarter, Islamabad for implementation

    of Urdu as official language. Secretary, FPSC

    presided over the meeting and expressed that under

    Article 251 of the Constitution of Islamic Republic of

    Pakistan, Urdu needs to be adopted as official

    language and hence all important documents of FPSCshould be translated in Urdu. With permission of the

    Chair, Mr. Tahir Iqbal, Chief IT & Head of the Urdu

    Committee, pointed out eleven documents related to

    FPSC for translation. It was decided that these may

    be recommended for translated into Urdu Language.

    All head of wings participated in the meeting.

    Meetings with represntatives of NationalBank of Pakistan

    Two consecutive meetings were arranged with the

    representatives of National Bank of Pakistan (NBP), at

    FPSC Headquarter Islamabad from 8th to 9th

    September, 2015. Chief IT chaired the meeting for

    further deliberation upon the modalities of integration

    of NBPs Government Receipts Online System with

    that of FPSCs Online Recruitment System to address

    the issues relating to re-conciliation of Treasury

    Receipts deposited with the FPSC. In the meeting

    participants showed their readiness for the proposed

    integration.

    Meeting for timeline segments of GeneralRecruitment3rd meeting for finalization of time line for varioous

    segments of General Recruitment was held on

    21.09.2015. In the meeting, discussions were made

    regarding formulation of timeline for various segments

    of general recruitment. Chief IT delivered detailed

    presentation on process flows for general recruitment

    and their mapping in the Gantt Chart showing

    sequence of activities, time taken and their nature assequential or parallel. The ultimate objective has been

    to re-engineer the recruitment processes, making

    them more efficient as well as curtailing the overall

    time taken in finalization of recruitment cases.

    Meeting of Chief Supervisors,Supervisorsand Deputy SupervisorsA general meeting was held on 08.09.2015, which

    was presided over by DG (Recruitment) Dr. Syed

    Hyder Ali, as a part of preparation for forthcomingProfessional/Screening Test Phase-III/2015 scheduled

    from 13th to 20th September 2015 with a view to

    conduct examination/ test as perfectly as possible. In

    the meeting quick revision of all rules, regulations,

    policy guide lines, arrangements etc were discussed.

    Updates on CSS Competitive Examintaion

    i. Psychological Assessment and Viva Voce of

    Armed Forces Officers for induction into Civil

    Services

    30 officers from Ministry of Defence were nominated

    for induction into civil service. Psychological

    Assessment and Viva Voce of these Officers held

    from 31.08.2015 to 04.09.2015 and 10.09.2015 to

    14.09.2015 respectively. Out of these 30 officers,

    09 officers could not qualify the Viva Voce. The

    Commission recommended 09 officers according to

    their order of merit for appointment against Group/

    ii. CSS Competitive Examination, 2016

    The approval of draft Rules, Syllabi & Application

    Form was received from Establishment Division on

    18.09.2015. A Public Notice inviting online

    applications for CSS Competitive Examination-2016

    was issued on 20.09.2015. The intending candidates

    may apply online alongwith hard copy of application

    form and TR of Rs. 2200/-, w.e.f. 1st to 31st

    October,2015, so as to reach the FPSC Headquarter,

    Islamabad within 10 days of the closing date.

    Final PassingOut Examinations

    The Commission announced result Final Passing Out

    Examinations of 12 Occupational Groups/Services of

    during 3rdquarter of 2015 for 41stCTP batch of CSS

    Probationer Officers who completed Specialized

    Training Programmes (STP) for different Groups/

    Services. Details are given as below:

    Other Competitive Examinations The Commission announced result of written part

    for 07(open merit=06, women quota=01) posts of

    Civil Judge-cum-Judicial Magistrate (BS-18) in

    Gilgit-Baltistan Judiciary on 09.09.2015. Out of 100

    appeared candidates, only 27 candidates qualified

    (24 Male & 03 Female) while result of 30

    candidates remain with-held.

    The Commission advertised Competitive

    Examination for 04 posts of Assistant Director in

    Geological Survey of Pakistan with closing date on

    03.08.2015. 540 candidates applied online. The

    examination has been scheduled w.e.f 31.10.2015.General Recruitmentfor Ex-Cadre PositionThe Commission carried out following activities for

    recruitment against ex-cadre positions requisitioned

    by various Ministries/ Divisions/ Departments during

    the 3rd quarter (July-September) 2015:-.

    i) Recruitment Rules

    The Commission concurred recruitment rules of 63

    cases whereas 22 cases were under processed for

    want of same documents required.ii) Advertisements

    The Commission released 03 consolidated

    advertisements containing 37 recruitment cases via

    press/ online services for 490 posts in BS-16 & above.

