Mayor Pulido,

I am adamantly opposed to the rainbow flag being flown over city council. No other group has a flag flying above the city hall. You should not set aprecedent such as this, particularly one that is so controversial. I have a gaybrother who is very dear to me, but I still don' t want the flag of a specialinterest group flying over city hall.

I wanted to reach out to you and the Council to address the egregious parking enforcement abuses in downtownSanta Ana. I am sending you a link to a video showing a Santa Ana Parking Enforcement Officer explainingwhy he gives parking tickets on meters that are flashing green.

The incident in question occurred on Saturday, July 18 at 6:09 pm following our bringing a visiting filmmakerfrom San Diego to downtown Santa Ana to eat at C4. Our party spent over $200 at C4, and our friend wanted tosee the Santora when we told him that Rita Hayworth had a studio there and that it used to house Daniger's Tea

House, which was popular with legendary film stars.

Upon exiting the Santora, I saw that a Santa Ana parking enforcement officer was lifting up his equipment toissue a ticket to our friend' s vehicle, even though the meter light was flashing green.

I crossed the street to ask the officer why he was issuing the ticket if the meter was green. The officer explainedthat the meter was expired when in fact it was not. He said the meter read " Zero" but it is likely that it was stillin its final minute. If the meter was expired, the light would have flashed red.

When I started filming, the officer told me to get the camera "out of his face," even though I was documentinghis abuse of enforcement.

While asserting his rigthness in issuing a ticket to a car at a green meter, the officer in question, whose ticketmachine reads 159915, then tried to change the conversation and say that our friend, who had driven across thestreet to pick up his aunt with Alzheimers in a wheelchair, was " blocking a crosswalk" and parked in a red zone, neither of which were true.

I am doubly compelled to call this to your attention, because I myself received a ticket at 7: 59: 16pm by anOfficer L. Perez on June 24, when I was downtown for an arts workshop, and I am now wondering if this wasalso issued when the meter was flashing green, as we had put ample change in the meter. To issue a ticket at7: 59: 16 in a zone that stops metering at 8pm is beyond justification on moral grounds.

I am also attaching this ticket as evidence of being issued a citation at what is basically 8pm.

I dedicate my professional efforts to actively encouraging artists and patrons to come downtown Santa Ana tovisit, shop, work and attend arts events, and I am reaching out to you and the Council to stop this overlyaggressive and abusive parking enforcement in downtown Santa Ana.

My first experience with the new parking environment actually occurred in September 2014, when we invited aSundance Award-winning filmmaker to screen his film at the OC FIlm Fiesta.

He was parked in front of the Frida Cinema and received a ticket during his presentation. Again, there was aparking officer waiting at his vehicle, ready to issue a ticket on a meter that was flashing green. He had arrivedearly to dine at a downtown restaurant before his screening, and thus had been parked in his space two hours. Even though I had coins in my hand and had put another quarter in the meter, the officer offered no sympathyand issued the ticket.

An audience member, who is a resident of Santa Ana, also got a ticket that day. She told me she could havewalked, but wanted to drive over and enjoy the downtown experience. She too was disappointed and said shewould think twice before driving into her own downtown.

Two hours is not enough time to park to see a film, and as we are bringing our OC Film Fiesta into downtownfor a 6th year, I am worried about the draconian parking enforcement on our guests, who will be driving in fromOrange County, San Diego and Los Angeles.

As a resident of Santa Ana who also works in Santa Ana and promotes the downtown, I am respectfullyrequesting that the Council:

1. Stop the aggressive metering and practice of issuing citations on meters that are flashing green2. Increase the parking limit to 3 hours instead of 2 hours3. Allow a grace period of 10 minutes after the meter has expired before a ticket is issued

If a $56 ticket is the welcome that visitors receive when shopping, dining and doing business in downtownSanta Ana, then we will lose visitors and business to neighboring cities like Orange, Tustin and others that offerfree parking in their downtowns. That is the market rate for our area. If you drive through downtown Santa Anaon any weekday, you will already see the impact of diminished customers on the restaurants.

I urge you to consider this in your discussion of the proposed parking plan. We all want to help increaserevenue in Santa Ana, but let's work together to achieve this by increasing sales and not by punishing those whohave chosen to take the Council up on its invitation to come and shop in Santa Ana.
