1. Introduction
1.1. Overview
PDC Consultants has been commissioned by Taylor Construction Group (Taylor) to prepare a Construction Traffic &
Pedestrian Management Sub-Plan (Plan) for construction works relating to the Parramatta West Public School,
located at Young Street, Parramatta. The works would be undertaken in accordance with State Significant
Development Application, SSDA 8790 (the Consent), which grants consent for the redevelopment of Parramatta
West Public School with the following characteristics:
• The construction of a new two-storey building comprising:
• New home bases;
• Multipurpose hall;
• Administration areas; and
• Canteen, staff amenities and storage facilities.
• New formalised entry and forecourt fronting Railway Street and gated entry from Crimea Street;
• Internal alterations to two (2) existing buildings to create home bases and administration areas;
• Landscaping works including open spaces improvements, tree removal, fencing and pathways;
• Provision of a new entry / exit driveway onto First Avenue to serve the relocated car park; and
• Stormwater management works.
The purpose of this Plan is to detail the proposed traffic management arrangements that are to be implemented for construction of the development which seek to minimise the impact on public amenity and safety. This Plan has been prepared in accordance with the relevant conditions outlined in SSDA 8790 which has been reproduced overleaf in Table 1 for reference.

The Construction Traffic and Management Sub-Plan (CTPMSP) must be prepared to achieve the objective of ensuring safety and efficiency of the road network and address, but not be limited to, the following:

A Driver Code of Conduct must be prepared and communicated by the Applicant to heavy vehicle drivers and must address the following:

(c) Minimise road traffic noise; and
(d) ensure truck drivers use specified routes.

B31 Construction Worker Transportation Strategy - Large Vehicles Holding / Parking Areas
Prior to the commencement of construction, the Applicant must provide sufficient parking facilities on-site for heavy vehicles (except the site personnel), to ensure that construction traffic associated with the development minimise use of public and residential streets or public parking facilities.

B32 Construction Worker Transportation Strategy
Prior to the commencement of construction, the Applicant must submit the following information to the satisfaction of the Certifying Authority:
(a) Evidence (such as a drawing or a plan) that at least 50% of the total construction workers’ parking can be provided within the North Site; or
(b) A Construction Worker Transportation Strategy detailing the provision of sufficient parking facilities or other travel arrangements for construction workers in order to minimise demand for parking in nearby public and residential streets or public parking facilities; and
(c) Details of a tool storage area within the construction site so that the construction workers can store their tools on the site, when using public transport to commute to and from the Site.

All construction vehicles (excluding construction worker vehicles) are to be contained wholly within the site, except if located in an approved on-street work zone, and vehicles must enter the site before stopping.

1.2. Consultation
In accordance with Condition A8 and B23(b) of the Consent, consultation is required to be undertaken with
Parramatta City Council (Council) and Transport for New South Wales (TfNSW) in the preparation of this Plan. PDC
Consultants contacted both Council and TfNSW on 14/01/2020 and it was agreed that the consultation process
would be undertaken in the following steps:
1. PDC Consultants would prepare a draft version of the Plan (being this report) and issue the Plan to Council
and TfNSW for comment;
2. Council and TfNSW would provide commentary on the draft version of the Plan and if required, the Plan
would be amended to address the comments received;
3. PDC Consultants would issue a revised version of the Plan to the Principal Certifying Authority for approval.
Table 2 below summarises the comments provided by Council and TfNSW and subsequent response. A copy of the
correspondence is provided as Appendix B for reference.

TRANSPORT FOR NEW SOUTH WALES (TfNSW)
1.
Please note that this CTMP would need to be reviewed by the City of Parramatta Council –as the roads surrounding Parramatta West Public School are classified as local roads. It is recommended that you submit the CTMP to the City of Parramatta Council for their review.
The draft Plan (ref: 0220r01v01) was submitted to Council for comment on 30/01/2020.
2.
Transport for NSW (TfNSW) also notes that the construction of a new building fronting Crimea Street would require a new school zone as part of a new access point – as such TfNSW would require a detailed plan indicting the location of the new access point and the proposed new school zone – fronting Crimea Street.
In accordance with Condition AN13 of the Consent, detailed plans of the school zone – fronting Crimea Street will be provided 8 weeks prior to the commencement of operation.
This Plan is not required to address this requirement.

1.3. Structure of this Plan
This Plan is based upon information provided by Taylor, and should be read in the context of other construction
documentation submitted separately. The remainder of this Plan is structured as follows:
• Section 2: Describes the site and existing traffic and parking conditions in the locality;
• Section 3: Provides an overview of the construction program;
• Section 4: Discusses the proposed traffic management measures;
• Section 5: Discusses the expected impacts resulting from the construction activities;
• Section 6: Presents the overall study conclusions.

