The Driver and Vehicle Licensing Agency (DVLA) has confirmed that from 8th June 2015 the photocard licence counterpart will be abolished.This means that endorsements and penalty points will no longer be recorded on paper driving licences or counterparts, and employers will no longer be able to manually check a driver’s licence.

Legal requirementsUnder the Road Traffic Act any organisation that may “cause or permit” employees to drive a vehicle has a “duty of care” to ensure that the driver holds a valid licence for the vehicle that they intend to drive.

It may also be a requirement of the organisation’s insurers that licence checks for all employees who drive as part of their day to day work are carried out. Disclosure of endorsements or penalty points can be a material fact or policy requirement in many cases.
