Welcome to the last issue of La Salinera for 2014! This year was a

year full of wonderful events, council approved for us to start

working on water and waste water, we had successful events

throughout the year such as the Health Fair and Christmas in the

Village and the start of our Free Little Libraries.

We are happy that there are great changes coming to Vinton next

year such as the Quejette Road project, the Vinton I-10 interchange

is scheduled for redesign for Spring 2015 by the Texas Department

of Transportation (contingent on funding), Western Dairy is moving to Valley Chile Rd.,

planning for the Farmer’s Market and most importantly we expect for the water and waste

water design to be ready by September. I hope that you will join us during the City Council

meetings so you may learn firsthand of the exciting changes that are on their way.

We encourage residents to volunteer on committees for special projects and events.

I would like to wish you happy holidays, may you spend them with your loved ones and have

a very happy new year!

Bienvenidos a la última edición de la Salinera para el año 2014! Este año estuvo lleno de maravillosos eventos, el concilio nos aprobó para empezar a trabajar en el agua y drenaje, tuvimos eventos exitosos a lo largo del año como la Feria de la Salud y Christmas in the Village y el inicio de nuestras Pequeñas Bibliotecas.

Estamos contentos de que haya grandes cambios para Vinton el siguiente año como el proyecto en la calle Quejette, el rediseño de la intersección Vinton I-10 por el Departamento de Transporte (dependiendo del financiamiento), Western Diary se moverá a la calle Valley Chile y lo mas importante el diseño para el agua y drenaje estará listo para Septiembre. Espero que nos acompañen durante las juntas de concilio para que se informen de primera mano sobre los emocionantes cambios que vienen en camino.

Pero el tiempo de alegría con sus seres queridos puede convertirse en algo trágico si no se toman las debidas precauciones cuando están conduciendo. En diciembre del 2013, hubo 248 accidentes mortales y 271 víctimas fatales, y 74 accidentes mortales y 86 víctimas fatales de esos accidentes fueron relacionadas con conducción en estado de ebriedad en Texas. Aquí hay algunos consejos para mantenerse seguros en las carreteras durante esta temporada festiva: 1. Asegúrese de que su vehículo este afinado y en buena

Holiday Safe Driving Tips

The holidays are here and that means festivities with

family and friends. The joyous time with loved ones can

soon turn tragic if proper precautions aren’t taken while

driving. In December 2013 there were 248 fatal accidents

and 271 fatalities and 74 fatal accidents and 86 fatalities

related to driving while intoxicated in Texas. Here are

some tips on how to stay safe on the roadways during the

holiday season:

1. Make sure your vehicle is tuned up and in good shape for travel. This is especially important for winter driving conditions.

2. Restrain yourself and your passengers properly in seat belts and car safety seats. Remember, the rear seat is the safest place for children of any age to ride.

3. Be flexible in setting your travel plans. Leave early if you can to avoid the peak traffic hours. If snow is predicted during the time you plan to travel, change your schedule. It is better to reschedule your get-together than to risk the lives of traveling family or friends.

4. Stay fresh and alert when driving. Take plenty of breaks and do not push yourself to meet an unrealistic schedule. If you get tired, pull off the road into a rest area or business, get out of the car for some fresh air, buy something to refresh you, or just relax until you feel revived. If that doesn’t work, find a motel or campground where you can spend the night. Forty-one percent of fatal traffic accidents are single vehicle

crashes. These crashes most often occur during the late night/ early morning hours and the late afternoon hours to drivers who are tired, have consumed alcohol, or both.

5. Keep your speed down. Give yourself plenty of time and distance to react to the traffic around you. Let impatient and aggressive drivers pass you or go through the intersection ahead of you so that you control the situation.

6. Do not pass if you cannot see enough clear road to pass safely.

7. If there will be drinking at your holiday get-together, choose a designated driver who will remain alcohol free.

8. Because driving requires your full attention, pull off the road if you have to use your cellular phone.

El Sr. Grier fue un defensor de la salud financiera de Vinton y su transparencia. The Job Access Reverse Commute (JARC

VIII), a program which provides

transportation to persons who travel

from specific rural areas of the County of

El Paso to other destinations within the

county for the purpose of employment,

job training, job search education or

education-related transportation, will no

longer be available starting January 1,

2015.

New Freedom, a program similar to JARC, which provides transportation services to persons with disabilities is also pending changes. Funding for the program is expected to end by mid-March or April 2015.

the city office by January 31st on an

annual basis. Renewal applications has a

cost of $50.00 if paid before January 31st.

will be assessed a late fee of $50.00.

During the Budget Workshops, City

Council took the time to consider various

options related to the sanitation service.

As a result, the sanitation policy and fees

were amended in order to continue to

provide this service to the residents of

Vinton through a third party contractor.

These changes are just a part of the

initiative to remedy and improve the

management of individual accounts.

Approved by Ordinance No. 2014-9-2-4, a

full copy of the ordinance may be

viewed or requested at City Hall.

