How we’re planning totransform your servicesSWANSEA Council’stransformation programmewhich aims to createservices which are leaner,fitter and more responsiveto the communities theyserve is taking a stepforward.
Important activities like the council’s
civic building cleaning services and
business support, including customer
contact, are set to be transformed
following a review of the way they
currently operate.
Other services will also be set for
changes in the coming months and years
as the council does in-depth reviews of
its services.
Rob Stewart, Leader of the Council,
said: “Over the last two years or so the
council has made savings of around
£50m, but there is still a lot more to do.
According to the Council’s mid-term
budget report Central Government is
preparing for budget cuts of up to 40%
and there is likely to be consequential
reductions for the Welsh Government of
a similar size.
“So it’s being predicted that, due to
this inevitable increased pressure on
services and reduced funding, we can
expect to have to make savings of up to
£100m in the next few years."
“Even if we didn’t have these funding
pressures we would still want to
transform public services in Swansea to
deliver on the priorities we share with
the people of Swansea.
“That’s why recognised some time
ago salami slicing budgets would not
work and now we’ve agreed in-house
transformation of services is the best
option to deliver the efficient services
our communities need and want.
“Thanks to our foresight we are
ahead of the game and that’s why we’ve
made a lot of progress transforming
services through Sustainable Swansea –Fit for the Future, the council’stransformation programme.
“We have to do this this not only
because we need to save money - but
because otherwise the services would be
lost altogether and for good - such is the
scale of cuts forced upon us.”
The purpose of a commissioning
review is to take an in-depth look at
each council service, think about what
each will need to do in the years ahead
and then work out how it can be done
better. This approach aims to ensure
services are more flexible and
responsive to people’s needs as well as
reduce costs.
Clive Llloyd, Cabinet Member for
Transformation and Performance, said:
“We are also adopting a much more
commercial approach to the way we
deliver services and optimise all
opportunities to generate income.
“We know residents agree with us
that the old ways of simply cutting or
stopping services is not the way
forward. That is why we have adopted
this commissioning review approach.”
The commissioning review process
has been going on inside the council for
a number of months and it has included
wide consultation with staff, with trade
unions and with partner organisations.

Our pothole fillers helpkeep you on the move
EXPERT repair staff willcontinue to maintainSwansea’s roads thiswinter to help keep thecity moving.
Despite the cold and the rainSwansea Council teams will beinspecting roads, doing maintenancework and carrying out repairs.
So far this year council road repairteams have fixed more than 5,000potholes and other road defects.
As well as a number of teams whoare out every day throughout theyear, the PATCH project (PriorityAction for Community Highways)has also been spending an intensiveweek in communities across Swanseasince mid-April.
In November and December,they’ll be heading to Killay, Dunvant,Bishopston, Oystermouth, WestCross, Newton and Mayals.
David Hopkins, Cabinet Memberfor Environment and Transport, said:“It’s inevitable at this time of yearthat our roads will get damagedbecause of heavy volumes of trafficand cold and wet weather.
“Despite the miserable winterconditions, our staff will continue tokeep on top of road inspections andwill log and carry out repairsaccording to their priority - but theycan’t be everywhere at once. This iswhy I’d urge motorists to let us knowif they see any road damage thatneeds fixing. If it’s an emergency,then the public can rest assured that a
repair will take place within 24hours.”
A recent report found Swansea’sroads are among the best maintainedin Wales. Figures released by theWelsh Government and LocalGovernment Data Unit show thecity’s roads are in the second bestcondition of all council areas acrossthe country.
Swansea Council is using moneyfrom its insurance reserves to supportthe £3.28 million it’s already pledgedto highway infrastructure works.
The extra money has partly comeabout because of the council’ssuccess rate in combatting non-personal and personal injury claimsrelating to highway defects.

A BIG wheel will onceagain be a feature ofSwansea’s skyline overcoming weeks asChristmas edges evercloser.
The big wheel, part of WaterfrontWinterland, is one aspect of theannual attraction which will bereturning to Museum Park in thegrounds of the National WaterfrontMuseum from Friday, November 13to Sunday, January 3.
This will be the 10th year ofWaterfront Winterland in Swansea.
The Admiral ice rink, a children’srink, a family funfair and Santa’sGrotto will also feature.
Waterfront Winterland is one
feature of all the Christmas fun beingorganised by Swansea Council.
Other events include the return ofSanta on Sunday November 15,who’ll be switching on the lights atthe city centre Christmas Parade.

