The Eternal CovenantThe Eternal Covenant is the Covenant God made within Himself

before He created the worlds. Scripture does not directly talk about the Eternal Covenant. There are five major ways we know the Eternal Covenant exists and some of what is in it.

1. We learn the Eternal Covenant exists by comparing Scripture with Scripture. This is necessary in learning any of the truths of the Word of God. No one portion of Scripture gives every angle of the truth. God requires that we search, study, and compare verses. For example, no one plot of ground contains all the varieties of flowers or trees. The natural historian assembles the specimens until he has his complete selection. A Biblical example is the Trinity. No one verse specifically states that there a three Persons in the Godhead Who are co-equal and co-eternal, yet as we search and study the Scripture we find this is the case. We must not be lazy and let others do our thinking for us. We have to search to find the golden nuggets of Truth for ourselves.

My son, if thou wilt receive my words, and hide my commandments with thee; so that thou incline thine ear unto wisdom, and apply thine heart to understanding; yea, if thou criest after knowledge, and liftest up thy voice for understanding; if thou seekest her as silver, and searchest for her as for hid treasures; then shalt thou understand the fear of the Lord, and find the knowledge of God.” [Pr. 2:1-5]

There is no one verse or passage that specifically says there was a formal agreement between God the Father and God the Son [Eternal Covenant]. No one passages states that if the Son [Heir] would complete certain works [terms] that He would receive a reward [legacy] from the Father [Testator]. But, as we search and study the Bible, we must come to that conclusion. When we compare Scriptures we see that the blessings we receive as Christians come out of the Eternal Covenant. We will look at some of these blessings later on in this workbook and throughout this series.

We have been made accepted “in the beloved.” There is a real union and connection with Jesus Christ. We are baptized into His body. We have become united with Christ. We are included in His spiritual body, which is made up of all believers. Just as our natural body is controlled by and enjoys the life which comes from the head, so as the spiritual body of Jesus, Who is the head, we obey Him and enjoy the life He gives us.

All of this was determined by God before the creation of the world. The words “in Christ” are Covenant language. They are part of the legal terms of the Covenant. This indicates an Eternal Covenant in force before the creation of the worlds.

In the hope of eternal life, which God, that cannot lie, promised before the world began...”

The fact that God promised a benefit [Legacy] before the world began shows the existence of the Eternal Covenant.

3. We discover the Eternal Covenant by the actions of Jesus. We can see this in several ways:

First, we see the determinate counsel of God. Christ acted to fulfill this agreement. He received a commission from the father which He worked to complete. When it was done, He gave the spiritual blessings He had earned to all those who had been given to Him.

And truly the Son of man goeth as it was determined :.. [Luke 22:22]

Him being delivered by the determinate counsel and foreknowledge of God, ye have taken, and by wicked hands have crucified and slain: [Acts 2:23] [The New American Standard Version translates “determinate counsel” and “predetermined plan.”]

These two verses show there was a predetermined plan which Jesus had to follow in order to fulfill the agreement or Covenant. The fact that Jesus had to fulfill certain terms shows there must have been an existing Covenant in force that contained those terms - what we call the Eternal Covenant.

Second, Jesus received the charge from His Father to save His people. He was sent to earth to fulfill this mission. Jesus spoke of the necessity of bringing other sheep as part of His mission. In the verses

belong note statements like “Them I must bring...” not “I will” or “I should” but “I MUST.” This reveals a pre-creation Covenant with terms which He had to fulfill.

For I came down from heaven, not to do mine own will but the will of Him that sent me. And this is the Father's will which hath sent me, that of all which He hath given me I should lose nothing, but should raise it up at the last day. [John 6:38-39]

And other sheep I have, which are not of this fold: them also I must bring. [Jn.4:34]

In the prayer of John 17, Jesus is claiming that He fulfilled the Covenant. He has lost no one who had been given to Him so He could claim the reward [legacy]. Because He fulfilled the terms He could have the legacy - this shows there must have been an Eternal Covenant.

Third, the fact Jesus claimed the reward or legacy upon fulfilling the terms shows there was a Covenant in force before He came - with terms He needed to complete. When He successfully fulfilled the terms, He claimed the benefits.

