________________________________ Purpose of Report This report summarises the submissions to the Annual Plan 2013/14 and outlines relevant information for the Hearing to be held on Tuesday 4 June 2013. Annual Plan 2013/14 Submissions Submissions on the Annual Plan 2013/14 closed on Monday 13 May 2013. 81 submissions were received. Submissions were mainly concerned with the Rangitata-Orari Water race scheme, roading and footpaths related issues, requests for a cloth nappy workshop and recreation and leisure related topics. Enclosed with this agenda are:

S1 1 Allan Barr

Central Business Districts upgrade

Would like to see the cobblestone rumble strips removed from Stafford Street as part of the CBD upgrade. Hard to ride over for cars with stiffer suspension. Suggests an alternative means of traffic calming is used. Land Transport Manager, Andrew Dixon’s Comments The rumble strips have been very effective at reducing speed to provide a safe environment for pedestrians. These also provide a uniqueness feature to the Timaru CBD and a contrasting road surface, which if driven over slowly, all vehicles should pass over easily. The development of a “refresh” plan for the CBD is programmed for 2013/14 and all features including the rumble strips will be reviewed as part of the development of this plan. Recommendation: That the submission be received and considered as part of the CBD upgrade plan development.

Sewer

Is it necessary to spend $17M on sewage? Drainage and Water Manager, Grant Hall’s Comments Yes, the wastewater management strategy for Timaru has been developed over many years of consultation with stakeholders and has been adopted by Council. Resource consents have been obtained based on this strategy and construction contracts are currently underway.

It is recognised that there has and continues to be significant expenditure on this very important component of the district’s infrastructure, and that this is necessary to meet the social, environmental, economic and cultural objectives and goals for the community. Recommendation: That the submission be received and noted. Rates

Rates high and struggle to pay them. Rates rebate sabotaged by assessor. Corporate Services Group Manager, Tina Roger’s Comments The Council has tried to limit the increase as much as possible. The rates rebate has been separately discussed with the ratepayer. Recommendation: That the submission be received and noted.

Suggest it is turned into an ice skating rink or maybe an activity gym/centre for older children.

Corporate Services Group Manager, Tina Roger’s Comments The Council has already agreed to the facility being converted into a Gymsports facility. Recommendation: That the submission be received and noted.

Dog Parks

Request establishment of a dog park in Timaru. Council must own an area that can be fenced off, with water, rubbish bin and bag dispenser provided. Older People would like a secure area with no worries about traffic and cyclists etc. A group met at 10am at Caroline Bay, with around 25-30 dogs brought along. New dog park would be great. Regulatory Services Group Manager, Chris English’s Comments Council has previously considered the need for a dog park and declined to proceed. With the expansion of areas dogs can exercise off leash, such as the entire Scenic Reserve, the need for dog parks has further declined. Recommendation: That the submission be received and noted

Rates

Request zero rates increase. Corporate Services Group Manager, Tina Roger’s Comments The Council has tried to limit the increase as much as possible. Zero rate increases are not possible without reducing services. Recommendation: That the submission be received and noted. Roading and Footpaths

Timaru streets a disgrace. Should be returned to original standard when dug up, but never are. Footpaths are damaged and unsafe all the time, due to unsuitable trees and roots. Land Transport Manager, Andrew Dixon’s Comments The road corridor is used for the transportation of people, goods and services such as water, drainage, power and communications utilities. All the utilities have legal rights of access to the road corridor and the construction work including reinstatement is specified in a National Code of Practice. Council officers ensure compliance with the National Code. However, it is recognised that trenching in the road reduces the life of that asset and there are limitations on practical reinstatement. It should be noted that some resurfacing of footpaths has been delayed to allow ultrafast broadband cable installations to be completed and reinstatement standards met.

Trees are an important feature of the streetscape that is encouraged to improve the visual appearance of a street and road safety by assisting to reduce speeds. Some

existing trees are lifting sections of footpaths and roads and these are being monitored. New trees including replacements planted are an appropriate species for the environment and may include root barriers to reduce future damage.

The Council Streetscapes Policy (roadside pride) is currently being reviewed. Recommendation: That the submission be received and considered as part of the Council Streetscapes Policy review.

S5 7 Joan Stanley

Roading and Footpaths

Request consideration of alternative routes for heavy vehicles through Timaru. Issues with stock trucks dumping effluent and noise pollution from trucks. Suggest a cut-off time for heavy traffic, say 10pm. Land Transport Manager, Andrew Dixon’s Comments Alternative routes for SH1 through Timaru were investigated in the joint Timaru District/NZ Transport Agency Timaru Transportation Study in 2006. No alternative routes were considered feasible.