2. Existing Conditions
2.1. Location and Site
Parramatta West Public School (the School) is located approximately 1.5 kilometres south-west of Parramatta
Railway Station, 1.6 kilometres west of Harris Park Railway Station and 1.4 kilometres north of Merrylands Railway
Station, and 21 kilometres west of the Sydney CBD. More specifically, the School is located immediately north of
the Burnett Street / M4 Western Motorway on-ramp and south of Jones Park, Parramatta.
The School is comprised of two (2) parcels of land having a total area of approximately 24,400m2. For the purposes
of this Plan, the northern and southern parcels of land will be referred to as the ‘North Site’ and ‘South Site’
respectively. Table 3 below provides an understanding of the approximate length of each boundary of the School
and provides a description of any bordering developments and street frontages.

The North Site is currently used as a playground outdoor area for the School. The South Site currently
accommodates all school buildings / classrooms, administrative functions and playground space. All car parking for
the School is currently accommodated on-street, as all formerly available parking spaces on the site are occupied by
demountable classroom buildings.
Figures 1 and 2 overleaf provide an appreciation of the site’s location in both a broad and local context respectively.

2.2. Road Network
The road hierarchy in the vicinity of the site is shown by Figure 2, with the following roads considered noteworthy:
• M4 Western Motorway a major arterial road that runs between Haberfield in the east and Lapstone in the west, providing a direct connection between Western Sydney suburbs and Sydney CBD. Near the site, it is subject to 90km/h speed zoning restrictions and accommodates four (4) lanes of traffic in each direction within a 34 metre wide divided carriageway.
• Great Western Highway an RMS Highway, HW 5, that runs between the Sydney CBD in the east and the city of Bathurst in the west. Near the site, it is subject to 60km/h speed zoning restrictions, accommodates 2-3 lanes of traffic in each direction and carries approximately 36,000 vehicles per day.
• Auburn Street a local road that runs in a north-west to south-east direction between Pitt Street in the south-east and connecting with Railway Street in the north-west. It is generally subject to 50km/h speed zoning restrictions however, 40km/h School Zone restrictions apply between the hours of 8:00-9:30am and 2:30-4:00pm on school days only. It accommodates a single lane of traffic in each direction and permits unrestricted parallel parking along both kerbsides.
• Railway Street a local road that generally runs in an east-west direction connecting with Inkerman Street in the east and Auburn Street in the west. Near the site, it is generally subject to 50km/h speed zoning restrictions however, 40km/h School Zone restrictions apply between the hours of 8:00-9:30am and 2:30-4:00pm on school days only. It accommodates a single lane of traffic in each direction and generally permits unrestricted parallel parking along both kerbsides. However, ‘No Parking’ restrictions apply along the southern kerbside, along the South Site frontage, between the hours of 8:00-9:30am and 2:30-4:00pm on school days only.
• Franklin Street a local road that generally runs in a north-south direction between Great Western Highway in the north and Auburn Street in the south. Near the site, it is generally subject to 50km/h speed zoning restrictions however, 40km/h School Zone restrictions apply between the hours of 8:00-9:30am and 2:30-4:00pm on school days only. It accommodates a single lane of traffic in each direction and permits unrestricted parallel parking along both kerbsides.
• Crimea Street a local road that runs in an east-west direction between Marsden Street in the east and Burnett Street in the west. Near the site, it is generally subject to 50km/h speed zoning restrictions however, 40km/h School Zone restrictions apply between the hours of 8:00-9:30am and 2:30-4:00pm on school days only. It accommodates a single lane of traffic in each direction and permits unrestricted parallel parking along both kerbsides.
• Young Street a local road that runs in an east-west direction between Pitt Street in the east and forming a cul-de-sac at its western end, to the west of Franklin Street (i.e. it does not access Auburn Street). It is generally subject to 50km/h speed zoning restrictions however, 40km/h School Zone restrictions apply between the hours of 8:00-9:30am and 2:30-4:00pm on school days only. It accommodates a single lane of traffic in each direction and permits unrestricted parallel parking along both kerbsides.

2.3. Public & Active Transport
2.3.1. Bus Services
The Integrated Public Transport Service Planning Guidelines, Sydney Metropolitan Area, states that the walking
catchment for metropolitan bus services includes all areas within a 400 metre radius of a bus stop. As can be seen
from Figure 3, the site is situated within 400 metres of several bus stops along Burnett Street, Crimea Street and
Railway Street. A number of additional bus services are also accessible within an 800 metre radius. Table 4 below
shows the notable town centres that are accessible via these bus services and the average service headways during
peak and off-peak periods.