And I have glorified thee on earth: I have finished the work which thou gavest me to do...Father I will that they also whom thou hast given me, be with me where I am; that they may behold my glory, which thou hast given me: for thou lovest me before the foundation of the world. O righteous Father, the world hath not known thee: but I have known thee, and these have known

that thou hast sent me. [John 17:4, 24-25]

In verse 4 [of John 17] Jesus declared that He fulfilled the work He had been given. When He says in verse 24 “I will” or “I desire,” He is claiming the reward for faithfully fulfilling His part of the Covenant. It means there must have been an arrangement and promise on the part of the Father. Christ is claiming His inheritance, which is His people [see Eph. 1:18].

A claim implies a previous agreement in which a condition was to be fulfilled in order to have the right to demand a reward. For example, if you have an accident and make an insurance claim it implies that you have a previous agreement with the insurance company that under certain conditions they will provide you with certain benefits. The conditions have been met so you are claiming the benefit. When Jesus says “righteous Father” in verse 25, it is an appeal to the faithfulness of God. In other words, He is saying that He has met the conditions and now trusts the Father will give the promised benefit. This indicates a prior agreement - the Eternal Covenant.

trusts that the Father will give the promised benefit.

4. The comparison between Christ and Adam means there must have been an Eternal Covenant. Read Rom. 5:12-19, 1 Cor. 15:20-23, 45, 47.

These Scripture passages can only be properly explained when we realize that both Adam and Christ stood as representatives of the human race [called federal heads]. One head [Adam] acted to produce sin and death. The other head [Christ] provided righteousness and eternal life. Their failure or faithfulness affected everyone they represented.

In the hope of eternal life, which God, that cannot lie, promised before the world began... [Titus 1:2]

The first Adam led the human race into sin, the second Adam [Christ] led His people into righteousness. The fact that God promised eternal life “before the world began” shows a prior agreement. The Son was acting on behalf of and for the benefit of His people.

Who was faithful to Him that appointed Him, as also Moses was faithful in all His house. [Heb. 3:2]

The fact that Jesus was faithful implies an arrangement, a pledge, or a Covenant otherwise there would be nothing to be faithful to. It was a Covenant where the Son would act on behalf of and for the benefit of His people. He replaced the first Adam, who had failed, on behalf of those who would believe in Him..

5. The Covenant titles given to Christ prove there was a Covenant in force. Jesus is given the following Covenant titles:

First, Jesus is called the Covenant itself.

I the Lord have called thee in righteousness and will hold thine hand, and will keep thee and give thee for a Covenant to the people, for a light of the Gentiles. [Is. 42:6]

Jesus is given to His people as a pledge or seal of the blessings of the Covenant. He is their Representative in the Covenant. The terms and legacy of the Covenant are summed up in Him because of Who He is and what He has done. He has fulfilled the Covenant terms and now gives out its blessings.

He that spared not His own Son, but delivered Him up for us all, how shall He not with Him also freely give us all things? [Rom. 8:32]

Second, Jesus is called the Messenger of the Covenant.

Behold I will send my messenger and he shall prepare the way before me: and the Lord, whom ye seek, shall suddenly come to His temple, even the messenger of the Covenant, whom ye delight in. [Mal. 3:1]

He was the Messenger to reveal the Father and make the contents of the Covenant known. He would declare the good news of the Covenant. He would announce the Covenant to His people.

Third, Jesus is called the Surety [or guarantee] of the Covenant.

By so much was Jesus made a surety of a better Testament. [Heb. 7:22]

The surety is one who represents others. Consequently, He is under an obligation to fulfill certain requirements in their name and for their benefit. For example, if you become a surety on a bank loan for your friend, you are guaranteed to paid the loan if your friend defaults.

Jesus is our legal representative before God. We defaulted on our responsibilities before God. Jesus perfectly fulfilled for us every obligation and paid our debt before God. He is then our pledge surety.

Fourth, Jesus is called the Testator.

For where a testament is there must also of necessity be the death of the testator. [Heb. 9:16]

The Father is the Testator in the Eternal Covenant and the Son is the Heir. As Heir, the Son becomes our Testator in the Covenants of love and we, who believe on Jesus, become the Heirs. The riches and privileges belong to Jesus. He could not be our Testator unless He had something to give. He gives to His people in unbounded grace and goodness. God always had these riches, but God could not represent man. His holiness alienated sinful man from Him. By the Son becoming human He was able to not only receive the benefits but also to pass them on to His own people.

Fifth, Jesus is called the Mediator.