State Highway 1 is a national route for through traffic travelling to destinations both north and south of Timaru. This highway is controlled and managed by the NZ Transport Agency. The passage of freight on this road contributes to the national economy and any restrictions on the usage of this road would have a significant economic impact therefore not feasible.

The issue of stock effluent spills is recognised and there is both a national and regional programme to reduce incidences of this through stock effluent disposal points, larger holding tanks and standing stock prior to transport. There has been some improvement but progress is slow. Recommendation: That the submission be received and noted.

S6 8 Environment Canterbury

Governance

Thanks for ongoing support and participation in the Canterbury Water Management Strategy (CWMS), in particular support for the Orari-Opihi-Pareora Zone Committee. Request that the honoraria payments for the committee is kept at the increased level implemented in 2012-13. This will result in a $7,500 contribution from TDC. Chief Executive, Peter Nixon’s Comments The Council agreed to the higher level of honoraria for 2012/13 being one quarter of the $35,000 plus travel costs. ECan meets half the cost and Mackenzie DC one quarter. The work load of the committee has not abated and the draft budget includes provision for the current honoraria (i.e. at the increased level). The proposed contribution stated above in the submission was incorrect and a new spreadsheet will be provided to elected members. The actual contribution is $9,500 plus travel costs which was already budgeted for.

Recommendation: That the Council agrees to continue to fund one quarter of the honoraria and travel costs for the OOP Zone Committee.

S7 10 Geraldine Community Board

Roading and Footpaths

Request consideration to increase the Geraldine Works and Services Rate to generate $10,000 in additional revenue to increase the budget for new footpaths to $25,400. One off increase to complete more footpaths in Geraldine (approximately 300m). Land Transport Manager, Andrew Dixon’s Comments The priorities for new footpaths in rural townships are determined by the relevant Community Board. Progress on completing the installation priorities for new footpaths in Geraldine has been slow due to limited funding increasingly eroded by cost increases. Generally only one street can be done per year.

The proposed increase in funding is fully supported and will allow improved progress in achieving the completion of new footpath priorities. Recommendation: That the Geraldine new footpaths budget be increased by $10,000 for 2013/14 funded by an increase in the Geraldine works and services rate.

S8 11 Democrats for Social Credit

Financial Management

Request Council to instruct their delegates to the LGNZ conference in Hamilton to call on LGNZ to:

Arrange interest-free credit lines (or loans) with the Reserve Bank for the purpose of funding essential capital works with repayment schedules negotiated according to the socio-economic profiles of the communities involved

Advise government that GST on rates is unfair and unnecessary. A small turnover tax on the Stock exchange and Debt market should replace it.

This is due to increasing voices around the globe demanding governments fund essential capital works from their own credit creation rather than private financial institutions. While Councils aim to keep rates within inflation, their advisers avoid explaining rising rates add to cost-push inflation. Actual rates reductions should be pursued through refusal to pay GST and opening of credit lines. Corporate Services Group Manager, Tina Roger’s Comments Comments noted. Community Development

Request funding is made available community development project to look at possibility of a Disability Strategy and an Ageing Strategy. Most other Councils have them and Timaru District has a high 65+ population. Community Service Group Manager, Sharon Matson’s Comments In the past Council has not adopted generic strategies/policies like this (e.g. policy on youth, arts). When considering the future developments of council activities, council officers do consider the needs of all the population, including the disabled and the elderly. Recommendation: That the submission be received and noted.

Central Business Districts upgrade

Tiled footpaths in Stafford Street are dangerous and unsafe, particularly in wet weather. They should be resurfaced in bitumen, with tiling strips at intervals. Need to consider safety of elderly and disabled people. Land Transport Manager, Andrew Dixon’s Comments The development of a “refresh” plan for the CBD is programmed for 2013/14 and all features including the footpath surface will be reviewed as part of the development of this plan. Recommendation: That the submission be received and considered as part of the CBD upgrade plan development. Parks and Reserves

Request beautification of Washdyke Creek either side of the State Highway One bridge through plantings of native trees. Parks and Recreation Manager, Bill Steans’ Comments Council does not own land adjacent to the State Highway One bridge over Washdyke Creek. While it may be possible to work with landowners to increase plantings, there are no guarantees of success. Recommendation: That the submission be received and noted.

