A tremendous amount of work has been done at the S i t e .We s t ar t ed out over a year ago and f i n i s h e d up la s t f a l l .During the p r o c e s s , we d r i l l e d a lot of h o l e s , b u i l t a lotof f e n c e s , and there were a lot of p e o p l e who worked on thi sS i t e . Mos t of the work was done by a very small group ofp e o p l e , but there was a lot of h e l p in the background. Inorder for ya' 11 to know who a c t u a l l y did the work, everyday t y p e work, rather than background t y p e work, p e o p l e whow h o spent a l o t o f time o n t h e S i t e , I ' d l ike t o - p o i n t o u tsome of the guys in the room.Gary M a r t i n , he did a lot of the contract-management work,a n d i n c i d e n t a l l y , d i d a n e x c e l l e n t j o b . W i t h I TC o r p o r a t i o n , it was Al H e s a c k and Dennis Reece. A n d , withthose two guys , i t d i d n ' t take me too l o n g to f i g u r e out whowas the boss because Dennis did all the work. T h e r e were some of the th ings that we f o u n dthat were going for us; some things we f o u n d wereg o i n g agains t us. One of the more i n t e r e s t i n g th ing s to meis that if the owner-operator had not dug two par t i cu larlagoons that he d i d , there p r o b a b l y would not have been anyground water contaminat ion. T h e r e were two c ircularlagoons", number one and three, I be l i eve , are the numbers,

Remembering that thef l o w of the ground water is to the north-northwes t . were i m m e d i a t e l y in the area where these two lagoon s were.We have that p a r t i c u l a r l i t t l e area p r e t t y wel l d e l i n e a t e d .I t i s r e l a t i v e l y s m a l l . I t ' s only about, roughly e i g h t yto nine ty f e e t by two hundred and e i g h t y f e e t , which isvery, very smal l in this t y p e of busines s . Another th ing wehad good going for us here is the impermeable layer ,i m m e d i a t e l y north-northwes t o f th e contaminated p o o l . Thef l o w had migrated a short d i s tance in the ground waterbearing aone and a p p a r e n t l y run into th i s f a i r l y impermeabl ezone and s t o p p e d there. Otherwi s e , it would p r o b a b l y havet rav e l ed a whole lot f u r t h e r .A n o t h e r t h ing we had go ing for us is that the ground waterout there is under h y d r o s t a t i c head. T h i s means that theground water down beneath the s u r f a c e is a c t u a l l y t r y i n g tocome up to the s u r f a c e . And when we draw our p i e s o m e t r i cm a p s , which is no th ing more than a water pres sure may, thewater t a b l e , if we could get there, would be up near thes u r f a c e l e v e l . T h i s i s r e a l l y brought to l i g h t when youd r i l l one h o l e , oh, down around twenty f e e t and water c l i m b sup the ho l e . We d r i l l e d another one right b e s id e of it onf i f t e e n f e e t and i t s tays dry. And th e l i t t l e contaminatedpool we have is in a way t r y i n g to capture that. Becausethe ground water is l i g h t e r than the water to get the waterpre s sure -- is t r y i n g to f o r c e it up. N o w , when the wel lwas d r i l l i n g into i t , we l l i t i m m e d i a t e l y s tar t ed c l i m b i n g

up the hole .We have f a i r l y w e l l d e l i n e a t e d the area of c o n t a m i n a t i o n . Id o n ' t know i f w e could d e f i n e i t much b e t t e r , r e a l l y . I t ' sp r i m a r i l y in the area of the l a g o o n s , the old p l a n to p e r a t i n g area, and some down the s e d i m e n t s , a l i t t l e bit ofcontaminated s e d i m e n t s , and the drainage pa thways . It goesto the railroad tracks, and then, we f o u n d a l i t t l e bit onthe north s ide of the railroad tracks, but here, you know,you wonder e x a c t l y where the drainage is coming f r o m ,a l t h o u g h , it is p r o b a b l y f r om- the old p l a n t area.You got to bear in mind that the rai lroad track is made, uh,the c r o s s t i e s , f r o m the same material that we were l ook ingfor at the s i t e . So, if one road runs into another one,i t ' s sometimes d i f f i c u l t t o d e c i d e which i s what. T h eground water, again, i s p r e t t y we l l i s o l a t e d , .and I d o n ' tthink it w i l l be all that big of a p r o b l e m to remove it, andpump it out. The old b u i l d i n g s , all of those w i l l c er ta inlyhave to come down and be d i s p o s e d of. We did not f i n d anycon taminat i on over in the areas of the, what is c a l l e d orwhat I c a l l , the " s a w m i l l " . The new f a c i l i t i e s that wereput in there sometime ago, that a p p a r e n t l y had never beenopera t ed — a l l o f that i s c lean. W e d i d n ' t f i n d anythingover i n there. S o , i t ' s a l l back there i n t h e area o f t h ef e n c e s and down the dra inage pa thways .During the proc e s s of d o i n g our work out there, we tried

everyth ing p o s s i b l e to make sure that there was no h e a l t he f f e c t t o t h e p e o p l e o r t o t h e enviornment. I t ' s qui te easywhen you start on these p r o j e c t s to become a part of thep r o b l e m . That ' s s ome th ing you have to always be on guard.We had a m e t e o r o l o g i c a l s t a t i o n set up, which monitored theweather ing. We a l s o had three moni tor ing s t a t i o n s s a m p l i n gthe air. All o f those r e s u l t s f r o m a l l o f the a c t i v i t i e sout there came back clean. So, we d i d n ' t have anythinggo ing into the area as a re su l t of our operat ion. At t imeswhen, the t empera tur e was warm, we could c e r t a i n l y smel l someodors up there around the old l a g o o n s , which is the area ofthe highest — in a l l , we were quite p l e a s e d w i t h , thep r o j e c t . It went o f f s m o o t h l y , and I f e e l l ike we puttoge ther a p r e t t y good Remedial I n v e s t i g a t i o n . A n d , I ' l lp a s s it on to Mr. Tim Mahon for a minute and let him gof o rward wi th it -- receive f u l l c r ed i t .

