REPORT OF COUNCIL OF DEFENCE UPON THE NAVAL AND

liiLITARY FORCES OF VICTORIA.

The following Annual Report is made, m accordance with section 15 of The Discipline Act 1883:-

NAVAL.

The efficiency of the Naval Forces has been well maintained during the past year.

The torpedo branch of the service has received much exercise. Instruction of every description has been carried out.

Classes have been held for petty officers to qualify for promotion to warrant officers, and all 'the vacancies have now been filled by successful candidates at the examinations held in connexion therewith.

The following table shows the drills and instructions that have been given in the Permanent Force and in the Brigade:-

RETURN oF ToRPEDO INSTRUCTION.

Four officers have received instruction and passed through a course of electricity, including manu­facture and use of explosives, tubes, &c.

Three of these officers have also passed through a course of Whitehead instruction, including ·the balance chamber.

Nine seamen have received instruction in both subjects for the rating of "Instructor," out of which four passed the examinations; two having been recommended for a further course of instruction.

Ten seamen are at present under instruction for the rauk of Seaman-gunner and Torpedo-man. Seven men of the Naval Brigade have received instruction in Whitehead on "drill-atloat'' days and

on Friday evenings. The total number of runs for the year is 150.

MISCELLANEOUS.

Brigade called out seven days in July. General muster on opening of Melbourne Exhibition, 1st August, 1888. Inspection by Captain Thomas, January, 1889 (in drill-rooms). Inspection by Captain Manu, April, 1889 (in drill-rooms). Brigade afloat during Easter cruise, four days, April, 1889.

The Naval Brigade is at its full strength, and in an efficient condition as regards. the men, but difficulty is experienced in obtaining suitable officers, the complement being short by three. The squadron was assembled for the Easter cruise with satis­factory results.

During the past year, the periods of service of Captain Alan B. Thomas, R.N., and Lieut. Hon. Patrick Hely-Hutchinson, R.N., have expired.

Captain W. F. S. Mann, R.N., has succeeded Captain Thomas in command of the Naval Forces.

Commander J. B. Hay, R.N., has been appointed for a term of service of three years, as commander in the Naval Forces.

The period of service of Mr. Drewitt, gunner, R.N., having expired, he has, with the consent of the Lords Commissioners of the Admiralty, been re-engaged for a further period of five years. This officer was sent home to re-qualify in gunnery and torpedo work, and he has returned to the colony, having attended the classes of instruction in H.M. ships Excellent and Verrwn.

The boilers of the Nelson having been condemned it has been decided not to renew them, and though she will no longer be available for purposes of manreuvring, she will still be of service by being moored in a defensive position in the channels. In order to make her more suitable for this work some alterations have been carried out and provision has been made to mount Rapid Fire Guns on her deck.

The torpedo boats have all been fitted with Mr. Dann's patent dropping gear, and it has been found to work very satisfactorily.

The attached table A shows the strength and' establishment of the Victorian Naval Forces.

MILITARY.

. The strength of the Military Forces has been well maintained, and a creditable advance has been made in their efficiency.

The Easter camps at Langwarrin and the Heads were better attended than c.,.. usual. A larger number were present than on any previous occasion, and a consider-able portion stayed two extra days.

A camp for Mounted Rifles was held at Langwarrin in Octoper, 1888, with ~~-KouDted good results, though the number attending was small.

A Cadet camp was held at the same time, and the Commandant reported very Clld•t camp.

The Victorian Rangers held two small camps at Inglewood and Ararat. time was devoted to preliminary drill, and the results were encouraging.

The Victorian Rangera.

This year, for the first time, a sum of money was placed on the Estimates as Annual Oompe­

prizes for drill and shooting. The results have been most satisfactory. The Corn- tit101111.

mandant reports that the contests were most keenly carried out, and have tended more to improve the drill and shooting, both as regards gunnery and musketry, than any system hitherto tried.

A patriotic offer of Mr. Chirnside to maintain a half-battery of Horse Artillery Boret~. has been accepted, and the Nordenfeldt Battery maintained by Sir William Clarke, Bart., has been combined with it to form one battery of Horse Artillery.

The head-quarters of the South Grant Battery has been transferred to Queens- Ganilon

cliff. It has also been decided to change the name of this battery to the Port Phillip ArilllelT.

Battery, and raise a detachment at Sorrento. They will be attached to the V.A. for discipline, and will form a reserve immediately available to man the forts at the Heads.

the system of seconding such officers during their absence from the colony has been adopted, by which they are able to retain their positions in their corps, and draw their militia pay.

Captain Offieer and Lieutenant Tope have been the first officers so seconded.

Lt.-Col. Dean-Pitt, R.A., has been appointed for a term of service to command the Artillery, and Major Rainsford Hannay, R.E., has been appointed for a term of service as Commanding Engineer.

The attached table B shows the relative strength of the Forces on the 30th June, 1888, and 30th June, 1889, respectively.

Table C shows the establishment as last fixed.

Equipm•nt. The equipment of the Field l•'orce has been maintained in a serviceable condition. Three waggons have been built for the use of the Commissariat and Transport Corps, and were found of great service at the encampment.
