Dear Tracey,

I am having problems locating the draft application document for Community Partnerships Building (Infrastructure) program details.

The 32 page draft document now seems lost on my PC after I read it! I talked to Alec Atkins last week about the program in general and he said the deadline of 15th Feb was flexible, so we are trying to get a submission for our AGORA project at Safety Beach together.

Can we access a form more easily than searching the Council's homepage on the WEB, please? I can call in to collect one if required.

Hi Tracey,

Thanks for the Draft Policy.

Keeping such documents short(er) and simple (er) is essential, but apart from this obvious point we have only a few worries about the Draft.

1. The 4th Section on Indemnity is off-putting for voluntary groups and private citizens. If the Council can clearly state that it is willing to consider paying for an insurance policy covering both parties to the agreement (as Alex suggested may be possible) I believe a major anxiety would be removed.

2. The volunteers that I have worked with over the past 12 years on this Peninsula have little income or resources to initiate any new Community Projects at a grass-roots level. This is a dis-incentive that could be overcome if Council could offer some sort of working grant to cover basic application-writing expenses if a very fundamental proposal is initiallyapproved prior to formal Council agreement. For example, the Councilcould consider paying the costs of getting a structural engineer's report and/or an architectural draftsman's sketch of a proposed structure as a 'starter kit' to clearly show the feasibility of an initiative (and add to a planning application, etc). This would facilitate volunteer groups to seek good technical advice on public projects needing outside consultants. Even $5,000 in consultant fees would cripple most groups, and why would they spend their member funds on public projects on Council land?

3) Getting sponsors for bigger items in the budget also would be enhanced if professional documentation could be paid for in a 'starter kit' grant attached to legitimate applicants in the Community Partnerships Building(infrastructure) Projects. Maybe Council can accommodate this type of grant in another Program that could be automatically applied to the application papers for C.P.B. Infrastructure Projects?

Lovely to hear from you and I hope Roma has been well.

I have clarified the exhibition of the Community Capital Building Infrastructure Projects Policy with Alex. As you are aware the Policy is currently on exhibition (I have also attached a copy for your records).Although submissions closed on 17 February, Alex would be pleased to receive your submission soon. We specifically seek your views on the content of the Policy, rather than making an application for funding or to nominate the Agora project. The Policy is intended to outline a process in the way the Shire deals (and helps) with community groups seeking to build/develop projects on Council land.

Any views that you have on the Policy content would be welcomed, particularly from a community group perspective that has a potential project that fits within this model.
