• Orientation is given to ensure that contractors are working safely and in accordance OSHA regulations and Lockheed Martin Aeronautics (LM Aero) Contractor Environment Safety & Health Handbook (PM-8013). PM-8013 is received by all general contractors prior to site arrival, and can be obtained by consulting with your specific contract manager.

• Contractors may be instructed to stop work if a potential risk to personnel, the environment, equipment, or facilities is observed at LM Aero.

• Any willful or repeat violations may result in work being stopped and the offending contractor employee being removed from the worksite.

ESH Trained Badge / EscortL O C K H E E D M A R T I N

•Badge must be displayed at all times.

•Keep you badge, do not return it to Security. Your training is valid for 12 months if you are committed to working safely while on site.

•If you lose your badge, you will be required to attend this training session again.

•Unless issued a blue or green photo contractor badge, you must be escorted at all times while on LM property.

•Your badge expires on the last day of the month punched at the bottom of the badge.

You will be issued an “ESH Trained Badge” and the end of this training.

Emergencies & Incident Reporting• Fire / Rescue / Injury / Emergency Medical / Security

– Dial 911 from a plant telephone.– If calling from a wireless telephone dial 817-777-FIRE (3473).

• For fires you can activate a fire alarm pull-station. Please note that many alarms on-site are silent, so even if the alarm is activated you may not hear an audible warning.

• After calling emergency number, notify supervisor and LM POC.

• All injuries, near misses, or property damage no matter how small, must be reported immediately to your LM Aero POC. This applies even if you have already called emergency services.

In the event of an Emergency Evacuation : Listen to all evacuation announcements. (Evacuation announcements can be initiated by fire alarms, PA systems, bullhorn or through your LM Aero POC.) Before beginning work become familiar with stairways, nearest exits and outside Evacuation Assembly Areas. Follow assigned exit routes. (Evacuation maps are posted throughout the facility or may be obtained through your LM Aero POC.) Report to your Outside Gathering Station (OGS). (Report to your supervisor or LM Aero POC for accountability. Remain at the OGS until an “All Clear” notification is given.) Do not re-enter building until all clear is given. In the event of a Shelter-In-Place : Remain indoors and follow instructions. (A shelter-in-place notification my be communicated by PA system, bullhorn, or through your LM Aero POC.) Be aware of where severe weather/shelter in place assembly points are Seek shelter in the event of a tornado or severe thunderstorm or as instructed by a shelter-in-place notification. (Move to interior, enclosed, reinforced areas of the lowest floor possible. Avoid open areas, windows, proximity to building perimeter walls and unsecured equipment.) Return to duties ONLY after “All Clear” is given. Other Emergency Evacuations (i.e. bio threat) Follow up Questions: What is the difference between an emergency evacuation and a shelter in place? Emergency Procedures

Severe Weather When Working Outside

• Monitor hazardous weather conditions.

• All outdoor work must be suspended if hazardous weather or lightning is approaching.

• Notify LM POC that you are sheltering due to severe weather.

• In order to return to work, the hazardous weather must pass AND your Lockheed Martin point-of-contact must give the all clear to resume.

Contractors performing outdoor work should monitor hazardous weather conditions. All outdoor work must be suspended if hazardous weather or lightning is approaching. If severe weather is spotted, evacuate to a shelter-in-place location inside a LM Aero facility. Once the event has passed, please make sure that your LM Aero Point-of-Contact is informed of your situation. Follow up Point: Explain that shelter-in-place drill will be conducted in 2012

Hazard Communication• Approval required for all chemicals brought on site• Written Hazard Communication Program• Dial Emergency Number in case of spill• Labeling Requirements – All Containers Must Be Labeled

– The GHS-inspired standards will require chemical manufacturers and importers to label chemical containers with 1) a harmonized signal word 2) GHS pictogram(s) 3) a hazard statement for each hazard class and category and 4) a precautionary statement.

As some materials are “banned” or “restricted,” prior authorization must be attained before hazardous materials can be brought onto LM Aero property. (must get approval to bring chemicals on-site) All hazardous materials must be properly labeled and have an Material Safety Data Sheet readily available. (you must be able to read all labels and maintain all MSDS files at the job site where the chemical is being used) Be aware that there are hazardous materials in the LM Aero facilities and you have the right to review LM Aero’s Hazardous Communications plan or any MSDS. Call 911 from an inside-the-factory phone to report any chemical spills and then inform your LM Aero Point-of-Contact Leave all personal chemicals off site unless specifically instructed to bring on site by LM POC, and a MSDS is provided Follow up Questions: What is an SDS? •Per PM-8013:

•Contractors shall label all powered industrial vehicles (i.e. golf carts, fork lifts, scissors lifts) and personal vehicles with company name so that it is easily recognizable to LM personnel.

•Riding in the bed of trucks or other vehicles without a seat designated by the manufacturer is prohibited on LM premises.

•The Contractor shall ensure that each powered industrial truck (fork lift) operator is competent to operate a powered industrial truck safely, as demonstrated by the successful completion of the training and evaluation specified in OSHA 29 CFR Part 1910.178(a)

•Share runway with NAS Fort Worth JRB.

•Contractor personnel are not permitted on the flightline unless in the performance of a contractual job task.

