1. Introduction

1.1 Purpose:

This report has been commissioned by Cadence to satisfy a Request for Information (RFI) from the Planning Department at the City of Yarra (Council) following their preliminary assessment of the town planning application as submitted.

The specific request is as follows:

Before the demolition commences, a Conservation Management Plan [CMP] to the satisfaction of the Responsible Authority must be submitted to and approved by the Responsible Authority. When approved, the Conservation Management Plan will be endorsed and will form part of this permit. The Conservation Management Plan must include, but not be limited to, the following:

(a) Fully dimensioned and accurately measured plans at a scale of no less than 1:50 prepared by a suitably qualified heritage practitioner/ architect, detailing:

(i) The existing fagade, roof and return walls to a depth of approximately 5 metres, including sections to how the thickness of architectural elements;

(ii) The proposed reconstruction, restoration or works to the existing façade, roof and return walls, with notations clearly outlining any changes from existing conditions or use of new materials; and

(iv) Any specific requirements.

(b) A written description of the demolition and construction methods to be used.

1.2 Extent and Limitations:

This report focuses on the requested information as outlined in Council's RFI and details and explains the rationale behind the proposed approach to the works as proposed. Where works are known and detailed, this forms the extent and body of the report.

The identified limitations of this report relate to those unknown aspects and the future structural requirements, which are to be developed as part of the next phase of the project.

Currently unknown aspects are those elements that are currently hidden under paintwork or obscured by later fixings such as the canopy, which again will only be removed in the next phase of the project. Only upon removal of these items will the true and full extent of the work be known. That said, it is fair and reasonable to assume that the condition of these elements is consistent with the broader facade and it can be concluded that the restoration works will be inline with this report.

To get the proposal to this point and ensure the approach is appropriate from a heritage perspective, site inspections and investigations have been undertaken and the findings have influenced the approach. The result of the investigations is shown in Appendix A.

Given the nature of the work and the typical design / construction approach taken to these types of projects, the structural details, demolition and construction methods have not yet been determined and therefore limited information can be provided at this point. While details are not yet known, it has been identified that structural input is necessary to determine how the facade will be supported during demolition and until the façade can be tied into the new structure behind, so it is important that the structural considerations are aware of the heritage values of the façade. A series of guidance can be given as to how this aspect can be approached.

Despite the limitations, the proposed works have been guided by good heritage practice to ensure the works will result in a sympathetic outcome. The works, through the removal of detracting and distorting elements, will enhance the building by restoring its former appearance.

1.4 Statutory Heritage Controls

Heritage Overlay (HO)

The subject site is covered by an individual Heritage Overlay H051 Former Hatchers Laundry (Figure 2) and is the relevant heritage place for this report. The heritage place is included on the Schedule to the Heritage Overlay (HO) of the Yarra Planning Scheme (where it is referred to as 18 Victoria Crescent) and is subject to external paint controls but no internal controls apply. An Incorporated Plan, under the provisions of Clause 43.01 Heritage Overlay, planning permit exemptions, July 2014 is also applicable.

Statement of Significance

The subject site has been graded as Individually Significant to the City of Yarra. The subject site does not have a Statement of Significance; however, the building citation describes the significance of the place as follows:

Significance

No. 18 Victoria Crescent is of local importance as an Edwardian factory relating directing to the expansion of industry in Collingwood characteristic of the pre-First World War years.'

2. History and Site

2.1 History

The land including the subject site originally formed part of a grant allocated to a W. Bradley on 13 February 1839.2 In 1853 the property was purchased by Sir Charles Nicholson who subdivided it into a grid with a crescent street (Victoria Crescent) mirroring the meander of the Yarra River along the western edge of the subdivision (Figure 2). MMBW map from 1899 shows that the large allotment evident in 1853 had been largely subdivided into residential lots, particularly along Mollison Street at the south, while the subject site remained vacant (Figure 3).

In 1907 Henry Hatcher purchased 83 feet of land on the west side of Victoria Crescent, and a laundry was built on the site in 1908.3 The brick laundry building is credited to Bates, Peebles and Smart architects (Figure 4). The laundry was called 'Hatcher's Model Laundry'', and was operated by Hatcher's mother,5 Harriet, while Henry Hatcher himself provided laundry delivery services.6

