Overview

The Rancho Santiago Community College District is divided into two main colleges and subsequent satellite locations. Each college has a respective school of continuing education as per the drawing below

Programs & Services

Santiago Canyon College - Division of Continuing Education has been serving the adult population of Orange, Villa Park, and Anaheim Hills for the past two decades. Enrolling literally thousands of students annually, the Orange Education Center offers non-credit, free instruction in English as a Second Language (ESL); High School Subjects, including the high school diploma and preparation for the GED; Adult Basic Education; Business Skills, with a strong emphasis on computer applications, and programs for Older Adults and the Developmentally Disabled. Counseling services are the foundation of the center’s support programs, assisting students in their educational planning, personal enrichment, and transition to college or the work place.

Instructional Programs

Adult Basic Education (ABE) Adult learners have the opportunity to develop skills, employment preparation strategies and to build a strong foundation in reading, writing, language, mathematics, English usage, grammar, communication skills, technology training and job-seeking skills.

Certificate Programs

Students can earn a certificate in a year or less to prepare for a career in a high demand occupation

English as a Second Language (ESL)

Provides instruction in English from beginning to intermediate levels and is offered at various locations throughout the district for non-native English speaking adults.

CTE Business Skills/Computers

Students learn about computer technology through classes covering the Internet and industry-standard software.

Adults with Substantial Disabilities Provides information related to topics of everyday interest & importance to adults with developmental disabilities.

High School Subjects Program All courses necessary to obtain a high school diploma through both traditional and individualized instruction methods are offered.

GED Preparation

Provides a “self-paced” & “self-contained” environment in preparation of GED exam in English or Spanish

Older Adult Program

A variety of personal enrichment classes are offered. Classes include Arts & Crafts, Physical Fitness, Sewing, Quilting, Life Story Writing, and more.

Parent Education Program

Parent Education courses emphasize intellectual, physical and emotional aspects of parenting. The classes help prepare children to succeed in kindergarten.

Health and Safety Education Provides courses specifically designed to offer lifelong education to promote the health, safety & well-being of individuals, families, & communities.

Services

Instruction Teacher-directed and individualized, self-paced

classroom instruction is offered in academic, vocational, and basic skills area. Open-entry/open-exit format allows flexibility in planning.

Convenient Community Locations Day and evening community locations make

classes conveniently available to all adults in the district.

Weekend Classes Some classes are scheduled on Friday

evenings and on Saturdays. Summer Sessions Both day and evening classes are offered in

the summer at various locations.

Associated Student Government

The ASG provides students with government and leadership experience. Opportunities are available to become involved in campus committees and council as student representatives. Additionally, there are student clubs to join. For information, contact Juan Velez at 714-628-5947.

Student Services

Counseling and Guidance Provides academic, career and personal

counseling to all adults in the continuing education program.

Outreach Assists with student recruitment and retention,

coordination of matriculation, coordination with instructors, counseling and SCC Student Services to bring in community speakers on a variety of topics and to provide workshops relevant to students’ interest and needs.

Career Planning Continuing Education students have access

Career Services at SCC Career Center in D106.

Testing A wide variety of academic, aptitude,

vocational, interest and other assessments are provided to assist adults in educational and career planning.

Class Discontinuance Policy Any class in which there is not a total of at least

20 students enrolled by the beginning of instruction may be discontinued. Any class that does not maintain satisfactory attendance may be discontinued.

Textbooks and Supplies

Supplementary books and supplies are available at the SCC bookstore. Textbooks are available for purchase by students at the SCC bookstore. A complete list of textbooks, including cost, required for each class is posted at the bookstore entrance.

English as a Second Language

Students can take English as a Second Language classes ranging in levels from literacy, to beginning and intermediate stages.

Steps to register: o Students receive counseling orientation before placement test. o Students take the ESL placement test. o Students get results of test and can register in class if space is available. (Students are placed on a waiting list if

class is full.) o Students can schedule an appointment with a counselor to develop an educational/vocational plan. o Students in intermediate levels II and III should schedule a counseling appointment as soon as possible.