2.3.2. Rail Services
The Integrated Public Transport Service Planning Guidelines, Sydney Metropolitan Area, states that the walking
catchment for metropolitan railway stations includes all areas within an 800 metre radius of a station. It can be
seen from Figure 3, that Parramatta, Harris Park and Merrylands Railway Stations are located outside the typical
walking catchment area, being between 1.4-1.6 kilometres from the School. Notwithstanding, it is noted that the
above railway stations could be accessed within a 15-20 minute bus commute and hence, construction workers
would also be able to access the Sydney rail network, as shown by Figure 4.
Table 5 below shows the railway lines serving each railway station, notable town centres along each line and the
average service headways during peak and off-peak periods.

2.3.3. Cycle Network
Figure 3 also shows that the site has relatively good access to the local bicycle network. Whilst no cycle paths are
immediately provided along the School’s street frontages, off-road cycle paths are located along Banks Street and
the M4 Western Motorway. These are provided to the north and south of the School respectively, and connect to
the wider cycle network.

3. Overview of Construction Program
3.1. Hours of Work
The hours of work will be in accordance with Conditions C4-7 of SSDA 8790, which have been reproduced below for
reference:
Construction Hours
C4. Construction, including the delivery of materials to and from the site, may only be carried out between the
following hours:
(a) Between 7am and 6pm, Mondays to Fridays inclusive; and
(b) Between 8am and 1pm, Saturdays
No work may be carried out on Sundays or public holidays.
C5. Construction activities may be undertaken outside of the hours in Condition C4 if required:
(a) By the Police or a public authority for the delivery of vehicles, plant or materials; or
(b) In an emergency to avoid the loss of life, plant or materials; or
(c) Where the works are inaudible at the nearest sensitive receivers; or
(d) Where a variation is approved in advance in writing by the Planning Secretary or his nominee if
appropriate justification is provided for the works.
C6. Notification of such construction activities as referenced in Condition C5 must be given to affected residents
before undertaking the activities or as soon as is practical afterwards.
C7. Rock breaking, rock hammering, sheet piling, pile driving, and similar activities may only be carried out
between the following hours;
(a) 9am to 12pm, Monday to Friday;
(b) 2pm to 5pm Monday to Friday; and
(c) 9am to 12pm, Saturday.

3.2. Staging and Duration of Works
3.2.1. Construction Program
Table 6 below shows the constructions works will be broken into the three (3) stages including a pre-construction
phase, and comprise a number of different phases.

Reference should also be made to the Project Plan provided as Appendix C indicating the staging of works, extent of
the work areas, location construction vehicle accesses, site fencing and hoarding requirements and location of site
amenities.
3.2.2. Pre-Construction Within North Site
Demolition
The demolition phase will require approximately 0.5 months (2 weeks) to complete and will require in the order of 10 on-site workers. Construction works will primarily include site establishment, tree removal and demolition of existing structures.
The largest truck to be utilised during this phase of construction will be a 19.0 metre truck and dog combination, which would enter and exit the North Site in a forward direction. All vehicle movements are to occur via a 10.0 metre wide construction vehicle access driveway onto Crimea Street.
Remediation Works
The remediation works phase will require approximately 2 months to complete and will require in the order of 20 on-site workers. Construction works will primarily include stripping the topsoil and cut and fill of soil to attain the required design levels.