Council is committed to keeping the

service affordable however as costs

continually increase, so must the fees for

the service. The most notable change for

customers has been the implementation

of the Administrative Fee. The Due Date

for all sanitation accounts is on or before

the 1st day of each month. A Grace Period

for late payments will be accepted

without penalty if they are received by

the end of the business day of 15th of the

month. The close of our business day is at

4:30 PM. Any payments, regardless of

when they are dated, left in the mailbox

after this time may be subject to a late

fee. If the 15th falls on a weekend or

holiday, the following business day shall

be the grace period deadline. A Late

Charge of $10.00 will be applied to

payments or accounts not paid in by the

deadline of the grace period, this includes

any accounts not paid in full regardless of

the amount remaining. The Village of

Vinton, in addition to scheduled weekly

collection of solid waste, will periodically

provide a special collection of bundles,

bulky waste, construction debris, dead

animals and hazardous waste at

designated sites.

Trash bins are serviced by and collected

by El Paso Disposal. El Paso Disposal

requires all trash bins to be placed on the

curb by 6 a.m. every Monday. Exceptions

to the collection of solid waste shall be

effected only upon the mutual agreement

of the Village and El Paso Disposal. Any

questions, comments or concerns with

the quality of solid waste collection is to

be reported to El Paso Disposal at (915)

When Pancho Villa invaded Columbus, New Mexico in the middle of the night on March 9, 1916, the Rishaberger James family was living in an apartment at the back of the Vinton Mercantile Store on the corner of Hemley Road and Highway 80 (Doniphan Road) here in Vinton. The family consisted of John Harris James, 58, his wife Ella Clarke Rishaberger James, his 18-year-old daughter Anna Laura James, and his two adult stepchildren, Clarke and Harry Irene Rishaberger. (Harry Irene had the misfortune of being born a mere six weeks after her father died of influenza the winter of 1889. Her mother Ella was so broken up about the unexpected death that she named her newborn daughter Harry after her husband, Harry Rishaberger.) The news of Pancho Villa’s raid reached Vinton later that day, just after Harry Irene returned from a shopping trip in El Paso. Everyone was afraid. Pancho Villa and his men had completely surprised the American soldiers stationed on the outskirts of Columbus, and who knew what the man might do? Would he and his raiders continue north? Might they reach Vinton? Whenever Pancho Villa and his men approached a town in Mexico, the men sent the women somewhere to safety if they could. So, when the news of the Columbus raid hit the little village of Vinton, Clarke Rishaberger and John James told Ella, Anna and Harry Irene to flee to El Paso. Harry Irene panicked. She had just bought a brand new corset and the perfect hat. Harry Irene loved hats. She could spend an amazing amount of time trying on hats until she selected just the right one.

What if Pancho Villa’s men stole her new clothes in their raid? Or ruined them? She crammed the corset and the new hat into a box, grabbed a

shovel, and dug a hole in a little sand hill behind the store. Then she buried the box and rushed off to El Paso with her mother and half-sister. All the other women in the area fled, too. The men in the area gathered at the Vinton Mercantile Store. They brought their guns and kept watch on the town. They bunked overnight in the store and cooked their meals in Ella’s kitchen. While they guarded the village, General John J. “Black Jack” Pershing started moving the first of several thousand U.S. troops into Columbus to begin preparing for a Punitive Expedition into Mexico. He intended to pursue and capture General Villa. When it was clear that General Villa was heading south instead of north, the women returned. Harry Irene dug her hat and corset out of the sand hill and then the three ladies set to work restoring order to the apartment. Harry Irene said the men made a terrible mess of the kitchen. The dish towels looked

like someone had used them to clean the floor. John James actually had known Pancho Villa since the future general’s childhood. At the turn of the twentieth century, James co-owned a gold mine in Mexico with President Porfirio Diaz (a copy of the deed is in the village archives). Pancho Villa’s father worked for James at the mine, and young Pancho carried water for the workers. James liked the young Pancho Villa and looked after him for a while when his father died. In later years, after Pancho Villa came into power, President Diaz confiscated the co-owned gold mine from James to give it to his son-in-law. James had to flee Chihuahua on a train with a group of French and Italian women. General Villa’s men stopped the train. He and his men started stripping the women to find jewels and money hidden in their many slips and skirts. James intervened. “Pancho, don’t do this,” he said. “If you ever run for President of Mexico and the European states find out you stripped their women, they won’t grant you recognition.” So Villa stopped his men. This story comes from Ferdinand Brislawn of Piedmont, CA, 91, who lived in Vinton during his childhood. He is a retired Air Force major and former Director of Special Education in the Piedmont, CA public school system. He is also the son of Anna Laura James, nephew of Clarke and Harry Irene Rishaberger and grandson of John Harris James. -Mrs. Rebecca Powers

La familia era formada por John Harris James de 58 años de edad, su esposa Ella Clarke Rishaberger James, su hija de 18 años de edad Anna Laura James y sus dos hijastros Clarke y Harry Irene Rishaberger. (Harry Irene tuvo la desdicha de nacer seis semanas después que su padre muriera de influenza el invierno de 1889.
