REQUEST FOR EXPRESSION OF INTEREST

for

Consultancy Services - Landscape Architect

1. Introduction:

The Mauritius Revenue Authority (MRA) intends to appoint a firm of Landscape Architects,either solely or in formed joint ventures/consortium/association of local firm of LandscapeArchitects for the provision of Landscape Architectural Consultancy Services, also known asConsultants, for the implementation of the above project.

2. Objectives:

The main objective of this exercise is to shortlist capable and experienced firms that willsubsequently be invited to submit bids for the Consultancy Services. The appointed Firmshall be responsible for the implementation of the project from its inception stage to itscompletion and the activities involved include design, preparing detailed constructiondrawings, coordination of all services, selection of materials, assist in preparation of tenderdocuments, supervision, completion and commissioning.

The Consulting Landscape Architect, known as Consultants, shall work within a teamcomprising the Project Manager, Architect, Civil/Structural Engineer, Mechanical Engineer,Electrical Engineer, Quantity Surveyor and ICT Consultant.

3. Scope of the Project

MRA Customs Department dealing with Air Cargo is presently located in a building that isbeing leased. With the government initiative to set up a new Cargo Village with a Freeportzone in the vicinity of the airport, to be developed by Airports of Mauritius Ltd (AML),MRA Customs needs to have a Customs Office to administrate the clearance of air cargo and

passengers. The proposed Customs Office will house Customs Officers and officers of otherministries and agencies responsible for the clearance of goods and passengers.

The new Integrated Governmental Clearance Centre (IGCC) will have modernAdministrative building having minimum Green Building standards, library, auditorium,cafeteria, dormitories, detention area, training centre, computer room and other ancillarybuildings along to house staff of other ministries etc. The total covered gross floor area isenvisaged to be in the range of approximately 5,000m² and with and including ± 10%additional gross floor area.

The principal components of the project shall include:

Administrative Block (G+2 floors, totalling to about 5000m2 built-up area) includingancillary buildings and on-site infrastructure.

Stand-alone storage building of about 75 m².

Landscaping and horticulture

Boundary outer fencing

Access driveway

Parking spaces

Detention Centre

Dog kennels

Water supply, sewerage, storm-water, electricity network within the site as well asinside all buildings

Incoming utilities

Solar energy system on all the buildings

The indicative budget for the project is about MUR 365 Million including VAT.

MRA has already appointed Chuttur and Partners Ltd as Project Manager.

4. Time Schedule

The Consulting Services shall be provided as follows:i. Preliminary Design, Approval, Detail Design including interior and landscape design

and Bid Document for approximately 6 months; and ii. Construction period for approximately 15 months from the commencement of the

works (tentative to be confirmed on finalisation of the design) and 12 months ofDefects Liability Period.

5. Eligibility of Applicant

a) A consultant that is under a declaration of ineligibility by the Government ofMauritius in accordance with applicable laws at the date of the deadline for bidsubmission shall be disqualified.

b) Proposals from consultants appearing on the ineligibility lists of AfricanDevelopment Bank, Asian Development Bank, European Bank for Reconstructionand Development, Inter-American Development Bank Group and World Bank Groupshall be rejected.

c) Consultant should submit a statement on past and present declaration of ineligibility,if any, by any international agency or any termination of contract for unsuccessfulcompletion of assignment, giving adequate details to enable a fair assessment.

d) The Consultant may associate with other Consultants/Firms to enhance theirqualifications and capabilities. In case of a joint venture/consortium/association, allthe Members will be evaluated for the purpose of short listing.

e) Sub-consultants undertaking assignments on behalf of main Consultants are alsosubject to registration as applicable to Consultants.

f) In case of joint venture/consortium/association, the Applicant shall specify the LeadPartner/Firm/Consultant. The Members of a joint venture/consortium/associationshall be jointly and severally liable for the assignment and shall sign the form ofundertakings that they would make themselves available for the implementation ofthe project. Interested Firms/Consultants should clearly indicate the structure of their‘’association’’ and the duties of the Partners and Sub-Consultants in their application.

g) A Firm shall submit only one Expression of Interest.

h) Any change in the structure of the joint venture or the other arrangement post-shortlisting shall be subject to the approval of the Client. Any change in the structure ofthe entity shall be of at least the same level as for the EOI which enabled the entity(Partner/Firm/Consultant) to be shortlisted.

i) The Consultant including any party to the entity shall provide a detailed history ofproject non-performance and reasons thereof and litigation related to past and on-going projects giving details of their clients, ground of these litigations and damagesclaimed or settled. Any non-performance of project or a consistent and significanthistory of litigations resulting in decisions against the Applicant or any Member of ajoint venture may result in rejection of the applicant.

6. Qualifications of the Firm(s)

Each Consultant will be evaluated on its own content and merits.

For this assignment, the Consultancy Firm shall meet the mandatory requirements as follows:

(i) At least 3 years of General Experience; and

(ii) Should have handled at least two projects with landscaping area of approximately 2000M2.

(iii) Minimum MUR Five Hundred Thousand (0.5M) as fees received from LandscapeArchitect consultancy services over each of the last Three years.

Firms not satisfying the above criteria shall not be shortlisted.

7. Profile of Personnel

Proposed Personnel mobilised under this contract must:

Have excellent communication and analytical skills

Be proficient in report drafting; and

Have excellent team working abilities.

Any qualifications, skills, and experience stated in the respective CV of a proposed personnelmust be substantiated by supporting documents (with accurate translation into English), suchas copies of degrees or diplomas and Employers’ certificates/references.

The original recent signed CV of the respective proposed personnel should clearly indicate thestart and end date (month and year) of the assignments completed, and make a link from theCV to the supporting documents. Number of the reference in the CV should correspondto the number in the supporting Documents.

Qualification and skills

Degree in Landscape Architecture with at least 3 years post qualification experience.

8. Applicants are required to fill in the annexed Application forms 1 to 5A.

9. Submission of Expression of Interest.

The EOI and all documents in a sealed envelope clearly marked:MRA/EOILANDSCAPEARC_IGCC/05/17 for the “Construction of an IntegratedGovernmental Clearance Centre (IGCC) at the Airport” shall be deposited in the TenderBox at the address indicated below, on or before 30th August 2017 up to 1400 Hours (localtime):

Electronic submission shall not be permitted. Late submission shall not be considered.

12. The Mauritius Revenue Authority reserves the right to accept or reject any interest expressedand to annul the whole Expression of Interest exercise without thereby incurring any liabilitywhatsoever to any participant.