Similarly, this construction phase will primarily utilise a 19.0 metre truck and dog combination with all entry / exit vehicle movements occurring in a forward direction via the 10.0 metre wide construction vehicle access driveway onto Crimea Street.
3.2.3. Stage 1 – Construction of Building 1 (North Site)
Structure and Fitout & Finishes
The structure phase of Stage 1 will require approximately 4 months to complete and will require in the order of 40 on-site workers. Works include concrete pouring, delivery of materials and the construction of the main building.
The fitout & finishes phase of Stage 1 will require approximately 7 months to complete and will require in the order of 60 on-site workers. Construction works include installation of mechanical services, fixtures and cabinetry.
During these stages, 12.5 metre Heavy Rigid Vehicles (HRVs) will primarily be utilised however, as advised by Taylor, the infrequent use of a 20.0 metre Articulated Vehicle (AV) may be required. Vehicles will enter and exit the North Site in a forward direction via the construction vehicle access driveway onto Crimea Street.
An alternative construction vehicle access driveway onto Railway Street may be utilised during the structure and fitout / finishes phases of construction however, this will be restricted for the use of 12.5 metre HRVs only and outside the typical school peak period of 8:00am-3:30pm, in accordance with Conditions B23(l) and C10 of the Consent.
The use of a Works Zone will be required during the structure and fitout / finishes phases for Stage 1, and this will be located along the Crimea Street frontage of the North Site, as shown by the Project Plan provided as Appendix C. Given the constraints associated with nearby intersections and the required trucks routes to/from the site, access to the Works Zone will be restricted to 12.5 metre HRVs only. In this regard, all loading / unloading of 20.0 metre AVs will be undertaken on-site.
3.2.4. Stage 2 – Fitout & Finishes of Buildings 2 & 3 (South Site)
Stage 2 works will require approximately 4 months to complete and will require in the order of 40 on-site workers.
Construction works will include the internal strip-out of Buildings 2 and 3, and installation of fixtures and
refurbishment of both buildings.
The proposed loading areas / Works Zones for Stage 2 are shown by the Project Plan provided as Appendix C and
will comprise of the following:
• Two (2) Works Zones located along the South Site frontage to Franklin Street;
• One (1) Works Zone located along Auburn Street to the south of the South Site;
• One (1) on-site loading area located at the south-east corner of the South Site, accessed via an existing driveway onto Young Street.

Trucks accessing the Works Zones will be limited to 12.5 metre HRVs with all entry and exit movements occurring in
a forward direction. Trucks accessing the on-site loading area will be limited to 8.8 metre Medium Rigid Vehicles
and given the constraints at this location, drivers will be required to reverse into the loading under the supervision
and management of an on-site RMS certified traffic controller. All exit movements from the on-site loading bay will
occur in a forward direction.
Workers will be required to manually handle materials when loading / unloading trucks from both the Work Zones
and on-site loading area.

4. Traffic Management
4.1. Vehicular Access
4.1.1. Pre-Construction & Stage 1
Vehicle access to the North Site during the pre-construction and Stage 1 works will require the construction of three
(3) temporary construction access driveways including:
• 10.0 metre wide combined entry / exit construction driveway at the north-western corner of the North Site, onto Crimea Street.
• 10.0 metre wide exit-only construction driveway onto Railway Street. This driveway will be restricted for use by vehicles up to a 12.5 metre HRV and movements would only be permitted outside the typical school peak period of 8:00am-3:30pm, in accordance with Conditions B23(l) and C10 of the Consent.
• 6.0 metre wide combined entry / exit construction driveway at the north-eastern corner of the North Site, onto Crimea Street. This driveway will only be used infrequently for access by a mobile crane.
With regard for the above, swept path analysis was undertaken in accordance with AS 2890.2-2018 to confirm that
the proposed widths of the construction access driveways are sufficient to accommodate the entry and exit turn
movements by construction vehicles including a 12.5 metre HRV, 19.0 metre truck and dog combination and
20.0 metre AV. Analysis of the 6.0 metre wide driveway was not undertaken and instead, Taylor has confirmed that
the driveway is adequate to accommodate entry / exit movements by the proposed mobile crane.
The results of the analysis confirm that the proposed 10.0 metre wide access driveways are sufficient for all stages,
and confirm that all trucks including a 12.5 metre HRV, 19.0 metre truck and dog combination and 20.0 metre AV
will be able to satisfactorily enter and exit the site / work areas in a forward direction. The relevant swept path
drawings are provided in Appendix D for reference.
4.1.2. Stage 2
During Stage 2, the use of an existing 4.0 metre wide combined entry / exit driveway onto Young Street will be required for use by vehicles up to and including an 8.8 metre MRV. To enter, trucks will be required to reverse from Young Street into the on-site loading zone under the supervision and management of an on-site RMS certified traffic controller. To exit, trucks will leave the site in a forward direction.
Swept path analysis was undertaken of the above arrangements in accordance with AS 2890.2-2018 to confirm the existing access driveway is sufficient to accommodate the entry and exit turn movements of an 8.8 metre MRV. The results included as Appendix D confirm satisfactory access by an 8.8 metre MRV will be achieved.