Roading and Footpaths

Thanks for new sealing of Brockley Road. Has meant our lives are 100% safer. Am dismayed at Council decision on seal extension due to supposed financial pressure.

Appreciate need to manage finances with care and diligence, but believe this decision should be revisited. Land Transport Manager, Andrew Dixon’s Comments The costs associated with the long term maintenance of sealed roads are higher than unsealed. Therefore any seal extension must be supported by a robust business case considering factors such as traffic volume, road function, affected houses and economic benefits. These factors are considered in the Council’s seal extension policy.

There are only two unsealed sections of road that have 100 vehicles or more per day. Nationally this is considered a high level of service. Council funding remains available where there is a financial contribution towards seal extension or exceptional circumstances which is supported. Recommendation: That the submission be received and noted.

Airport

Request consideration of parking into short, medium and long term, with charges established for medium and long term parking. Build up in cars parking long term and a modest charge is acceptable. Cedar trees along driveway should be removed to allow deciduous trees to thrive. Airport a credit and under sound management. Group Manager District Services, Ashley Harpers Comments This issue has been investigated in the past and there is an opportunity to provide an enhanced level of service, with an associated revenue stream. There are a number of hardware and enforcement issues to overcome. Recommendation: That these issues be further investigated and reported to the District Services Committee for in depth consideration.

Roading and Footpaths

Request some form of traffic control (e.g. traffic lights, roundabout) to be implemented at the Morgans Road/Wai iti Road/Barnes Street intersection. Particularly busy and dangerous at certain times of the day. With opening of new preschool on corner of Morgans Road and Wai iti Road, this is more of a concern. Land Transport Manager, Andrew Dixon’s Comments The road safety issues and some traffic congestion is acknowledged. It is proposed to construct a roundabout at the Morgans/Wai-iti/Barnes Street intersection. Preliminary design has been completed confirming that a roundabout is feasible. Design is underway and we are currently planning to construct it in the 2013/14 financial year subject to financial assistance from NZ Transport Agency. Recommendation: That Council confirms support for the construction of a roundabout at the Morgans/Wai iti/Barnes Street intersection for construction in the 2013/14 Annual Plan year subject to financial assistance from the NZ Transport Agency.

S15 19 DC Mckenzie

Financial Management

No breakdown figures of debt servicing. Request this is shown to enable ratepayers to see percentages and how much they are paying, improving transparency. Corporate Services Group Manager, Tina Roger’s Comments Finance costs are shown in the Forecast Statement of Comprehensive Income (page 96 of the Draft Annual Plan) as well as the Funding Impact Statements for each Group of Activities and for the Council as a whole. Recommendation: That the submission be received and noted. Liquor Licensing Policy

Presume and hope the cost of this policy and all future costs will be charged to the liquor industry and not the ratepayer. Regulatory Services Group Manager, Chris English’s Comments The intent of the Sale and Supply of Alcohol Act 2012 is that compliance costs are industry funded Recommendation: That the submission be received and noted

Land Transport Manager, Andrew Dixon’s Comments Factory Road is a public road to be freely used by all vehicles. Fonterra indirectly contribute to the maintenance of all roads through Road User Charges. The proposed two laning of the Factory Road bridge is to improve efficiency and safety for all road users. Factory Road continues to be a key freight route with increased use of the Temuka rail head and storage of goods at warehouses in Temuka, Washdyke and Timaru Port. Orari – Rangitata and Wastewater Treatment Plant should not be an extra payment on ratepayers due to construction delays. Should be a contractor’s expense. Tenders let and approved by TDC staff who should do their job properly. District Services Group Manager, Ashley Harper’s Comments The Rangitata-Orari water race operation is NOT subject to delays, but rather an issue over whether the service should continue, or otherwise.

The WWTP contract has been the subject to extraordinary weather last spring and because the earthworks component is on the critical path then there will be delays. The associated time related costs will not be significant.

TDC staff are well trained and competent in managing normal TDC civil works contracts. Because of the complexity of the Main Trunk Sewer renewal work, the tunnels work and the WWTP work, specialist expertise has been deployed and has proven invaluable. Request retention of the Rangitata – Orari Water race scheme. Orari Estate Limited farms 285ha with 85ha within the Rangitata South Irrigation Scheme boundaries and 200ha outside these boundaries. Drainage and Water Manager, Grant Hall’s Comments The Rangitata-Orari (RO) water race scheme is currently undergoing significant change. Rangitata Water Ltd (RWL) is constructing the Rangitata South Irrigation (RSIL) scheme, which incorporates parts of the existing water race network within the scheme. Some of the races are to be expanded to carry irrigation and stockwater, some races are to be relocated and some are to be discontinued. RWL have been liaising with property owners in relation to the final water race configurations, but this is not finalised and there are a number of consumers on the RO scheme who are still to be contacted.