Our #tidySwansea message is clearSCHOOLCHILDREN are leading acampaign in the city’s parks bycalling on dog owners to clean upafter their pets.
The clean-up call to dog owners isto ensure parks and other play areasin Swansea are dog poo free.
Swansea Council has been urgingpet owners to be more responsible aspart of its #tidySwansea anti-littercampaign, warning that they’llotherwise face a fine from litterenforcement officers who patrol ourbeaches and parks.
Children from Brynmill and GlaisPrimary Schools have now got in onthe act and have designed their ownbanners which will be put up at morethan 20 parks around Swansea.
Five banners have been chosen andwere designed by Cora Ellacot fromBrynmill School and Amy-LeighDickerson, Lewis Jones, HollySalmon, Luke Jones and TomosButterworth, all from Glais PrimarySchool.
Mark Child, Cabinet Member forWellbeing and Healthy City, said:“This is something we are taking veryseriously throughout the city.
“The majority of dog owners inSwansea are responsible and clean upafter their dog. This latest campaignscheme will encourage the minoritythat don’t to do the right thing or facethe consequences.”

A SPECIALIST SwanseaCouncil care home hashelped one lady turn herlife around after injury sothat she can help servechildren in her communityagain.
Tina Dorrian, who is 63, only hadthe use of one arm after contractingmeningitis as a baby but didn’t let itstop her regularly helping out atthree different playgroups.
But then came the day Tina badlybroke her other arm in a fall, whichleft her in a lot of pain and with no
one to care for her while she wasimmobilised.
She was referred for a temporarystay in Bonymaen House, whichprovides a specialist service for
people who need a little extra help tocarry on living at home.
After six weeks in the home whileher arm started to heal enough forher to use it, Tina moved into a flat
in Sketty. She said she felt moresettled than she had for a long time.She said: “The people in BonymaenHouse were absolutely marvellous, Icouldn’t fault them. Before I brokemy arm and went to BonymaenHouse I had spent years caring for anaunt with dementia and I was feelingso low. Breaking my working armwas just the latest thing. They helpedme back to confidence and I feelsafe.”

over the four fractures she sustained.The Bonymaen House ‘Step Up-
Step Down’ service pilot began withtwo beds for people coming intoBonymaen House from hospital ortheir own homes in a personal crisissituation. The number of beds hasnow increased to 19.
Several hundred people like Tinahave come through the doors ofBonymaen House and have gatheredthe resilience and support to enablethem to have the opportunity toreturn to their own homes withconfidence.

OUT CITY’S fourth transgender Sparkle eventwill be held at the National Waterfront Museumon November 7.

Get switched onto street lightsRESIDENTS are being urged toreport any faults they find withstreet lights in their area.
The council wants to hearabout faulty lamps so they canbe repaired or replaced assoon as possible.
More than 16,000 streetlights around the city havebeen upgraded with LED andother modern energy-savingdevices over the last twoyears. The work is part of athree-year street lightingreplacement programme in thecity which is expected to savearound £400,000 a year.
The latest communities tobenefit from the LED streetlighting include Clydach,Birchgrove, Townhill andMayhill (Main Roads).

Swansea Council enforcedthe sale of Danbert House onMorfydd Street after itsprevious owners failed to payback money owed to theauthority.

Memorable placeA BLUE plaque has beenunveiled at St Helen’s inSwansea to forever mark theground’s contribution tosporting greatness since thelate 19th Century.
The ground, which firstopened in 1873, has playedhost to some of the mostmemorable occasions in thecity’s sporting history over theyears.
PLANS have been unveiled which could see thefirst council houses built in Swansea for ageneration.
Swansea Council is looking at the potential fortwo small pilot schemes which could see newcouncil houses built in Penderry and Llansamletover the next few years. The pilot schemes are partof a longer term strategic plan for the Council toprovide many more affordable homes in the future.
Work has already been done to identify plots andhomes could be built on a site in Milford Way,
Penderry, and at Parc y Helig in Birchgrove.If these schemes get the go-ahead they will be
funded by revenues from council rents. Theschemes would not be paid for from council tax.
Cllr Andrea Lewis, Cabinet Member for NextGeneration Services, said: “It’s no secret thatdemand for good quality, affordable homes to rentisn’t being met in sufficient numbers. Families andcommunities are suffering as a result and Swanseahas the determination to do something about this.
“Tackling poverty and building sustainable
communities are two of the council’s top prioritiesand providing new affordable homes will help us toachieve both.
“Changes to the way council housing is financedin Wales came into effect in April, which means wecan now consider a return to building once again.This is something we haven’t been able to do untilnow due to government restrictions since the 1980s.There’s a critical shortfall in the number of homesin Swansea for affordable rent and the sooner westart to fill this gap, the better.”