4.2. Truck Routes
4.2.1. Overview
Given the heightened safety risks of having construction vehicle movements occur in close proximity to a school, it
is considered appropriate that a restriction be imposed on the arrival and departure times of construction vehicle
movements to / from the site. In this regard, it is recommended that no trucks be permitted to arrive at or depart
from the School during the school drop-off and pick-up periods of 8:00am-9:30am and 2:30pm-4:00pm on school
days only. This restriction will provide a safer outcome and is therefore recommended for adoption.
The proposed truck routes to / from the School are illustrated by Figures 5-10 overleaf. It is noted that separate
truck routes have been derived for each construction stage / phase to ensure that impacts on neighbouring
residents and businesses are minimised as much as possible, noting that the location of the access driveway and
Works Zones will change during each stage / phase. The proposed inbound and outbound routes for each stage can
be summarised as follows:
4.2.2. Pre-Construction & Stage 1
Truck Routes to / from the North Site (Figure 5)
All inbound truck movements to the North Site shall occur via the following routes:
• From the West: Great Western Highway, Burnett Street & Crimea Street;
• From the East: M4 Western Motorway, Burnett Street & Crimea Street.
All outbound truck movements from the North Site shall occur via the following routes:
• To the West: Crimea Street, Burnett Street & Great Western Highway;
• To the East: Crimea Street, Burnett Street & M4 Western Motorway.
The construction access driveway onto Railway Street will be used infrequently for exiting vehicles up to and including a 12.5m HRV. It is emphasised this driveway will only operate outside the typical school times of 8:00am-3:30pm (inclusive of the school drop-off / pick-up periods) on school days only. In this regard, the outbound truck movements via the Railway Street exit-only driveway are shown by Figure 6 and are as follows:
• To the West: Railway Street, Franklin Street, Crimea Street, Burnett Street & Great Western Highway;
• To the East: Railway Street, Franklin Street, Crimea Street, Burnett Street & M4 Western Motorway.

Additionally, it is noted that a copy of the above routes and Figure 5-10 is required to be provided to all drivers prior
to attending the site.

4.3. Works Zone
As discussed above, both Stage 1 and Stage 2 will require the provision of Work Zones, all of which are shown on the Project Plan provided as Appendix C. Details of the Works Zones are discussed in the sections below.
4.3.1. Stage 1
During the structure and fitout & finishes phases of Stage 1, a Works Zone will be required along the Crimea Street frontage. The extent of the Works Zone will be confirmed by the contractor upon submission of a Works Zone application to Council for approval.
As described in Section 2.2, the southern kerbside of Crimea Street permits unrestricted parallel parking along the North Site frontage. The exception is a bus stop located at the north-eastern corner which will be maintained.
4.3.2. Stage 2
Stage 2 will require the provision of three (3) Work Zones and one (1) on-site loading area including:
• Two (2) separate 12.5 metre long Works Zones located along the South Site frontage to Franklin Street;
• One (1) 12.5 metre long Works Zone located along Auburn Street to the south of the South Site;
• One (1) on-site loading area located at the south-east corner of the South Site, accessed via an existing driveway onto Young Street.
Having regard for the above, approval of any Works Zone would be subject to a separate application process through Council.
4.4. Site Establishment
4.4.1. On-Site Storage Area
The Project Plan included as Appendix C shows a designated Storage Area within the North Site. It is noted that this
area will be maintained appropriately to ensure tools, materials and like will not inhibit the ability for trucks and
construction vehicles to enter and exit the site in a forward direction.
4.4.2. On-Site Heavy Vehicle Standing / Parking Areas
The Project Plan included as Appendix C indicates an internal driveway within the North Site between Crimea Street
and Railway Street for the purposes of allowing heavy vehicles to stand on-site. Additionally, an on-site loading area
is provided on the south-eastern corner of the South Site for the purposes of unloading / loading material for works
associated with Building 2.

4.4.3. Contractor Parking
A total of 14 car parking spaces are provided within the North Site for use by contractors. These car spaces will be
maintained throughout the entire duration of pre-construction, Stages 1 and 2. Further details regarding the
expected contractor parking demands are discussed in Section 5.1.
4.4.4. Protection for Tree No. 23
It is noted that Tree No. 23 as indicated on the Tree Retention and Removal Plan (ref: Drawing No.: 0003, Revision
C) dated 22/06/2018, prepared by Conrad Gargett is located on the north-western corner of the North Site, within
Council’s verge.
The main construction vehicle access driveway onto Crimea Street is located approximately 43 metres east of
Tree No. 23. Given the significant separation distance between Tree No.23 and the main Crimea Street
construction vehicle access, it is expected the construction works will have no detrimental impact on the subject
tree.
4.5. Pedestrian Access & Protection
4.5.1. General
RMS certified traffic controllers are required to be on-site at all times during work hours to supervise truck entry /
exit manoeuvres and to manage pedestrians at each of the proposed construction vehicle access driveways. In this
regard, it is noted that exiting vehicles are to wait for a suitable gap in both pedestrian and vehicular traffic flow
before proceeding to exit the site, ensuring that impacts on both vehicle and pedestrian traffic flow is minimised.
Additionally, it is emphasised that pedestrians, cyclists and motorists have right of way in regard to construction
vehicle entry / exit movements.
It is recommended that no trucks be permitted to arrive at or depart from the site during the school drop-off and
pick-up periods of 8:00am-9:30am and 2:30pm-4:00pm on school days only. This restriction will provide a safety
outcome for the School and is therefore recommended for adoption.
4.5.2. Stage 1
With reference to the Project Plan included as Appendix C, it is proposed that A-Class Hoarding be provided along
the northern, southern and eastern boundaries of the North Site. ATF fencing (with shade cloth) will be provided
along the eastern boundary which borders adjoining existing residential dwellings.
The fencing and hoarding arrangements will be installed prior to the commencement of works and will be
maintained until the completion of Stage 1.