Adult Basic Education

THE PROGRAM

The ABE program is designed to strengthen basic skills up to the eighth grade level in writing, spelling, vocabulary, math, English usage and grammar. Emphasis is placed on everyday life skills. A computerized, integrated learning system is available to students enrolled in ABE. ABE classes receive elective credit only.

BENEFITS

Demonstrated competency in ABE qualifies the student to enter the High School Subjects Program, GED program, or if appropriate, college credit courses. Reading competency is demonstrated by a 8.1 or higher score on the TABE reading test.. Intermediate ESL students may be dual-enrolled in ABE after taking the HSS placement test and meeting with a counselor to review test results.

Steps to register:

The student enrolls at Admissions and Records and schedules an appointment to take the placement test.

Student is given an orientation and takes the placement test on date of test. After testing, student schedules a counseling appointment in counseling office, Room S 105 or CWPC.

Student meets with a counselor to enroll in ABE/HSS classes.

Concurrent enrollment and transfer option to Santiago Canyon College is available.

High School Subjects

The SCC- High School Subjects Program is “self-paced” (you work at your own pace) and “individualized” (you work on the courses you need). Classes are open-entry (you can enter at any date)/open-exit (you can complete your graduation requirements on any date). Students must be 18 years or older to register in our adult high school program.

Steps to complete your high school diploma:

Enroll as a student at Admissions & Records. Schedule an appointment to take the placement test.

Take a placement test, and attend an orientation. Make an appointment with counselor for assessment results and to register in initial classes. Bring high school

transcripts. Complete a “Provisional Evaluation” and electronic Educational Plan 1.2 with a counselor. Student should review this educational plan at each visit with a counselor. A copy should remain in paper folder in counseling.

Attend classes. Schedule ED. PLAN meeting with counselor after finishing one or more courses in High School Subjects Program

and student is within 15 credits of graduating. Official transcript must be on file to complete an official ED. PLAN 2.0 and Official Evaluation of Transferred Credits.

Students entering after July 1, 2009 must follow new Title V high school requirements; complete 160 credits, 3 proficiencies, and 20 credits of residency (refer to educational plan for more details).

Students who entered prior to July 1, 2009 and have maintained continuous enrollment are granted catalog rights and may follow old Title V high school requirements; complete 160 credits, 3 proficiencies, and 15 credits of residency. If student stops for one year, then student must follow new Title V high school requirements.

Participate in the “STARS” transfer program (Students Transition And Registration Seminar). Attend graduation ceremony at the end of the spring semester. Credits for high school are accepted from:

GED PREPARATION: This program prepares students to pass the GED exam and gives practice test feedback. No high school credit is earned in this program. Santiago Canyon College does not administer the GED test. The student must arrange to take the GED test at a GED testing center.

□ On SARS, place notes as Orientation

Review assessment information and go over test scores with student. (On Datatel, a test score of 45 in reading translates into a 4.5 reading grade level.) Review information printed on back of long-form registration form and answer questions as needed. Review unofficial/official transcript if provided and complete PROVISIONAL EVALUATION FORM and Educational Plan 1.2, listing the first two-three classes you are recommending for the student. If no transcript is provided, assign classes based on test scores and/or student memory of courses previously completed, but emphasize the importance of verifying credits needed by evaluation of the official transcript. Remind students to return after finishing their first two classes in a high school subject to complete the Ed Plan and enter their transferred work into the Datatel system. Official transcript must be on file in order to complete this step. Assist student in preparing class schedule, including start date, reading and math scores written in upper right-hand corner of add form, and place your initials along with that information.

Walk students to classroom and introduce them to IA’s and instructor if time permits.