Youngsters from Manselton andCwmbwrla have just moved intotheir brand new school on CwmbwrlaPark and are thrilled to be finallyunited in facilities which include, forthe first time ever, green space ontheir doorstep.
Gowerton is next up with their21st century primary school on TheElba due to open its doors early nextyear.
At Lôn Las in Llansamlet, the
project for a brand new school iswaiting only on final approval fromthe Welsh Government.
Subject to planning permission,work could start this financial yearon a new primary school forGorseinon as well.

the council’s top priorities and we aredoing all we can to develop a newgeneration of 21st century schoolsfor communities where they are mostneeded.”
She said: “I’ve been to BurlaisPrimary to see their new school. Theenergy and excitement generatedamong pupils by the new building
and the green space outside isfantastic to see.
“Staff there have been unshackledfrom Victorian buildings notremotely fit for the 21st century andall that released energy is beingchannelled into education andteaching to set up pupils for life.
“It’s exactly what we believe willbe achieved with new schools forGowerton and Llansamlet. Childrenat both schools are currently beingtaught in buildings which are wellpast their use-by date.
“Thanks to the way WelshGovernment funding is set up wehave a unique window of opportunityto do something special for primaryschool pupils now and for thegenerations who will follow them.”

Pool allset forupgradeOUR Wales National PoolSwansea has been getting anupgrade will help keep it intop shape.
The behind-the-scenesnetwork of pool circulationpipes responsible for ensuringwater quality at WNPS isalways excellent is at the heartof the upgrade.
Jeremy Cole, GeneralManager, said: “When it comesto swimming, we are a premierleague venue, one of Wales’top centres for national andinternational swimming events.We’re also a community poolwhich is valued by hundreds oflocal residents who use ourfacilities every week.
“We’ve got an internationalreputation for the quality of ourfacilities and only recentlywe’ve had the stars ofinternational rugby using ourpools during the Rugby WorldCup.

November’s work will seewater levels in the main poolreduced to a lower level thannormal which will affect someservices. Customers are beingkept informed of the changesto their regular programmesand the work is set forcompletion by November 18.
THOUSANDS of Swansearesidents are being asked tocheck they are registered tovote.
As part of an annual canvass,112,614 households in Swanseahave received a form askingresidents to check whether theinformation which appears onthe Electoral Register for thataddress is correct.
More than half haveresponded by mail, phone oronline but hundreds more stillneed to respond and will bereceiving reminder forms andvisits by canvassers toencourage them to return thisvital information.

ONE or more developers are expected to beappointed later this month to regenerate two keySwansea city centre sites.
Swansea Council’s Cabinet is meeting towards theend of November to approve the appointment ofexperts to redevelop the Civic Centre and St David’ssites.
Developers on the shortlist submitted their finalbids in September before giving detailedpresentations. Senior officers and members at thecouncil have been considering the submissions alongwith the council’s specialist property advisers,Cushman and Wakefield.
The final bids include a submission from
Bellerophon, who are heading up a consortium bidincluding M&G (Prudential), Dawnus Constructionand SSE & Apollo (IMAX). Bids from QueensberryReal Estate, Rightacre, Rivington Land and Acme,and Trebor Developments are also being considered.
Cllr Rob Stewart, Swansea Council Leader, said:“The final bids and presentations were really veryimpressive, and confirmed that the ambitions wehave for our city centre can be delivered.
“We need a vibrant city centre with the right mixof top quality shops, restaurants, office space,cinemas, bars and public spaces that’s up there withthe very best in the UK.”
A mixed-use development is being proposed for
the St David's site that could include retail, leisureand office space. THOUSANDS of students new to the city havebeen getting a personal recycling support servicefrom the council’s experts.
As part of the council’s #GetItSorted campaignrecycling officers have been knocking on doors ofresidents in the Brynmill and Uplands area who mayhave either put out wrong bags on the wrong weekor put the wrong materials in the bags.
Welsh councils need to recycle 58% of householdwaste by March next year. Figures for April to Junethis year show that recycling rates rose to 61.5%.
Cllr David Hopkins, Swansea Council’s CabinetMember for Environment and Transportation, said:“Building sustainable communities is one of thecouncil’s top priorities and recycling is part of thatstory. Students are an important addition to our localcommunities and we are keen to make them feelwelcome and to get them on board with the manydifferent services available to them.”
To help students get on the right track with thehousehold waste services, more than 1,500 recyclingkits have been delivered to homes in Brynmill,
Uplands, Mount Pleasant and Sandfields.On top of that 9,000 homes are being targeted for
extra support as part of the wider #KeepItOutcampaign.
Cllr Hopkins said: “We’re monitoring how peopleare getting on and where our teams find cases wherehouseholds are not making full use of the recyclingservice, we’ll knock on their door and ask them ifwe can help with extra advice.”