4.5.3. Stage 2
With reference to the Project Plan included as Appendix C, Stage 2 will involve the erection of A-Class hoarding to
secure three (3) separate work areas from the School. The proposed hoarding arrangements will be installed prior
to the commencement of Stage 2 and will be maintained until completion of works.
The above pedestrian protection arrangements are considered acceptable and will ensure that pedestrian safety
and access is maintained at all times.
4.6. School Users (Staff & Students) – Access & Protection
4.6.1. General
The proposed management measures for school users including staff and students will be consistent with the
measures outlined in Section 4.5. Having regard for the heightened pedestrian movement of school users around
the construction areas, the below sections outline additional measures to be implemented to ensure the safety of
school users.
4.6.2. Stage 1
During the structure and fitout & finishes phase of the Stage 1 works, a Works Zone will be required along the
Crimea Street frontage. To ensure the safety of general pedestrians and school users, it is proposed that all
pedestrians including school users be diverted to the northern footpath along Crimea Street. This is considered to
be appropriate noting there is no provision of a pedestrian footpath along the southern side of Crimea Street. As
indicated on the Traffic Control Plans provided as Appendix E and further discussed below, the provision of
temporary ‘Use Other Footpath’ signage will be provided at both ends of the Crimea Street Works Zone and
temporary pram ramps to facilitate safe crossing of Crimea Street. Additionally, it is noted that a traffic controller
will be located at the main construction vehicle access on Crimea Street and will manage the movements of
pedestrians / school users along the site frontage.
4.6.3. Stage 2
During Stage 2, traffic controllers will manage pedestrian movements near the proposed Works Zones with the
movement of construction materials between Building 2 & 3 and the Works Zones being manually handled by
tradesmen / builders.
4.7. Traffic Control Plans
A total of three (3) site-specific Traffic Control Plans (TCP) have been prepared for the construction of the
development and are included in Appendix E. The TCPs have been prepared to safely manage the following:
• TCP No. 1 – Management of the vehicle access driveways during the pre-construction stage being, demolition and remediation works.

• TCP No. 2 – Management of the vehicle access driveways and Crimea Street Works Zone during Stage 1 structure and fitout & finishes.
• TCP No. 3 – Management of the vehicle access driveways, Works Zones and South Site on-site loading zone during Stage 2.
The TCPs demonstrate the proposed signage and traffic management measures to be adopted for each stage /
phase of the construction works and will ensure that vehicular, pedestrian and cyclist movements are managed
safely and efficiently. The TCPs have been designed in accordance with the requirements of the RMS Traffic Control
at Work Sites Manual and AS 1742.3 (2009), and are recommended for adoption.
4.8. Crane Requirements
Infrequent use of a 100T mobile crane is expected to be required during the structure and fitout & finishes phases
of Stage 1. The crane shall stand and operate within the North Site, and if required, the crane operator shall
arrange for any additional TCPs to be prepared and approved by the Principal Certifying Authority prior to operation
of the crane at the site.
4.9. Heavy Vehicle Driver Code of Conduct
In accordance with Condition B27 of the Consent, the following outlines the Heavy Vehicle Driver Code of Conduct
that is required to be adhered to at all times in association with the construction of the development:
• Obey all the laws and regulations that apply to vehicles on public and private roads;
• Respect the rights of others including, drivers, pedestrians and cyclists, to use and share the road space;
• Ensure that the vehicle is clean and good mechanical condition to reduce environmental impacts;
• Follow designated truck routes to / from the School;
• Abide by the standard hours of construction, as outlined in the Consent.
• Abide by the travel restrictions near a school to minimise the impact during the typical school peak times / periods where possible, including:
• Avoid arriving or departing to / from the site during the school peak periods of 8am-9:30am and 2:30pm-4pm; and
• Use of the Railway Street exit-only driveway shall only occur outside of the school peak times of 8:00am-3:30pm;
• Ensure heavy vehicles are standing or parked in designated areas on-site or within approved Works Zones.
Taylor will ensure all workers including heavy vehicle contractors are provided with a copy of the Heavy Vehicle Driver Code of Conduct.