THE BUSINESS SKILLS DEPARTMENT OFFERS COMPUTER APPLICATIONS TRAINING. The Computer Learning program in the U Building area of SCC, provides a friendly environment where students 18 years and older can learn about computers and computer technology. Access to the Internet and industry-standard equipment and software make a new career or promotion within reach of all students. Medical Billing is also offered. The following are key values critical to a professional counseling environment. Counseling Office Protocol

o Service to students is paramount. We must minimize the obstacle for students to begin courses in Continuing Education. It is important to get students registered in classes and get them started prior to accessing additional support such as DSPS services, etc. If you do not have scheduled appointments, please meet with the student immediately.

o Full-Time Counselors have access to Web attendance and will complete all forms, including CalWORKs, EDD,

Child Care, Housing, etc.

o Counseling assistants can make the appointment and access attendance records ahead of time. If no appointment is immediately available, the student can go back to class and then be called in to meet with the counselor when available. One hour can be allocated for initial meeting. Counselor must verify attendance hours prior to signing forms. Rosalba Hernandez and Rosa Salazar de la Torre will be responsible for the initial intake appointments for CalWORKs students. Full time counselors will also provide assistance or answer questions for adjunct counselors.

o Counseling Appointments: Please let students know that you have 30 minutes to meet with them. If there are

no students waiting, you may meet with them as long as needed. It is important to encourage students to make additional appointments to explore other questions and issues. Counseling front office clerks will check-in students into SARS as soon as they report for their appointment; this will send you an automated pop-up message on your computer monitor to let you know the student is waiting in the lobby.

o Team Follow-up: In an effort to quickly resolve issues for students, please leave a note in SARS so that other counselors can assist in resolving issues for a particular student. Make sure to log and print the log as the note for your request. Please log any appointment and action taken in the student’s SARS log. Please continue to collaborate with each other to provide the best service to the student.

o LOG everything in SARS. All interaction with the student must be noted in SARS. This includes calls and

casual visits to the office if the student has an academic concern. Please remember to forward log notes of urgent matters to the “reminders” area for all to view.

Students with Learning Disabilities-. Write down your concern in Counseling Log. If student does not want to deal

with this issue it is their right to refuse assistance. Ask willing student to schedule an appointment with Laura Wirtz before they leave the office. Counselors can walk a student to DSPS office and assist them in scheduling appointment. Taking copies of test scores and other information is important.

Please remember to make copies of DSPS forms for all the instructors in HSS, ABE, and Reading. Enter in Counseling Log “New student appointment” and any appropriate details that can help the next counselor

become familiar with the student Unusual warnings should be re-typed in Log and placed in Reminders for all to view. Call clerical support and let them know you will be

utilizing more than allowed 30-minute session because of pending crisis. Assist with short-term problem solving and resource finding long-term counseling therapy. Encourage professional long-term therapy in the community.

Creekside High (Irvine) Amer Issues is US History, Wrld Issues is World History ELECTIVES Intermediate ESL 1 and 2 students need to pass the post-test with 75% or higher to earn 5 elective high school credits. Intermediate ESL 3 students need to pass the post-test with 70% or higher to earn 5 elective high school credits. As of Fall 2011, ESL students who meet the criteria above receive a Certificate of Completion that states if the student earned 5 elective credits or not (See attached sample). Prior to Fall 2011, counselors need to check on Datatel if student finished ESL class with a “COM” or “P.” Only students who finished Intermediate ESL class with a COM are eligible to earn 5 elective high school credits. Please note that ESL students who finish Citizenship, Conversation, or any other specialty ESL classes do not earn high school elective credits. Any Business Skills class completed is eligible for 5 elective high school credits. AMERICAN COLLEGE ENGLISH (ACE) Non-Credit ESL Classes at SCC: If taken as a non-credit ESL class, students will not be charged tuition fee and will be able to register for dual

ticketed ACE classes.

Students who want to enroll in free ACE courses would inform A&R at OEC that they want to enroll in non-credit ESL

classes at SCC. These courses are dual ticketed with the ACE Program credit classes.

Most ESL students go on to the non-credit portion of Advanced Grammar and Writing, and Conversation 2 at SCC.

Early registration is strongly encouraged; there are only 10 seats available to take free ACE classes.

Some non-credit Core and Specialty ESL classes will also be offered at SCC in Fall 2016. These classes follow SCC

credit instructional calendar. Please check current class schedule for further information.