And for this cause He is the Mediator of the new testament, that by means of death, for the redemption of the transgressions that were under the first testament, they which are called might receive the promise of eternal inheritance. [Heb. 9:15]

And to Jesus the Mediator of the new Covenant, and to the blood of sprinkling, that speaketh better things than that of Abel. [Heb. 12:24].

Jesus was capable of satisfying the justice of God. When He had accomplished that He proceeded to intercede on our behalf to see that the blessings are now given to His people. The result is that He stands before God on behalf of His people as their advocate, pleading their cause.

The Covenant was made before in Christ [Gal. 3:17] and He came to do the will of God [Heb. 10:5-7] which shows that the Eternal Covenant exists and that it was made with Him.

Now the God of peace, that brought again from the dead our Lord Jesus, that great shepherd of the sheep, through the blood of the everlasting Covenant. [Heb. 13:20]

This passage reveals a living connection between the Covenant of grace and the sacrifice of Christ. The result is that not only does Jesus inherit all the provisions of the Covenant ,but also it is only in Him that we receive the inheritance of the Covenant. He mediates the Covenant for us.

The Eternal Covenant continuedThe seven major Covenants of love that God made with mankind,

which we are about to study, were the public revelations of this grand overall Eternal Covenant. Each of these Covenants of love show us some of what is in the Eternal Covenant. They reveal how the Eternal Covenant impacts a particular person or group of people. We see how God has included them in His eternal plan.

Each Covenant of love reveals the head of the Covenant: Jesus Christ. The study of these Covenants puts Christ at the head and center of all our doctrines and applications. This is why the study of Covenants is vital. Christ must always be the center and the object of all we do. If we keep Christ in the center we cannot go far wrong. If we lose sight of Christ - as some modern doctrines have - then we are going to end up in error sooner or later...probably sooner.

This verse begins the revelation of the Eternal Covenant to fallen humanity. Here we discover, as we shall see in the Adamic Covenant, that Christ would come from the seed of the woman - that is He would be human.

As we mentioned in the first workbook, all Covenants have conditions. The conditions are not always plainly stated, but they are always implied. In each Covenant there must be, at least, faith and obedience. Also, Jer. 18:7-10 lays down a basic principle with any of God’s promises. Ultimately Jesus would do the work and perfectly fulfill the conditions on our behalf, but the conditions are there nonetheless.

The Covenants of love which God made with mankind were ratified or confirmed by blood sacrifice. This showed that God’s mercy could only be received by the death of an innocent person. The animal sacrifices of each Covenant pictured the ultimate Sacrifice of Jesus Christ which was arranged in the Eternal Covenant.

And Noah builded an altar unto the Lord; and took of every clean beast and of every clean fowl, and offered burnt offerings on the altar. [Gen. 8:20]

And He said unto him, take me an heifer of three years old, and a ram of three years old, and a turtledove and a young pigeon. And he took unto him all these, and divided them in the midst, and laid each piece one against another: but the birds divided he not. And when the fowls came down upon the carcasses, Abram drove them away...in the same day the Lord made a Covenant with Abram, say, Unto thy seed have I given this land, from the river of Egypt unto the great river, the river Euphrates. [Gen. 15:9-11, 18]

The Covenants of love with mankind were introduced at important points in history: the fall [Adam], the flood [Noah], the apostasy of nations [Abraham], the deliverance from Egypt [Moses], the establishment of the nation [David]. Each Covenant builds on the previous one and adds a more complete revelation of God’s purpose in the Eternal Covenant. Like pieces in a puzzle, the Covenants are put together to present a beautiful overall picture and plan. Each piece needs the others and every piece is important. That is why we are going to study the Covenants of love in the order that they progress though history to a world-revolutionizing climax in the New Covenant.

The Eternal Covenant was made with Christ [the Heir] and extended to His seed, the joint-heirs. Being a joint-heir is a little different that just being an heir. Usually heirs divide the inheritance, each receiving their allotted portion, but a a joint-heir has access to the entire inheritance. For example, let’s say 10 people are equal heirs to a million dollars. Normally, it would be split with each heir receiving $100,000. Now, if they were joint-heirs, each one would have access to the entire million and would have to work with the others as to its best use. Being a joint-heir in the Covenant with Christ means that we have access to everything He has, as it is God’s will to give it. Our inheritance is not limited or split. We can all enjoy love, peace, joy, provision, etc. It is not split with only certain people getting certain benefits. This is exciting. There is no limit to what you can have in the will of God. Whatever your need, the Covenant in Christ provides the answer.