5. Construction Impacts
5.1. Contractor Parking Demand & Impacts
As illustrated by Figure 3, the School has good access to public transport services, particularly bus routes operating
along Crimea Street and Railway Street. The use of public transport and car-pooling will be actively encouraged by
the builder and all sub-contractors to reduce the reliance on private vehicles and minimise parking demands.
Having regard for the fitout & finishes phase of Stage 1 which is expected to require a maximum workforce of
60 persons, the following is noted:
• Approximately 10% of works are expected to utilise public / active transport for journeys to/from the School;
• An average car occupancy rate of 2.5 persons / car is expected for workers travelling to / from the School by private vehicle.
It is evident from the above that the expected car parking demand will be in the order of 22 car spaces. As per the Project Plan included as Appendix C, a total of 14 car spaces will be provided within the North Site and these will be maintained for the entire duration of the construction works. This contractor parking provision satisfies Condition B32(a) of the Consent, which requires Taylor to provide at least 50% of the expected contractor parking demand on-site.
The above on-site contractor parking provisions aim to minimise impacts on the school and neighbouring residents however, above all else, the parking spaces shall not be provided in a location that would inhibit the ability for trucks and construction vehicles to enter and exit the site in a forward direction.
5.2. Traffic Generation & Impacts
The traffic generated by the construction activities will vary across each of the construction stages and phases.
Table 7 overleaf provides an estimate of the expected light and heavy vehicle trips per day that will be generated by
the construction activities.

In terms of truck movements, it is expected that both stages will generate moderate daily truck volumes with the
peak movements occurring during the remediation works phase with 30-50 truck movements per day. These
movements will be spread across a period of approximately 7 hours once the school drop-off / pick-up periods are
excluded. Private vehicles associated with contractors will vary across each phase / stage of construction with the
peak movements occurring during the fitout & finishes phase of Stage 1 with 44 vehicle trips per day.
The site has relatively good access to the arterial road network to the north and south of the site including Great
Western Highway and the M4 Western Motorway respectively. It is noted that the Great Western Highway carries
approximately 36,000 vehicles. The increase of up to 64-74 vehicle trips per day, being the worst-case scenario
under Stage 1, is therefore considered negligible in comparison to the background being, an only 0.2% increase in
traffic volumes and accordingly, it is expected that this increase would be accommodated with minimal impacts.
The traffic impacts of the proposed construction activities are therefore considered acceptable, as well as being
necessary in order to construct the development.
5.3. Pedestrian & Cyclist Access
RMS certified traffic controllers will be positioned at each construction access driveways during work hours to
manage vehicle and pedestrian movements at all times. Apart from construction vehicles being required to cross
the footpath to enter and exit the site, there is not expected to be any other impacts to pedestrian access.
Accordingly, pedestrian and cyclist access and safety shall be maintained along the site frontages at all times during
construction.
5.4. Public Transport
The construction activities will have no impact on the existing public transport services. This includes the existing
bus zone located along the Crimea Street site frontage.

5.5. Emergency Vehicle Access
The construction activities will have no impact on emergency vehicle access to the site and accordingly, emergency
vehicle access will be available at all times. Should there be a need for emergency vehicle access, on-site workers
are to assist as necessary.
5.6. Cumulative Impacts with Parramatta Light Rail Construction
The Parramatta Light Rail (PLR) is a major infrastructure project currently being delivered by the NSW Government.
The PLR will be delivered in two (2) stages and are as follows:
• Stage 1: Connection between Westmead to Carlingford via the Parramatta CBD and Camellia.
• Stage 2: Connection with Stage 1 route to Sydney Olympic Park via Rydalmere. An alternative route from Camellia is currently under consideration.
Construction for the PLR Stage 1 works have begun as of January 2020 with works expected to be completed by 2023. Stage 2 of the PLR is currently under review and assessment. In relation to the works of the School, it is noted the construction works for the PLR Stage 1 will coincide. Reference was made to the Traffic, Transport and Access Management Sub-Plan: Infrastructure Works (Package 4) (PLR Traffic Report), dated November 2019 which assessed the construction traffic impacts of the PLR Stage 1 works.
It is noted the proposed truck routes for the School will not pass through any construction areas associated with the PRL Stage 1 works. Furthermore, whilst the PRL Traffic Report identified Great Western Highway as a haulage route for construction vehicles accessing the Parramatta CBD, the order of truck movements associated with the School is minor and would have minimal impact on any key intersection near the vicinity of the Parramatta CBD and along the Great Western Highway corridor.
As mentioned previously, the School has good access to the arterial road network (Great Western Highway & M4 Western Motorway via Burnett Street) which can readily accommodate the temporary increase in construction traffic throughout the duration of works. Accordingly, there is expected to be no detrimental impact as a result of the cumulative construction traffic associated with the School with the ongoing construction of the PRL Stage 1.

