Construction Management in practical sense is management of converting a concept developed due to necessity into a functional and operational reality pivoting on technical feasibility and financial viability, …. Let us keep our words very simple so that understanding is easier. We all know the ministry of urban development Govt of India had expressed the need to have smart cities considering the growing demands of ever expanding population due to urbanization, to accommodate global benchmarks for attracting foreign investments for ease of doing business. Pune city has been recognized for potential developing smart city post fulfilling criteria's for smart cities given by Urban ministry. The core infrastructure elements in a Smart City would include: i. adequate water supply, ii. assured electricity supply, iii. sanitation, including solid waste management, iv. efficient urban mobility and public transport, v. affordable housing, especially for the poor, vi. robust IT connectivity and digitalization, vii. good governance, especially



e-Governance and citizen participation, viii. sustainable environment, ix. safety and security of citizens, particularly women, children and the elderly, and x. health and education. 2.5 As far as Smart Solutions are concerned, an illustrative list is given below. This is not, however, an exhaustive list, and cities are free to add more applications. 2.6 Accordingly, the purpose of the Smart Cities Mission is to drive economic growth and improve the quality of life of people by enabling local area development and harnessing technology, especially technology that leads to Smart outcomes. Area-based development will transform existing areas (retrofit and redevelop), including slums, into better planned ones, thereby improving liveability of the whole City. New areas (greenfield) will be developed around cities in order to accommodate the expanding population in urban areas. Application of Smart Solutions will enable cities to use technology, information and data to improve infrastructure and services. Comprehensive development in this way will improve quality of life, create employment and enhance incomes for all, especially the poor and the disadvantaged, leading to inclusive Cities.



To understand the development of concept with a real time example , let’s understand intent to create world class capital city of Andhra Pradesh on the southern banks of the Krishna river in Guntur district “ Amaravati”,. Which would be of international standard in terms of the Town Planning, architecture, world class development, E- Governance and Citizen services, Energy Management, Waste Management, Urban Mobility, Water and Waste Water Management, Skill Development, Trade Facilitation Centre to name few…..The process followed so far as per my understanding and knowledge are as under. Creation of Town planning development Authority (Andhra Pradesh Capital Region Development Authority (APCRDA)) Identifying areas for the proposed Plan to develop capital city region. Creation of owner’s concept plan as per Town Planning and valuation Act Inviting offers From International bidders having experience in Town Planning to make presentations of their Master Plans based on their concept plan as base line.



Protection of Natural streams, ponds, rivers, canals, barrages, Dams and reservoirs, commercial establishments, religious places, Transmission Lines, steeper hillocks, Age old trees in large numbers, Town or city Developments to larger extent and merging them in new development plans with new architectural look, etc).

The government of Singapore presented the Seed Capital Area (SCA) Master Plan for Andhra Pradesh capital Amaravathi. The Seed Capital Area Master Plan is the final of the three-stage Master Plan submitted by the government of Singapore.

The three-part Amaravati master plan was developed by Singapore’s Surbana Jurong Private Limited. It also drew on Singapore’s expertise and experience in urban planning and governance and project execution. The Centre for Livable Cities and Singapore Cooperation Enterprise has begun to provide capacity development training in various areas for Andhra Pradesh government officials who will be involved in the development of Amaravati and the Capital Region.The SCA Master Plan is for an area of 16.9 sq-kms and would be developed in 5 phases. The Seed Development Master Plan sets out in detail the land use and infrastructure plans for the start-up area of Amaravati. The Seed Development will rise on the south bank of the Krishna River as the heart of Andhra Pradesh’s new capital city.



Its civic district will house the institutions and buildings of the government of Andhra Pradesh, including the Legislature, the Executive and the Judiciary. Amaravati is envisaged to be developed as smart, green and sustainable city. In the line of being developed as the People’s Capital of Andhra Pradesh, our aspiration is to create a vibrant, diverse, inclusive and modern city. The six key factors taken into consideration for this Master Plan are “providing jobs and homes, world-class infrastructure, quality living, protecting identity and heritage and resource management and environment.”The key highlights of the Seed Capital Area (SCA) Master Plan of the Capital City which will catalyze the development of Amaravati:1)The Seed Capital Area is planned for about 3 lakh residents. Being developed as a vibrant business hub, a total of about 7 lakh jobs are expected to be created in various sectors including government jobs.



