4. OVERVIEW OF REGIONAL ECONOMIC DEVELOPMENT INITIATIVE PROCESS Director Mauro welcomed the Board Directors of the Sunshine Coast Regional Economic Development Initiative and noted that background materials are provided in the Orientation Binder. Introduced Barrie Wilbee, a previous SCRD Director, who has been involved in economic development on the Sunshine Coast for many years. Barrie Wilbee provided welcome remarks to the Board Directors and gave an overview of his past experience and current involvement in economic development on the Sunshine Coast through various community organizations. He spoke to the importance of building community relationships and partnerships. He extended an invitation to assist the entity in any capacity. Director Mauro provided an overview of the Regional Economic Development Initiative process. Summarized the 2014 workshops facilitated by Jaime Van Struth and presentation by John Jansen from the Chilliwack Economic Partners Corporation. Noted that all local governments participated in the workshop series and decided to put the initiative on hold until after the 2015 election. In 2015, a workshop was held with newly elected officials to finalize the proposed Charter. All local governments approved the Charter in principle and funding agreements are being finalized during each local government’s 2016 budget process. The Economic Development Steering Committee’s primary role was to propose a slate of candidates for the Board Directors of the entity. Meetings were held to finalize the Steering Committee’s terms of reference, discuss the funding model and organizational structure of the entity. The Charter was revised in April 2016 to reflect the changes. Following the Transitional Meeting, the Steering Committee has fulfilled its mandate. Councilor Muller noted the recent BC Economic Development Association’s Ministers Dinner with Hon. Minister Shirley Bond. He expressed the importance of this initiative being regional focused. The rest of the province is watching to see what happens with this entity and the Sunshine Coast economy. Chair Nohr noted that a lot has been accomplished in the past few years and this has been identified as a priority by the community. 5. SUNSHINE COAST REGIONAL ECONOMIC DEVELOPMENT CHARTER SCRD CAO Loveys provided an overview of the Orientation Binder contents and the Charter. The Sunshine Coast Regional Economic Development Charter was developed in a very collaborative format and approved by all local government councils. The Charter defines some aspects of the structure for the entity, but there is also some freedom for the entity to organize itself. The Charter also reflects the regional focus. The minutes of the Steering Committee provide background as to how the decision were made with respect to the Charter. 6. GOVERNANCE SCRD CAO Loveys provided an overview of the Governance structure for the entity as defined in the Charter. Some of the foundational items to be determined are: the entity’s terms of reference, establishing bylaws, meeting frequency etc. It is also important to take some time to get to know one another and in some capacity team building. Staff support will be provided through each partner local government Chief Administrative Officers. The CAOs will aid to clarify the expectations of the local government funding partners, deliverables, budgets and reporting. Funding contributions from each local government will

ensure that checks and balances are in place. In-kind support will be provided for a meeting note taker and meeting space, to be shared for a 3 month period and rotated to each local government starting with the SCRD, Town of Gibsons, District of Sechelt and shíshálh Nation. It was noted that while staff support will be provided, this entity is arms-length. Town of Gibsons CAO Machado noted that the local governments envision being involved with the entity as matters need to go before councils, and over time being less and less involved. SCRD CAO Loveys clarified that the reporting to the local governments will need to be worked out to ensure a seamless process. All local governments have their own procedures and timelines to be respected. This is a regional entity and does not “belong to one government”. District of Sechelt CAO Palmer noted the importance of communication to councils. Any substantial requests for assistance need to be approved by council resolutions. Chair Nohr advised that an Island Coastal Economic Trust grant for hiring a consultant to support the entity through a Strategic Planning Process has been submitted. The results will be communicated to the entity once available. 7. ROUNDTABLE DISCUSSION ON NEXT STEPS A roundtable discussion included the following points:

How are the Key Performance Indicators determined? By the entity or the local government funders?

Preference of “action” rather than more reports. Funding and freedom for doing this.

Encouraging and finding economic development opportunities.

The Strategic Planning process will help the entity Board to identify the KPIs.

The local government funders will give feedback on the KPIs identified and be approved by the funders.

Data collection/reports have been done in the past. The entity should look at all the data/reports and come up with a Strategic Plan to present to the local governments.

Sechelt Innovations Limited collected a lot of data. District of Sechelt Mayor Milne has stated that this will be made available to the entity to use.

The 2014-2015 workshop notes and presentation slides mention other regional models.

Example of being a ferry dependant community and reporting on the economic impact of the ferry costs.

Example of “This is the Coast.ca” website for newcomer attraction.

Demonstrate value for the money and show that there are returns for each of the funders.

Collaboration to get the “actions” done.

A lot of great work has already and is already being done. What was missing in the past was funding, regional support and experts in economic development organized in one group.

The purpose of this entity is to be a coordinating body of “regional focused action plans”.

Would like to meet in a less formal environment to get to know one another.

Next steps are to be determined by the entity: process for establishing society, bylaws, terms of reference, meeting rules.