In 1914 Bates, Peebles & Smart carried out works to Hatcher's home, located nearby to the laundry on Victoria Crescent., Following Harriet Hatcher's death in 1917 the laundry business was taken over by Henry Hatcher and his sister Mrs Sangster.6 An extension to the model laundry, designed by Bates & Smart was carried out in 1922.9 Drawings, by Bates Smart dated 1923 (Figure 5) show a proposed two storey form behind a brick and render facade. This scheme proposed enlarged windows, ornate detailing and a roof lantern. However, the current built form shows that this scheme did not go ahead and was revised to be closer to the original form. However, it is believed that the current front door was installed at this time explaining the later decorative style of applied ornament around the door. The works were carried out by builder Lakeman and Thomas and represent the most substantial change to the site. Therefore, we can say that the front facade dates from 1908 with minor alterations (door) in the 1920s,

Later, in 1924, further additions to the laundry premises (Figures 6 and 7) were again designed by Bates & Smarr° Hatcher and Sangster renamed the company Hatcher's Laundry in 1927.11

The company grew during World War II to encompass both laundry and dry-cleaning services and the property was numbered as 16-24 Victoria Crescent by 1945.12

Historical documentation does not clearly explain what building works occurred at the site during each stage of the laundry's development and later works are vague. Contracts and correspondence documents often simply refer to 'additions' without a clear description of the nature and location of the works on the site. However, drawings dated 1923 (Figure 7) and an aerial photograph from the 1920s (Figure 8) show that the extant front portion of the laundry and much of its overall form, including additions was completed. The building complex, therefore, substantially dates from 1923-1924 with the front facade of the main laundry building dating from 1908. The current boiler house was constructed around the 1960s, removing the central boiler and chimney evident in Figure 8, and necessitating the construction of a new roof and rearranged interior spaces. Interior works to the office areas occurred several times in the 1980s and 1990s.

Subsequent alterations and additions to the site have not significantly altered the form and appearance of the main laundry building facing to Victoria Crescent. There have been substantial modifications to the rear of the site and to internal spaces, reflecting the ongoing needs of the laundry business. Years of additions and alterations to the site have created a fragmentary collection of built forms that are difficult to interpret due to this layering of change.

The 1908 front facade retains the greatest level of original, legible Edwardian fabric and the involvement of the important firm Bates & Smart adds credibility to the built form. The significance of the site, therefore, predominantly derives from this facade wall and its architectural treatment rather than the other non-descript industrial buildings.

2.2 Description — Subject Site

The subject site today remains an operating laundry, including offices and staff facilities in a complex of internally connected buildings. Due to the curve of Victoria Crescent, the site is an asymmetrical quadrilateral shape that comes to a point at the south-east (Figure 9). The grey paintwork, canopy, later door and window insertions, air conditioning seen on the façade all distort the understanding on the Edwardian façade.

North of the subject site, at 22-26 Victoria Crescent, is a two-storey commercial building of no heritage significance. Victoria Crescent forms the east boundary and front façade of the subject site (Figure 10). Opposite the site is a recent two-storey business park. To the south of the site, at 10 and 10a Victoria Crescent, are two brick, double height light industrial buildings likely late 20th Century. To the west the site's rear boundary is formed by Little Nicholson Street

The main laundry operations are concentrated at the ground floor of the middle part of the site, interconnected via openings in walls that create a single working area. Such internal alterations have been necessary to allow the ongoing use of the site as a laundry and reflect changes in the requirements of the business over time. Subsequently, there is little remaining internally of the original Edwardian-era form. The front portion, behind the original façade, houses the office space and staff facilities are at the first floor of the buildings to the north west of the site. Deliveries and collections occur at the south-west of the site, off Little Nicholson Street. Overall, the laundry premises is a single storey form that functions as a single building despite its being an accretion of built forms over time. The laundry operations cover the entire area of the site. A small, open, ground level carpark takes up the south-east corner of the site and is the only part of the property not built on (Figure 11). A two-storey, pitched roof building faces the carpark.

The brick façade is largely intact from its original design, with recent two-tone grey paint, canopy, later window and door insertions applied. The single storey wall rises to a decorative parapet, concealing the sawtooth industrial forms behind. Decorative detailing evident on the façade includes arched openings, vermiculated piers and scroll plasterwork (Figures 12 & 13). Each end of the fagade is terminated by a projecting, vermiculated square pier that is capped by a simple paired string course. Set in from the edge of the pier, a decorative scroll meets the end of the parapet which has string course detailing at the top. The string courses all extend the entire width of the façade. Five large arched windows are symmetrically positioned on the façade and the main entrance offset from the centre. The main entrance is articulated with simple, decorative plasterwork forming barley twists and expressed piers (Figures 14 & 15). While largely intact the windows and entrance have been compromised over time through infills, new doorway and rather crudely applied metal canopy which conceals the decorative details above the doorway. (Figure 10).