I will declare the decree: the Lord hath said unto me, Thou art my Son; this day have I begotten thee. Ask of me and I shall give thee the heathen for thine inheritance, and the uttermost parts of the earth for thy possession. [Ps. 2:7-8]

And declared to be the Son of God with power, according to the spirit of holiness, by the resurrection from the dead. [Rom. 1:4]

Jesus offered perfect obedience to God as the representative of His people. The Father required Him to do the Father’s will and counsel.

Yet it pleased the Lord to bruise Him; He hath put Him to grief: when thou shalt make His soul an offering for sin, He shall see His seed, He shall prolong His days, and the pleasure of the Lord shall prosper in His hand. He shall see the travail of His soul, and shall be satisfied: by His knowledge shall my righteous servant justify many; for He shall bear their iniquities. [Is. 53:10-11]

Sacrifice and offering thou didst not desire; mine ears hast thou opened: burnt offering and sin offering hast thou not required. Then said I, Lo, I come: in the volume of the book it is written of me, I delight to do thy will, O my God: yea, thy law is within my heart. [Ps. 40:6-8]

Wherefore when He cometh into the world, He saith, Sacrifice and offering thou wouldest not, but a body hast thou prepared me: In burnt offerings and sacrifices for sin thou hast had no pleasure. Then said I, Lo, I come (in the volume of the book it is written of me,) to do thy will O God. [Heb. 10:5-7]

Having offered perfect obedience, Jesus then voluntarily became the offering for sin.

For the law having a shadow of good things to come, and not the very image of the things, can never with those sacrifices which they offered year by year continually make the comers thereunto perfect...for it is not possible that the blood of bulls and of goats should take away sins...then I said , Lo, I come (in the volume of the book it is written of me, ) to do thy will O God. [Heb. 10:1, 4, 7]

The Father then dwelt with Jesus in strict and rigid justice. The Father treated Jesus the way we deserved to be treated.

He that spared not His own Son, but delivered Him up for us all, how shall He not with Him also freely give us all things. [Rom. 8:32]

Who His own self bare our sins in His own body on the tree, that we, being dead to sins, should live unto righteousness; by whose stripes we were healed. [1 Pet. 2:24]

For He hath made Him to be sin for us, who knew no sin; that we might be made the righteousness of God in Him. [2 Cor. 5:21]

Christ hath redeemed us from the curse of the law, being made a curse for us: for it is written, cursed is everyone that hangeth on a tree. [Gal. 3:13]

As our representative, Jesus came to offer perfect obedience on our behalf. He agreed to live in obedience to God’s laws. As the captain of our salvation, He established the Covenant and became the surety for our sins. [Heb. 10:5-7, 2:9-10]

Jesus could say His offering was a voluntary one. He freely gave Himself to establish the Covenant with His elect, His people. Yes, it was agreed in the Eternal Covenant from the beginning but no one, not even

the Father, forced Jesus to obey the terms. Jesus voluntarily agreed to the terms before the foundation of the world and faithfully carried out the terms as He walked this earth.

Therefore doeth my Father love me, because I lay down my life, that I might take it again. No man taketh it from Me, but I lay it down of myself. I have power to lay it down, and I have power to take it again. This commandment have I received of my Father. [John 10:17-18]

My GodSince Jesus was committed to fulfilling the terms of the Eternal

Covenant, He could use the Covenant words: My God. “My God” are Covenant words and show Covenant relationship. Even when He was forsaken by the Father, taking the penalty of our sin as the Messiah, He called on the Covenant relationship.

My God, my God, why hast thou forsaken me? Why art thou so far from helping me, and from the words of my roaring? [Ps. 22:1]

And about the ninth hour Jesus cried with a loud voice, saying, Eli, Eli, lama sabachthani? that is to say, My God, my God why hast thou forsaken me? [Matt. 27:46]

Since Jesus has brought us into Covenant relationship with God, we can now use the Covenant words “My God” as well.

Jesus saith unto her, Touch me not; for I am not yet ascended to my Father: but go to my brethren, and say unto them, I ascend to My Father, and your Father; and to my God and your God.” [John 20:17]

”Him that overcometh will I make a pillar in the temple of my God, and he shall go no more out; and I will write upon him the name of my God, and the name of the city of my God, which is new Jerusalem, which cometh down out of heaven from my God: and I will write upon him my new name.” [Rev. 3:12] “My God” is mentioned four times in one verse!