Sees the mandate coming from the community members. What level of engagement will we have with the public and community? Open house events with the public invited, meeting with the public directly and engage in dialogue, share ideas.

Creativity in identifying the projects.

As the Charter states, this entity should be complementary to the economic development activity already happening on the Sunshine Coast.

The Consent to Disclosure of Personal Information form will be collected and a contact list will be developed and circulated. The next meeting will be determined by the Board Directors. The Regional Economic Development Steering Committee, Elected Officials and staff left the meeting at 5:15 p.m. to allow the Board Directors to continue meeting informally and without a note taker. The meeting adjourned at 6:15 p.m. ADJOURNMENT 6:15 p.m.

Hello Mayor Milne and members of council

As you all know the Supreme Court of Canada ruled in favor, to allow patients to choose which

form of medicinal marjuania they use. They ruled the current laws unconstitutional and to be of

no force or effect. The ruling was released on June 11th 2015. There will be celebration picnics

across the country. Ted Smith of Cannabis Digest is hosting the event in Victoria. I have been

working with him, organizing an event in Sechelt at the S&M Medicinal Sweet Shoppe. The city

of Victoria, at the request of Ted Smith, declared June 11th to be International Medical

Marjuania Day. I would like to ask the Mayor and Council to do the same. Our gathering is from

12-5:30 pm. It will be a happy, peaceful event. Due to our current legal issues, we do not want

the RCMP stopping by. I believe that if June 11th is declared International Medical Marjuania

Day by the Mayor and Council, we won't be bothered. I know it's short notice, but we were

unsure if we were going to host the event, with our legal issue's still present.

This email also serves as an invitation to the celebration. 😊

The SCRD Board was advised of the grant proposal approval at the May 26, 2016 Corporate and Administrative Services Committee meeting. Staff are working on providing the required information to ICET in order to have the funding agreement executed. What ajoy it is to announce the 60th Anniversaty of Bethel Baptist Church in Sechelt! Pleaseaccept this invitation to join us the weekend of August 26-28, 2016 to celebrate.

Bethel Baptist Church and the District of Sechelt have a good and long history together andshare many things in common, including having multiple anniversaries we could possiblycelebrate. For example, the Village of Sechelt was first incorporated in 1956, the same yeara small church joined the Convention of Baptist Churches of BC and became Bethel BaptistChurch, Sechelt, making 2016 a special year for both of us. We also congratulate andcelebrate with Sechelt on the occasion of its 30th Anniversary as a District, and wish to affirmour desire to continue to work together however we can to further strengthen our community.

To celebrate Bethel’s 60th Anniversary we are planning a weekend full of events and wouldlike to formally invite you to attend Saturday’s events. We are having a communitybarbecue and open house of our newly renovated facility from 11:30am — 2:30pm onAugust 27th and we are planning a special service that same evening from 7:00pm —

8:00pm and would love to have yourself or a representative from the present councilbring formal greetings on behalf of the District during the evening’s event. Of course,all are welcome to any of the events throughout the weekend, including our Sunday morningservice, but we would especially love to celebrate together our work in the community onSaturday, August 27th

Bethel’s Hfstory:1928 — A Sunday schooloutreach began under theleadership of William Elliot.By the 1930’s, services werebeing held in the WestSechelt School.

1946 — The school house wasmoved to what is now Cowrieand Ocean, so the churchservices moved there as well.

1953 — The congregation feltthe need for its own buildingso Lot 1, BIk. 13, D.L. 303,304 was purchased for $800.A small building that seated30 already occupied the lotand became the first churchbuilding.

1955 — An application to jointhe Convention of BaptistChurches of BC was acceptedand the name changed toBethel Baptist Church.

1956 — The first officialbusiness meeting as BethelBaptist Church was held inthe hall at St. Hilda’s wherethe church covenant waspresented and officers wereelected. (This is theanniversary we arecelebrating!)

June 8, 2016 Dear Mayors and Regional District Chairs: It is my pleasure to write to you regarding scheduling appointments at the upcoming annual UBCM Convention taking place in Victoria, September 26 to 30, 2016. You will have recently received a letter from the Honourable Christy Clark, Premier, containing information about the online process for requesting a meeting with Premier Clark and other Cabinet Ministers. I am pleased to provide you with information regarding the process for requesting a meeting with me, as well as with provincial government, agency, commission and corporation staff. If you would like to meet with me at the Convention, please complete the online form available as of June 13, 2016, at: CSCD Minister's Meeting and submit it to the Ministry of Community, Sport and Cultural Development before August 12, 2016. Meeting arrangements will be confirmed by early September. I will do my best to accommodate as many meeting requests as possible. To get the most out of your delegation’s meeting, it would be helpful if once you make your meeting request, you could provide a one to one and one-half page summary of the matter(s) to be discussed (a template will be provided online). By providing this information in advance of the meeting, I will have a better understanding of your delegation’s interests and it will allow for discussions that are more productive.