    iii) Test Schemes and SyllabiTest Schemes and Syllabi for 37 recruitment cases

    against 490 posts were finalized during 3rd quarter of

    the year. After approval of the Commission, these

    were placed on FPSC website for information of the

    candidates.

    iv) Professional/Screening Tests (Phase-III/2015)The Commission conducted Professional/Screening

    Tests (Phase-III/2015) for Ex-cadre posts in BS-16 to

    BS-19 from 13.09.2015 to 20.09.2015 at Islamabad,

    Karachi, Lahore, Peshawar, Quetta, Multan, Sukkur,

    D.I.Khan and Gilgit. Out of 179,189 applicants,

    121,119(68%) appeared in these tests.

    v) Interview Programs for Ex-Cadre Positions

    The Commission, conducted interviews of 324 short-

    listed candidates against 93 posts and made

    recommendations of 81 candidates for various posts in

    BS-16 & BS-17. The FPSC reported 12 posts failure to

    the requisitioning Ministries/Departments due to non-

    availability of suitable candidates. Statistics on these

    vii) Alternate Nominations

    Occasionally, principal nominees recommended by

    the Commission do not join due to one reason or the

    other. The Commission recommended 25 alternate

    nominees against the posts in BS-16 to BS-18, who

    were next on merit in waiting list, during the period.

    FPSC Online Job Services and Selections

    IT Wing provided following online and allied services

    for smooth conduct of examinations/tests. .

    (a) CSS Online Module

    Online modulefor inviting CSS applications for

    the year 2016 has been upgraded according to

    new optional subjects andtheir combinations.

    (b) Enhancement of Online submission system

    for General Recruitment

    In compliance to the decisions of the

    Commission, option to provide educational and

    experience details of candidates have been

    added in the General Recruitment online

    application submission module.

    (c) General Recruitment

    In response to Consolidated Advertisement

    No. 07, 08 & 09/2015, 198,157 applications

    were received online & data output was

    forwarded to Recruitment Wing for conduct of

    exam/test. Attendance Lists/Sheets and other

    required reports pertaining to 179,189

    candidates called for Professional/Screening,

    Descriptive, APS Tests Phase-III/2015 &

    Special Phase-I/2015 were generated.

    (d) Online Admission Certificates

    Facility to view/download admissioncertificates was provided to candidates for

    Phase-III/2015 of Professional/Screening

    Tests for General Recruitment.

    (e) Intimation through e-mails

    Over 2700 e-mails were sent to candidates

    for dispatch of bio-data form to determine

    their eligibility and pre-selection for various

    posts.

    (f) Digitized Data sharing with Provincial/Regional Offices

    Candidates sometime contact/visit FPSC

    Provincial and Regional offices for obtaining

    information relating to their already submitted

    applications, details about their admission

    certificates etc. In order to effectively respond

    to such queries all important parameters

    relating to applicants along with details of

    their admission certificates etc. are being

    provided to Provincial/Regional offices

    through e-mail.

    (g) Online Services and Web Management

    In line with decision of the Supreme Court for

    adoption of Urdu language home page ofFPSCs website www.fpsc.gov.pk was

    converted as bilingual and regularly updated

    by placing consolidated advertisements Nos

    07, 08 and 09/2015, inviting online

    applications against advertised posts,

    placement of online admission certificates for

    General Recruitment (Phase-III/2015), syllabi,

    press release, other related information of

    interest to general public and candidates.

    Moreover list of pre-selected candidates,

    interview schedules and nominations of

    candidates etc were also placed on the

    FPSCs website well in time.

    (h) SMS Based Information Delivery System

    During the period under report, 432,332 SMS

    were sent to the candidates on their mobile

    phone numbers regarding acknowledgment of

    their online applications, schedule of tests,

    interviews and personal hearing etc.

    (i) Assistance to Facilitation Centre and

    Control Room

    In order to effectively respond to the queries

    of candidates, over 6915 phone calls & 6221

    e-mails received during the period. All

    required information pertaining to General

    Recruitment Phase-III/2015 were provided to

    Facilitation Centre and Control Room for the

    purpose.

    Right of Appeal for aggrieved Candidates

    Candidates aggrieved by the Commissions decisions

    have the right to make Representations/Review

    Petitions to the Commission under Section 7(3) of the

    FPSC Ordinance 1977. The candidates, who are not

    satisfied with the decision of the Commission in

    review petition have right to prefer appeal in the

    respective High Courts. Latest data on the

    petition/appeal related to Recruitment Cases,

    Competitive Examination, SOPE and HR cases etc.