3. Assessment of Significance

The statement of significance for the site is very limited but from what has been identified, the site is important for its historical and architectural value to the City of Yarra. This is derived from the Edwardian aesthetics of the building that was constructed as a factory prior to the First World War, when Collingwood was regarded as an industrial suburb.

Investigation and analysis of those parts of the site against the assigned significance determines that the 1908 front façade retains the greatest level of original and legible Edwardian fabric, and the involvement of the important firm Bates & Smart adds further historical credibility to the built form. The key aspect of the site is this façade wall and its architectural treatment rather than the other non-contributory forms.

Progressive alterations and additions, behind the façade, are found to have no heritage value and their removal will not have any heritage impact on the significance of the heritage place. The façade is clearly distinguishable as the laundry and its retention will enable this association to continue.

Our assessment of the site's significance is that it derives from the architectural treatment of the façade and its presentation to the streetscape. On this basis this facade should be restored as far as possible to its known original condition.

4. Proposed Restoration and Reconstruction Works

In responding to the RFI the following table outlines those proposed changes from existing conditions or use of new materials to the facade, roof and return walls and explains the rationale behind the approach to the works. This table should be read in conjunction with the Fieldwork drawings.

Overarching Guidance

• Restoration works are based on documentary and physical evidence on site. • Original colours have been determined by paint scrapings to brick and rendered surfaces as well as consultation with early photographs, drawing and architect's

specification.

Element Work type Discussion Recommendations

Demolition was identified in the HIS not to impact on the significance of the heritage place, given the non-contributory grading of these altered and piecemeal forms. The removal of the structure behind may impact on the structural stability of the façade and a suitable façade retention system is required to be put in place before total removal can take place. Any fagade retention system needs to be designed and support the facade in a manner that doesn't remove or damage any part of the significant fabric. As noted in the limitations of this report, the structural input is yet to be undertaken. And the facade retention system is conditional on the ultimate demolition scope and methodology. Hence at this early stage it is not possible to provide an accurate retention design but is it note this is a requirement of demolition consent as noted in the RFI.

All non-original additions and works which have altered the original 1908 facade are to be removed and replaced with new to return the façade back to a complete and earlier appearance. The new works are to adopt a like-for-like approach which will enable the replacement materials to be correctly selected and installed, and ensure a good aesthetic and heritage outcome

Some aspects of the work are still unknown at this stage because they are obscured by the item to be removed. As the removal will not occur until a permit has been granted, the proposal is to repair in a like-for-like manner as stated above, which will sufficiently produce a good heritage outcome, with new works being based and guided from the original.

Facade Item 1: Demolition of the non-contributory elements of the building behind the façade and provide an appropriate support system.

Item 2: Removal of later additions and reverse visible alterations in a like-for-like manner.

To condition the permit requesting the details of the proposed fagade retention system and installation I removal methodology be provided for approval.

Adopt the works as identified on the Fieldwork drawings and condition any deviation away from these to be provided for approval.

The choice of cleaning technique will depend on many factors. The systems chosen should always be the least invasive method needed to achieve the level of cleaning required. The final decision should be based on cleaning trials which enable all those involved to agree on the most appropriate method.

Where the paint layer to be removed is covering over historical painted signage, extra care is required to preserve the underlying signage wherever possible.

On-site investigations determined that the render was originally painted, and a colour has been determined which will be applied to all render surfaces to achieve a unified appearance that would have once been seen on the façade. It is also possible that all the original detailing applied to the building was from different manufacturers and material, and therefore of different colours. The painting would have unified this and provided a uniform aesthetic. typical of the Edwardian era. Given the adhoc approach to the painting of the fagade over subsequent years, the proposal to paint all render the same colour will enable the former appearance to be achieved and to age over time in the same way. The render will be repainted as per the colour schedule.

Item 4: Repair and restoration of the brickwork and render detailing.

Once the paint layers have been removed, the extent of rectification of any damage to the brickwork, joints and render can be fully understood. All repairs are to be undertaken in a like-for-like approach as detailed in item 2. The render / mortar is to be tested to ensure the correct properties, strength and colour is achieved. Render / mortar analysis be undertaken by Sharpe and Howells, 41 Greenaway Street, Bulleen, Victoria 3105. Phone: 03 9850 9722. Web: www.sharpandhowells.com.au or equivalent. Any sections of missing render are to be reformed in the traditional manner and where loose render detailing is found it should be reused and fixed into the substrate using stainless steel pins and epoxy resin. The render will be repainted as per the colour schedule, to reinstate a unified appearance of all render components.