From the information we have to date there is clearly a significant demand for the continuation of delivery of stockwater from the scheme. RSIL and the RO provide mutual benefits. The combination of the stockwater with irrigation water results in significantly improved scheme efficiencies, which was a major factor in obtaining resource consents for the RO in 2007. All of the RSIL consumers have a demand for stockwater. There is also a demand for stockwater from some consumers who are not part of RSIL, which will require some stockwater races to continue operation.

The main issue relates to properties that are not part of the RSIL that also do not wish to take stockwater. These properties wish to opt out of the scheme. This option has not been available in recent years as the scheme has needed to maintain the full extent of the race network and if properties opted out of the scheme this would result in the largely unchanged scheme costs falling on a smaller rating base, with a subsequent increase in rates.

It is anticipated that the total length of the races in the final irrigation/stockwater scheme will decrease from that existing, which should impact on the stockwater scheme operating costs.

There have also been issues in recent years in relation to the headworks of the RO, that has resulted in significant expenditure to date and which will need to continue in the next year to secure the take and comply with resource consents. This expenditure

has resulted in the scheme operating in a financial deficit which is currently being recovered through rates.

Of the 28 submissions received on this issue, 21 are in favour of retaining the RO scheme and 7 would like all or part of the scheme closed or be able to opt out of the scheme. Although current information indicates that a relatively low proportion of the RO scheme wishes to opt out, there is a large area of the scheme to the north and west of RSIL that we do not have information for.

A consumers meeting was held on 6 May 2013, and similar responses were recorded at that time. At this meeting it was suggested that the RO scheme continue in its current form for the next year, during which time final details on the race configurations will be confirmed and the actual demand for stockwater also finalised. Consideration can also be made on consumers at the extremities of the scheme withdrawing and options can also be looked at for the withdrawal of other properties.

It is proposed that a consumers meeting is held in early 2014 to put these details and options to the consumers. Recommendation:

That the Rangitata-Orari water race scheme continues in its current form for the 2013/14 year and that staff liaise further with consumers to consider actual stockwater demand, race relocations and optional withdrawal from the scheme, and to meet with consumers in early 2014 to consult on these matters further.

No provision in the plan for the maintenance of rural roads, which is unacceptable. Competence of grader drivers is conspicuously lacking, with neither the time or training to do an acceptable standard of work. Land Transport Manager, Andrew Dixon’s Comments Funding for the maintenance of rural roads, both sealed and unsealed is included in Annual Plan budgets. Financial assistance from Government through the NZ Transport Agency for road maintenance has been reduced and some cost saving measures are required. However, Council recognises the importance of rural roads and has included additional rates funding for unsealed road maintenance in the Draft Annual Plan to ensure the current level of service is maintained. The Draft Annual Plan also has a level of service target relating to resident satisfaction of sealed and unsealed roads which recognises the importance of this activity.

Road maintenance is contracted out. The contract specifies performance standards that the contractor must meet. The contractor is responsible for ensuring that the resources and skills are provided to meet these minimum standards and Council

When laying new or replacement kerbing, consider changing profile from vertical to appropriate slope, so tyre contacts kerb when parking rather than wheel rim to prevent damage.

Land Transport Manager, Andrew Dixon’s Comments The use of low profile mountable kerb is considered in the design of new and replacement kerb and channel. The use of this kerb profile is limited due to the common occurrence of property stormwater outlets into the road channel that require the higher profile kerb. The use of kerbside stormwater outlets in new developments is being reduced to allow greater kerb profile and alignment flexibility, reduced future renewal and maintenance costs, reduced road flooding and minimise stormwater flows in road drainage systems that may require future treatment prior to discharge. The low profile kerb could also reduce vehicle tyre damage.

Current Council policy is that urban property owners maintain the grass berm in front of their properties. This is generally an accepted responsibility and done, but frequencies vary. Should Council maintain all urban property grass berms this would be a significant additional cost to ratepayers. Presently no funding is available. It should be noted that this activity would not be eligible for government financial assistance and would be 100% rates funded. If Council wish to consider this increased level of service a report would be prepared detailing costs and issues. Recommendation: That the submission be received and noted.

