A bill begins as an idea. These ideas come from ordinary citizens just like you.
Citizens can take their ideas to their
State Legislator.
Your representative then has the idea written into a bill, and introduces it for his or her fellow legislators to consider.
The Speaker then refers the bill to a committee.

The sponsor of the bill presents his or her bill to the committee for discussion. If a majority of the committee members approve the bill, it then moves forward for the consideration of the whole body.
If the Governor vetoes the bill it can only become law with a majority vote in
both houses of the Tennessee General Assembly.
Once the bill has been passed by both the House and the Senate in the same form, and has been signed by the Speaker of the House and the Speaker of the Senate, it is ready for the signature of the Governor. If the Governor signs the bill, or holds it for ten days, the bill becomes a law.
Now the bill is heard on final consideration
by the entire House. Representatives
debate and possibly amend the bill. If at
least 50 representatives vote
for the bill, then it passes.