Plans to plug intoa bright ideaMORE charging points forelectric cars could soon beintroduced in Swansea.
The council has registeredan interest with the Office forLow Emission Vehicles for thenext round of funding to helpcover the costs of additionalcharging points.

Blueprint aims to shapecity for next generationTHOUSANDS of residents,businesses andcommunities have beenhaving their say on thefuture shape of our city inone of the council’slongest-runningconsultation exercises.
The Local Development Plan willprovide a blueprint for the future usesof land right across the city for thenext decade, including opportunitiesfor new housing, industrial, retail,leisure and green space developments.
The council has been determined tomake sure residents play a full part inreaching the final proposals and overthe last five years more than 50,000responses to the consultation havebeen received.
Last year the Council agreed thepreferred strategy for the LDP whichproposed that in the next decade thecity will need land for more than17,000 new homes and provide for14,000 new jobs.
Next spring the council intends topublish a final draft version of theLDP for another round of consultationand Councillor Robert Francis-Davies,Cabinet Member for Enterprise,Development & Regeneration, said itwould be vital that all communitiescontinue to have their say.
He said: “The LDP has been a workin progress since late 2009 and isscheduled to receive finalendorsement by the WelshGovernment in 2017. Projects likethese are designed to take a long timebecause the implications are wide-ranging and will have an impact formany years to come.
“The LDP is designed to allocateland for specific purposes such asindustrial development, schools,housing and green space. It’s vital weget the mix right. If there’s notenough space allocated for industrialdevelopment then we risk stiflingeconomic prosperity.
“At the same time if we don’tallocate enough space for housing,then the risk is that too many familiescan’t find or afford a decent place tolive. At the same time we also need to
make sure there’s enough green spacefor people to enjoy.
“The Council has gone the extramile to engage with local business,communities, site promoters andindividual residents in the process andI’m delighted they have responded inkind.”
Over the summer the council’splanning committee staged specialmeetings to look at potential
candidate sites, formally consider thepetitions received from objectors andlisten to the views of site promoters.
The results of those meetings werereported to Council last month andhave now been endorsed to beincorporated into the draft depositLDP which is due for a period ofpublic consultation next spring.

our Swansea Voices Citizens’ Panel, a group of people we
regularly contact to find out what residents think of what
we do.
Clive Lloyd, Cabinet Member for Transformation and
Performance, said Swansea Voices plays a key role in
influencing the way the council goes about its business.
He said: “We’ve got a very strong track record on
consultation and engagement with our residents. For
example we’ve had tens of thousands of comments and
ideas from residents through the Local Development Plan
process over the last few years.
“And residents too have had an important say in the
shape of Sustainable Swansea – Fit for the Future, our
services transformation plan, with thousands of people
taking part in the consultation.
“Swansea Voices allows us to approach residents to do
regular ‘temperature checks’ and gives them the opportunity
to air their views and to have an input into council service
planning and delivery, what people think of services we
provide ranging from children’s services to potholes and
street lighting, from graffiti removal to adult social care and
leisure provision.”
Members of the Swansea Voices panel need no special
qualifications or expertise. But they need to be resident in
Swansea and be available to participate in the consultation
three or four times a year. Members of the panel are not
paid for their work.
Cllr Lloyd said: “Our priorities are the priorities of all
the people of Swansea. It’s important we listen to as many
people as possible, not just to those who tend to shout the
loudest. One of the ways we do this is by going out to
consultation. Another is through Swansea Voices.

The pilot sessions are initiallybeing run in two libraries as part ofSwansea Council’s Get SwanseaOnline campaign which has beendesigned to help reduce the numberof people in our city who aredigitally excluded and missing out onthe many potential social andfinancial benefits of being online.
If the initial courses in Brynhyfrydand Oystermouth libraries aresuccessful it is intended to deliver afurther eight courses across Swanseaearly in the New Year.
Gwen Davies, who’s 53, tookadvantage of the free Digital Fridaysessions along with the Council’s GetSwansea Online courses.
She said she knew taking theopportunity to learn digital skillswould help her with her futureemployment.
“It’s part of the modern age,”Gwen said. “You just have to do it.You can’t just be dependent onpeople.”