Credit ESL Classes at SCC: Intermediate ESL 3 students who would like to attend credit ESL classes at the American College English Program (ACE) at SCC can take the Test of English Language Development (TELD) at OEC. The TELD is recommended for Intermediate ESL 3 students.

Students will be referred by their instructors to take the test.

English as a subject can only be accepted from USA, Canada, United Kingdom, Australia, and New Zealand. English from other “American Schools” can be accepted as Fine Arts credits as a foreign language and elective credits.

Please be careful not to give English subject credit for students who attend “American or British Schools” in a foreign country. Review test scores and consult with a full-time faculty facilitator.

Community College and High School Subjects Dual Enrollment Advisement

All courses as of Fall 2012 from Santiago Canyon College count towards the 20 residency credits.

Discuss the benefits and deficits of college enrollment vs. HS Enrollment. The college is sixteen weeks, costs money for each credit and maintains strict attendance policies. College instruction is taught in a traditional classroom setting. In contrast, the HS program is free, open-entry open-exit, has flexible attendance policies and a student can complete more than two courses in one semester’s time. Instruction is a lab setting and self-paced.

All remedial college courses and “for credit” (courses 100 and above) can be counted for HS credit. A student cannot use college credit when they have already graduated or applied towards certification for transfer to a university campus.

Students who attend college credit exclusively must still pass all their required proficiencies with our school.

Transfer credit is accepted from all community colleges. All subjects do not necessarily meet HS state requirements.

All ESL college credit courses can be accepted as English credit for the HS diploma program.

Students may elect to stay longer in continuing education courses and work on their reading, writing and math skills as preparation for college. Academic improvement will be reflected in higher college placement test scores. AB 540 students can continue to improve skills as they wait to meet the three-year HS attendance requirement.

CalWORKs Student First Appointment

Complete CalWORKs Intake paperwork.

Student provides you with Welfare-To Work Referral for Education/Training form often referred as form 41-05.

This form provides you with information on the student’s hourly requirement for school. Students may meet the

hour requirement set by the county through education, volunteer, and/or work activities.

Counselor completes “Section 3” of the form in addition to education provider information.

Student may already be enrolled in classes or may need help selecting coursework.

Counselor faxes completed 41-05 form to CalWORKs caseworker.

Remind student that he/she must submit attendance report to caseworker before the 10th of each month. It’s

student’s responsibility to schedule an appointment with counselor to complete this task.

Employment Development Department (EDD) Student First Appointment

Welcome student to Counseling Office.

Student brings EDD forms.

Complete training provider questionnaire. Student will mail out questionnaire to EDD upon counselor’s

completion.

Student completes Consent to Release Training Information form and gives form to counselor. This form allows

you to have communication with EDD personnel. Keep signed release form in student’s file.

Review class schedule and provide any other class recommendations and/or information on other instructional

programs.

Counselor Key Appointment Tasks for ESL Students

Welcome student to Counseling Office and ask student to fill out Counseling Sign-In sheet with the requested

information.

Inquire about their current ESL level and reason for seeking counseling services.

Obtain information on their educational history and educational goals.

Inquire about student’s immigration status as deemed appropriate to your counseling session and provide AB

540 information.

Ask student if they have official/unofficial transcripts from their native country. If student does not have

transcripts, encourage them to begin the process of obtaining transcripts from their country of origin, if they plan

to pursue high school program and/or college education.

Complete Student Educational Plan (SEP).

For ESL Intermediate 1-3 students.

o Student can take High School Placement Assessment once they are enrolled in Intermediate 2 or 3

classes.

o Students can earn 5 credits for each ESL Intermediate class he/she completes.

o Inform student about free advanced ESL classes at SCC.

o Inform student about STARS program.

For ESL Beginning 1-3

o Encourage students to take as many ESL classes appropriate to their level to accelerate English skills.

o Students can enroll in a Beginning Multi Level 1-3 class and Conversation 1.

classes.

Inform students about other instructional programs, off-site classes, and student support services.
