HaCon has many years of project management

experience for the European Commission (e.g.

CREAM, TIGER, SPIDER PLUS, ViWaS) and

other project sponsors.

The service portfolio includes the requisition

and negotiation of subsidies, the completion of

financial and administrative formalities and the

overall coordination of all parties involved such

as railway companies, shipping agents, institu-

tions and associations.

engaged in the German Transport Forum (DVF),

the Association of the European Rail Industry

(UNIFE), the Research Association for Intermodal

Transport (SGKV) as well as the NEWOPERA

directly involved in the work of ERRAC, the

European Rail Research Advisory Council.

HaCon is also founding member of the Euro-

pean Shift²Rail initiative and thus significantly

involved in the conception of the corresponding

innovation programs.

The transportation industry, in the passenger as

well as in the freight sector, will have to meet

plenty of challenges throughout the decades

ahead. The demands on transport systems

are rising with the increasing level of traffic.

According to the 2011 EU White Paper, a large

part of transport shall be shifted from road

to rail until 2050. Within the framework of

SPIDER PLUS, 13 partners from economy and

research work towards a common vision and

a corresponding roadmap for a competitive

and sustainable rail transport. Topics like digital

networking, more efficient transport means

and the ideal use of infrastructure are central

elements of the visionary project.

Over the last years, high production costs and

low quality standards resulted in a declining

market share of single wagon and wagon

group transport in Europe. However, com-

mercial sectors such as the chemicals or steel

industries still have a demand for rail transport

capacities below block train segments. This is

where ViWaS comes in: By means of organi-

zational and technical solutions, efficiency and

quality standards of single wagonload transport

shall be improved in the long run. The project

focuses on selected aspects, such as increasing

efficiency for servicing the “last mile” as well

as developments in freight wagon technologies

and intelligent telematics systems.

According to market studies, multimodal

transport in Southeast Europe will be increasing

significantly. Despite the progress in the multi-

modal transport sector and massive infrastruc-

ture investments, the market potentials are far

from being tapped. Against this background,

the COSMOS project was launched to foster a

transnational and cross-company exchange of

knowledge. The results are country-specific road-

maps that give impulses for the development of

multimodal transport. All potential stakeholders

were involved in creating these guidelines – from

infrastructure operators to transport companies

up to ministries of transport.

COSMOS: Using Potentials, Strengthening Multimodal Transport

The requirements for rail freight transport are

changing. Compared to decreasing volumes

in single wagonload transport, block train and

combined transports (CT) are increasing. These

changes also affect the CFL Cargo in Luxem-

bourg and the requirements of local steelworks.

In a multistage process, HaCon developed mea-

sures and recommendations in order to increase

the efficiency of the two shunting yards,

Bettembourg and Hagondange. Additionally,

we created an operating concept for the new

CT terminal in Bettembourg and helped to

adapt the single wagonload transport of CFL

Cargo to meet the changed requirements.

Efficient and well-networked infrastructures are

an essential factor for competitiveness, growth,

employment and wealth in the European Union.

With the new TEN-T guidelines that came into

force in December 2013, the EU accelerates

the expansion of the Trans-European Networks

(TEN-T). These consist of a core network and a

comprehensive network that are supposed to

be completed by 2030 and 2050, respectively.

In order to organize the future development of

the core network’s nine multimodal transport

corridors, work plans are being created within

the framework of surveys. HaCon is involved

as a key partner in the research of three TEN-T

corridors and advises the EU coordinators regar-

ding the creation of these work plans.

Multimodal Networking for a Strong Europe

Needs-oriented, cross-border routes and infra-

structure expansion are essential factors for an

efficient and competitive rail transport. Especially

for international corridors, forecasts on the mar-

ket development are important for an evaluation

of future traffic density. The transport market

study of the Rail Freight Corridor Rotterdam -

Genoa addressed the busiest transport corri-

dor in Europe and its development during the

following years. Based on market surveys and

forecasts, the exact route requirements were de-

fined. The goal was to improve both the service

quality and the general production conditions in

cross-border rail freight transport.

From 1998 until 2011, the Federal Government

of Germany supported the construction and

extension of terminals for combined transport

(CT). After being involved significantly in creating

and evaluating the expiring guidelines, HaCon’s

consultants were commissioned with the evalua-

tion and organization of the succeeding funding

program. Within the framework of the report,

HaCon examined the efficiency and effectivity of

the expiring CT funding guidelines with regard to

economical, ecological and fiscal aspects. In or-

der to guarantee effective funding of combined

transport, HaCon provided recommendations for

political actions, e.g. concerning a differentiation

of the funding according to the type of termi-

nal, a stronger market orientation as well as an

adjustment of the maximum funding rate.

The German Federal Railway Authority’s decisi-

ons on granting federal funds are made accor-

ding to the private siding funding guidelines.

In 2011, the Federal Ministry of Transport,

Building and Urban Affairs (BMVBS) commis-

sioned HaCon to evaluate these guidelines

that were effective until 2012. The aim was to

analyze the impact of funding regarding initi-

alized relocation effects and economic aspects

(e.g. environment, employment). The new,

modified private siding funding guidelines,

effective until 2016, were accepted by the EU

and officially implemented as “Guidelines on

funding for the construction, extension and

reactivation of private railway sidings.”
