The new connection shall be defined taking into

account:

• Power of required consumption and/or generation, connection

requirements, and location of the connection

• Impacts on the system security of the grid and on the

environment

• Disadvantage caused by increasing outages and

disturbances on regional power generation and consumption

• Technical implementation options and costs

Technical solutions:

• Voltage level (110, 220,400 kV)

• Connection to a substation or transmission line

• Protection and compatibility of electrical equipment

• Energy measurement interfaces and data communications

The connection must conform to the terms of

connection

A substation connection is a connection to the Fingrid`s 400 kV, 220 kV or 110 kV substation

The connection shall be agreed in the Connection Agreement containing the fees, rights and

obligations

The customer is responsible for the construction of its own power line connection

Fingrid is responsible for the necessary technical arrangements at its substation or, if necessary,

Fingrid builds a new substation.

A transmission line connection is a branch line or substation

which is connected to a 110 kV transmission line

The connection shall be agreed on Connection Agreement

including the fees, rights and obligations

The maximum allowed unit size of a transformer connected to

a transmission line is 25 MVA

Power plants with a nominal power of more than 0.5 MVA connected to

the Finnish power system must fulfil The Specifications for the

Operational Performance of Power Plants (VJV),

A power plant:

– in excess of 250 MVA is connected to a 400 kV substation

– less than 250 MVA can be connected to a 110 kV substation

– the following can be connected to a 110 kV transmission line

power plant of less than 5 MVA

power plant of a maximum of 25 MVA when the short-circuit current fed

by the power plant to the main grid is at the most 1.2 times the rated

current of the power plant

Customer is responsible for the disconnection relays of its power plant.

These relays must:

– trip the power plant during the high-speed automatic reclosing of the

transmission line ( data communication access will be provided to

the site by Fingrid and it is included in the connection fee)

– contain at least frequency, zero voltage and undervoltage relays

Real-time information required from the customer:

– active power, reactive power and state information of switching

devices

– Update cycle of real-time exchange shall be at least 3 min

– FEN network, protocols: elcom, ICCP, IEC 60870-5-104

Grid Code Development

• Specified requirements for WPP, requirements set from 0.5 MW capacity upwards

Agreements SIgned memo or Letter of Intent:

• The required environmental studies of the project have been started

• The municipal planning process has been started or the planning requirement

resolution has been decided for the power plant

• The Letter of intent is non-binding.

Connection Argeement:

• The municipal planning or the planning requirement resolution of the WPP is

legally binding

• The customer shall submit plans of physical connection. If there is a need for

a connection line of the WPP, an application for redemption has been filed to

authorities

• Connection fee has to be paid, when signing the agreement, at once or in two

stages as follows:

– 15 % shall be paid at latest 14 days after signing the contract

– The rest of the fee at latest 6 months after signing the contract

• Agreement is valid after it has been signed and connection fees are fully paid.

• Customer has to build and commission the high voltage connection within 24

months from signing the agreement

• If customer fails to complete agreed payments or to complete the connection,

the agreement expires. All fees are non-refundable.

Connection fees in 2014

Connection to a substation in the 400 kV grid: €2.0 million

Connection to a substation in the 220 kV grid: €1.2 million

Connection to the 110 kV grid:

radial line connection (up to 25 MVA) €0.5 million

present substation €0.6 million

new substation by a customer request, the customer pays the

total building costs *)

The fees are adjusted annually based on the actual construction costs of the transmission grid

The Connection Fee covers the operation and maintenance fees as well as grid modernisations

concerning the connection

*) If new connections are built to the substation in question for other customer or Fingrid during the

first 10 years from the commissioning of the substation, Fingrid will compensate to the first

customer the original construction costs deducted with current connection fee