LM Aero Fort Worth has mandatory fall protection requirements: All construction related work above 6 feet requires fall protection. All maintenance work above 4 feet requires fall protection. Leading edge roof work requires a fall protection system. All fall protection equipment must be inspected per manufacturer’s guidelines and employees using fall protection must be trained by their employer. Full Body Harness, Shock Absorbing Lanyard: NO BODY BELTS PERMITTED Harness Storage: Must be stored off the floor and protected from damage. Safety monitoring systems are not permitted unless written approval is obtained from the LM Aero Fort Worth ESH department. The Contractor is responsible for developing and implementing their own effective lockout/tagout program that complies with OSHA 29 CFR Part 1910.147, “The Control of Hazardous Energy (Lockout/Tagout)”. (your employer must have a written program and give proper training) Equipment with sources of hazardous energy (e.g. electrical, mechanical, gravitational, hydraulic, pneumatic, chemical, thermal) shall be locked and tagged out prior to servicing or maintenance work being performed. (There may be multiple sources of hazardous energy.) Your LM POC should be notified before Lock Out Tag Out takes place. (A LM employee may be required to disconnect energy sources, but you are still required to lock the sources out.) All employees involved must have a lock on all energy isolation devices. (Six employees working, six locks.) The Contractor and LM Aero Point-of-Contact shall exchange information on each other’s Lockout/Tagout programs and identify the lockout and tagout devices to be utilized. Follow up Questions: What is the purpose of LOTO? Who is responsible for locking and tagging energy sources? Depending on the equipment, who may be responsible for disconnecting energy sources?

Hearing ProtectionL O C K H E E D M A R T I N

• Must be used when exposed to high noise levels.

• Rule of Thumb: If you have difficulty hearing or understanding a "normal" tone of voice at a distance of about three feet, noise levels are probably exceeding safe levels.

• Employer must provide hearing protection devices.

• Employer must ensure employees are trained in the proper use and care of their hearing protection equipment.

"Rule of Thumb" for determining the need for hearing protection�A good "rule of thumb" for determining if your work area or activity requires hearing protection is as follows. If you have difficulty hearing or understanding a "normal" tone of voice at a distance of about three feet, noise levels are probably exceeding safe levels and you should be using hearing protection. � How loud is it? 10 dB - rustle of a leaf 20 dB - a whisper 60 dB - normal conversation 80 dB - city traffic 90 dB - lawn mower 90-110 dB - Typical stereo headphone volume 100 dB - woodworking tools 140 dB - rock concerts, firecrackers, jet engine at takeoff 140-156 dB - gunfire � Important Facts Regarding Hearing Protection Hearing protection DOES NOT decrease speech recognition. This is a common misnomer and excuse for not wanting to use hearing protection. Hearing protection DOES improve communication. This is because hearing protection filters or attenuates background noise. Skeptical? Try closing off your ears with your fingers and listening to someone talk in background noise. The person's voice will Hearing protection does not work if it is not worn properly (e.g. ear plugs only half inserted, ear muffs worn over jacket hoods, etc.). Follow the manufacturer's directions completely when wearing hearing protection. Walk-mans or personal stereo units are NOT considered hearing protection. These actually increase your exposure well above background noise because you have to turn the volume louder to hear the music "clearly". Follow up Question: How will the contractor know if hearing protection is required in areas other than their work area?

Any employee who is engaged in supervising or acting as a competent person for excavating/trenching operations must have experience / training in excavations and shoring methods. An inspection must be performed for new excavations. Areas MUST be inspected by Competent Person prior to personnel entrance, also must be inspected prior to start of a shift. Any excavation/trench over 5 feet in depth, shall be sloped, shored, braced, etc. (according to the soil classification) to prevent hazardous ground movement. Required when less than 5 feet if conditions pose a potential risk to employees. (e.g. Welder lying on the bottom of excavation.) Spoils must be kept back from the edge of the excavation a minimum of 2 feet. Protective Systems Required for excavations with a depth of 5 feet or more. Or when less than 5 feet when soil conditions pose a potential risk to employees. All excavations 4 feet or deeper shall have a ladder or stairs for access into the excavation with no more than 25 feet of travel in any direction. Confined Space Entry• Your company MUST have a written confined space

program.

• All entrants and attendants must be trained on the program and how to use confined space equipment.

• All sources of hazardous energy must be locked and tagged out prior to entering confined space.

• Confined space must reviewed by competent person prior to entry.

• Rescue stand-by services must be arranged with Lockheed Martin Fire Department prior to entry.

Contractors shall be informed by the construction documents, statement of work, and/or their LM Aero Point-of-Contact, if the workplace contains confined spaces (both permit and non-permit required). All Contractors are responsible for developing and administering their own Permit Required Confined Space Program which includes a written Confined Space Entry Program, training of employees, providing rescue services, and evaluation of confined spaces prior to entry. (You must notify the LM Fire Department prior to entering a confined space by calling 817-777-2163). A competent person shall be available to assess the inherent dangers in confined space entry prior to entry by all authorized personnel. Rescue services should be arranged with Lockheed Martin Fire Department prior to entry. Follow up Question: What should you do if you see an unresponsive employee in a confined space?

Hexavalent Chromium• Employees exposed to Cr(VI) are at increased risk of developing

serious adverse health effects including lung cancer, asthma and damage to the nasal passages and skin.

• Examples of major industrial uses of Cr(VI) compounds include: chromate pigments in dyes, paints, inks, and plastics; chromates added as anticorrosive agents to paints, primers, and other surface coatings; and chromic acid electroplated onto metal parts to provide a decorative or protective coating.

• An exemption from the standards is provided for employers who have objective data demonstrating that a material containing chromium or a specific process, operation, or activity involving chromium cannot release dusts, fumes, or mists of Cr(VI) in concentrations at or above 0.5 micrograms per cubic meter of air (0.5 μg/m3) as an 8-hour time-weighted average (TWA) under any expected conditions of use.