3) The Seed Capital Area aspiration is to create a thriving state of the art Central Business District (CBD) for business and living.

4) The Seed Capital Area master plan provides nodes and development corridors from transit oriented development approach.

5) The various zones would comprise of central business district, residential townships, institutions, parks and gardens, water bodies, recreational spaces, water front etc.

6) In line with the Capital City, the Seed Capital Area is planned on transit oriented development principles. To provide and enhance mobility and accessibility to the citizens, the master plan provides a transport hierarchy that comprises of an integrated network of metro rail network of about 12 kms, bus rapid transit of about 15 kms, downtown road of about 7 km, arterial roads and sub-arterial roads of about 26 kms and collector roads of about 53 kms, with varying broad right-of-ways.



6) The city being planned on sustainable development principles, extensive large open green spaces have been planned that shall add value to the urban ecosystem. The landscape would create world class aesthetic appeal to make city livable and attractive.

7) Special emphasis has been laid to enhance development of extensive walkways and pedestrianisation interlinked with open and green spaces with a blue and green network of more than 25 kms to promote walk-to-work environment and non-motorized transport.

8) The iconic developments will include state-of-the-art government complex, city gateway, cultural center, convention center etc.

9) The Seed Capital Area master plan provisions for waste management systems that would enable innovative methods for waste collection, transportation, treatment and resource recovery such as Waste-to-Energy, thereby creating a resourceful, safe and healthy city.

• Once work is awarded these working will be sacrosanct.• Project Manager and team is nominated as per the staff schedule and he is

expected to add value by make further realistic schedules again within agreed costs within one month from date of award. This will be treated as Base line approved budget. Lets understand the project execution aspect further. (R & A- PM)

• Procurement and stores policy :- Efforts are made to seek three quotes from the parties and materials are procured from resourceful and competitive bidder just in time to avoid dead investments and for major materials like Cement, Bitumen, RCC pipes, Reinforcement steel, etc payments Terms are negotiated with Major suppliers or companies for competitive rates as the value of the purchases are substantially higher & spanned for larger durations. ( R – P.M & A –Stores and Purchase (S&P) Head)



• For requirement of the Murum for embankment, maximum locations are identified and technically scrunitzed for eligible sources and then negotiations are done with the landlords for levelling the lands to provide the materials at most economical rates. Lead from source of material to place of consumption drives the economy. All efforts are made in that direction to optimise the costs. (R & A – P. M )

• Quarrying and crushing, logistics :- Stone Quarry are generally finalized in Villages nearing to centre of the project to reduce the cost of transport, The crusher plant, concrete batching plant, Hot mix plant, Pug mill etc are fixed near centre of the project. The project managers office is also made near centre for efficient control on plants and logistics, plant and machinery workshops are also planned nearer to the plants erected. The labour colonies are made as per deployment required in nearest villages to avoid unwanted transportation to work ( R- PM A- P&M Head and Site Managers)



• The cost benefit ratios are worked out depending up on the availability of materials on sale in the vicinity like aggregates, concrete batching plant, pug bill, Bituminous plant against deployment of own machinery based on volumes and limitations of existing production units as it involves lot of permissions for erection and operation from the quarrying departments. Idling of resources when the preceding activities or succeeding activities are in progress. For example Till completion of the excavation for CD works, concrete plants are idle, post casting of cradle and face wall for CD works, the plant is idle till next stretches are taken up… the volumes consumed will also make the deployment counterproductive ( R- PM, A- P&M Head, Planning Head).

• Local workmen should be preferred to avoid the cost of accommodation, safety and law and order issues as well as maintaining balance with the social pressure from local bodies. Construction water is major drawing resource and needs co operation of the local bodies. (R- PM, A- Site Manager, HR-Head)



• Selection of agencies :- Agencies for any activities must be shortlisted based on the past experience of similar works, capability to sustain one month wages of workmen and having productive and skilled workmen over the others. They must possess labour licence, PF registration and insurance for ease in compliances and short listing (VM to elaborate),(R-PM, A- Planning Manager, P&S-Head).