Item 5: Tuckpoint arches over windows

Following the investigation works (see Appendix A) it has been confirmed that a white Adopt the works as identified on the Fieldwork tuckpoint detail is evident in the arches above the windows. This is a typical Edwardian detail drawings that was used to enhance the appearance of the building. The works are proposing to retain

—1- these arch details and if necessary re-tuck point to match the existing detail. Repointing these details will only occur if they are missing or have been extensively damaged through the removal of the paint layer. Works are to be executed by a skilled and experienced tuck pointer.

Item 6: Retain and repair timber windows

Item 9: Repair render to front door surround and insert new front door

Window frames and glazing are to be investigated for the presence of original timber which is to be retained and repaired as necessary.

On-site investigations confirmed that the windows have always been painted, as was customary during this period for external elements, and a period colour has been chosen which will be applied to all timber surfaces to achieve a unified appearance that would have once been seen on the façade. All original window joinery is to be repainted as per colour schedule.

This window has been modified to accommodate a door at some point in the past. This alteration detracts from the symmetrical window arrangement and the integrity of the 1908 façade.

The proposed works will remove the existing mesh guard, door and door surround. The wall and sill will be reconstructed match existing, whist the window will be repaired to insert missing section to match existing.

Joinery and render will be painted as per colour schedule.

Later windows and surrounds are to be removed as the current situation is distracting and distorts the original 1908 appearance of the facade.

The arched window, currently behind the canopy, will be investigated and if the original window and render sill remains both will be restored and repainted as per colour schedule. Where no joinery or sill exists, new window and sill will be inserted to match the remaining windows and sill detail. The new window and sill will be painted as per colour schedule.

The smaller window under the canopy will also be removed, along with the existing mesh guard and surround. The void will be infilled with brickwork and mortar to match existing.

Repairs as noted above are to be undertaken as like-for-like, using a matching render mix and traditional skills. The removal of the canopy will assist with the repair of the entrance way. The render will be repainted as per the colour schedule.

The proposed door is a simple modern insertion. This approach is acceptable as the original door was not known, and to insert a door type that is not historically correct would be conjectural and therefore not appropriate. The proposed door is clearly identifiable as a later addition and as it's executed in a simplified manner it will not detract from the overall restoration approach.

Item 10: Removal of steel plates

To tidy up the façade and produce the required aesthetic outcome and restoration approach, the steel plates are intended to be removed. As noted in the limitations of this report, the structural input is not yet available as the demolition scope is yet to be fully determined. Despite this, it is intended that the steel plates are removed once the façade has been supported (see item 1) and undertake repairs in a like-for-like manner as noted in item 2.

To condition the permit requesting the steel plate removal (if possible) and repair methodology be provided for approval.

Item 12: 5m return walls to the north and south elevations

North — The northern elevation is proposed to be removed and a section of wall to 5m is retained to provide the structural support. As noted in the limitations of this report, the structural input is not yet available as the demolition scope is yet to be fully determined.

South — The southern elevation has been identified to contribute to the aesthetic merits of the building through its use brickwork and render decorations. This section of wall has been retained to a length of 9m, which is over the prescribed 5m requirement. This wall will be stripped of the existing paint and the brick and render work repaired as noted above.

To condition the permit requesting that a methodology be provided stating how the northern corner of the existing is to be retained, supported and tied back into the new structure.

Roof Item 13: Removal of roof and insertion of new roof deck to accommodate

The roof was identified in the HIS not to impact on the significance of the heritage place, given the non-contributory grading of its altered and piecemeal form. The removal of the roof may impact on the structural stability of the facade, so this element needs to be linked back into the façade retention system as discussed in item 1. Note the demolition methodology and the fagade retention design will be formed as part of the demolition consent.

To condition the permit requesting that a detail be provided identifying how the new roof deck will support and tied back into the new structure.

Purpose: To determine what a scaring feature was relating to behind the paint work under the window; whether different coloured bricks were used to detail the windows; and the extent / colour of the tuckpointing above the windows.

Outcome: Scaring was only a surface feature and didn't determine a former opening or alteration. No different coloured bricks used to the openings, indicating that the Edwardian red pressed bricks are used throughout. Tuck-pointing was identified to extend to over the arches only and is white.

6. Appendix A.

To get the proposal to this point and ensure the approach is appropriate from a heritage perspective, site inspections and investigations have been undertaken and the findings have influenced the approach.

A series of test patches were undertaken to reveal areas of alterations, confirm detailing, identify paint layers and colours, and the location of the tuckpointing.

Purpose: To determine how much repair work may be required to the brickwork, following the alteration to insert the current door and the colour of the mortar and joint detail.

Outcome: The alteration is limited to the surround of the door only. These poorly inserted bricks and mis-matched mortar detailing should be removed and the new brickwork to match as existing, following the testing of the original mortar and the reuse of a flush joint.