That the current policy of urban property owners being responsible for mowing the property frontage grass berm be confirmed.

Council should take a lead role and set aside funds, establish an organising committee for remembrances of the 100th anniversary of World War 1. Because we don’t currently have a permit system, we are unaware when installations occur. There is the option of requiring a permit which will add administration time and cost.

The other option is to require those erecting memorials to be members of the NZ Master Monumental Masons Association. Recommendation: That consideration be given to implementing a permit system for cemetery monuments or requiring the installation to be carried out by a member of the New Zealand Master Monumental Masons Association.

Where street traffic calming measures are installed such as plots there is a commitment to plant these with low growing and low maintenance plants. Planting may not be done immediately as we must ensure plants have a good chance of growing which can mean plots are not planted until spring in some instances. Recommendation: That the submission be received and noted. Building Codes/Earthquake Prone Buildings

As a result of the Canterbury earthquakes, building codes should be developed and enforced as soon as possible. Inspector should be well qualified and within Council held to account for decisions. CBD should urgently be made safer for pedestrians (e.g. reinstating verandahs and strengthening facades). TDC should encourage through financial measures to support this. New upgrading of homes/businesses should include provision of solar water heating and collection of rainwater. Building Control Manager, Grant Hyde’s Comments: Council participated in a joint mid/lower South Island territorial Authority submission on Ministry of Business Innovation and Employment (MBIE) proposed strengthening building policy. This was aimed at moderating proposed earthquake prone building legislation. Council is waiting for the MBIE to enact legislation that will provide guidelines for the drafting of a Council earthquake prone building policy, until that time Councils current earthquake prone building policy remains appropriate. Suggest consideration be given to rating every occupied home on a farm, as suggested for Waimate Council.

Request Council investigates encouraging the use of only permeable material for drives and parking lots whether new or under repair. Subterranean holding tanks should be mandatory. Drainage and Water Manager, Grant Hall’s Comments Council supports the use of permeable material for drives and parking lots where it is an economically viable solution. There are however a number of options available to mitigate the impacts of stormwater, such as storage tanks, rain gardens and detention ponds, that may provide an equally (or superior) acceptable solution. These issues are some of those that are to be considered in detail in the Stormwater Management Plans that are to be developed for each of the stormwater catchments in the district. Planning for emergency events does not distinguish between minor and major events. Land Transport Manager, Andrew Dixon’s Comments Active transport modes are encouraged through our road safety and school travel plan programmes. We also coordinate with Parks by ensuring there are good linkages to off road walkway/cycleways.

The implementation of the Active Transport Strategy is being progressed but limited funding from NZ Transport Agency for this activity restricts progress. Projects are being completed through our minor improvement funding as noted. Further projects are programmed for 2013/14. We also are working with Highways to jointly provide further walkway/cycleways on State Highways with recent work on SH1 (Hilton Highway) in Timaru completed and further work planned including SH79 in Geraldine.

We acknowledge that some seal widening of some rural roads would benefit cyclists using these roads. However there are many seal widening priorities and the widening of roads that are currently less than minimum standards remain the priority for the next few years. Recommendation: That the submission be received and noted.

District Services Group Manager, Ashley Harper’s Comments The provision of sewer and water services relies on a ‘whole of supply chain’ approach, from abstraction consents, treatment, pipework and discharge approvals. Sewer and Water networks that are currently installed have sufficient capacity for the current usage plus an allowance for growth. The nature and volume requirements associated with growth will be a significant input into system upgrades in the future. Stormwater treatment and disposal is more problematic and is being addressed on a catchment by catchment basis.

The biggest hurdle to the provision of infrastructure for new developments is gaining the acceptance of users that they need to contribute financially. Recommendation: That the submission be received and noted. Roading and Footpaths

Also have concerns on the pedestrian crossing in Bank Street across to the Mitre 10 carpark and people’s use of it. Bank Street – Church Street intersection which is supposed to be a left turn only out of Bank Street is being used incorrectly and needs some remedial work done to improve safety.

Wai-iti Road – Request to know if budget allowance has been made for ongoing repairs to these roads due to road slumps following trenching or tunnelling. Wai iti Road needs to be kept in top condition.

Wai iti – Morgans – Barnes intersection – Roundabout option for this intersection should be looked at with increased traffic movements and potential small children hazards from developments in the area.

Denmark Street, Temuka – Priorities on the Denmark Street intersections should be revisited with closure of the Denmark Street railway crossings.

