    It was my hope t.hat our position on the nuclear powerdevelopment was clear. On the other hand I can appreciate Mr.Kidwell'E concern with regard to a project of such size andcomplexi'ty. Please assure him that ncithcr I nor any member ofour group has any plans to intervene or to oppose the constructionof any nul:lear facilities at Diablo Canyon.

    If, after reviciving with llr, Calvin Kytle his confcrcncewith Dr. Knuth of the AEC, we had had any reservations con«cerning the compatibility of our plan with thc nuclear powerplant, wc would have abandoned our site in thc Irish llills atonce.

    Ne have not done so because we believe that our plans andtheirs are not incompatible, Dr. Knuth informed us, for example,that the A"C has recently granted a license to thc Zion NuclearPlant in thc Chicago area. Dr. Knuth informs us that there areover one hundred thousand people living in an area from three tosix miles of this proposed plant.

    Nevertheless, I am sure that you will agree with mc that itis not inappropriate for us, as responsible citizens, to educateourselves concerning the safety features of the nuclearfacility. I trust this will not be taken as an indication of anyplan on our part to oppose the nuclear facility.

    Dear Mr. Jaeger:

    Thank you for your November 22 letter.To assist you in understanding the reasons for my questions,I enclose an extract from the Atomic Energy Commission Guidefor the Organization and Contents of Safety Analysis Reports.The radius for the study of population distribution undersubparagraph (4) is determined by the square root of thereactor thermal power rating in megawatts and in this caseis approximately 60 miles. Under subparagraph (7) 'we arerequired to submit estimates of anticipated future changesand state the bases for the estimates.The questions addressed to you in my October 24 letter wereintended to permit us to develop estimates on the basis of

    'hebest information possible. We prefer that our informa-tion originate with you rather than be received indirectlythrough governmental agencies or other sources. Accordingly,1 should appreciate your providing me the specific informa-tion requested.I also enclose copies of two topographic maps. From the in-formation provided to us by County officials, it appears thatthese sheets cover the area which you propose to develop. Xfthey do not, please so advise me, and I will send you what-ever additional sheets are necessary. To assist us in definingthe, lands in which you are interested, it will be most helpfulif you would delineate the 10,000 acre-site on these sheetsand return them to us so that we can, with the other» informationrequested, analyze the anticipated future changes in population

    With reference to the comment in your November 22 letterregarding the Company's relationship with Mr. Marre, we areunaware of any information which we have provided to you-which might lead to the understanding expressed. Your under-standing is erroneous. You are correct that the specificpurpose for our request is to respond to the requirement ofinformation in connection with our AEC proceedings.You inquire about "an evacuation plan". Ne have discussedwith County officials the necessity for an emergency planwhich might in certain eventualities require evacuation ofpeople from the vicinity of the plant. The emergency planis a part of the operating procedures, and we do not antici-pate that these procedures will be finally developed in theimmediate future.I hope the information I have requested can be made availableto us so that we can proceed with the estimates which we mustinclude in our submission to the AEC.