• The hardware shops, Timber merchants, fabrication shops, are identified at least Three Nos and shortlisted for construction consumables like Plywood, Wooden Ballies, planks, binding wires, wire nails, paints, Lime Powder, Spades, Pick Axes. The Petrol Pumps 3 Nos are identified for HSD, Petrol, hydraulic Oil, Lube Oil, Grease etc. (VM to elaborate). This will facilitate the competition amongst the Vendors and rates can be stabilized. (R-PM, A- Planning Manager, P&S-Head).



• Selection of agencies :- Agencies for any activities must be shortlisted based on the past experience of similar works, capability to sustain one month wages of workmen and having productive and skilled workmen over the others. They must possess labour licence, PF registration and insurance for ease in compliances and short listing (VM to elaborate),

• Execution of works ; Agencies selected are provided all technical support, materials and machineries owned by company other than their own machineries. Weekly schedule is provided to them and explained on ground and every day review is done by the engineer and shortfalls are rigorously monitored to make up. Weekly meeting is initiated by Project Manager internally with all departmental heads and the shortcomings due to material shortage, machinery shortages and breakdowns, supply of concrete, supply of bituminous materials, running of crushers are reviewed in detail. Progress is reviewed meticulously and corrective actions are flagged and prioritized.



• The immediate milestones are reviewed and all actions leading to milestones are reviewed on daily basis. The productivity of every deployment is reviewed and reasons thereof are reviewed and corrective action taken. The maximum duration of resource are controlled and hence consumption is reviewed stringently.

• Corporate Review:- The corporate review is done Monthly which consists of following heads for understanding project performance

• a) Planned and achieved progress of every activity in quantity terms graphical representation of major activities to understand planned activities for the month and status as on date.

• b) Planned and achieved progress in monetary terms.• c) Plant and machinery utilisation, operating and fuel efficiencies, performance

curves for each day utilisation. Necessity of mobilised resources or need for additional resources for well deserved and productive output.



• d) Manpower mobilisation and deployment graphically in histogram skill wise and activity wise and measures to overcome shortfalls and activities affected and proposal for mechanized working for counterproductive manual working

• e) Sub contracts billing and outstanding payments status as on date and action plan for the same.

• f) Status of payments for hardware suppliers, Fuel and construction materials, outstanding as on date and action plan for the same.

• g) Status of reconciliation of aggregates, river sand, crusher sand, cement, RCC pipes, Fuel (HSD) and comparison with consumption and stock and listing out wastages and action plan to bring the wastages within permissible limit.

• h) Status of outstanding from clients with delay analysis in 30/60/90 and above days cycle. WIP and expected date of raising the bill and tentative amount. (VM to elaborate).



• i) Status of quality, safety, environment non compliances and measures to mitigate them and action plan on sub contracts with penal actions recommended

• j) Changes in method statements during construction and optimisation of costing or excess costing due to site constraints, its impact on Item and overall costing .

• k) job cost statement and job cost reports, contribution on date• l) Machineries, construction materials and hardware required for next one

Having understood project construction management and review, let us assume a stretch of 1km 7.50 M wide carriageway with following quantities and apply these concepts for understanding EW in excavation :- 10000 cumEW in embankment : 45000 cumProviding and laying RCC NP3 Pipe 3 X 450mm diameter 12.50 long – 3 Locations and RCC NP3 2 X 600mm diameter 12.50 Long with cradle and face wall.Providing and laying M 10 concrete 25 cum, M15 concrete 650 cum,Laying of GSB 300 mm thk 10 M wide for 1 KMLaying of WMM 150 mm thick for 7.50 M wide for 1 KmLaying of BM 50mm thick 7.50 wide for 1 Km. Laying of BC 25 mm thick 7.50 wide for 1 KmLaying of Kerb on either side 2 Km length Completion of soft shoulders 1.25 M wide on either sideCompletion of road marking for centre and bitumen edges on either side.Completion of fixing mandatory signages 3 Nos, cautionary 2 Nos and informatory signages 1 Nos