There are three aspects to Jesus’ use of the Covenant term “My God.”

1. Jesus was God and so He was equal with the Father and the Holy Spirit. When He used the term “My God,” He was expressing His Covenant relationship within the Godhead.

2. The Covenant promise was to be the God of Abraham and Jesus was Covenanting to be the God of His people. It is true that He is the God of all humanity because He is their Creator, Sustainer, Governor, and Judge. However, Jesus is the God of His people in a redemptive way and in the giving of Covenant blessings to them.

And I will establish my Covenant between me and thee and thy seed after thee in their generations for an everlasting Covenant, to be a God unto thee and to thy seed after thee, [Gen. 17:7]

For this is the Covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God and they shall be to me a people. [Heb. 8:10]

The Covenant was that Jesus would be the God especially of the seed of Abraham. He is their supply and source - spiritually, physically, and eternally. The true seed of Abraham are the believers in Christ [as we will see in detail when we get to the Abrahamic Covenant].

But my God shall supply all your need, according to His riches in glory by Christ Jesus. [Phil. 4:19]

[The light use of the expression “Oh my God” by non-Christians - and unfortunately by some Christians as well - is a de-grading of the Covenant relationship which exists between God and His people.]

3. Using the Covenant term “My God” expresses the agreement of Jesus in the eternal counsels of redemption. The result is that He suffered, but in suffering He saved His children. Jesus then acts as our High Priest. He is seen as declaring and praising God in the midst of His brethren whom He has saved. His brethren are the children whom the Lord has given Him.

I will declare thy name unto my brethren: in the midst of the congregation will I praise.” [Ps. 22:22]

”Behold, I and the children whom the Lord hath given me are for signs and for wonders in Israel from the Lord of hosts, which dwelleth in mount Zion.” [Is. 8:18]

”For both He that sanctifieth and they who are sanctified are all of one: for which cause He is not ashamed to call them brethren. Saying, I will declare thy name unto my brethren, in the midst of the church will I sing praise unto thee.” [Heb. 2:11-12]

promise was to Abraham in Christ, and through Christ to all his seed, i.e. those who belong to Christ.

Now to Abraham and his seed were the promises made, He saith not, And to seeds, as of many; but as of one, and to thy seed which is Christ. And this I say, that the Covenant, that was confirmed before of God in Christ, the law, which was four hundred and thirty years after, cannot disannul, that it should make the promise of none effect. [Gal. 3:16-17]

David was specifically said to be given an interest in the Eternal Covenant and made a partaker of its privileges as well.

Although my house be not so with God; yet He hath made me an everlasting Covenant, ordered in all things and sure: for this is all my salvation, and all my desire, although He make it not to grow. [2 Sam. 23:5]

The blood of Jesus Christ through God’s grace brought us into the Eternal Covenant. It was as Christ fulfilled the terms of the Eternal Covenant with His life’s blood that we are able to inherit its blessings.

Now the God of peace, that brought again from the dead our Lord Jesus, that great shepherd of the sheep, through the blood of the everlasting Covenant... [Heb. 13:20]

We are released from bondage and slavery to sin by the blood of the Covenant.

As for thee also, by the blood of thy Covenant I have sent forth thy prisoners out of the pit wherein is no water. [Zech. 9:11]

God is then the God of His people because of the Eternal Covenant. As we have said, He is the Creator, Sustainer, Governor, and Judge of all people in a general sense. The Covenant brings His people into an intimate and blessed relationship.

Behold the days come saith the Lord, that I will make a new Covenant with the house of Israel, and with the house of Judah: Not according to the Covenant that I made with their fathers in the day that I took them by the hand to bring hem out of the land of Egypt; which my Covenant they brake, although I was an husband unto them saith the Lord: But this shall be the Covenant that I will make with the house of Israel; After those days saith the Lord, I will put my

law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people. And they shall teach no more every man his neighbour, and every man his brother saying, Know the Lord: for they shall all know me, from the least of them unto the greatest of them, saith the Lord: for I will forgive their iniquity, and I will remember their sin no more. [Jer. 31:31-34]

For this is the Covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God and they shall be to me a people. And they shall not teach every man his neighbour, and every man his brother saying, Know the Lord: for all shall know me, from the least to the greatest.