6. Management Plan Implementation
6.1. Statutory Requirements
With respect to traffic and transport, the statutory requirement that is applicable to this Plan include, the RMS Traffic Control at Work Sites Manual: Version 5.0, the SSDA 8790 (the Consent) and the relevant Conditions as summarised in Table 1. This Plan has been developed to address each of the relevant Conditions.
6.2. Performance Indicators & Criteria
Table 8 below outlines the measures that will be used to assess the performance of this Plan.

• Construction site access arrangements;
• Contractor car parking;
• Traffic Control Plan implementation.
Following the site audit, a report will be prepared outlining the outcome of the inspection and any recommendations that could be implemented to improve the environmental performance and management of the construction traffic impacts.

6.4. Contingency Plan
In the event of any unpredicted impacts and associated consequences that may arise, a contingency plan has been prepared to ensure that the appropriate course of action is taken. Table 9 below shows potential scenarios and the appropriate course of action to take.

6.5. Incidents, Non-Compliance with Statutory Requirements & Complaints
6.5.1. General
At the outset, it is noted that for all reporting of incidents, non-compliances and complaints associated with the construction works, Taylor is the first point of contact for correspondence.
If deemed necessary by Taylor, any incidents / complaints relating to traffic and transport may be referred to PDC Consultants to be reviewed on a case by case basis. Depending on the outcome of the review, a revision of the Plan may be required.
Any failure to comply with the statutory requirements mentioned in Section 6.1 may result in fines / penalties handed out by Council and/or the revoking of any Works Zones. It is noted the actual penalties for non-compliance is at the discretion of Council. Further information may be obtained by contacting Council or the project Council officer, if appointed.
6.5.2. Managing and Reporting of Incidents, Non-Compliance with Statutory Requirements &
Complaints
Reference should be made to the Construction Environmental Management Plan (CEMP) prepared by Taylor which details the procedures for the management and report of incidents, non-compliances with statutory requirements and complaints. Specifically, the report sections within the CEMP for each of the above protocols are as follows:
• Complaints: Section 10.2 of the CEMP;
• Incidents: Section 12.2 of the CEMP;
• Non-Compliance with Statutory Requirements: Section 14 of the CEMP.

PDC Consultants has reviewed the abovementioned sections of the CEMP and the proposed management and reporting procedures are considered to be acceptable, with respect to traffic and transport.
6.6. Periodic Review & Report Update
The following outlines the triggers which will require a revision or update of this Plan to be prepared:
• After the site audit, 2 months after commencement of construction works;
• After an incident, complaint or non-compliance with statutory requirements has been reviewed and the outcome of the review requires a Plan revision.
• In the event of an unpredicted impact and the appropriate course of action within the contingency plan requires a Plan revision.

7. Conclusions
In summary, this Construction Traffic & Pedestrian Management Sub-Plan (Plan) has been prepared to address the
construction activities associated with Parramatta West Public School. The works would be undertaken in
accordance with State Significant Development Application, SSDA 8790, which grants consent for the following:
• The construction of a new two-storey building comprising:
• New home bases;
• Multipurpose hall;
• Administration areas; and
• Canteen, staff amenities and storage facilities.
• New formalised entry and forecourt fronting Railway Street and gated entry from Crimea Street;
• Internal alterations to two (2) existing buildings to create home bases and administration areas;
• Landscaping works including open spaces improvements, tree removal, fencing and pathways; and
• Provision of a new entry / exit driveway onto First Avenue to serve the relocated car park;
• Stormwater management works.
The proposed traffic management arrangements recommended in this Plan satisfy the requirements of the RMS
Traffic Control at Worksites Manual, AS 1742.3-2009 and AS 2890.2-2018, and seek to minimise the impact of the
construction activities on the surrounding community, in terms of both vehicle traffic and pedestrian amenity. Any
minor variation to these standards would be considered acceptable having regard to the constraints inherent by the
site and proposed development.