I ' m go ing t o t e l l y o uabout how we got the s o l u t i o n s . We looked -- we got a rangeof s o l u t i o n s , that are current ly e x i s t i n g according tot e c h n o l o g y t oday. We looked at these current ly e x i s t i n gt e c h n o l o g y according to some variables . A few of you, a fewof which we got f r o m the la s t mee t ing here. The cos t s andp r o t e c t i n g ideas that you p e o p l e brought up. We looked ,a l s o , according to how they r e sponded to ther e g u l a t i o n s and s t a t u t e s , which come into p l a y in anycertain s i tua t i on l ike thi s . We looked at quite a fewitems. T h e n , a s Doice d e s c r i b e d , t h e r e ' s kind o f a two-partp r o b l e m here. T h e r e ' s t h e s u r f a c e contaminat ion, a n d thent h e r e ' s t h e ground water contaminat ion.T h i s s o l u t i o n that we recommend for the s u r f a c e p r o b l e m i sw e ' r e go ing t o incinerate t h e waste. W e ' l l take a l l t h econtaminated s o i l s , the s l u d g e s f r o m the l a g o o n s , and thedrainageway sediments down to a level which is p ro t e c t i v e oft h e h e a l t h a n d t h e environment, a n d w e ' l l incinerate those.We' l l take the a sh that comes ou t o f th e inc inerator, pu t i t

f r o m that w i l l be taken and f i l t e r e d through a carbonf i l t e r so that we w i l l be able to j u s t dump it right intothe dra inageway s e d i m e n t s , the dra inageway, which w i l l becleaned a f t e r w a r d s , and it would meet all the currentdr ink ing water s t a n d a r d s .The other - we cons idered a few other remedies for thes u r f a c e control prob l em. T h o s e were b a s i c a l l y '•— there wereabout f o u r or f i v e others. The f i r s t one was "No A c t i o n " ,which we were asked to cons ider . We r e j e c t e d that onebecause there were, -- it would leave the p o t e n t i a l S i t ehazards there and would s t i l l require p e r p e t u a l and c o s t l ymaintenance and opera t i on s and moni tor ing. The second onewe looked at was "Containment" based on g e o l o g y , which Do icedescr ibed to you. What we would do would be j u s t l ike tomake a c l ay barrier to keep all the waste there. But since

5k^-i-t h e g e o l o g y t h a t ' s e x i s t i n g i s a f r a c t u r e d layer o f siieiis,i t ' s t e c h n i c a l l y i n f e a s i b l e t o d o that . T h e third o n e i s" L a n d f i l l " , which does not meet the e x i s t i n g s t a tu t e s andr egu la t i on s in p l a c e . The f o u r t h one that we looked at was"Bio-treatment". T h i s one, ac cord ing to a v a i l a b l e da ta now,for the p a r t i c u l a r waste that we have at thi s S i t e , it doesnot a p p e a r to be f e a s i b l e for thi s waste. The la s t remedythat we looked at was " I n c i n e r a t i o n " , which is what w e ' r ed o i n g , b u t w e ' d u s e a d i f f e r e n t water t r ea tment . T h i s t ime,in s t ead o f i n f i l t r a t i o n , w e ' d u s e w h a t ' s c a l l e d U V @ 5 s * t o

What w e ' r e go ing to do for that i s t o takean a c c e l e r a t e d , what we c a l l an acce l erated p u m p i n g program,w e p l a c e f o u r w e l l s , f o u r p u m p i n g w e l l s surrounding t h ee x i s t i n g p l u m e , which i s very s m a l l , s o we ' l l b e able t odo i t , pump the o i l up and we ' l l ge t some water with that .W e ' l l take what w e g e t a n d w e ' l l m i x - - w e ' l l d o as e p a r a t i o n , s e p a r a t i n g t h e water a n d t h e o i l . W e ' l l treatthe water, the way its been de s cr ibed in the r e p o r t , withcarbon a b s o r p t i o n , and the f i l t r a t i o n . And the oil is ableto be j u s t taken to a commercial incinerator or burned inour inc inerator on-s i t e . The other remedies that wecons idered f or t h i s were th e "No A c t i o n " , which i s . a g a i n ,would leave the s i t e contaminant s there and would requirep e r p e t u a l moni t or ing the c on taminan t , which was t e c h n i c a l l yi n f e a s i b l e . On minimized p u m p i n g p r o g r a m , which would j u s tuse two ins t ead of f o u r p u m p s , -- that one would take moretime and t h e r e f o r e , would cost more money. And f i n a l l y , thel a s t one was i n t e r s e p t i o n wi th a F r e n c h drain. T h a t one