The Volume of excavation is 12000 cum ( 2000 cum for CD works) for cutting and 35000 from borrow earth. The productivity is 50 cum per hour for Ex 220. So it will take 47000/50=940 hours. Assuming 250 hours per month per unit and work is expected to complete in two months we need two excavators to meet the expectations.The priority shall be excavation of stretches where pipe culverts are to be done. Once the excavation is done to required gradient, and for foundation of face walls, manual dressing is done and it is ready for receiving the M 15 grade concrete. The aggregates, cement and river sand are procured as per Monthly programme, The batching plant is set, functional. Resource like water Tanker is arranged on plant, Wheel loader is arranged for material handling , DG set of set capacity is arranged for power requirement. Batching plant operator is in place, Transit mixer with operator is arranged, Fuel stock for 3 days working for all equipment's, machinery and plants are ensured. Manpower for plant operation support in place, placing arrangements for gravity flow in place. The concrete M 10 and M 15 Grade is done up to pipe bottom levels. RCC Pipes are arranged in advance as per drawing for this months requirement as per construction schedule and unloaded near the locations. JCB is employed for pipe lifting, lowering, aligning and fitting. Workmen seal the joints, Form work is aligned and concrete for cradle up to half of the pipe is


The concrete M 10 and M 15 Grade is done up to pipe bottom levels. RCC Pipes are arranged in advance as per drawing for this months requirement as per construction schedule and unloaded near the locations. Backhoe is employed for pipe lifting, lowering, aligning and fitting. Workmen seal the joints, Form work is aligned and concrete for cradle up to half of the pipe is completed. Form work for face wall is aligned and concrete up to the required level and width is completed. Curing is done for 14 days. Process repeated at all CD work locations.Locations for borrow earth are finalised, MDD is worked out for excavated selected earth and for borrow areas before hand. Width and length if measured and volume equivalent to 200 mm thickness with voids up to 25% is worked out (VM to elaborate ). Sprinkling of 16% OMC is done in increments of 5% and levelling of the dumps is done using grader. The Vibratory roller assigned for the compaction is engaged for the purpose with required passes and the tests with sand replacement method is done to ascertain 95% of OMC as FDD facilitating next layer to commence… The cutting section is levelled up to formation level parallel. GSB is manufactured at crusher unit. Wheel loader is stationed at crusher for loading the materials in high capacity Hyva / Man make equipment's. GSB is laid 150mm in single layer, dumps as done on the stretch and watering is done to OMC… Grader is engaged for spreading the material and compaction with


Motor Grader is engaged for spreading the material and compaction with vibro roller is initiated. Process is repeated for additional 150mm layer of GSB.The embankment stretch is made ready for dumping GSB material for first layer and resources are optimally utilised for maximum productivity at two stretches if required work is carried out in second shift till wee hours. Process is repeated and required field tests at laid down frequencies are carried out to check the compacting efforts before permitting next layer. The planning team shall work out approximate volumes of every activity with shifting from the crusher stock yard based on number of trips of Hyva/ Man with 90% of standard volumes to ascertain business turnover. The completed sections are measured every week and DPR’s corrected to accuracy… The next layers WMM are loaded from Pug mill and laid over compacted GSB in alternate stretches , They are spread by Grader and compacted to requirements. Process is repeated. The aggregates are shifted to Hot Mix plant / Bituminous plants, Bitumen of Grade VG 30 is ordered as per consumption 3.5%- 4% % for BM and 4.5% - 5 % for BC layers. Volumes are worked out accordingly and bitumen is procured accordingly. The aggregates are shifted as per requirement like 20mm, 10mm crusher sand, natural sand as per approved mix design. Emulsion is also ordered and spread over WMM. The LDO is required for heating the bitumen


Raw materials like aggregates, Sand etc. The consumption of LDO is around 6 Kg per MT. The DG set of required capacity is arranged for heating the plant. The BM material is produced from Hot mix Bituminous Plant (HMP) and conveyed to sites with tarpaulin covers for unloading. 25 MT of the mix can be conveyed at a time which will be around 11.0 cum. The Tack coat of 3 kg per 10 Sqm over granular surfaces. The Finisher sensor paver is mobilised for paving the Bituminous Macadam (BM). The HMP can produce 65 TPH (80 TPH plant capacity, 85% mechanical efficiency ) which will be around 28 cum. Considering the width of paving as 3.75 M and depth of 50mm the length covered for 3.75 M width is 150 RM per hour. The Vibratory and Pneumatic tyre rollers and used for the purpose of compacting effort and for dense grain texture. The sensor paver can provide the cross gradient as per requirement. The required manpower for shovelling and ensuring proper compaction, cleaning of roller surfaces with water jets etc. The planning for the manpower, material and plant productivity are vital for project construction management and progression of work is function of site management, project finance, project monitoring, corrective actions and review of PDCA cycle.