Rural towns footpaths – Question whether footpath funding is sufficient given amount of thrust boring taking place and perceived lack of supervision of contractors.

Cow crossings – Request to know what Councils plans are to futureproof local cow crossings. Farmers do not clean roads and make motorists wait until cows have crossed.

Minor Roads – Council should review minor roads within the district and determine whether they should be retained or closed. Potential cost savings and income for Council.

General Roading budget - Question why security cameras and Christmas decorations are in the roading budget. Has allowance been made for increased repair costs due to 20% increase in axle weights on heavy vehicles. Land Transport Manager, Andrew Dixon’s Comments Support for the two-laning of the Factory Road bridge is noted.

The concerns in Bank Street with the angle parking are noted and will be investigated. The angle parking is to create a reduced traffic speed environment and it has been successful in achieving this. The Mitre 10 raised platform is not a formal pedestrian crossing and its purpose is to reduce vehicle speeds acting as a speed hump. We believe that this is effective and safe. The concerns regarding the inappropriate right turning from Bank Street into Church Street is noted. The left turn only is to ensure road safety and Police will be requested to monitor this intersection to improve compliance.

Wai-iti Road is a key arterial road and is a high maintenance priority. The upgrading of Wai iti Road has been progressing with a further section resurfaced in Asphaltic concrete (hotmix) last year. It is proposed that all of Wai iti Road will be surfaced in this smooth hotmix eventually as resurfacing is required. Trenching works in the road must comply with the National Code of Practice for Working in the Road and we are ensuring continued compliance with this document. We are also ensuring that construction of new services and replacement of services that are located in the road are completed before the road is resurfaced.

The road safety issues and some traffic congestion at the Wai iti/Morgans/Barnes Streets intersection is acknowledged. It is proposed to construct a roundabout at this intersection. Preliminary design has been completed confirming that a roundabout is feasible. Design is underway and we are currently planning to construct it in the 2013/14 financial year subject to financial assistance from NZ Transport Agency.

We agree that the priorities should be reviewed at the Denmark Street intersections in Temuka now that the Denmark Street rail crossing is closed. This review will be carried out by Council Officers later this year.

The footpath maintenance funding is considered suitable to maintain the current level of service in the smaller rural towns. The installation of services must comply with the National Code of Practice for Working in the Road and we are ensuring continued compliance with this document.

Cow crossings must have approval of Council and compliance with conditions such as mats is audited. There has been a notable increase in stock underpasses being installed that are a long term solution and are actively encouraged by Council.

A review of road hierarchy is proposed both locally and nationally. The challenge for our district is land use intensification can be adjacent to any road and traffic use can change significantly quickly as a result. In addition to this farm machinery is much

The roading budget includes the maintenance, renewal and development of the road corridor not just the road carriageway. The road corridor includes lighting, including street lighting, pedestrian accessway lighting and decorative lighting. Surveillance cameras are in the road corridor and perform an important function of improving safety of people using the corridor and a deterrent to reduce wilful damage to roading assets. Recommendation: That the submission be received and noted. Long Term Plan

Am interested in involvement the review and development of the Long Term Plan. Corporate Planning Manager, Mark Low’s Comments The 2015-25 Long Term Plan will begin development during 2014. At this stage a project plan has not been developed, so we are uncertain of the level of pre-consultation with stakeholders that will be allowed for. There are also potential changes as a result of the government’s Better Local Government programme which will be incorporated within a second Local Government bill proposed for later this year. Recommendation: That the submitter be informed of the LTP review programme and opportunities available for input when it has been developed.

Standard of roads in district is deteriorating. Increasing volumes of traffic travelling on roads not built for such usage. Should be central government matter. Land Transport Manager, Andrew Dixon’s Comments It is acknowledged that traffic volumes are increasing on our roads and that the vehicles using them are larger and heavier. It is also acknowledged that some of our roads are not built for such vehicles with road pavements having inadequate capacity or insufficient width. However, roads are the “life blood” of our district and the freight transported on them is critical to growth. The condition of roads is monitored with regular inspections, condition rating and roughness surveys and customer satisfaction surveys. These measured parameters demonstrate that we are maintaining our roads well and do not show any overall long term deterioration trend. Road pavements particularly unsealed are very dynamic and condition can vary. Due to greater funding constraints we are also “sweating the asset” more to maximise the useful life as recommended by the Government road maintenance taskforce that reduces cost. This can result in some noticeable deterioration as the road nears the end of its useful life. Recommendation: That the submission be received and noted.
